U-S President Bill Clinton's nominee to head the C-I-A says one of his top priorities is helping the spy agency define its role for the twenty-first century.
That was the message of acting C-I-A director George Tenet talking to a Senate panel on Capitol Hill on Tuesday.
The president's first choice, former national security advisor Anthony Lake, withdrew under fire from the same panel of lawmakers.
It was like old times for George Tenet, back on Capitol Hill this week before the Senate Intelligence Committee.
Tenet had served as staff director for the committee from 1988 to 1993.
With his family in attendance on the first day of hearings, Tenet was questioned by a panel of lawmakers who, in effect, view him as one of their own.
It was a far cry from several weeks ago, when the Republican-controlled panel faced off against embattled nominee Anthony Lake.
But Tenet also made it clear that one of his key missions at the C-I-A would be to serve his boss, President Clinton.

"My first and overriding goal would be to give the president and other senior leaders the information they need when they need it to protect American interests. This sounds like it should be easier in today's more open world but in fact it's not. In fact, the truth can be more elusive in an age of information overload than when many more societies were closed."

Despite the friendly atmosphere, Tenet encountered several tough questions on problems facing the agency.
For instance, how to recover lost prestige from recent spy scandals involving former C-I- A agents such as Aldrich Ames.

"As someone who could be the director of Central Intelligence I would never tell you that it's unlikely to happen again. I believe that subsequent to Ames, there have been a series of serious counterintelligence improvements that I think have - if you witness the difference between how the Ames case was handled and how the Nicholson case was handled - between the CIA and the FBI there have been enormous strides made."

Tenet also assured lawmakers that the agency was on the trail of arms sales, missiles in particular, to Iran and other so-called rogue states.

"We now have estimates in works to assess both Russia and China separately on the strategic forces. Clearly, the proliferation of ballistic missile technology in theatres is an enormously important threat to understand and the proliferation of activities of those countries is enormously important in this context, particularly where the Iranians and other rogue states may be involved."

Lawmakers also wanted to know why the C-I-A failed to keep the U-S military informed about the threat of chemical weapons during the Persian Gulf War.
Tenet took some of the blame on that shortfall.

"There was nobody at the CIA who was engaged in a conspiracy or somehow wanted to deny people access to information. We simply didn't give them the resources and all the tools they needed, that was a management decision. I was part of that management team, I should take responsibility for it, but when I came to this issue, I recognised we needed to do more than we have."

The US Senate has confirmed George Tenet as CIA director.
The vote on Thursday night ends months of uncertainty about the leadership of the American spy service.
A long Justice Department investigation into Tenet's personal finances bogged down what was first expected to be a quick approval.
The probe concluded Tenet's failure to report an inheritance was an honest mistake.
Tenet has said he will press an agenda at CIA that emphasises the importance of intelligence on terrorism, weapons proliferation and drug trafficking.
The CIA's top post has been vacant since December when John Deutch departed in a Clinton administration transition shuffle.
President Bill Clinton nominated Tenet in March to become CIA chief after the former national security adviser, Anthony Lake, withdrew his name amid intense scrutiny from intelligence personnel.
Tenet initially looked like a trouble-free fallback choice. But the nomination ran into trouble over a Justice Department review of Tenet's financial disclosure reports.
The Justice Department examined Tenet's acknowledgement that he failed for 11 years to report stock and real property that he had inherited from his late father in 1983.
Only when Attorney General Janet Reno decided this week that an independent counsel would not be needed to review the Tenet case was the way cleared for Tenet's confirmation.
44-year-old Tenet is the youngest CIA director.

"The same can be said for the National Security Agency, our imagery agency and our analytic community," Tenet testified before the commission investigating the worst terror attacks in U.S. history.
He said a series of tight budgets dating to the end of the Cold War meant that by the mid-1990s, intelligence agencies had "lost close to 25 percent of our people and billions of dollars in caputal investment."
A needed transformation is underway, he said, and appealed for a long-term commitment in funding. "Our investments in capability must be sustained," he added.
Tenet's appearance was ironic to the core.
Several commissioners lavished praise on him for his foresight and efforts to restructure intelligence-gathering. Yet the panel's staff issued a report as the hearing opened that was sharply critical of the agency and apparatus he has lead for seven years as the nation's director of central intelligence.
"While we now know that al-Qaida was formed in 1988, at the end of the Soviet occupation of Afghanistan, the intelligence community did not describe this organization, at least in the documents we have seen, until 1999," the report said.
As late as 1997, it said, the CIA Counter-Terrorism Center "characterized Osama bin Laden as a financier of terrorism."

CIA director George Tenet on Wednesday brought together senior Israeli and Palestinian security officials to begin implementing a US brokered truce.
The two sides accepted the deal despite having serious reservations.
The meeting, which capped a week of negotiations, was held at an undisclosed location in Tel Aviv.
Tenet left the US embassy compound in Tel Aviv at noon local time, and embassy officials said he
was headed to the three-way session.
Palestinian officials later confirmed the meeting had started.
The Tenet deal raised the prospect of ending nine months of fighting that have claimed nearly 500 lives on the Palestinian side and more than 100 on the Israeli side.
It marked the highest-profile Middle East mediation effort yet by the Bush administration, which in its first months had kept its distance from the Israeli-Palestinian conflict.
According to White House spokesman, Ari Fleischer, while flying to a NATO summit in Belgium, George Bush told Tenet by phone, "The United States is looking for progress, and so is the world."
If Wednesday's meeting is successful, Palestinian Information Minister Yasser Abed Rabbo said he expected Israel to take substantial steps within the next 48 hours toward lifting its sweeping travel restrictions on Palestinians.
Within a week, Israeli troops would have to withdraw to the positions they held before the outbreak of the fighting, he said.
Israeli Cabinet Secretary Gideon Saar gave no indication whether Israel agreed to this schedule, but suggested that if the cease-fire was observed, Israel would reciprocate rapidly.
The Palestinians accepted the US plan after a meeting late Tuesday between Tenet and Palestinian leader Yasser Arafat in the West Bank town of Ramallah.
Israeli Prime Minister Ariel Sharon had announced his acceptance of the plan a few hours earlier.
In a first sign of implementing one of the truce provisions, Palestinian police in the Gaza Strip on Wednesday searched cars for mortar launchers, Palestinian security officials said.
However, opposition to a cease-fire remained strong on the Palestinian side.
In the Gaza Strip, leaders of the Islamic militant group Hamas said attacks against Israel would continue.
The United States has not released the plan, but Israeli and Palestinian officials presented many of the details Wednesday.
One of the points of contention has been the scope of arrests of Islamic militants by Palestinian security forces.
Israel has demanded that hundreds be detained.
However, the U-S document refers only to arrests of those suspected of carrying out specific acts of violence, Palestinian officials said.
The Tenet plan asks the Palestinian Authority to collect illegal weapons, confiscate mortars, locate bomb factories, avoid helping Palestinian militants plan attacks and work against weapons smuggling.
Security cooperation would be restored, with sharing of information about the threat of terrorist attacks or movement of terrorists.

The development came as the US, Britain and Spain ended diplomatic efforts in the UN to disarm Saddam Hussein, withdrawing their proposed resolution setting an ultimatum and clearing the way for a US-led war without UN approval.
In a news conference at the State Department, Powell said Saddam "had his chance, he's had many chances over the last 12 years and he's blown every one of those chances".
Powell also said that Bush would issue a clear ultimatum to Saddam Hussein that he must to go into exile or face military action.

A German man filed a lawsuit on Tuesday claiming he was held captive and tortured by US government agents after being mistakenly identified as an associate of the September 11 2001 hijackers.
Khaled al-Masri told a news conference in Washington DC on Tuesday that he had filed a lawsuit in the US.
The suit names as the main defendant former CIA Director George Tenet.
Al-Masri, a Lebanese-born German national, alleges that he was seized in Macedonia and taken to a US prison in Afghanistan where he was tortured and interrogated about suspected ties to al-Qaida.
During five months in captivity he was allegedly subjected to "torture and other cruel, inhuman or degrading treatment," according to a lawsuit he filed in a US District Court.
Speaking to reporters at a news conference in Washington via a satellite signal from from Neu-Ulm, Germany, al-Masri said he wanted an explanation for what had happened.
"For me the issue is that I want to know why they did this to me and how it ever came about and I want an official apology," he said.
He is being represented by the American Civil Liberties Union (ACLU).
Anthony Romero, the executive director of ACLU said there was a "failure of accountability at the highest levels of our (the US) government."
The scope of the programme has not been disclosed by the CIA.

US President George W. Bush has awarded the nation's highest civilian honour Tuesday to three men who played central roles in the U.S.-led coalition in Iraq, and in formulating the administration's Iraq policy.
At the White House ceremony, Bush presented the Medal of Freedom to former CIA chief George Tenet, former Iraq administrator Paul Bremer and retired General Tommy Franks.
George Tenet was CIA director for seven years. He left the spy agency in July this year citing "personal reasons."
However the CIA has been at the heart of criticism over faulty intelligence in the run-up to the Iraqi war and over whether 9/11 could have been prevented.
President Bush has supported Tenet throughout the criticism, saying he was a "strong and able" leader.
L. Paul Bremer oversaw the creation of the interim Iraqi government. He was based in Iraq for over a year and worked to set up new government agencies and security forces. However, he oversaw the disbanding of the Iraqi army - a move that has been heavily criticised by many. Just yesterday Iraqi President Ghazi al-Yawer called the quick dissolution of the army a mistake.
Franks was the four-star Army general who commanded the U.S. invasion force.
After retiring, he endorsed Bush for re-election and campaigned on his behalf.

United States C-I-A officer John Michael Spann, who was known as Mike, was remembered as an American hero as he was buried with full military honours in Arlington National Cemetery in Virginia.
C-I-A Director George Tenet told mourners at the funeral that Spann worked to do what was right since his earliest days at the agency.
Speaking after Tenet, Spann's widow, Shannon, said her husband "served his country by being good."
Spann, a paramilitary officer with the C-I-A's Special Activities Division, received full military honours from the Marine Corps in which he was a captain of artillery before joining the intelligence service two and a-half years ago.
He was shot and killed during the Taliban prison uprising at Mazar-e-Sharif on November 25 by rioting prisoners.

STORYLINE:
United States C-I-A officer John Michael Spann, who was known as Mike, was remembered as an American hero as he was buried with full military honours in Arlington National Cemetery in Virginia.
C-I-A Director George Tenet told mourners at the funeral that Spann worked to do what was right since his earliest days at the agency.
Speaking after Tenet, Spann's widow, Shannon, said her husband "served his country by being good."
Spann, a paramilitary officer with the C-I-A's Special Activities Division, received full military honours from the Marine Corps in which he was a captain of artillery before joining the intelligence service two and a-half years ago.
He was shot and killed during the Taliban prison uprising at Mazar-e-Sharif on November 25 by rioting prisoners.

Venezuela no dará visa a personeros de EE.UU vinculados a actos terroristas contra pueblos del mundo
Caracas, 28 Feb. AVN.- El presidente de la República, Nicolás Maduro, anunció este sábado un conjunto de medidas para proteger la patria ante las pretensiones injerencistas del Gobierno de Estados Unidos en asuntos internos del país, entre ellos limitar el número de funcionarios norteamericanos en territorio bolivariano, y aquellos que permanezcan en el país solo podrán realizar reuniones con previa autorización del Gobierno venezolano.
Creación de visas venezolanas
Durante su alocución, el mandatario anunció la creación de "un sistema de visas que funcionará como un sistema de protección", en el que todo estadounidense que quiera ingresar a Venezuela deberá tener el documento legal y pagar "la misma tasa (en dólares) que los venezolanos pagan (por el citado documento) cuando quieren ingresar a Estados Unidos".
Contra el imperialismo
Además, el jefe de Estado venezolano comentó que como cuarta medida llama a una rebelión mundial en contra del imperialismo estadounidense y su injerencia en territorios soberanos.
En este sentido, anunció que Venezuela contará con una lista de representantes norteamericanos que tienen prohibida la entrada al país por su intervención en actos terroristas contra Siria, Irak y Vietnam, entre ellos George W. Bush (expresidente de EEUU), George Tenet (exdirector de la CIA), Robert Menendez (senador junior del Partido Demócrata), Marco Rubio (senador junior republicano), Mario Díaz-Balart (congresista republicano) e Ileana Ros-Lehtinen (miembro de la Cámara de Representantes por el estado de Florida).
Maduro comentó que estas decisiones, ajustadas a la Convención de Viena, al Derecho Internacional, a la Constitución de la República Bolivariana de Venezuela, "pero sobre todo ajustadas a la ética y a la consciencia vital del pueblo de Venezuela", serán explicadas a profundidad por la canciller Delcy Rodríguez.
Informó también que las autoridades de inteligencia detectaron actividades encubiertas y de espionaje en los últimos días, y que producto de las investigaciones se logró la captura, en Táchira, de un piloto de avión estadounidense de origen latino tratando de captar gente en algunos caseríos y pueblos para llevar a cabo acciones de violencia. El mismo fue detenido portando todo tipo de documentación y se encuentra declarando.

AVN.- Este sábado, el pueblo venezolano tomó las calles de Caracas en una marcha multitudinaria en rechazo de las pretensiones injerencistas del Gobierno de Estados Unidos en los asuntos internos del país, y para conmemorar los 26 años de la Rebelión Popular del 27 y 28 de febrero de 1989, conocida como El Caracazo, demostrando que seguirá saliendo victorioso y protegiendo su independencia ante aquellos que pretenden rendirlo a los intereses imperialistas.
En este sentido, durante una alocución en cadena de radio y televisión desde las afueras del Palacio de Miraflores, en Caracas, el presidente de la República, Nicolás Maduro, ratificó su llamado a la defensa de la paz como respuesta a la injerencia extranjera y a la guerra económica y mediática que emprenden sectores de la derecha, con el apoyo de empresarios y de aliados internacionales.

Caracas, 28 Feb. AVN.- El presidente de la República, Nicolás Maduro, anunció este sábado un conjunto de medidas para proteger la patria ante las pretensiones injerencistas del Gobierno de Estados Unidos en asuntos internos del país, entre ellos limitar el número de funcionarios norteamericanos en territorio bolivariano, y aquellos que permanezcan en el país solo podrán realizar reuniones con previa autorización del Gobierno venezolano.
Creación de visas venezolanas
Durante su alocución, el mandatario anunció la creación de "un sistema de visas que funcionará como un sistema de protección", en el que todo estadounidense que quiera ingresar a Venezuela deberá tener el documento legal y pagar "la misma tasa (en dólares) que los venezolanos pagan (por el citado documento) cuando quieren ingresar a Estados Unidos".
Contra el imperialismo
Además, el jefe de Estado venezolano comentó que como cuarta medida llama a una rebelión mundial en contra del imperialismo estadounidense y su injerencia en territorios soberanos.
En este sentido, anunció que Venezuela contará con una lista de representantes norteamericanos que tienen prohibida la entrada al país por su intervención en actos terroristas contra Siria, Irak y Vietnam, entre ellos George W. Bush (expresidente de EEUU), George Tenet (exdirector de la CIA), Robert Menendez (senador junior del Partido Demócrata), Marco Rubio (senador junior republicano), Mario Díaz-Balart (congresista republicano) e Ileana Ros-Lehtinen (miembro de la Cámara de Representantes por el estado de Florida).
Maduro comentó que estas decisiones, ajustadas a la Convención de Viena, al Derecho Internacional, a la Constitución de la República Bolivariana de Venezuela, "pero sobre todo ajustadas a la ética y a la consciencia vital del pueblo de Venezuela", serán explicadas a profundidad por la canciller Delcy Rodríguez.
Informó también que las autoridades de inteligencia detectaron actividades encubiertas y de espionaje en los últimos días, y que producto de las investigaciones se logró la captura, en Táchira, de un piloto de avión estadounidense de origen latino tratando de captar gente en algunos caseríos y pueblos para llevar a cabo acciones de violencia. El mismo fue detenido portando todo tipo de documentación y se encuentra declarando.
