The public sector, sometimes referred to as the state sector or the government sector, is a part of the state that deals with either the production, ownership, sale, provision, delivery and allocation of goods and services by and for the government or its citizens, whether national, state, or local.
The organization of the public sector (public ownership) can take several forms, including:

In spite of their name, public companies are not part of the public sector; they are a particular kind of private sector company that can offer their shares for sale to the general public, i.e. to anyone willing to buy them (as opposed to a privately owned company, shares of which can be sold to someone only if the owner of the shares agrees to sell them).
The role of public sectors are as follows:
The role and scope of the public sector and state sector are often the biggest distinction regarding the economic positions of socialist, liberal and libertarian political philosophy. In general, socialists favor a large state sector consisting of state projects and enterprises, at least in the commanding heights or fundamental sectors of the economy (although some socialists favor a large cooperative sector instead). Social democrats tend to favor a medium-sized public sector that is limited to the provision of universal programs and public services. Economic libertarians and minarchists favor a larger private sector and small public sector with the state being relegated to protecting property rights, creating and enforcing laws and settling disputes, a "night watchman state".

As retirees start outnumbering workers – and the NYPD already has more former cops drawing a pension than active ones walking a beat – the amount of money spent on pensions is only going to skyrocket.
Public employees typically get to retire earlier and they pay less into their retirements than their counterparts in the private sector. On top of that, many workers game the system through often legal tricks such as "spiking" which is the act of artificially boosting the salary level on which the retirement payments are calculated. For instance, by cashing in unused sick days and vacation, Phoenix, Arizona's former city manager was able to jack up his annual retirement pay by almost $90,000 to a whopping $234,536.
Most government pensions guarantee payouts based on unrealistic investment returns. California said the investments in its pensions would return 8% every year, while actual returns have been far lower.
The result is that California's pension fund is only 42% funded. Taxpayers ultimately pick up the difference. As more public sector workers retire, pensions are only going to become a bigger and bigger issue. It's time to reform public sector pensions by reigning in lavish promises, closing loopholes, and switching over to 401k style pension plans that most private sector workers have.

Over the past dozen or so years, Moore tells Reason TV's Nick Gillespie, state and local governments have allowed their payrolls be taken over by pension obligations. Rising pension costs have been a key factor in municipal bankruptcies across the country.
"If you go back to around 2000," explains Moore, "a typical city, county, or state in the Untied States would be paying around 15 percent or maybe 20 percent of its total payroll for pensions. Fast-forward a decade later, after they've made all these unsustainable promises and failed to make payments, and you've got places where more than half of total payroll is going to pay for pensions."
On top of that, many municipalities are skipping scheduled payments, assuming ridiculous rates of return on their pension funds, and increasing benefits for employees. Many cities also fail to rein in "pension spiking," a practice that allows savvy employees to retire on an annual pension that can be higher than their work salaries were.
Residents pay for pensions in more ways than higher taxes, says Moore. Runaway pensions have siphoned funds that would otherwise have gone to infrastructure such as fire stations, roads, and bridges.
Yet all is not bleak. While many cities still face legal battles with its employee unions, reform is not just possible but politically popular. San Diego, San Jose, Bakersfield, and Phoenix not only passed reform but did so through ballot initiatives.
Moore, who heads up Reason Foundation's pension reform programs, says that state and local governments can get their pension problems under control by switching from traditional defined-benefit programs to the defined-contribution plans that have become standard in the private sector and other proven reforms. But that can only happen when elected leaders deal forthrightly with the issue. Too often, says Moore, politicians instead make promises they know will only have to be kept long after they are out of office.

"Optimistic scenario: it's $1 trillion in unfunded liabilities," says Adrian Moore, vice president of policy at Reason Foundation about public-sector pensions at the state, county, and local levels. "More realistic scenario: You're looking at $2 trillion to $4 trillion in unfunded liabilities. That's a huge debt."
Over the past dozen or so years, Moore tells Reason TV's Nick Gillespie, state and local governments have allowed their payrolls be taken over by pension obligations. Rising pension costs have been a key factor in municipal bankruptcies across the country.
"If you go back to around 2000," explains Moore, "a typical city, county, or state in the Untied States would be paying around 15 percent or maybe 20 percent of its total payroll for pensions. Fast-forward a decade later, after they've made all these unsustainable promises and failed to make payments, and you've got places where more than half of total payroll is going to pay for pensions."
On top of that, many municipalities are skipping scheduled payments, assuming ridiculous rates of return on their pension funds, and increasing benefits for employees. Many cities also fail to rein in "pension spiking," a practice that allows savvy employees to retire on an annual pension that can be higher than their work salaries were.
Residents pay for pensions in more ways than higher taxes, says Moore. Runaway pensions have siphoned funds that would otherwise have gone to infrastructure such as fire stations, roads, and bridges.
Yet all is not bleak. While many cities still face legal battles with its employee unions, reform is not just possible but politically popular. San Diego, San Jose, Bakersfield, and Phoenix not only passed reform but did so through ballot initiatives.
Moore, who heads up Reason Foundation's pension reform programs, says that state and local governments can get their pension problems under control by switching from traditional defined-benefit programs to the defined-contribution plans that have become standard in the private sector and other proven reforms. But that can only happen when elected leaders deal forthrightly with the issue. Too often, says Moore, politicians instead make promises they know will only have to be kept long after they are out of office.

Not questioning the public sector would be justifiable only if the public sector really was – as leftist rhetoric sometimes suggests – an oasis of egalitarian self-management, stable jobs, fair working conditions which ensure universal uncommodified public services. Conversely, the real public sector in Slovenia is a mix of strict hierarchies based on status, high inequalities of income and significant class divisions between the formally employed core and the precarious workers on the periphery. Furthermore, public institutions in Slovenia are not only laboratories of precarious work, but also the main producers of neoliberal ideology and ethics (especially political and educational institutions engaged in social work).
Neoliberal discourse and reformist practices are influential and successful because they are based on real life experiences of institutional inertia, entrenched status inequalities and increased marginalization and frustration of the periphery, consisting of precarious workers in the public sector. On the other hand, political discourses based on an idealized image of the public sector which does not correspond to the actual experience of the employers in the public sector and the users of public services are sentenced to be politically inefficient."

The Ministry of Finance and Public Administration has issued an Order with a series of "instructions" to cut management costs, among which is of benefit to the tourist rate in your plane or train travel and use with general public transportation to get around.
The Order, which applies to commercial contracts or senior management to be signed as from this Friday, the date of its entry into force, also suggests they resort to audio or video conferencing as an alternative to meetings or traveling and to implement " restrictive "in the number of people who must travel day and criteria to be doing. Until urges them to be planned in advance to manage notes and thus get the best prices, come on, what would be the normal way to proceed if I have to pay for their journeys.

Three Reasons to Fix Public Sector Pensions Now
Just about every state and local government is in a financial bind because they're spending more than they take in. Public sector pensions are a major factor here. They already represent a big part of spending and they're underfunded by somewhere between one and five trillion dollars.
As those shortfalls come due, either taxpayers are going to get screwed through higher taxes and reduced services, or public sector employees are going to take a hell of a haircut. Here are three reasons to reform public sector pensions now.
Unsustainable pension payouts played a large role in the municipal bankruptcies of Detroit and Vallejo, California. In the 250 largest cities in the country, pensions on average soak up 10% of budgets, a 30% increase over just the past five years. As retirees start outnumbering workers – and the NYPD already has more former cops drawing a pension than active ones walking a beat – the amount of money spent on pensions is only going to skyrocket.
Public employees typically get to retire earlier and they pay less into their retirements than their counterparts in the private sector. On top of that, many workers game the system through often legal tricks such as "spiking" which is the act of artificially boosting the salary level on which the retirement payments are calculated. For instance, by cashing in unused sick days and vacation, Phoenix, Arizona's former city manager was able to jack up his annual retirement pay by almost $90,000 to a whopping $234,536.
Most government pensions guarantee payouts based on unrealistic investment returns. California said the investments in its pensions would return 8% every year, while actual returns have been far lower.
The result is that California's pension fund is only 42% funded. Taxpayers ultimately pick up the difference. As more public sector workers retire, pensions are only going to become a bigger and bigger issue. It's time to reform public sector pensions by reigning in lavish promises, closing loopholes, and switching over to 401k style pension plans that most private sector workers have.

"While protesting against budget cuts, austerity measures and neoliberal demonization of the public sector and its employees, it can sometimes be necessary to ignore the existing inequalities and injustices within the real public sector. However, if the Left continues to ignore such problems, it risks that its political discourse becomes irrelevant for both the employees in the public sector and the users of public services. Not questioning the public sector would be justifiable only if the public sector really was – as leftist rhetoric sometimes suggests – an oasis of egalitarian self-management, stable jobs, fair working conditions which ensure universal uncommodified public services. Conversely, the real public sector in Slovenia is a mix of strict hierarchies based on status, high inequalities of income and significant class divisions between the formally employed core and the precarious workers on the periphery. Furthermore, public institutions in Slovenia are not only laboratories of precarious work, but also the main producers of neoliberal ideology and ethics (especially political and educational institutions engaged in social work).
Neoliberal discourse and reformist practices are influential and successful because they are based on real life experiences of institutional inertia, entrenched status inequalities and increased marginalization and frustration of the periphery, consisting of precarious workers in the public sector. On the other hand, political discourses based on an idealized image of the public sector which does not correspond to the actual experience of the employers in the public sector and the users of public services are sentenced to be politically inefficient."

Español: Hacienda va a hacer que los directivos del sector público viajen en turista. El Ministerio de Hacienda y Administraciones Públicas ha emitido una Orden con una serie de "indicaciones" para recortar los gastos de los directivos, entre las que se encuentra la de acogerse a la tarifa turista en sus viajes de avión o tren y la de utilizar con carácter general el transporte público para sus desplazamientos.
La Orden, que se aplicará a los contratos mercantiles o de alta dirección que se firmen a partir de este viernes, fecha de su entrada en vigor, también les sugiere que recurran a audio o videoconferencias como alternativa a las reuniones o desplazamientos y que apliquen "criterios restrictivos" en cuanto al número de personas que han de desplazarse y los días que deban hacerlo. Hasta les insta para que se planifiquen para gestionar anticipadamente los billetes y así conseguir los mejores precios, vamos, lo que sería la forma normal de proceder cuando uno mismo debe pagarse sus desplazamientos.
