A British newspaper claims that organizers for the 2022 World Cup in Qatar paid off senior FIFA officials... millions of dollars to ensure the bid for the international football tournament. With more on that, we now go to Paul Yi at the New Center. Paul, is there any weight to these claims? The organizing committee representing Qatar has completely denied the corruption allegations. They added that they'll fully co-operate with FIFA investigators to *quote "take whatever steps are necessary to defend the integrity of their bid." But the British daily says... it has proof that FIFA officials took bribes in the bidding process... If proven true,... a re-vote is likely for the 20-22 host country. Our Yoo Li-an has the details It was back in December 2010 when Qatar beat out Japan, the U.S, Australia and Korea to host the 2022 World Cup. "I'm speechless because you see my voice, I lost my voice because I scream so loud. But congratulations, Qatar. It deserves it." But the bidding process for the global event was entrenched in corruption,... according to the Sunday Times. The British daily says it has obtained proof that Qatari official Mohamed bin Hammam paid FIFA officials 5 million U.S. dollars while lobbying them to vote for Qatar. The daily says it has hundreds of millions of emails, accounts and documents... that detail the payments. The revelations have FIFA facing calls to rerun the bidding competition for the 2022 World Cup. FIFA's Vice President Jim Boyce says he would support the move... if the corruption allegations were indeed proven true. The decision to have Qatar host the World Cup had been at the center of controversy given its lack of footballing history as well as its intense summer heat. "Many people were surprised when it went there, so I don't think they'll be surprised that perhaps there are suggestions that it wasn't all above board" Qatar strongly denies the claims and insists that Bin Hammam never had an official role in supporting the country's bid. The tournament will involve 32 national teams, including that of the host nation, assuming the current format of the finals is maintained. This is the first time a country in the Middle East will host the World Cup. In May 2011, allegations of corruption within the FIFA senior officials raised questions over the legitimacy of the World Cup being held in Qatar. According to the vice-President Jack Warner, an email has been publicised about the possibility that Qatar 'bought' the 2022 World Cup through bribery via Mohammed bin Hammam who was president of the Asian Football Confederation at the time. Qatar's officials in the bid team for 2022 have denied any wrongdoing.The whistleblower at the centre of the story later claimed to have fabricated the allegations of corruption. FIFA confirmed receipt of the retraction. The scheduling of the event is, as of January 2014, still uncertain. Concerns about holding the event during the traditional months for the World Cup finals of June and July have been expressed since the bid was made due to the climate in Qatar. In October 2013, a taskforce was commissioned to consider alternative dates, and report after the 2014 World Cup in Brazil. Logistical complications relating to the proposed change in timing caused FIFA President Sepp Blatter to admit in late 2013 that selecting Qatar as the host country may have been a mistake. The issue of migrant workers' rights has also attracted attention, with an investigation by the Guardian newspaper claiming that many workers are denied food and water, have their identity papers taken away from them, and that they are not paid on time or at all, making some of them in effect slaves. The Guardian has estimated that up to 4000 workers may die due to lax safety and other causes by the time the competition is held.These claims are based upon the fact, that 400 Nepalese and over 700 migrant Indian workers have already died on various building sites in the country since 2010, when Qatar's bid as World Cup's host was won.

President Park Geun-hye is on her way back to Korea after a successful four-nation trip to the Middle East. On her final stop in Qatar on Sunday,... the Korean leader held talks with the Arab nation′s emir to discuss ways for Korea to participate in his country′s preparations for the 2022 World Cup. The two sides also agreed to expand cooperation in a wide range of areas. Our Choi You-sun filed this report from Doha. Qatar, the host of the World Cup in 2022, plans to spend 100 billion dollars to build facilities, railway and roads ahead of the international sporting event. Korea has participated in major state infrastructure projects in Qatar for years, and now Korean companies are hoping to win orders for some 30 billion dollars worth of World Cup projects to construct long-distance railways, roads, sewage treatment facilities and World Cup stadiums. Meeting with the Qatari emir on Sunday, President Park Geun-hye said there are so many potential areas of cooperation, and that she′s encouraged by Doha′s great interest. "We believe Korean companies have an advantage in entering the Qatari market, because their know-how and technology in infrastructure projects in the Middle East are highly noted." The Qatari emir said his country is ready to further develop and solidify the bilateral cooperative relationship. Seoul and Doha are also seeking to increase their investments in each other′s economy. The leading Qatar Investment Authority fund is reported to be interested in several Korean projects, and is negotiating a two-billion-dollar investment venture with the Korea Investment Corporation to enter a third country together. In the service sector, the two leaders have agreed to systemize the training and hiring of Korean workers in Qatar′s airline, education and health care industries, as the word has spread about Koreans′ work ethic and credibility. Fifa's Sepp Blatter should go, says David Cameron

David Cameron has said Fifa president Sepp Blatter must resign, adding "the sooner that happens the better". His comments came before Mr Blatter was re-elected after refusing to withdraw from the contest, despite the arrest of senior colleagues on major corruption charges. But the PM said Fifa could only rebuild its credibility if Mr Blatter left. It comes as the UK's Serious Fraud Office (SFO) said it was looking at material relating to the allegations. Seven senior Fifa officials were arrested at a hotel in Switzerland on Wednesday. The US Justice Department (DOJ) has charged 14 people with racketeering, wire fraud and money laundering conspiracy. Not 'right' Mr Cameron's comments came ahead of the vote for the presidency of Fifa in Zurich, Switzerland. Despite widespread criticism, Fifa president Sepp Blatter was re-elected for a fifth term. His only rival, Jordan's Prince Ali bin al-Hussein, withdrew after the first round of voting in which neither candidate managed to secure the two-thirds majority needed. Speaking in Berlin, Mr Cameron said: "You cannot have accusations of corruption at this level and on this scale in this organisation and pretend that the person currently leading it is the right person to take it forward. "That cannot be the case. Frankly, what we've seen is the ugly side of the beautiful game and he should go. "And the sooner that happens the better - the faster that organisation can start to rebuild its credibility, which is going to be so important because so many people around the world want to see this game properly managed, properly looked after, so we can all enjoy the World Cups of the future." 'Guided' on boycott Mr Cameron, who is holding EU reform talks with German Chancellor Angela Merkel, said it was "unthinkable" that Mr Blatter should stay. He also said he would be "guided" by the Football Association (FA) chairman, Greg Dyke, over the question of whether the bids for the 2018 and 2022 World Cups should be reopened. Former culture minister David Lammy, who plans to run for London mayor in 2016, said Qatar was "not a fit venue" for the World Cup following the alleged corruption. He said: "I want to see David Cameron and [London Mayor] Boris Johnson saying this isn't OK and offering Britain as an alternative venue. "Let's put a serious offer on the table for the home of football - Britain - to host the 2022 World Cup." Earlier on Friday, Mr Dyke suggested that he would not rule out a boycott of the major football tournaments if Mr Blatter remained at the helm of Fifa. The Union of European Football Associations (Uefa), Europe's governing body, may consider boycotting future World Cups if Mr Blatter wins Friday's vote, according to Scottish FA chief executive Stewart Regan. Meanwhile, the SFO said it was actively assessing "material in its possession" relating to Fifa corruption allegations. It said it had "made plain that it stands ready to assist ongoing international criminal investigations". It said its probe had been ongoing for months, before Wednesday's indictments. 'Mutual assistance' The SFO said it was not willing to comment further on the nature of material in its possession or current activity in this area. It added that it had not launched a formal criminal investigation. But it said there were two ways in which it could get involved - if the SFO opened a formal criminal investigation itself or provided "mutual legal assistance" to overseas law enforcement. It also says it has made plain to both US and Swiss authorities that it stands ready to assist. "There are currently international criminal investigations into allegations of corruption at Fifa. As such it would be inappropriate for the SFO to comment on the matter at this time," it said. In November the SFO asked for anyone with information regarding alleged corruption in the bidding for the 2018 and 2022 World Cups to come forward. However, it will not now say if its current actions relate to either of the above tournaments.

Former FIFA Vice President Jack Warner, who has been accused of soliciting bribes as part of a vast corruption case against senior soccer officials, left jail in Trinidad and Tobago via ambulance on Thursday after he was granted bail, according to local media. "Nobody has brought more shame to FIFA than Blatter himself," Warner said. Blatter, the head of FIFA, has rejected calls to resign as a the global body governing soccer battles a massive corruption scandal Warner said members of FIFA's congress were beholden to Blatter. "They have a vested interest and Blatter knows how to play the game and FIFA with a 5.7 billion dollar treasury, this is chicken feed guys, chicken feed." Warner is among nine FIFA officials and five corporate executives charged by the U.S. Department of Justice on Wednesday with running a criminal enterprise that involved more than $150 million in bribes. Warned accused the U.S. of launching a "witch-hunt." "The Americans are trying to put the hood on FIFA since they didn't get the World Cup in 2022....it's personal." He went on to add, "America believes that they have some divine right to get the World Cup or anything else, and they don't believe that a country like Qatar, a small country, a Muslim country has a right to the World Cup." Once one of the most powerful men in FIFA, Warner surrendered to authorities on Wednesday (May 27) after U.S. officials sought his extradition. Prosecutors say Warner solicited bribes worth $10 million from the South African government to host the 2010 World Cup and diverted bribes for personal use. Warner issued a statement protesting his innocence on Wednesday as FIFA reeled from police raids in Switzerland and the United States, as well as a second investigation opened by the Swiss authorities into the awarding of the 2018 and 2022 World Cups. Warner faces 12 charges included racketeering and bribery.

FIFA UNDER FIRE Just two days before the FIFA presidential elections, the world of football was shaken with a corruption scandal on Wednesday concerning the governing body. Swiss officials raided FIFA offices in Zurich and announced that they have started a probe into the award process of the 2018 and 2022 World Cups. The US Department of justice indicted 9 FIFA officials and 5 sports marketing executives on charges including racketeering, wire fraud and money laundering. The US Justice Department says FIFA officials received 150 million dollars in bribes over the course of two decades. Former FIFA Vice President Jack Warner of Trinidad has been accused of soliciting 10 million dollars in bribes from the South African government to host the 2010 World Cup. Seven high ranking FIFA officials including vice presidents Jeffrey Webb and Eugenio Figueredo were arrested in Zurich. All detainees are from Caribbean or Latin American countries and awaitıng extradition to US where they could face up to 20 year prison sentences. SEPP BLATTER INVOLVED? One name which is not on the list of those indicted is FIFA president Sepp Blatter, who has himself faced many corruption allegations in the past. In 2002 FIFA's then secretary general Michel Zen-Ruffinen claimed Blatter's 1998 election victory was based on bribery and corruption. In 2011, Blatter’s rival for FIFA presidential elections, Mohamed Bin Hamman, was forced to withdraw from the race after he was investigated in a cash-for-votes scandal. Sepp Blatter managed to survive all controversies and scandals to win FIFA elections four times in a row. The controversial allocation of FIFA revenues gives equal weight to all 209 members of the organisation. He used this to his advantage to guarantee smaller countries’ votes. However, this time he faces biggest challenge of his career with the corruption scandal erupting just two days before the FIFA elections on Friday. ANOTHER US-RUSSIA STRUGGLE? Following the start of the corruption probe, European football’s governing body UEFA has urged FIFA to postpone the upcoming elections, UEFA says the elections run the risk of “turning into a farce.” So far FIFA has not made a statement suggesting such a move, and neither has Blatter said anything about withdrawing from the election. Before the scandal, Blatter was the favourite to win election against his only rival Jordanian Prince Ali bin Al Hussein. The recent probe also threatens support for the 2018 and 2022 World Cups set to be held in Russia and Qatar respectively. Since the announcement of their allocation in 2010, Western countries led by England claimed the process was plagued with corruption. Russia denied the accusations, saying “we've got nothing to hide,” and called Wednesday’s operation “another case of illegal extra-territorial implementation of American law.” FIFA has said both World Cups will be held as planned. However, the results of the investigation by Swiss authorities remain to be seen and could affect faith in world football’s most important prize. FIFA Rocked With Massive Corruption Charges

The world's most powerful and lucrative sporting body was hit with shocking news on Wednesday. U.S. authorities unveiled charges against current and former officials of the International Federation of Association Football, or FIFA, as part of a sweeping probe into the organization. Two sports analysts spoke to VOA about the implications of the charges and what this means for FIFA going forward. FIFA, the governing body of international football (soccer), has been accused of corruption for decades, but nothing like the allegations that surfaced Wednesday. The U.S. Justice Department indicted 14 current and former top FIFA officials on broad corruption charges, including racketeering, money laundering and wire fraud. Attorney General Loretta Lynch said FIFA officials engaged in criminal actions and pocketed millions of dollars in bribes over more than two decades. Separately, Swiss authorities announced a probe into allegations connected to the awarding of the 2018 World Cup to Russia and the 2022 World Cup to Qatar. Mark Bisson, editor of the publication World Football Insider, said he was surprised that Wednesday's announcements came two days before FIFA's presidential election Friday. "That was my first reaction. The two probes, one by the Justice Department, one by Swiss authorities, coincide with the FIFA presidential election on Friday. So the surprise was really in the timing," said Bisson. Authorities arrested seven FIFA officials at a luxury hotel in Zurich, Switzerland, pending extradition to the United States. Bisson said most of those arrested were linked with corruption for some time, including Jack Warner, former president of CONCACAF, the Confederation of North, Central America and Caribbean Association Football. "We've known for some time that the former CONCACAF secretary general has been working with the FBI undercover, so today this bombshell is partly as a result of his work with the FBI. He's of course been implicated and engulfed in this corruption scandal, taking bribes and kickbacks over many years," said Bisson. Friday's FIFA election will proceed as scheduled. FIFA President Sepp Blatter, who was not among those arrested, is seeking a fifth term as head of the organization. Ives Galarcep, who writes for the website goal.com, believes Blatter knew what was going on. "The interesting thing is that he's already in kind of spin control mode, and it seems like he's trying to insulate himself from what's gone on. But, either way, you have to look at him as being at fault here, because either he's totally involved, and he's pulling the strings on all of it, or he's the most incompetent leader in the history of corporations and business in the history of the world," said Galarcep. In 2012, FIFA took an unprecedented move, awarding future World Cups to two countries in the same session: Russia in 2018 and Qatar in 2022. Galarcep said FIFA opened itself up to criticism for making that move and by awarding a World Cup to a country, Qatar, with no football history and scorching temperatures in the summer, when the tournament is usually played. "My impression is that these World Cups, the 2018 World Cup and the 2022 World Cup, was like kind of a big heist for them. And I think maybe they bit off more than they could chew because I think that's what really rang alarm bells around the world once they did that," he said. FIFA has said there will be no re-vote for those World Cup sites.

The headline on the press release that arrived in journalists’ inboxes Wednesday at 6:54 a.m. Eastern Daylight Time was about as audacious as one can imagine: “FIFA is fully cooperating as injured party in the actions by Swiss authorities.” In case any of us suspected this maybe was a typo — maybe they meant they’d been inured to such commotion — the whole “injured party” theme was reiterated by a live, actual person during a FIFA news conference around the same time. Yes, FIFA is playing the victim here. In the purest sense, there is some truth to that. What FIFA could be hasn’t just been harmed, it’s been devastated. FIFA could be a force for the betterment of the most popular and important sport on the planet and, by extension, for the planet itself. At times, it honestly is. At the very least it is such an entity for one month every four years, when the World Cup is contested. The sense of universality that envelopes the globe during those days — there is an extraordinary value in this. But it certainly could be achieved without all the Machiavellian maneuvering. During a press conference in New York near midday, United States attorney general Loretta Lynch stood impressively before assembled journalists and television cameras and laid out an extensive corruption case against FIFA executives and sports marketing businesspeople whose alleged misdeeds date back more than two decades. It was noted the arrangement of the Copa Centenario tournament in the United States next summer involved an estimated $110 million in bribes.

The FBI is reportedly stepping up an investigation into FIFA corruption

FIFA may have put its corruption investigation pertaining to the 2018 and 2022 World Cup bids to bed on Thursday, but the FBI has revved up its own criminal probe, CNN reports. The U.S. law enforcement agency is reportedly “stepping up the pace” of an investigation into senior leaders at FIFA and their roles in what many - including chief independent FIFA investigator Michael Garcia - still believe to be a corrupt bidding process. The investigation could result in charges against senior FIFA officials. Per CNN: FBI agents based in New York are moving ahead with their 3-year-old investigation, which will likely benefit from the findings of a former U.S. prosecutor, Michael Garcia, who was hired by FIFA to do an internal probe. The FBI plans to seek access to Garcia’s report, which FIFA hasn’t yet released. FIFA, in fact, has vowed never to make the full 350-page report public. Instead the world’s governing soccer body release a 42-page summary of the report that quashed allegations of wrongdoing by Qatar, Russia and current FIFA executives, which according to Garcia, diluted the truth. “Today’s decision by the Chairman of the Adjudicatory Chamber contains numerous incomplete and erroneous representations of the facts and conclusions detailed in [my] report.” Garcia said in a statement (via The Atlantic). “I intend to appeal this decision to the FIFA Appeal Committee.” Even if FIFA rejects the appeal, Garcia would find an active listener in the FBI, which is eager to learn the contents of the entire report. Sports Illustrated’s Grant Wahl outlined some of the alleged findings of Garcia’s report that FIFA’s 42-page summary left out, including pointed criticism of FIFA President Sepp Blatter and other FIFA executives who hadn’t previously been heavily criticized over the alleged corruption. Sports Illustrated’s source did not name names. The effect of the FBI probe could be great if it gains access to information that could bring criminal charges. It’s unclear who exactly the FBI is eyeing in its criminal probe, but if, indeed, it’s top-level executives, the probe could have fallout for Blatter, who is running for reelection to FIFA’s top spot. The FBI has not commented publicly on the probe.

World football rocked by U.S., Swiss arrests of officials for graft

The arrests in a dawn raid at a five-star Zurich hotel mark an unprecedented blow against football's governing body FIFA, which for years has been dogged by allegations of corruption but always escaped major criminal cases. U.S. prosecutors said they aimed to make more arrests but would not be drawn on whether FIFA President Sepp Blatter, for long the most powerful man in the sport, was a target of the probe. Blatter, 79, is standing for re-election to a fifth term at the FIFA Congress in Zurich on Friday, and FIFA said the vote would go ahead as planned. The European football body UEFA called for the election to be postponed, saying "the European associations will have to consider carefully if they should even attend this Congress." The Asian Football Confederation, which represents 47 member nations and has been a steadfast ally of Blatter, re-affirmed its support for the FIFA boss on Thursday, and pushed for Friday's election to go ahead. In a scathing indictment of corruption in football, U.S. authorities said nine officials and five sports media and promotions executives were charged in cases involving more than $150 million in bribes over a period of 24 years. They said their investigation exposed complex money laundering schemes, millions of dollars in untaxed incomes and tens of millions in offshore accounts held by FIFA officials. Swiss police arrested the seven, all from the Latin American and Caribbean region, and detained them pending extradition proceedings to the United States, which could take years if they contest the process. The Federal Office of Justice in Switzerland said that six would contest extradition, but that one person agreed to be extradited. "As charged in the indictment, the defendants fostered a culture of corruption and greed that created an uneven playing field for the biggest sport in the world," said Federal Bureau of Investigation Director James Comey. "Undisclosed and illegal payments, kickbacks, and bribes became a way of doing business at FIFA." Blatter, who has denied and survived allegations of his involvement in corruption, said in a statement: "Let me be clear: such misconduct has no place in football and we will ensure that those who engage in it are put out of the game." The statement also said that FIFA welcomed the actions and the investigations "and believe that it will help to reinforce measures that FIFA has already taken to root out any wrongdoing in football." Separate from the U.S. investigation, Swiss prosecutors said they had opened their own criminal proceedings against unidentified people on suspicion of mismanagement and money laundering related to the awarding of rights to host the 2018 World Cup in Russia and the 2022 event in Qatar. U.S. Attorney General Loretta Lynch told reporters at a news conference in New York her office did not want to impede the 2018 and 2022 World Cups but looked forward to working with Swiss authorities investigating the award of the tournaments. "FIFA has a lot of soul searching to do," she said. The indictment accused the officials of using a variety of schemes to take kickbacks and bribes from sports marketing firms connected to major tournaments, and also alleged corruption in the selection of the 2010 World Cup host and the 2011 FIFA presidential election.
