UK territories must publish details of who controls firms registered there or face being put on an international "blacklist", Labour has warned. In a letter to UK Overseas Territories and Crown Dependencies, party leader Ed Miliband says a Labour government would give them six months to comply. If not they could end up on the list of "tax havens" of the Organisation for Economic Co-operation and Development. Mr Miliband said billions of pounds were "siphoned off into tax havens". His letter is being sent to British Overseas Territories - Anguilla, Bermuda, the British Virgin Islands, the Cayman Islands, the Turks and Caicos Islands, Gibraltar and Montserrat - and the Crown Dependencies of Jersey, Guernsey and the Isle of Man. 'Shrouded in darkness' He told them they "will have to produce a publicly accessible central register of beneficial ownership" within six months if Labour wins May's general election. "If any Overseas Territory or Crown Dependency does not meet this deadline, we will ask the Organisation for Economic Co-operation and Development to put them on the OECD's tax haven blacklist," he went on. Leaders from the G20 - made up of 19 of the world's largest economies plus the European Union - have previously agreed to impose sanctions against jurisdictions on the OECD blacklist. The OECD's "list of unco-operative tax havens" has been empty since 2009, though 38 jurisdictions are on a list of those "committed to improving transparency and establishing effective exchange of information in tax matters". The territories and dependencies written to by Mr Miliband are all on that list. He said: "More than 18 months have passed since David Cameron promised to shine a light on the tax havens in UK Overseas Territories and Crown Dependencies - and their affairs are still shrouded in darkness." Labour said none of the jurisdictions had yet delivered on the prime minister's pledge that they would publish a company ownership register. "Registers in Overseas Territories and Crown Dependencies would help stop or stem tax avoidance by showing the tax authorities who is diverting money into companies in these havens and where the money of UK taxpayers is going," Labour claims. "Rather than protecting UK Overseas Territories and Crown Dependencies as we do now, we would act as whistle blowers, making a formal request to the OECD that they should be added to the blacklist," the party warned. Mr Miliband said the UK "has a responsibility to open up the Overseas Territories and Crown Dependencies which are held responsible for so much tax secrecy and avoidance". He added: "Billions of pounds is being siphoned off into tax havens where our authorities cannot discover even the true ownership of firms registered there, let alone the scale of wealth hidden away."

In English jurisprudence, the Crown is the state in all its aspects. In countries that do not have a monarchy, the concept may be expressed as "the State" or "the People", or some political entity, such as "the United States", "the Commonwealth" or "the State of [name]". Legally, the Crown is a corporation sole that, in the Commonwealth realms, Crown dependencies and any of its provincial or state sub-divisions, represents the legal embodiment of executive, legislative, or judicial governance. It evolved first in the United Kingdom as a separation of the literal crown and property of the nation state from the person and personal property of the monarch. The concept spread through British colonisation, and is now rooted in the legal lexicon of the other 15 independent realms. Since 1956, Normandy has been divided into two administrative regions: Lower Normandy and Upper Normandy; these will be merged into one single region effective 1 January, 2016. The continental territory covers 30,627 km²[2] and forms the preponderant part of Normandy and roughly 5% of the territory of France. The population of Normandy is around 3.45 million. The continental population of 3.26 million accounts for 5.5% of the population of France (in 2005). The Channel Islands (referred to as Îles Anglo-Normandes in French) are historically part of Normandy, cover 194 km²[3] and comprise two bailiwicks: Guernsey and Jersey, which are British Crown dependencies. Upper Normandy (Haute-Normandie) consists of the French departments of Seine-Maritime and Eure, and Lower Normandy (Basse-Normandie) of the departments of Orne, Calvados, and Manche. The earlier province of Normandy comprised present-day Upper and Lower Normandy, as well as small areas now part of the départements of Mayenne and Sarthe. The name is derived from the settlement of the territory by Vikings ("Northmen") from the 9th century, and confirmed by treaty in the 10th century. For a century and a half following the Norman Conquest of England in 1066, Normandy and England were linked by Norman and Frankish rulers. During World War II, the D Day landings on the Normandy beaches, under the code name Operation Overlord, started the lengthy Battle of Normandy and resulted in the Liberation of Paris and the restoration of the French Republic. These landings were a significant turning point in the war. Lower Normandy is predominantly agricultural in character, with cattle breeding the most important sector (although in decline from the peak levels of the 1970s and 1980s). Normandy is a significant cider-producing region, and also produces calvados, a distilled cider or apple brandy. "The Crown" is defined differently in each Crown Dependency. In Jersey, statements in the 21st century of the constitutional position by the Law Officers of the Crown define it as the "Crown in right of Jersey", with all Crown land in the Bailiwick of Jersey belonging to the Crown in right of Jersey and not to the Crown Estate of the United Kingdom. Legislation of the Isle of Man defines the "Crown in right of the Isle of Man" as being separate from the "Crown in right of the United Kingdom". In Guernsey, legislation refers to the "Crown in right of the Bailiwick", and the Law Officers of the Crown of Guernsey submitted that "The Crown in this context ordinarily means the Crown in right of the république of the Bailiwick of Guernsey" and that this comprises "the collective governmental and civic institutions, established by and under the authority of the Monarch, for the governance of these Islands, including the States of Guernsey and legislatures in the other Islands, the Royal Court and other courts, the Lieutenant Governor, Parish authorities, and the Crown acting in and through the Privy Council." This constitutional concept is also worded as the "Crown in right of the Bailiwick of Guernsey".
Elizabeth II (Elizabeth Alexandra Mary; born 21 April 1926) is the constitutional monarch of 16 sovereign states known as the Commonwealth realms, and head of the 54-member Commonwealth of Nations. She is also head of state of the Crown Dependencies.
Elizabeth was born in London, and educated privately at home. Her father acceded to the throne as George VI in 1936 on the abdication of his brother Edward VIII. She began to undertake public duties during the Second World War, in which she served in the Auxiliary Territorial Service. On the death of her father in 1952, she became Head of the Commonwealth and queen regnant of seven independent Commonwealth countries: the United Kingdom, Canada, Australia, New Zealand, South Africa, Pakistan, and Ceylon. Her coronation service in 1953 was the first to be televised. Between 1956 and 1992, the number of her realms varied as territories gained independence and some realms became republics. Today, in addition to the first four aforementioned countries, Elizabeth is Queen of Jamaica, Barbados, the Bahamas, Grenada, Papua New Guinea, the Solomon Islands, Tuvalu, Saint Lucia, Saint Vincent and the Grenadines, Belize, Antigua and Barbuda, and Saint Kitts and Nevis.
