Literacy has been described as the ability to read for knowledge and write coherently and think critically about the written word. Literacy can also include the ability to understand all forms of communication, be it body language, pictures, video or sound (reading, speaking, listening and viewing). Evolving definitions of literacy often include all the symbol systems relevant to a particular community. Literacy encompasses a complex set of abilities to understand and use the dominant symbol systems of a culture for personal and community development. In a technological society, the concept of literacy is expanding to include the media and electronic text, in addition to alphabetic and number systems. These abilities vary in different social and cultural contexts according to need and demand.
Literacy represents the lifelong, intellectual process of gaining meaning from print. Key to all literacy is reading development, which involves a progression of skills that begins with the ability to understand spoken words and decode written words, and culminates in the deep understanding of text. Reading development involves a range of complex language underpinnings including awareness of speech sounds (phonology), spelling patterns (orthography), word meaning (semantics), grammar (syntax) and patterns of word formation (morphology), all of which provide a necessary platform for reading fluency and comprehension. Once these skills are acquired the reader can attain full language literacy, which includes the abilities to approach printed material with critical analysis, inference and synthesis; to write with accuracy and coherence; and to use information and insights from text as the basis for informed decisions and creative thought.

The US Dеpartment of Education, Institute of Education Sciences has conducted large scale assessment of adult proficiency in 1992 and 2003 using a common methodology from which trends could be measured. The study measures Prose, Document, and Quantitative skills and 19,000 subjects participated in the 2003 survey. There was no significant change in Prose or Document skills and a slight increase in Quantitative attributes. As in 2008, roughly 15% of the sample could function at the highest levels in all three categories. Roughly 40% were at either basic or below basic levels of proficiency in all three categories.[2] The study identifies a class of adults who, although not meeting criteria for functional illiteracy, face reduced job opportunities and life prospects due to inadequate literacy levels relative to the requirements of contemporary society.
The study, the most comprehensive study of literacy ever commissioned by the U.S. government, was released in April 2002 and reapplied in 2003 giving trend data. It involved lengthy interviews of over 90,700 adults statistically balanced for age, gender, ethnicity, education level, and location (urban, suburban, or rural) in 12 states across the U.S. and was designed to represent the U.S. population as a whole. This government study showed that 21% to 23% of adult Americans were not "able to locate information in text", could not "make low-level inferences using printed materials", and were unable to "integrate easily identifiable pieces of information." Further, this study showed that 41% to 44% of U.S. adults in the lowest level on the literacy scale (literacy rate of 35 or below) were living in poverty.[2]
A follow-up study by the same group of researchers using a smaller database (19,714 interviewees) was released in 2006 that showed some upward movement of low end (basic and below to intermediate) in U.S. adult literacy levels and a decline in the full proficiency group.[3]
Thus, if this bottom quantile of the study is equated with the functionally illiterate, and these are then removed from those classified as literate, then the resultant literacy rate for the United States would be at most 65-85% depending on where in the basic, minimal competence quantile one sets the cutoff.
The 15% figure for full literacy, equivalent to a university undergraduate level, is consistent with the notion that the "average" American reads at a 7th or 8th grade level which is also consistent with recommendations, guidelines, and norms of readability for medication directions, product information, and popular fiction.
Jonathan Kozol, in his book Illiterate America, suggests that the very high figures of literacy may be due to poor methodology.[6] The Census Bureau reported literacy rates of 86% based on personal interviews of a relatively small portion of the population and on written responses to Census Bureau mailings. They also considered individuals literate if they simply stated that they could read and write, and made the assumption that anyone with a fifth grade education had at least an 80% chance of being literate. Kozol notes that, in addition to these weaknesses, the reliance on written forms would have obviously excluded many individuals who did not have a literate family member to fill out the form for them. This is where Developments in Literacy (DIL), a Pakistan-based non-profit, comes in: educating and empowering underprivileged students, particularly girls, by operating student-centered schools and providing high-quality professional development to teachers and principals across Pakistan.

Chris Hedges on the Decline of Newspapers and Literacy: the Future of Feature Writing (2009)
Rates of literacy in the United States depend on which of the various definitions of literacy is used. Governments may label individuals who can read a couple of thousand simple words they learned by sight in the first four grades in school as literate. Other sources may term such individuals functionally illiterate if they are unable to use basic sources of written information like warning labels and driving directions. The World Factbook prepared by the CIA defines literacy in the United States as "age 15 and over can read and write." The literacy rates are not completely measurable.
The US Dеpartment of Education, Institute of Education Sciences has conducted large scale assessment of adult proficiency in 1992 and 2003 using a common methodology from which trends could be measured. The study measures Prose, Document, and Quantitative skills and 19,000 subjects participated in the 2003 survey. There was no significant change in Prose or Document skills and a slight increase in Quantitative attributes. As in 2008, roughly 15% of the sample could function at the highest levels in all three categories. Roughly 40% were at either basic or below basic levels of proficiency in all three categories.[2] The study identifies a class of adults who, although not meeting criteria for functional illiteracy, face reduced job opportunities and life prospects due to inadequate literacy levels relative to the requirements of contemporary society.
The study, the most comprehensive study of literacy ever commissioned by the U.S. government, was released in April 2002 and reapplied in 2003 giving trend data. It involved lengthy interviews of over 90,700 adults statistically balanced for age, gender, ethnicity, education level, and location (urban, suburban, or rural) in 12 states across the U.S. and was designed to represent the U.S. population as a whole. This government study showed that 21% to 23% of adult Americans were not "able to locate information in text", could not "make low-level inferences using printed materials", and were unable to "integrate easily identifiable pieces of information." Further, this study showed that 41% to 44% of U.S. adults in the lowest level on the literacy scale (literacy rate of 35 or below) were living in poverty.[2]
A follow-up study by the same group of researchers using a smaller database (19,714 interviewees) was released in 2006 that showed some upward movement of low end (basic and below to intermediate) in U.S. adult literacy

This is an agricultural country having literacy rate of 77.1% two decades ago, at that time 8 out of 10 people go to school but high school fees and other expenses lead to decline in literacy rate. Now better rules are applied for education but still the illiteracy rate stays at 63.5%.
4. Sierra Leone: This country with a population of above six million, depends on its mining industry for the annually income. It has very low literacy rate like other West African countries, an illiteracy rate of 63.7%. The law makes the children to attend at least six years in the primary and three years in the secondary. However the lack of resources, the schools and the teachers made it impossible to act. Two third amount of population is illiterate. The Civil War caused a wide destruction of schools.
3. Afghanistan: Afghanistan is ranked at number three in this list having the illiteracy rate of 63.7%. Almost 75% of the population of Afghanistan lives in rural areas and having worse educational opportunities. 70% of the men and almost all the women are illiterate.

Chris Hedges on the Decline of Newspapers and Literacy: the Future of Feature Writing (2009)
Rates of literacy in the United States depend on which of the various definitions of literacy is used. Governments may label individuals who can read a couple of thousand simple words they learned by sight in the first four grades in school as literate. Other sources may term such individuals functionally illiterate if they are unable to use basic sources of written information like warning labels and driving directions. The World Factbook prepared by the CIA defines literacy in the United States as "age 15 and over can read and write." The literacy rates are not completely measurable.
The US Dеpartment of Education, Institute of Education Sciences has conducted large scale assessment of adult proficiency in 1992 and 2003 using a common methodology from which trends could be measured. The study measures Prose, Document, and Quantitative skills and 19,000 subjects participated in the 2003 survey. There was no significant change in Prose or Document skills and a slight increase in Quantitative attributes. As in 2008, roughly 15% of the sample could function at the highest levels in all three categories. Roughly 40% were at either basic or below basic levels of proficiency in all three categories.[2] The study identifies a class of adults who, although not meeting criteria for functional illiteracy, face reduced job opportunities and life prospects due to inadequate literacy levels relative to the requirements of contemporary society.
The study, the most comprehensive study of literacy ever commissioned by the U.S. government, was released in April 2002 and reapplied in 2003 giving trend data. It involved lengthy interviews of over 90,700 adults statistically balanced for age, gender, ethnicity, education level, and location (urban, suburban, or rural) in 12 states across the U.S. and was designed to represent the U.S. population as a whole. This government study showed that 21% to 23% of adult Americans were not "able to locate information in text", could not "make low-level inferences using printed materials", and were unable to "integrate easily identifiable pieces of information." Further, this study showed that 41% to 44% of U.S. adults in the lowest level on the literacy scale (literacy rate of 35 or below) were living in poverty.[2]
A follow-up study by the same group of researchers using a smaller database (19,714 interviewees) was released in 2006 that showed some upward movement of low end (basic and below to intermediate) in U.S. adult literacy levels and a decline in the full proficiency group.[3]
Thus, if this bottom quantile of the study is equated with the functionally illiterate, and these are then removed from those classified as literate, then the resultant literacy rate for the United States would be at most 65-85% depending on where in the basic, minimal competence quantile one sets the cutoff.
The 15% figure for full literacy, equivalent to a university undergraduate level, is consistent with the notion that the "average" American reads at a 7th or 8th grade level which is also consistent with recommendations, guidelines, and norms of readability for medication directions, product information, and popular fiction.
Jonathan Kozol, in his book Illiterate America, suggests that the very high figures of literacy may be due to poor methodology.[6] The Census Bureau reported literacy rates of 86% based on personal interviews of a relatively small portion of the population and on written responses to Census Bureau mailings. They also considered individuals literate if they simply stated that they could read and write, and made the assumption that anyone with a fifth grade education had at least an 80% chance of being literate. Kozol notes that, in addition to these weaknesses, the reliance on written forms would have obviously excluded many individuals who did not have a literate family member to fill out the form for them. Finally, he suggests that because illiterate people are likely to be unemployed and may not have telephones or permanent addresses, the census bureau would have been unlikely to find them (and that if they did, these people might be especially reluctant to talk to a stranger who might be a bill collector, tax auditor, or salesperson).

Empowerment through Education in Pakistan
Despite increases in access to education in Pakistan, the country still has the third highest out-of-school population in the world and nearly half of the children who are enrolled drop out before the age of 16. Girls drop out at a rate twice that for boys, lowering female literacy rates in some areas to a mere 8 percent. Indeed, some 25 million children – one in three – have not completed primary school.
With 60 percent of Pakistan’s population living on less than $1 a day, a meaningful education is the only viable pathway to socio-economic empowerment, with each additional year of schooling increasing an individual’s earning by 10 percent. This is where Developments in Literacy (DIL), a Pakistan-based non-profit, comes in: educating and empowering underprivileged students, particularly girls, by operating student-centered schools and providing high-quality professional development to teachers and principals across Pakistan.
New America is pleased to welcome DIL's Founder and CEO, as well as participants from Pakistan who have benefited from DIL's programs for a discussion on childhood education in rural Pakistan. The dialogue will explore the impact of DIL's student-centered work in teacher training and women's empowerment, as well as the role education can play in curbing corruption and violent radicalization.
