An Islamic state (Arabic: الدولة الإسلامية, al-dawla al-islamiyya) is a type of government, in which the primary basis for government is Islamic religious law. From the early years of Islam, numerous governments have been founded as "Islamic", beginning most notably with the Caliphate established by Mohammad himself and including subsequent governments ruled under the direction of a caliph (meaning, "successor" to the prophet Mohammad).
However, the term "Islamic state" has taken on a more specific modern connotation since the 20th century. The concept of the modern Islamic state has been articulated and promoted by ideologues such as Abul Ala Maududi, Ayatollah Ruhallah Khomeini, and Sayyid Qutb. Like the earlier notion of the caliphate, the modern Islamic state is rooted in Islamic law. It is modeled after the rule of Mohammad. However, unlike caliph-led governments which were imperial despotisms or monarchies (Arabic: "mulk"), a modern Islamic state can incorporate modern political institutions such as elections, parliamentary rule, judicial review, and popular sovereignty.

A year after the Islamic State's lightning conquest of Iraq's second city of Mosul, the poorly-trained and equipped Kurdish peshmerga forces are the international coalition's only reliable boots on the ground in northern Iraq.
The Pentagon's hopes of recapturing the city by spring 2015 have been dashed by the military failures of the Iraqi Army further south, leaving the peshmerga to defend a 600-mile long frontline almost encircling Mosul, fending off constant Islamic State assaults with insufficient supplies of ammunition and modern weapons.

Last summer, the group known as the Islamic State of Iraq and Syria (ISIS) swept from Syria into northern Iraq, routing Iraqi security forces and seizing the city of Mosul. Soon afterward, the group declared the establishment of a dubious "caliphate" in the area it controls and rebranded itself the Islamic State. With Iraq's army weakened and radical militants advancing on Baghdad, the country's Iran-backed Shia militias — which have their own history of sectarian abuses — fought back, halting the Islamic State's progress.
The militias have successfully combated Islamic State fighters on the ground with the assistance of air strikes from a US-led military coalition. But their growing influence within Iraq's government amid accusations that they have harmed Sunnis in areas that they control has led many to fear that the militias threaten the country's fragile sectarian and political balance.
VICE News traveled to Iraq in December to witness firsthand how Shia militias are taking the fight to the Islamic State, and to document the fallout of their controversial rise to power.

Leftists in Japan fear that the incident will encourage a departure from the country's pacifist constitution, whose Article 9 states that "the Japanese people forever renounce… the threat or use of force as a means of settling international disputes." SYRIA — The Islamic State has released yet another propaganda video, but this features an interview with a man who might be their oldest soldier. Muhammed Amin, 80, is featured in the video talking about how he traveled from Xinjiang, China to Syria in order to join the ISIS military crusade.
According to Amin, he completed the ISIS training, but since he's so old, they won't let him join the front lines. He said he used to be an imam, or religious leader, but now he is stationed at a base in Syria. The video is clearly a propaganda tool to rally the Uighurs in Xinjiang, where the Muslim group wants to set up an independent state that would be known as East Turkestan.
Almost half of the 22 million people in Xinjiang are Uighurs, and the Chinese government has cracked down on their religious practices in the wake of violent attacks blamed on the previously moderate Islamic group.

Elsewhere in territory it has held for some time, the Islamic State has gone about consolidating power and setting up a government dictated by Sharia law. While the world may not recognize the Islamic State, in the Syrian city of Raqqa, the group is already in the process of building a functioning regime.

The Islamic State, a hardline Sunni jihadist group that formerly had ties to al Qaeda, has conquered large swathes of Iraq and Syria. Previously known as the Islamic State of Iraq and Syria (ISIS), the group has announced their intention to reestablish the caliphate and declared their leader, the shadowy Abu Bakr al-Baghdadi, as the caliph.
Flush with cash and US weapons seized during recent advances in Iraq, the Islamic State’s expansion shows no sign of slowing down. In the first week of August alone, Islamic State fighters have taken over new areas in northern Iraq, encroaching on Kurdish territory and sending Christians and other minorities fleeing as reports of massacres emerged.
Elsewhere in territory it has held for some time, the Islamic State has gone about consolidating power and setting up a government dictated by Sharia law. While the world may not recognize the Islamic State, in the Syrian city of Raqqa, the group is already in the process of building a functioning regime.

Trapped in Iraq Between the Islamic State and Government Forces
Days before the US launched airstrikes on Tikrit in late March, VICE News traveled to the front lines of the northern Iraqi city, where Iraqi government forces and volunteer militiamen are continuing to battle the so-called Islamic State militant group.
The presence of the volunteer militiamen Hashd al Shaabi, also known as the Popular Mobilization Forces, has raised fears among civilians of retributive attacks. VICE News spoke to refugees from Tikrit who were detained while attempting to flee the fighting, some of whom accused Hashd al Shaabi of carrying out abductions, forced conscription, and looting.

Islamic State stands with al-Qaeda as one of the most dangerous jihadist groups, after its gains in Syria and Iraq.
Under its former name Islamic State in Iraq and the Levant (Isis), it was formed in April 2013, growing out of al-Qaeda in Iraq (AQI).

On the morning of 11 March alone — the first day VICE News spent in Ramadi — nearly two dozen IS car bombs were detonated, killing 10 and injuring 60.
In a series of interviews, Iraqi officials told VICE News that they fear Islamic State fighters will overrun what remains of Government-held Ramadi if the US did not intervene with air support. According to police in Ramadi, more than 2,000 officers have been killed since January 2014, when the Islamic State — then known mainly as ISIS or ISIL — first announced its presence in the city.
VICE News spent three days in Ramadi documenting civilian life and interviewing Iraqi officials, as the town remains under siege from the Islamic State.

Glenn Beck broke down the history of the Middle East on his television program Thursday, focusing on a nearly 100-year-old agreement that he says is integral to understanding the motivations of the Islamic State: the Sykes-Picot Agreement.
If you do not understand the Sykes-Picot Agreement, Beck said, you cannot fully understand the Islamic State, or why the Israelis and the Palestinians will never reach a two-state solution.
Though many go back to 1948 and the creation of the modern state of Israel when examining the history of Middle Eastern conflicts, Beck said you actually have to go back to 1916 and World War I.

“This is the last time the Arab world had a united Islamic State led by a religious leader: the Ottoman Empire, the caliphate,” Beck began. “The Allies knew the Ottoman Empire could shut down key shipping routes and cripple Britain’s economy, France’s. … They had to neutralize it. So Great Britain sent over an Army officer from Britain, and his name was T.E. Lawrence. There was a movie made about him, a great movie with Peter O’Toole called ‘Lawrence of Arabia.’”
Lawrence was tasked with convincing the Arabs to fight against the Ottoman Empire. After Lawrence promised the Arabs rule over a new united Arab kingdom of greater Syria — which encompassed present day Syria, Lebanon, Israel, and parts of Iraq and Jordan — he succeeded.
“To get to the root of the current Middle East conflict, that is your starting point,” Beck said. “It is at the center of everything that is happening today.”
“The problem here — Great Britain never intended to honor the promises that they made,” Beck continued. “They had used the Arabs in order to protect their own interests. Remember, they needed to get the Ottoman Empire out of the way.”

But al Nusra Front, an al Qaeda-affiliate, isn’t Israel’s only threat from Syria. Islamic State with our interest in preventing Iran from becoming a nuclear weapons state or in exercising hegemony over the region. Few analysts are better able to explain the sources of conflict or their potential resolution in their larger historical, cultural, and geographical contexts than Adam Garfinkle.
In this year of our 60th anniversary, we take special note of those, like Adam, who got their start in this field at the Foreign Policy Research Institute. Adam went on to serve on the staff of the US National Security Commission/21st Century, then as principal speechwriter to the Secretary of State (Colin Powell). He has also been editor of The National Interest magazine and is now editor of The American Interest magazine, both significant sources of analysis and understanding of American foreign policy choices today. He received his Ph.D. in international relations from the University of Pennsylvania and serves on FPRI's Board of Advisors.

The Iraqi city of Ramadi has been captured by Islamic State after days of intense fighting and bombings by the terror group, officials say.
"Ramadi has fallen," said Muhannad Haimour, spokesman for the governor of Anbar province.
"The city was completely taken ... It was a gradual deterioration. The military is fleeing."
He also confirmed the provincial command centre in the city had fallen into enemy hands.
A colonel among troops who had withdrawn added: "Daesh has just taken full control of all main security bases", using an Arabic acronym for IS.

Contested Iraqi City of Ramadi Falls to Islamic State Group
Militias approach IS-held Ramadi
A day after Islamic State (IS) militants completed their capture of Ramadi, Shia militias are assembling east of the Iraqi city ready for a possible counter-attack.
Iraqi state TV described columns of tanks and other military vehicles entering al-Habbaniyah military camp.
The Iraqi government called for help from the Iran-backed militias after the military was routed on Sunday.
About 500 people died in the city - only 70 miles (112km) west of Baghdad.
Shia forces at Habbaniya, about 20km (12 miles) from Ramadi, were "now on standby," the head of the Anbar provincial council, Sabah Karhout, was quoted by Reuters as saying.
In a statement, the council said about 3,000 Shia fighters had arrived in Anbar to take part in "the liberation of all Ramadi areas in which IS militants took positions".
The US has said it is confident the capture of Ramadi can be reversed.
Speaking in South Korea, Secretary of State John Kerry said: "I am convinced that as the forces are redeployed and as the days flow in the weeks ahead, that's going to change."
The fall of Ramadi is a disaster for the Iraqi army and government, and especially its Prime Minister, Haider al-Abadi.
After the recapture of another provincial capital, Tikrit, at the end of March, he announced the start of a similar campaign to "liberate" Anbar province (the country's biggest) and flew to Ramadi to kick it off.
Now Ramadi has gone, and along with it the military command centre for the whole province. A few days before the final collapse on Sunday, Mr Abbadi said he would not allow it to fall.
It did.
Now he and the largely Sunni provincial council have had to do what they didn't want - to call in the Iranian-backed Shia militias who were instrumental on the ground in recapturing Tikrit.
They will play the lead role if Ramadi is to be recaptured. Will the Americans bomb to support them, and help spread Iranian penetration and control in Iraq?

The contested city of Ramadi fell to the Islamic State group yesterday, as Iraqi forces abandoned their weapons and armored vehicles, fleeing the provincial capital despite intensified U.S.-led airstrikes. Bodies littered the streets as local officials reported the militants carried out mass killings of Iraqi security forces and civilians.
“Ramadi has fallen,” said Muhannad Haimour, a spokesman for the governor of Anbar province. “The city was completely taken. ... The military is fleeing.”
Yesterday’s retreat recalled the collapse of Iraqi security forces in last summer’s ISIS blitz, and calls into question the Obama administration’s hopes of relying solely on airstrikes to support the Iraqi forces.
“It’s a reminder the complete withdrawal from Iraq in 2011 was one of the worst diplomatic mistakes in the last decade,” said Victor Davis Hanson, a senior fellow at the Hoover Institute. “Anybody who knew Iraq knew that the Iraqi Army in 2011 was not going to be able to take care of itself.
“It’s a tragedy that was preventable,” Hanson said. “It made no sense. We created a vacuum and ISIS was born. When the president left he said, ‘I’m leaving a stable and secure Iraq.’ ”
With defeat looming, Prime Minister Haider al-Abadi ordered security forces not to abandon their posts across Anbar province, apparently fearing the extremists could capture the entire desert region that saw intense fighting after the 2003 U.S.-led invasion to topple dictator Saddam Hussein, before the Sunni tribes turned against al-Qaeda and joined with U.S. forces in the so-called Anbar Awakening that led to the 2007 Surge strategy that largely pacified Iraq.
Earlier yesterday, al-Abadi ordered Shiite militias to prepare to go into the Sunni-dominated province, ignoring U.S. concerns their presence could spark sectarian bloodshed. By late yesterday, a large number of Shiite militiamen had arrived at a military base near Ramadi for a possible counter-offensive.
“We welcome any group, including Shiite militias, to come and help us in liberating the city from the militants. What happened today is a big loss caused by lack of good planning by the military,” Sunni tribal leader Naeem al-Gauouds said.

The Islamic State, a hardline Sunni jihadist group that formerly had ties to al Qaeda, has conquered large swathes of Iraq and Syria. Previously known as the Islamic State of Iraq and Syria (ISIS), the group has announced its intention to reestablish the caliphate and has declared its leader, the shadowy Abu Bakr al-Baghdadi, as the caliph.
The lightning advances the Islamic State made across Syria and Iraq in June shocked the world. But it's not just the group's military victories that have garnered attention — it's also the pace with which its members have begun to carve out a viable state.
Flush with cash and US weapons seized during its advances in Iraq, the Islamic State's expansion shows no sign of slowing down. In the first week of August alone, Islamic State fighters have taken over new areas in northern Iraq, encroaching on Kurdish territory and sending Christians and other minorities fleeing as reports of massacres emerged.
VICE News reporter Medyan Dairieh spent three weeks embedded with the Islamic State, gaining unprecedented access to the group in Iraq and Syria as the first and only journalist to document its inner workings.

Pinned Down by the Islamic State: The Road to Mosul (Part 1)
A year after the Islamic State's lightning conquest of Iraq's second city of Mosul, the poorly-trained and equipped Kurdish peshmerga forces are the international coalition's only reliable boots on the ground in northern Iraq.
The Pentagon's hopes of recapturing the city by spring 2015 have been dashed by the military failures of the Iraqi Army further south, leaving the peshmerga to defend a 600-mile long frontline almost encircling Mosul, fending off constant Islamic State assaults with insufficient supplies of ammunition and modern weapons.

The Battle for Iraq: Shia Militias vs. the Islamic State

Last summer, the group known as the Islamic State of Iraq and Syria (ISIS) swept from Syria into northern Iraq, routing Iraqi security forces and seizing the city of Mosul. Soon afterward, the group declared the establishment of a dubious "caliphate" in the area it controls and rebranded itself the Islamic State. With Iraq's army weakened and radical militants advancing on Baghdad, the country's Iran-backed Shia militias — which have their own history of sectarian abuses — fought back, halting the Islamic State's progress.
The militias have successfully combated Islamic State fighters on the ground with the assistance of air strikes from a US-led military coalition. But their growing influence within Iraq's government amid accusations that they have harmed Sunnis in areas that they control has led many to fear that the militias threaten the country's fragile sectarian and political balance.
VICE News traveled to Iraq in December to witness firsthand how Shia militias are taking the fight to the Islamic State, and to document the fallout of their controversial rise to power.

Japan vs. The Islamic State
The brutal beheadings of Japanese nationals Kenji Goto and Haruna Yukawa by the Islamic State in January have shocked the island nation and lent momentum to an effort to expand the limitations imposed on its constitution and military after its defeat by the United States in World War II.
Leftists in Japan fear that the incident will encourage a departure from the country's pacifist constitution, whose Article 9 states that "the Japanese people forever renounce… the threat or use of force as a means of settling international disputes." Right-wingers, meanwhile, see an opportunity to allow Japan to assert itself as a truly sovereign state.
VICE News reports from Japan as its prime minister and right wing are pushing for re-militarization of the pacifist nation, amid protests from the left who staunchly oppose any changes to Article 9 of the constitution.

ISIS Grandpa: Interview video of 80-year-old Islamic State soldier - TomoNews
SYRIA — The Islamic State has released yet another propaganda video, but this features an interview with a man who might be their oldest soldier. Muhammed Amin, 80, is featured in the video talking about how he traveled from Xinjiang, China to Syria in order to join the ISIS military crusade.
According to Amin, he completed the ISIS training, but since he's so old, they won't let him join the front lines. He said he used to be an imam, or religious leader, but now he is stationed at a base in Syria. The video is clearly a propaganda tool to rally the Uighurs in Xinjiang, where the Muslim group wants to set up an independent state that would be known as East Turkestan.
Almost half of the 22 million people in Xinjiang are Uighurs, and the Chinese government has cracked down on their religious practices in the wake of violent attacks blamed on the previously moderate Islamic group.

As the Islamic State massacred its way throughout Iraq and Syria this summer, a separate battle took place in neighboring Lebanon.
This summer, the Islamic State invaded the Lebanese border town of Arsal, beheading captured soldiers and unleashing waves of lethal car bombs, destabilizing the country.
Hezbollah, one of the world's strongest guerrilla armies, has also become involved — either defending Lebanon, or making things worse, depending on who you ask.
VICE News traveled to Lebanon to explore the battle being waged by one of the world's fiercest militant groups against one of the Middle East’s smallest and most fragile nations.

Canadian authorities have reported that at least 130 citizens are involved extremist activities abroad, with 30 in Syria alone. In Calgary, five youths who attended the 8th & 8th Musallah mosque are known to have joined the Islamic State, leading the Canadian media to emphatically label Calgary a hotbed of terrorism.
In response to two so-called "lone wolf" attacks last year, Canada’s Conservative government introduced controversial anti-terrorism legislation, which some fear will only further marginalizethe country’s Muslim population. VICE founder Suroosh Alvi traveled to Calgary to investigate allegations of radicalization among the city’s Muslim youth, speaking with the imam of the 8th & 8th Musallah, as well as the mother of Damian Clairmont, who died in Syria fighting for the Islamic State.

The Islamic State, a hardline Sunni jihadist group that formerly had ties to al Qaeda, has conquered large swathes of Iraq and Syria. Previously known as the Islamic State of Iraq and Syria (ISIS), the group has announced their intention to reestablish the caliphate and declared their leader, the shadowy Abu Bakr al-Baghdadi, as the caliph.
Flush with cash and US weapons seized during recent advances in Iraq, the Islamic State’s expansion shows no sign of slowing down. In the first week of August alone, Islamic State fighters have taken over new areas in northern Iraq, encroaching on Kurdish territory and sending Christians and other minorities fleeing as reports of massacres emerged.
Elsewhere in territory it has held for some time, the Islamic State has gone about consolidating power and setting up a government dictated by Sharia law. While the world may not recognize the Islamic State, in the Syrian city of Raqqa, the group is already in the process of building a functioning regime.
VICE News reporter Medyan Dairieh spent three weeks embedded with the Islamic State, gaining unprecedented access to the group in Iraq and Syria as the first and only journalist to document its inner workings. In part one, Dairieh heads to the frontline in Raqqa, where Islamic State fighters are laying siege to the Syrian Army’s division 17 base.

Trapped in Iraq Between the Islamic State and Government Forces
Days before the US launched airstrikes on Tikrit in late March, VICE News traveled to the front lines of the northern Iraqi city, where Iraqi government forces and volunteer militiamen are continuing to battle the so-called Islamic State militant group.
The presence of the volunteer militiamen Hashd al Shaabi, also known as the Popular Mobilization Forces, has raised fears among civilians of retributive attacks. VICE News spoke to refugees from Tikrit who were detained while attempting to flee the fighting, some of whom accused Hashd al Shaabi of carrying out abductions, forced conscription, and looting.

Gruesome be-headings, crucifixions and mass executions are openly carried out under their iconic black flag which is more like a modern day equivalent of a Jolly Roger. At times, it seems like their victims are whoever who is unlucky enough to be in their path during their killing sprees. And yet they know how to manipulate social media and have succeeded in brainwashing some to join them in their “fight for justice”.

In August, al Nusra Front jihadists took control of Syria’s side of the border crossing with Israel and kidnapped over 40 United Nations peacekeepers — who have since been released.
But al Nusra Front, an al Qaeda-affiliate, isn’t Israel’s only threat from Syria. President Bashar al-Assad’s military, in a possible effort to bait Israel into its civil war to shore up Arab sympathies, has been lobbing mortars across the border. Just a few weeks ago, the Israeli military shot down a Syrian plane flying over the Golan Heights — the first time it has done so since the 1980s.
VICE News travels to Israel’s “quiet border” in the Golan Heights, where members of al Nusra Front are now a visible threat.

What We Know About Abu Sayyaf: the Islamic State Leader Killed by U.S. Forces
Before Saturday, most Americans had never heard of Abu Sayyaf. But according to the Department of Defense, the senior Islamic State leader wielded the kind of power worthy of sending U.S. Special Operations forces into Eastern Syria on a rare and risky mission to capture him. That power, officials announced following the raid that ultimately killed Sayyaf, involved the major black market business fueling the Islamic State. National Security Counsel Spokesperson Bernadette Meehan in a statement, "Abu Sayyaf was a senior ISIL leader who, among other things, had a senior role in overseeing ISIL's illicit oil and gas operations -- a key source of revenue that enables the terrorist organization to carry out their brutal tactics and oppress thousands of innocent civilians." The intention of Friday night’s raid was to capture Sayyaf alive but, as the Defense Department reported, he was killed after trying to “engage” U.S. forces.

Militias approach IS-held Ramadi
A day after Islamic State (IS) militants completed their capture of Ramadi, Shia militias are assembling east of the Iraqi city ready for a possible counter-attack.
Iraqi state TV described columns of tanks and other military vehicles entering al-Habbaniyah military camp.
The Iraqi government called for help from the Iran-backed militias after the military was routed on Sunday.
About 500 people died in the city - only 70 miles (112km) west of Baghdad.
Shia forces at Habbaniya, about 20km (12 miles) from Ramadi, were "now on standby," the head of the Anbar provincial council, Sabah Karhout, was quoted by Reuters as saying.
In a statement, the council said about 3,000 Shia fighters had arrived in Anbar to take part in "the liberation of all Ramadi areas in which IS militants took positions".
The US has said it is confident the capture of Ramadi can be reversed.
Speaking in South Korea, Secretary of State John Kerry said: "I am convinced that as the forces are redeployed and as the days flow in the weeks ahead, that's going to change."
The fall of Ramadi is a disaster for the Iraqi army and government, and especially its Prime Minister, Haider al-Abadi.
After the recapture of another provincial capital, Tikrit, at the end of March, he announced the start of a similar campaign to "liberate" Anbar province (the country's biggest) and flew to Ramadi to kick it off.
Now Ramadi has gone, and along with it the military command centre for the whole province. A few days before the final collapse on Sunday, Mr Abbadi said he would not allow it to fall.
It did.
Now he and the largely Sunni provincial council have had to do what they didn't want - to call in the Iranian-backed Shia militias who were instrumental on the ground in recapturing Tikrit.
They will play the lead role if Ramadi is to be recaptured. Will the Americans bomb to support them, and help spread Iranian penetration and control in Iraq?

U.S special forces have carried out a raid inside Syria that killed a man identified as a senior Islamic State leader who helped direct the group's oil, gas and financial operations, U.S. officials said on Saturday. The White House said President Barack Obama ordered the raid that killed the Islamic State figure identified as Abu Sayyaf. U.S. officials said his wife was captured in the raid. It is the first publicly declared special forces operation by U.S. forces in Syria since their failed attempt to rescue American journalist James Foley and other American hostages held by Islamic State last summer.

500 Killed as Iraqi City of Ramadi Falls to Islamic State
A spokesman for the governor of Iraq's Anbar province said Monday that about 500 people — both civilians and Iraqi soldiers — are estimated to have been killed over the past few days as the city of Ramadi fell to the Islamic State group.
The estimates follow a shocking defeat as Islamic State seized control of the Anbar provincial capital on Sunday, sending Iraqi forces fleeing in a major loss despite the support of U.S.-led airstrikes targeting the extremists.
Bodies, some burned, littered the streets as local officials reported the militants carried out mass killings of Iraqi security forces and civilians.

Ramadi falls to Islamic State
Ramadi falls to Islamic State
he capture of Ramadi — a major city in Anbar province — by ISIS forces yesterday is another indicator of the Obama administration’s failed policies in Iraq, a foreign policy expert said yesterday.
The contested city of Ramadi fell to the Islamic State group yesterday, as Iraqi forces abandoned their weapons and armored vehicles, fleeing the provincial capital despite intensified U.S.-led airstrikes. Bodies littered the streets as local officials reported the militants carried out mass killings of Iraqi security forces and civilians.
“Ramadi has fallen,” said Muhannad Haimour, a spokesman for the governor of Anbar province. “The city was completely taken. ... The military is fleeing.”
Yesterday’s retreat recalled the collapse of Iraqi security forces in last summer’s ISIS blitz, and calls into question the Obama administration’s hopes of relying solely on airstrikes to support the Iraqi forces.
“It’s a reminder the complete withdrawal from Iraq in 2011 was one of the worst diplomatic mistakes in the last decade,” said Victor Davis Hanson, a senior fellow at the Hoover Institute. “Anybody who knew Iraq knew that the Iraqi Army in 2011 was not going to be able to take care of itself.
“It’s a tragedy that was preventable,” Hanson said. “It made no sense. We created a vacuum and ISIS was born. When the president left he said, ‘I’m leaving a stable and secure Iraq.’ ”
With defeat looming, Prime Minister Haider al-Abadi ordered security forces not to abandon their posts across Anbar province, apparently fearing the extremists could capture the entire desert region that saw intense fighting after the 2003 U.S.-led invasion to topple dictator Saddam Hussein, before the Sunni tribes turned against al-Qaeda and joined with U.S. forces in the so-called Anbar Awakening that led to the 2007 Surge strategy that largely pacified Iraq.
Earlier yesterday, al-Abadi ordered Shiite militias to prepare to go into the Sunni-dominated province, ignoring U.S. concerns their presence could spark sectarian bloodshed. By late yesterday, a large number of Shiite militiamen had arrived at a military base near Ramadi for a possible counter-offensive.
“We welcome any group, including Shiite militias, to come and help us in liberating the city from the militants. What happened today is a big loss caused by lack of good planning by the military,” Sunni tribal leader Naeem al-Gauouds said.
