Literacy has been described as the ability to read for knowledge and write coherently and think critically about the written word. Literacy can also include the ability to understand all forms of communication, be it body language, pictures, video or sound (reading, speaking, listening and viewing). Evolving definitions of literacy often include all the symbol systems relevant to a particular community. Literacy encompasses a complex set of abilities to understand and use the dominant symbol systems of a culture for personal and community development. In a technological society, the concept of literacy is expanding to include the media and electronic text, in addition to alphabetic and number systems. These abilities vary in different social and cultural contexts according to need and demand.
Literacy represents the lifelong, intellectual process of gaining meaning from print. Key to all literacy is reading development, which involves a progression of skills that begins with the ability to understand spoken words and decode written words, and culminates in the deep understanding of text. Reading development involves a range of complex language underpinnings including awareness of speech sounds (phonology), spelling patterns (orthography), word meaning (semantics), grammar (syntax) and patterns of word formation (morphology), all of which provide a necessary platform for reading fluency and comprehension. Once these skills are acquired the reader can attain full language literacy, which includes the abilities to approach printed material with critical analysis, inference and synthesis; to write with accuracy and coherence; and to use information and insights from text as the basis for informed decisions and creative thought.

Asmara, 09 September 2014 – Mr. Tikabo Aymut, head of programming and curriculum development in Adult Education Program, said that over 80% of citizens who were admitted to adult education program have managed to read and write.
Accordingly, commendable efforts have been exerted in collaboration with stakeholders to this end since the year 2000, and that a number of males participated in the program, thus witnessing significant growth comparing to previous years.
In this connection, over 20 thousand nationals leading a nomadic pattern of living, 45% of whom are females, have presently managed to overcome illiteracy.

Rates of literacy in the United States depend on which of the various definitions of literacy is used. Governments may label individuals who can read a couple of thousand simple words they learned by sight in the first four grades in school as literate. Other sources may term such individuals functionally illiterate if they are unable to use basic sources of written information like warning labels and driving directions. The World Factbook prepared by the CIA defines literacy in the United States as "age 15 and over can read and write." The literacy rates are not completely measurable.
The US Dеpartment of Education, Institute of Education Sciences has conducted large scale assessment of adult proficiency in 1992 and 2003 using a common methodology from which trends could be measured. The study measures Prose, Document, and Quantitative skills and 19,000 subjects participated in the 2003 survey. There was no significant change in Prose or Document skills and a slight increase in Quantitative attributes. As in 2008, roughly 15% of the sample could function at the highest levels in all three categories. Roughly 40% were at either basic or below basic levels of proficiency in all three categories.[2] The study identifies a class of adults who, although not meeting criteria for functional illiteracy, face reduced job opportunities and life prospects due to inadequate literacy levels relative to the requirements of contemporary society.
The study, the most comprehensive study of literacy ever commissioned by the U.S. government, was released in April 2002 and reapplied in 2003 giving trend data. It involved lengthy interviews of over 90,700 adults statistically balanced for age, gender, ethnicity, education level, and location (urban, suburban, or rural) in 12 states across the U.S. and was designed to represent the U.S. population as a whole. This government study showed that 21% to 23% of adult Americans were not "able to locate information in text", could not "make low-level inferences using printed materials", and were unable to "integrate easily identifiable pieces of information." Further, this study showed that 41% to 44% of U.S. adults in the lowest level on the literacy scale (literacy rate of 35 or below) were living in poverty.[2]
A follow-up study by the same group of researchers using a smaller database (19,714 interviewees) was released in 2006 that showed some upward movement of low end (basic and below to intermediate) in U.S. adult literacy levels and a decline in the full proficiency group.[3]
Thus, if this bottom quantile of the study is equated with the functionally illiterate, and these are then removed from those classified as literate, then the resultant literacy rate for the United States would be at most 65-85% depending on where in the basic, minimal competence quantile one sets the cutoff.
The 15% figure for full literacy, equivalent to a university undergraduate level, is consistent with the notion that the "average" American reads at a 7th or 8th grade level which is also consistent with recommendations, guidelines, and norms of readability for medication directions, product information, and popular fiction.
Jonathan Kozol, in his book Illiterate America, suggests that the very high figures of literacy may be due to poor methodology.[6] The Census Bureau reported literacy rates of 86% based on personal interviews of a relatively small portion of the population and on written responses to Census Bureau mailings. They also considered individuals literate if they simply stated that they could read and write, and made the assumption that anyone with a fifth grade education had at least an 80% chance of being literate. Kozol notes that, in addition to these weaknesses, the reliance on written forms would have obviously excluded many individuals who did not have a literate family member to fill out the form for them. Despite increases in access to education in Pakistan, the country still has the third highest out-of-school population in the world and nearly half of the children who are enrolled drop out before the age of 16. Girls drop out at a rate twice that for boys, lowering female literacy rates in some areas to a mere 8 percent. Indeed, some 25 million children – one in three – have not completed primary school.
With 60 percent of Pakistan’s population living on less than $1 a day, a meaningful education is the only viable pathway to socio-economic empowerment, with each additional year of schooling increasing an individual’s earning by 10 percent. This is where Developments in Literacy (DIL), a Pakistan-based non-profit, comes in: educating and empowering underprivileged students, particularly girls, by operating student-centered schools and providing high-quality professional development to teachers and principals across Pakistan.
New America is pleased to welcome DIL's Founder and CEO, as well as participants from Pakistan who have benefited from DIL's programs for a discussion on childhood education in rural Pakistan. The dialogue will explore the impact of DIL's student-centered work in teacher training and women's empowerment, as well as the role education can play in curbing corruption and violent radicalization.

Rates of literacy in the United States depend on which of the various definitions of literacy is used. Governments may label individuals who can read a couple of thousand simple words they learned by sight in the first four grades in school as literate. Other sources may term such individuals functionally illiterate if they are unable to use basic sources of written information like warning labels and driving directions. The World Factbook prepared by the CIA defines literacy in the United States as "age 15 and over can read and write." The literacy rates are not completely measurable.
The US Dеpartment of Education, Institute of Education Sciences has conducted large scale assessment of adult proficiency in 1992 and 2003 using a common methodology from which trends could be measured. The study measures Prose, Document, and Quantitative skills and 19,000 subjects participated in the 2003 survey. There was no significant change in Prose or Document skills and a slight increase in Quantitative attributes. As in 2008, roughly 15% of the sample could function at the highest levels in all three categories. Roughly 40% were at either basic or below basic levels of proficiency in all three categories.[2] The study identifies a class of adults who, although not meeting criteria for functional illiteracy, face reduced job opportunities and life prospects due to inadequate literacy levels relative to the requirements of contemporary society.
The study, the most comprehensive study of literacy ever commissioned by the U.S. government, was released in April 2002 and reapplied in 2003 giving trend data. It involved lengthy interviews of over 90,700 adults statistically balanced for age, gender, ethnicity, education level, and location (urban, suburban, or rural) in 12 states across the U.S. and was designed to represent the U.S. population as a whole. This government study showed that 21% to 23% of adult Americans were not "able to locate information in text", could not "make low-level inferences using printed materials", and were unable to "integrate easily identifiable pieces of information." Further, this study showed that 41% to 44% of U.S. adults in the lowest level on the literacy scale (literacy rate of 35 or below) were living in poverty.[2]
A follow-up study by the same group of researchers using a smaller database (19,714 interviewees) was released in 2006 that showed some upward movement of low end (basic and below to intermediate) in U.S. adult literacy

10. Mauritania: Mauritania has very high illiteracy rate of about 60.1%. In the mid 80s, the literacy rate was estimated to be in between of 18% and 25%.There are no programs at all to teach the adults. As by law, to attend the school is mandatory for kids and it is absolutely free of cost.
9. Ethiopia: The World Bank disclosed the literacy rate in Ethiopia through its study about five years ago. According to this study, the literacy rate in Ethiopia was at 29.82%. This was based on the number of individuals who were capable of reading and writing even straightforward sentences that were used in daily conversation. Now days, the illiteracy rate of Ethiopia is fixed at 61.3%.
8. Benin: Benin is one of the poorest countries in Africa, irrespective of the fact that it is rich in natural resources that can increase the country’s income. It has a total population of 9.05 million and has an illiteracy rate of 62.5%. A huge number of the population is unable to read and write. The free education is mandatory for everyone by the Gambia Government but the deficiency of resources and educational infrastructure is a huge hindrance in implementation of this law. This is an agricultural country having literacy rate of 77.1% two decades ago, at that time 8 out of 10 people go to school but high school fees and other expenses lead to decline in literacy rate. Now better rules are applied for education but still the illiteracy rate stays at 63.5%.
4. Sierra Leone: This country with a population of above six million, depends on its mining industry for the annually income. It has very low literacy rate like other West African countries, an illiteracy rate of 63.7%. The law makes the children to attend at least six years in the primary and three years in the secondary. However the lack of resources, the schools and the teachers made it impossible to act. Two third amount of population is illiterate. The Civil War caused a wide destruction of schools.

F.U.L.L. Families United through the Love Literacy

The F.U.L.L. program was created as a means to reconnect incarcerated parents to their children through literacy. By using the F.U.L.L. Program, incarcerated parents are enlightened about the importance of reading to their child and the role they can play even while they are incarcerated.
Parents are recorded (video) reading one of the children's books published by Big Head Books. The DVD recording, along with a customized book and t-shirt are sent to the family or caregiver of the child. The child can then have their incarcerated parent read them a bedtime story that can be experienced whenever they want, just by playing the DVD. This program gives the incarcerated parent a legitimate pathway to reestablishing their parental responsibilities.
Besides allowing the children to connect with their parents in a unique way, F.U.L.L. exposes them to the importance of literacy and assists in severing the cycle of incarceration for future generations. The bond that this program creates can be the difference for the inmate, child and family to make it through what can be a very difficult time of adjusting to reentry.

The country spends 4.9% of the GDP in education sector, with almost every adult with the tertiary and career based education. The country has high development rate and low poverty rate as they realize the importance of education for the successful nation. It’s a strong country since its existence as independent state due to high literacy rate. 9. Australia: Australia is regarded as the hotspot the international students from almost all around the world. The literacy rate is almost 38% and country spends 6% of its Annual GDP in education. 25% of the Australian population is the international students, which clearly indicate the quality education of the Australian educational institutes at every level. The institutes provide different scholarships to the bright students to decorate their country with the most literate people in the world. 8. Finland: The literacy rate in Finland is almost 39% and country spends 7% of GDP in education. It’s well-known for the free education and many of the Asians and natives do their post graduations from Finland. The public funds are spent on the education in South Korea. 5. New Zealand: More than 15% of the adult population in New Zealand goes for the college education. The country spends more than 7% of its GDP in education sector and has the literacy rate as high as 39%. Country not only provides the quality education to its people but also the opportunity to foreigners and other students to do their Masters or Ph.D. degree from their universities. Literacy rate in New Zealand is flourishing day by day with the advancement in science and technology. 4. United State of America: Everyone knows that America is ruling the today’s world through its strongest economy. There are institutes that are famous all over the world and are regarded as the best universities all around the globe. Though there is a gradual increase in the population in USA but the government has managed to provide the secondary and tertiary education to its people. The rate is about 43% and the expenditure in education sector is almost 7% of the total GDP. 3. Japan: The percentage of literate population is about 45.98%. Japan also spends about 5% of its GDP in education sector. Over and at the age of 15 every Japanese individual is able to read and write. It is worth mentioning Japan is among most developed country in Asia due to its literacy rate. 2. Israel: Israeli individual has the ability to read and write at and above the age of 15 years. Israel is well aware of the importance of education so spends almost 7.5% of its GDP in education sector. The literacy rate is almost 46%. The government provides the opportunity to the youth to join the military at the age of 18-21 both male and female. 1. Canada: Canada is the country with highest literacy rate in the world that is almost 51.3%. This rate made it the most educated nation of the current era. Canadian government spends a sufficient amount of their GDP almost 6.6% in education sector and still has a very strong economy. Chris Hedges on the Decline of Newspapers and Literacy: the Future of Feature Writing (2009)
Rates of literacy in the United States depend on which of the various definitions of literacy is used. Governments may label individuals who can read a couple of thousand simple words they learned by sight in the first four grades in school as literate. Other sources may term such individuals functionally illiterate if they are unable to use basic sources of written information like warning labels and driving directions. The World Factbook prepared by the CIA defines literacy in the United States as "age 15 and over can read and write." The literacy rates are not completely measurable. The US Dеpartment of Education, Institute of Education Sciences has conducted large scale assessment of adult proficiency in 1992 and 2003 using a common methodology from which trends could be measured. The study measures Prose, Document, and Quantitative skills and 19,000 subjects participated in the 2003 survey. There was no significant change in Prose or Document skills and a slight increase in Quantitative attributes. As in 2008, roughly 15% of the sample could function at the highest levels in all three categories. Roughly 40% were at either basic or below basic levels of proficiency in all three categories.[2] The study identifies a class of adults who, although not meeting criteria for functional illiteracy, face reduced job opportunities and life prospects due to inadequate literacy levels relative to the requirements of contemporary society. The study, the most comprehensive study of literacy ever commissioned by the U.S. government, was released in April 2002 and reapplied in 2003 giving trend data. It involved lengthy interviews of over 90,700 adults statistically balanced for age, gender, ethnicity, education level, and location (urban, suburban, or rural) in 12 states across the U.S. and was designed to represent the U.S. population as a whole. This government study showed that 21% to 23% of adult Americans were not "able to locate information in text", could not "make low-level inferences using printed materials", and were unable to "integrate easily identifiable pieces of information." Further, this study showed that 41% to 44% of U.S. adults in the lowest level on the literacy scale (literacy rate of 35 or below) were living in poverty.[2] A follow-up study by the same group of researchers using a smaller database (19,714 interviewees) was released in 2006 that showed some upward movement of low end (basic and below to intermediate) in U.S. adult literacy levels and a decline in the full proficiency group.[3] Thus, if this bottom quantile of the study is equated with the functionally illiterate, and these are then removed from those classified as literate, then the resultant literacy rate for the United States would be at most 65-85% depending on where in the basic, minimal competence quantile one sets the cutoff. The 15% figure for full literacy, equivalent to a university undergraduate level, is consistent with the notion that the "average" American reads at a 7th or 8th grade level which is also consistent with recommendations, guidelines, and norms of readability for medication directions, product information, and popular fiction. Jonathan Kozol, in his book Illiterate America, suggests that the very high figures of literacy may be due to poor methodology.[6] The Census Bureau reported literacy rates of 86% based on personal interviews of a relatively small portion of the population and on written responses to Census Bureau mailings. They also considered individuals literate if they simply stated that they could read and write, and made the assumption that anyone with a fifth grade education had at least an 80% chance of being literate. Kozol notes that, in addition to these weaknesses, the reliance on written forms would have obviously excluded many individuals who did not have a literate family member to fill out the form for them. Finally, he suggests that because illiterate people are likely to be unemployed and may not have telephones or permanent addresses, the census bureau would have been unlikely to find them (and that if they did, these people might be especially reluctant to talk to a stranger who might be a bill collector, tax auditor, or salesperson). http://en.wikipedia.org/wiki/Literacy_in_the_United_States- published: 02 Sep 2014

Empowerment through Education in Pakistan
Despite increases in access to education in Pakistan, the country still has the third highest out-of-school population in the world and nearly half of the children who are enrolled drop out before the age of 16. Girls drop out at a rate twice that for boys, lowering female literacy rates in some areas to a mere 8 percent. Indeed, some 25 million children – one in three – have not completed primary school. With 60 percent of Pakistan’s population living on less than $1 a day, a meaningful education is the only viable pathway to socio-economic empowerment, with each additional year of schooling increasing an individual’s earning by 10 percent. This is where Developments in Literacy (DIL), a Pakistan-based non-profit, comes in: educating and empowering underprivileged students, particularly girls, by operating student-centered schools and providing high-quality professional development to teachers and principals across Pakistan. New America is pleased to welcome DIL's Founder and CEO, as well as participants from Pakistan who have benefited from DIL's programs for a discussion on childhood education in rural Pakistan. It involved lengthy interviews of over 90,700 adults statistically balanced for age, gender, ethnicity, education level, and location (urban, suburban, or rural) in 12 states across the U.S. and was designed to represent the U.S. population as a whole. This government study showed that 21% to 23% of adult Americans were not "able to locate information in text", could not "make low-level inferences using printed materials", and were unable to "integrate easily identifiable pieces of information."
