Suriname was ranked the 124th safest investment destination in the world in the March 2011 Euromoney Country Risk rankings.
The backbone of the economy of Suriname is the export of aluminium oxide (alumina) and small amounts of aluminium produced from bauxite mined in the country. In 1999, the aluminiumsmelter at Paranam was closed and mining at Onverdacht ceased; however, alumina exports accounted for 72% of Suriname's estimated export earnings of US$496.6 million in 2001. Suriname's bauxite deposits have been among the world's richest.
Inexpensive power costs are Suriname's big advantage in the energy-intensive alumina and aluminium business. In the 1960s, the "Aluminum Company of America" (Alcoa) built a US$150-million dam for the production of hydroelectric energy at Afobaka (the Brokopondo Reservoir south of Brokopondo), which created a 1,560 km² lake, one of the largest artificial lakes in the world.
In 1976-1977 a 100 km long single track railway was constructed by Morrison-Knudsen Co. in West Suriname from the bauxite containing Bakhuis Mountains to the town of Apoera on the Corantijn river, to transport bauxite by river to processing plants elsewhere. The construction of this railway was financially funded by the Dutch government's independence/severance payments after November 25, 1975. After completion of this railway and associated facilities, for political and economical reasons it was never actually used and was left to be overgrown by the jungle. Also plans to construct a dam in the Kabalebo River were developed but never fully executed.
Suriname, officially the Republic of Suriname (Dutch: Republiek Suriname, Dutch pronunciation: [ˌrepyˈblik ˌsyriˈnaːmə]), is a country in northern South America. It borders French Guiana to the east, Guyana to the west, Brazil to the south, and the Atlantic Ocean to the north. Suriname was first colonized by the British, and captured by the Dutch in 1667, who governed it as the colony of Suriname until 1954. The country of Suriname achieved independence from the Kingdom of the Netherlands, in which Suriname, the Netherlands Antilles, and the Netherlands itself cooperated on a basis of equality since 1954, on 25 November 1975.
At just under 165,000 km2 (64,000 sq mi) Suriname is the smallest sovereign state in South America (French Guiana comprises less territory, but is French territory). It has an estimated population of approximately 560,000, most of whom live on the country's north coast, where the capital Paramaribo is located.
The name Suriname may derive from a Taino (Arawak-speaking) group called "Surinen" who first inhabited the region prior to European arrival.

China suffers from widespread corruption. For 2014, China was ranked 100th out of 175 countries in Transparency International's Corruption Perceptions Index, on par with Algeria and Suriname, and comparable to Armenia, Colombia, Egypt, Gabon, Liberia, Panama, Bolivia, Mexico, Moldova and Niger. It ranked less corrupt than neighbors Myanmar, Vietnam, Laos, North Korea, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Afghanistan, Pakistan and Nepal but more corrupt than neighbors India, Bhutan, Macau, Hong Kong and Mongolia. Means of corruption include graft, bribery, embezzlement, backdoor deals, nepotism, patronage, and statistical falsification.

There is a need for action and interventions to increase productivity, improve the business climate and improve overall competitiveness of the country. In order to reduce the economy’s fragility, the government is implementing broad based structural reforms that will facilitate the transition to a more diversified and less vulnerable economy, characterized by higher participation of the private sector. To achieve these specific goals, a clear strategy is needed to guide public and private actors in the context of modern productive policy making . Thus, there is a need for a comprehensive productive policy to lead the process in an orderly manner with a longer-term vision for economic transformation.
In addition, the current legal framework is being updated to support private sector activity. Legislation and rules supporting the business climate together with the institutions governing the markets and ensuring their effective deployment are also in the process of being strengthened and modernized. Although Suriname has started to implement some measures to improve the business climate, the

(Voice Alejandra Sande Belmonte) We are already in the ninth chapter of Economy in half hour. In chapter 8, we saw how our patient, Economy, had been hospitalised. Two great specialists were taking care of it: Hayek and Keynes.
However, the situation becomes critical and Keynes steps forward applying measures of fiscal stimuli: reduction of the interest rate, reduction of taxes and an increase in public spending; everything in order to rise the demand incorporated in the economy ( what was called Rooselvelt’s New Deal, “fattening up the bomb”).
Hayek , who witnessed how hyperinflation destroyed the German and Austrian middle class in the 20s, is afraid of the prices’s ascent caused by the stimuli. He thinks the cure can do more harm than the illness and thus reduces stimuli as the patient stabilises.
In the diagram we see the economical cycle: economic activity does not grow constantly, but suffers from ups and downs.
Until Keynes, everyone thought that this oscillations were as unavoidable as tides but thanks to his contributions we are learning to somehow control it.
Fiscal policies, which work on taxes and public spending, and monetary policy, which works on the interest rate, are the two main tools to soften the cycle.
Structural measures are also extremely important, as they increase economy’s production rate from mid- to long-term.
Lastly, a thought upon the difficult of creating business: is Spain closer to New Zealand than Suriname to Spain?
In absolute terms (measured in days), Spain is closer to New Zealand, but in relative terms we observe that we do it 47 times worst than in New Zealand, but only 15 times better than Suriname. Certainly something to think about…

2015 Conference on China's Crackdown on Corruption and the Future of the CCP party
China suffers from widespread corruption. For 2014, China was ranked 100th out of 175 countries in Transparency International's Corruption Perceptions Index, on par with Algeria and Suriname, and comparable to Armenia, Colombia, Egypt, Gabon, Liberia, Panama, Bolivia, Mexico, Moldova and Niger. It ranked less corrupt than neighbors Myanmar, Vietnam, Laos, North Korea, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Afghanistan, Pakistan and Nepal but more corrupt than neighbors India, Bhutan, Macau, Hong Kong and Mongolia. Means of corruption include graft, bribery, embezzlement, backdoor deals, nepotism, patronage, and statistical falsification.[1]
Public surveys on the mainland since the late 1980s have shown that it is among the top concerns of the general public. According to Yan Sun, Associate Professor of Political Science at the City University of New York, it was corruption, rather than democracy as such, that lay at the root of the social dissatisfaction that led to the Tiananmen protest movement of 1989.[3] Corruption undermines the legitimacy of the CCP, adds to economic inequality, undermines the environment, and fuels social unrest.[4]
Since then, corruption has not slowed down as a result of greater economic freedom, but instead has grown more entrenched and severe in its character and scope. Business deals often involve participation in corruption.[5] In popular perception, there are more dishonest CCP officials than honest ones, a reversal of the views held in the first decade of reform of the 1980s.[3] China specialist Minxin Pei argues that failure to contain widespread corruption is among the most serious threats to China's future economic and political stability.[4] Bribery, kickbacks, theft, and misspending of public funds costs at least three percent of GDP.
Opinion surveys of Party officials and Chinese citizens over recent years set identify corruption as one of the public's top concerns. Every year researchers at the Central Party School, the CCP organ that trains senior and midlevel officials, survey over 100 officials at the school. Between 1999 to 2004 respondents ranked corruption as either the most serious or second most serious social problem.[4] Similarly, in late 2006 the State Council’s Development Research Center asked 4,586 business executives Almost one-quarter said that their local officials were “bad”; 12 percent said they were “very bad.”[4]
In a commercial environment, corruption may be prevalent because many employees aren't loyal to their employers, seeing themselves as "free-agent entrepreneurs" first and foremost.[21] They use their employers as a way to make money, both for themselves and for their "guanxi social-circle network." The imperative of maintaining this social circle of benefits is seen as a primary goal for many involved in corruption.[21]
Official corruption is among the populace's greatest gripes against the regime. One folk saying vividly illustrates how the public sees the issue, according to Yan Sun: "If the Party executes every official for corruption, it will overdo a little; but if the Party executes every other official for corruption, it cannot go wrong."[3] In contemporary China, bribe taking has become so entrenched that one party secretary in a poor county received repeated death threats for rejecting over 600,000 Renminbi in bribes during his tenure. In 1994, in another area officially designated "impoverished," a delegation of the UN Food and Agriculture Organization arrived for a conference on development, but upon seeing rows of imported luxury cars outside the conference site asked the local officials "Are you really poor?"[3] A rare online opinion poll in 2010 by the People’s Daily found that 91% of respondents believe all rich families in China have political backgrounds.
China's housing boom, and the shift of central government policy towards social housing, are providing officials to siphon off properties for personal gain. The Financial Times cites a number of public scandals involving local officials in 2010: for example, in province, eastern China, a complex of 3,500 apartments designated as social housing in Rizhao, Shandong, was sold to local officials at prices 30-50 per cent below market values.
Whether the effects of corruption in China are solely positive or negative is a subject of hot debate. Corruption favors the most connected and unscrupulous, rather than the efficient, and also creates entry barriers in the market for those without such connections. Favors are sought for inefficient subsidies, monopoly benefits, or regulatory oversight, rather than productive activity Bribes also lead to a misdirection of resources into wasteful or poor-quality projects. Further, since corrupt payments are usually done in secrecy, they are more likely to be used in the same way, driving the proceeds of illegal transactions into foreign bank accounts. Such capital flight costs national growth

OBJECTIVE: To discuss with relevant stakeholders the main issues regarding creating a Comprehensive Strategic Plan for Economic Diversification and growth, and SME promotion, as well as discuss the progress and next steps for improving business climate, innovation, productivity and competitiveness in Suriname.
BACKGROUND:
Suriname remains one of the fastest growing economies in the region. In 2013, real Gross Domestic Product (GDP) expanded by about 4% and is projected to grow around 4.5% per year over the medium-term. Although Suriname has experienced recent sustained economic growth over the last 10 years, its economy depends mainly upon gold, oil and bauxite, showing vulnerability to unpredictable swings in international prices of these main exports Thus, Suriname has been engaging in structural reforms to transition to a new economic model, with a diversified production basket and a less vulnerable economic base to foster greater participation of Suriname’s private sector in economic activity.
Enhanced competitiveness 1 is critical for Suriname to benefit more from an increasingly globalized world economy, to reduce dependence on natural resources, increase private sector employment and fuel economic growth and diversification. It is recognized by the public and private sector, there is much work to be done e.g. focus on good governance , economic diversification and growth, prudent monetary policy, responsible public finance management and enhancing the role of the private sector in economic growth. There is a need for action and interventions to increase productivity, improve the business climate and improve overall competitiveness of the country. In order to reduce the economy’s fragility, the government is implementing broad based structural reforms that will facilitate the transition to a more diversified and less vulnerable economy, characterized by higher participation of the private sector. To achieve these specific goals, a clear strategy is needed to guide public and private actors in the context of modern productive policy making . Thus, there is a need for a comprehensive productive policy to lead the process in an orderly manner with a longer-term vision for economic transformation.
In addition, the current legal framework is being updated to support private sector activity. Legislation and rules supporting the business climate together with the institutions governing the markets and ensuring their effective deployment are also in the process of being strengthened and modernized. Although Suriname has started to implement some measures to improve the business climate, the
