The son of an Army Air Corps serviceman, Kerry was born in Aurora, Colorado. He attended boarding school in Massachusetts and New Hampshire and went on to graduate from Yale University class of 1966, where he majored in political science. He enlisted in the Naval Reserve in 1966 and, during 1968-1969, served a four-month tour of duty in South Vietnam as officer-in-charge (OIC) of a Swift Boat. For that service he was awarded several combat medals that include the Silver Star, Bronze Star, and three Purple Hearts. After returning to the United States, Kerry joined the Vietnam Veterans Against the War in which he served as a nationally recognized spokesperson and as an outspoken opponent of the Vietnam war. During that period, he appeared before the Senate Committee on Foreign Affairs where he deemed United States war policy in Vietnam to be the cause of "war crimes".

After finishing the votes on those amendments in the evening, another dozen were offered, six Republican and six Democratic. Majority Leader McConnell wanted to vote Thursday night on those pending amendments, Assistant Minority Leader Durbin asked that the votes occur on Friday as Democrats wanted more time to consider the content of the amendments. Secretary of State John Kerry raised eyebrows Sunday following comments, caught on an open mic, that left some wondering whether he was criticizing Israeli assurances that its ground offensive in Gaza would be limited.

British Member of Parliament George Galloway testified at a hearing on how Saddam Hussein manipulated the United Nations' Oil-for-Food Program to win influence and reward friends in order to undermine sanctions imposed on Iraq following the Persian Gulf War. A committee report on alleged abuses of the program had named Minister Galloway as one of several foreign officials who had received lucrative oil allocations in the scheme. Mr. Galloway harshly criticized the report and challenged members to produce evidence of the allegations. He also broadly criticized U.S. policy in Iraq and the decision to use military power to oust the Hussein government. On October 22, City Club welcomes these two U.S. Senate candidates for their final pre-election debate. The candidates will elucidate their positions on issues including tax cuts, health care, the environment, jobs and the economy.
Senator Ron Wyden was elected to the U.S. Senate in 1996, after serving in the U.S. House of Representatives for 15 years. He serves on many committees, including Finance, Intelligence, Budget, Aging and Energy & Natural Resources. Challenger Jim Huffman has been a professor at Lewis & Clark Law School since 1973. He became Dean in 1993; a position he held until 2006. Mr. Huffman received his Masters from the Fletcher School of Law and Diplomacy at Tufts University, and his Law degree from the University of Chicago Law School.

The Parents Music Resource Center (PMRC) was an American committee formed in 1985 with the stated goal of increasing parental control over the access of children to music deemed to be violent, have drug use or be sexual via labeling and censorship. The committee was founded by four women: Tipper Gore, wife of Senator and later Vice President Al Gore; Susan Baker, wife of Treasury Secretary James Baker; Pam Howar, wife of Washington realtor Raymond Howar; and Sally Nevius, wife of former Washington City Council Chairman John Nevius. They were known as the "Washington wives" -- a reference to their husbands' connections with government in the Washington, D.C. area. In August 1985, 19 record companies agreed to put "Parental Guidance: Explicit Lyrics" labels on albums to warn of explicit lyrical content. Before the labels could be put into place, the Senate agreed to hold a hearing on so-called "porn rock". This began on September 19, 1985, when representatives from the PMRC, three musicians -- Dee Snider, Frank Zappa, John Denver -- and Senators Paula Hawkins and Al Gore testified before the Senate Commerce, Science and Transportation Committee on "the subject of the content of certain sound recordings and suggestions that recording packages be labeled to provide a warning to prospective purchasers of sexually explicit or other potentially offensive content." During his statement, musician and producer Frank Zappa asserted that "the PMRC proposal is an ill-conceived piece of nonsense which fails to deliver any real benefits to children, infringes the civil liberties of people who are not children, and promises to keep the courts busy for years dealing with the interpretation and enforcement problems inherent in the proposal's design."

McConnell Agrees to Senate Vote on Surveillance Overhaul
Senate Majority Leader Mitch McConnell said Tuesday that he would permit a vote on House-passed legislation to restrict the National Security Agency's authority to review data about Americans' phone calls.
"I certainly think we ought to allow a vote on the House-passed bill," said McConnell, R-Ky. "If there aren't enough votes to pass that, we need to look at an alternative."
The House passed the bill, known as the USA Freedom Act, last week by a vote of 338-88, putting considerable pressure on McConnell to allow a vote on the Senate companion by Republican Mike Lee of Utah. It would reauthorize section 215 of the 2001 Patriot Act, the provision that undergirds the NSA program, but set new limits on it.
McConnell opposes the House bill because it would bar the NSA from continuing its current practice of collecting records of all Americans' phone calls in its own database.

The Senate has served up a new ingredient in the debate over President Obama's trade bill -- catfish.
Senators are at odds over whether a USDA catfish inspection program should be repealed as part of the bill that would provide Obama with the "fast-track" authority to negotiate trade deals with foreign countries.
Sen. John McCain, R-Arizona, introduced an amendment to the trade measure that would eliminate the USDA catfish inspection program, arguing it duplicates seafood inspection programs already conducted by the FDA and complicates trade efforts with Asian countries.
Angry and animated, McCain took to the Senate floor Tuesday to push for ending the USDA program, standing next to a giant picture of a catfish as he called the program "one of the most brazen and reckless and protectionist programs that I have encountered in my time as the U.S. Senate.”

After finishing the votes on those amendments in the evening, another dozen were offered, six Republican and six Democratic. Majority Leader McConnell wanted to vote Thursday night on those pending amendments, Assistant Minority Leader Durbin asked that the votes occur on Friday as Democrats wanted more time to consider the content of the amendments. Sen. McConnell resisted and moved to table each of the pending Democratic amendments. After successfully tabling 5 of 6 Democratic amendments Sen. McConnell offered a unanimous consent agreement to vote on the six GOP amendments and one remaining Democratic amendment on Friday. Clearly irritated by this maneuver Democrats objected. Secretary of State John Kerry raised eyebrows Sunday following comments, caught on an open mic, that left some wondering whether he was criticizing Israeli assurances that its ground offensive in Gaza would be limited.
Kerry's comments occurred between multiple television interviews. He was heard in a phone conversation with a State Department deputy, Jonathan Finer, discussing the deaths of Israeli soldiers killed overnight.
"I hope they don't think that's an invitation to go do more," Kerry said in the unguarded moment. "That better be the warning to them."

British Member of Parliament George Galloway testified at a hearing on how Saddam Hussein manipulated the United Nations' Oil-for-Food Program to win influence and reward friends in order to undermine sanctions imposed on Iraq following the Persian Gulf War. A committee report on alleged abuses of the program had named Minister Galloway as one of several foreign officials who had received lucrative oil allocations in the scheme. Mr. Galloway harshly criticized the report and challenged members to produce evidence of the allegations. He also broadly criticized U.S. policy in Iraq and the decision to use military power to oust the Hussein government. This is not a complete record of the hearing, but contains Mr. Galloway's opening statement in its entirety.

"City Club’s debate season comes to a close with a U.S. senatorial debate between incumbent Democratic Senator Ron Wyden and his Republican opponent Jim Huffman.
On October 22, City Club welcomes these two U.S. Senate candidates for their final pre-election debate. The candidates will elucidate their positions on issues including tax cuts, health care, the environment, jobs and the economy.
Senator Ron Wyden was elected to the U.S. Senate in 1996, after serving in the U.S. House of Representatives for 15 years. He serves on many committees, including Finance, Intelligence, Budget, Aging and Energy & Natural Resources. Challenger Jim Huffman has been a professor at Lewis & Clark Law School since 1973. He became Dean in 1993; a position he held until 2006. Mr. Huffman received his Masters from the Fletcher School of Law and Diplomacy at Tufts University, and his Law degree from the University of Chicago Law School.
This week’s program will begin at 11:45 AM in order to debate and vote on City Club’s Ballot Measure 74 Report on Medical Marijuana Dispensaries."

McConnell Agrees to Senate Vote on Surveillance Overhaul
Senate Majority Leader Mitch McConnell said Tuesday that he would permit a vote on House-passed legislation to restrict the National Security Agency's authority to review data about Americans' phone calls.
"I certainly think we ought to allow a vote on the House-passed bill," said McConnell, R-Ky. "If there aren't enough votes to pass that, we need to look at an alternative."
The House passed the bill, known as the USA Freedom Act, last week by a vote of 338-88, putting considerable pressure on McConnell to allow a vote on the Senate companion by Republican Mike Lee of Utah. It would reauthorize section 215 of the 2001 Patriot Act, the provision that undergirds the NSA program, but set new limits on it.
McConnell opposes the House bill because it would bar the NSA from continuing its current practice of collecting records of all Americans' phone calls in its own database.

Senators Fight Over Controversial Catfish Inspection Program
The Senate has served up a new ingredient in the debate over President Obama's trade bill -- catfish.
Senators are at odds over whether a USDA catfish inspection program should be repealed as part of the bill that would provide Obama with the "fast-track" authority to negotiate trade deals with foreign countries.
Sen. John McCain, R-Arizona, introduced an amendment to the trade measure that would eliminate the USDA catfish inspection program, arguing it duplicates seafood inspection programs already conducted by the FDA and complicates trade efforts with Asian countries.
Angry and animated, McCain took to the Senate floor Tuesday to push for ending the USDA program, standing next to a giant picture of a catfish as he called the program "one of the most brazen and reckless and protectionist programs that I have encountered in my time as the U.S. Senate.”
