The November 2001 Doha Declaration on the TRIPS Agreement and Public Health was adopted by the WTO Ministerial Conference of 2001 in Doha on November 14, 2001. It reaffirmed flexibility of TRIPS member states in circumventing patent rights for better access to essential medicines.
In Paragraphs 4 to 6 of the Doha Declaration, governments agreed that:
These provisions in the Declaration ensure that governments may issue compulsory licenses on patents for medicines, or take other steps to protect public health.
In 2005, WTO members reached agreement on an amendment to the TRIPS Agreement to make permanent the temporary waiver contained in the August 30 WTO Decision, which itself fulfilled the requirement of Paragraph 6 of the Doha Declaration on the TRIPS Agreement and Public Health of November 14, 2001. This decision created a mechanism to allow WTO members to issue compulsory licences to export generic versions of patented medicines to countries with insufficient or no manufacturing capacity in the pharmaceutical sector.
Doha (Arabic: الدوحة, ad-Dawḥa or ad-Dōḥa, literally: "the big tree") is the capital city of the state of Qatar. Located on the Persian Gulf, it had a population of 998,651 in 2008, and is also one of the municipalities of Qatar. Doha is Qatar's largest city, with over 60% of the nation's population residing in Doha or its surrounding suburbs, and is also the economic centre of the country.

In an era of economic uncertainty and austerity, resources devoted to development cooperation are increasingly scarce, and innovative financing mechanisms are taking a particularly important role in addressing global challenges and promoting human and sustainable development.
The importance of identifying innovative sources of financing for development is not new. It was recognized in the Monterrey Consensus of 2002 and reaffirmed by the Doha Declaration on Financing for Development in 2008. The
outcome document of the Rio +20 Conference, 'The Future We Want', also stressed the value of innovative financing for sustainable development (IFfD).
Today, with the on-going debate on the future of development policies and the Post-2015 agenda, IFfD takes on an even more urgent role, especially in light of the Millennium Development Goals (MDG's) and the resulting experience gained. IFfD aims to mobilize additional resources, substantive and predictable, which should complement, not replace, traditional funding sources such as an Official Development Assistance (ODA) program, and includes the proposal of a Financial Transaction Tax designed to boost both revenues and sustainability.

Fawaz Tello - is part of Syria's secular opposition movement. He has been living in exile in Germany since 2012. Before that, he was a member of the Damascus Spring Movement. As a result of his political activities he was imprisoned by the Assad regime from 2001 to 2006. He is a founding member of the National Dialog Forum the most powerful liberal grouping, and assisted in establishing the National Council of the Damascus Declaration, the most extended movement inside Syria set up to advocate reform of the Syrian political system. He resigned from the Syrian National Council, criticising its lack of democratic reforms and disunity.
Robert Reid - he is Associated Press chief of bureau for Germany, Austria and Switzerland and has been a journalist for nearly 45 years, including about 15 years in the Middle East. During the US-led invasion of Iraq, he was a supervisory editor for the AP based in Doha and then spent the next six years as chief editor for the AP in Iraq. Later, he served as AP News Director for Afghanistan and Pakistan based in Kabul and was AP's chief editor for the Middle East based in Cairo before transferring to Berlin in 2012.
Günter Seufert - worked as a freelance author and journalist in the Turkish capital Istanbul for several years before joining the German Institute for International and Security Affairs in Berlin. He also worked as a researcher and lecturer at the University of Cyprus, the German Oriental Institute in Istanbul and at the University of Lausanne in France. He specializes in Turkish domestic and foreign policies.

Israelis on Peace Talks with Hamas: Fatah and Hamas sign Doha Declaration for Unity Government
After Palestinian President Mahmoud Abbas signed the Doha declaration in order to form a unity government between Fatah and Hamas, Israeli Prime Minister Benjamin Netanyahu told Abbas that Palestinians must choose between "Peace with Hamas or peace with Israel." The two Palestinian factions had come close to civil war when Hamas took over the Gaza Strip in 2007 and Fatah retained control of the West Bank.
Now that they are reconciling, JN1 asked Israelis for their take on whether peace talks can proceed with a Palestinian unity government. Their response was uniformly negative with most saying that negotiation with a terrorist organisation (Hamas) that has not renounced armed conflict is impossible. For its part, Hamas has strongly disapproved of Fatah's engagement in peace talks with Israel.

Pedro Velasco Martins is an official at the Directorate-General for Trade of the European Commission since 1996. Since 2010 he is the Deputy Head of the Unit responsible for the European Commission's trade related policy for intellectual property rights (IPR) and public procurement. Pedro Velasco Martins is the Commission negotiator for the IPR chapter in trade negotiations between the European Union and other partners, including ACTA and the European Union's representative at the World Trade Organisation's TRIPS Council. Previously he worked in the area of Trade Defence Instruments (Antidumping) for 6 years.
Before entering the European Commission, Mr. Velasco Martins was a lawyer between 1993 and 1996. After becoming a member of the Lisbon Bar Association, he worked as a Partner in the law firm Macedo Vitorino & Associados. His main areas of activity were in the fields of business, aeronautical, banking and financial law.
He studied law and concluded post-graduate studies in European law in Lisbon Law University, between 1987 and 1993.

"Innovative Financing for the Post-2015 Agenda: The Implications of a Financial Transaction Tax"
In an era of economic uncertainty and austerity, resources devoted to development cooperation are increasingly scarce, and innovative financing mechanisms are taking a particularly important role in addressing global challenges and promoting human and sustainable development.
The importance of identifying innovative sources of financing for development is not new. It was recognized in the Monterrey Consensus of 2002 and reaffirmed by the Doha Declaration on Financing for Development in 2008. The
outcome document of the Rio +20 Conference, 'The Future We Want', also stressed the value of innovative financing for sustainable development (IFfD).
Today, with the on-going debate on the future of development policies and the Post-2015 agenda, IFfD takes on an even more urgent role, especially in light of the Millennium Development Goals (MDG's) and the resulting experience gained. IFfD aims to mobilize additional resources, substantive and predictable, which should complement, not replace, traditional funding sources such as an Official Development Assistance (ODA) program, and includes the proposal of a Financial Transaction Tax designed to boost both revenues and sustainability.
