Stepanakert (Armenian: Ստեփանակերտ; called Khankendi (Azerbaijani: Xankəndi) by Azerbaijan) is the largest city and capital of the Nagorno-Karabakh Republic, a de facto independent republic, though is internationally recognized as a part of Azerbaijan. The city population comprises about 53,000 ethnic Armenians.
According to medieval Armenian sources, the settlement was first mentioned as Vararakn (Վարարակն, meaning "rapid spring" in Armenian) which it remained until it was renamed Khankendi in 1847. Azerbaijani sources generally say that the settlement was founded in the late eighteenth century by a Karabakh khan, and was thus called Khankendi (Turkic for "the khan's village").
In 1923 Khankendi was renamed Stepanakert by the Soviet government to honor Stepan Shahumyan, ethnic Armenian leader of the 26 Baku Commissars, and, after the Shusha pogrom had resulted in major destruction at Shusha, the former regional capital, Stepanakert was made the capital of the Nagorno-Karabakh Autonomous Oblast. In time, Stepanakert grew to become the region's most important city (a status it received in 1940). Its population rose from 10,459 in 1939 to 33,000 in 1978.

Sarkisan Arrives in Karabakh Landing at Stepanakert Airport
STEPANAKERT (RFE/RL)—President Serzh Sarkisian flew to Nagorno-Karabakh on Thursday to monitor large-scale Armenian military exercises that are being held in and around the territory.
Sarkisian’s press office said that “within the framework of the exercises” he will also tour Karabakh Armenian military bases and assess the combat readiness of troops stationed there.
The office released photographs of a uniform-clad Sarkisian emerging from a military helicopter at Stepanakert’s recently reconstructed airport and being greeted on the tarmac by Bako Sahakian, the president of the Nagorno-Karabakh Republic.
Sarkisian was shown later in the day watching exercises by Karabakh soldiers and handing gifts to some members of the special forces. He went on to hold a meeting with the top brass of the Armenian and Karabakh armies in what looked like a large military tent.
The presidential press service said Sarkisian “listened to the decision made by the commander of the NKR Defense Army,” General Movses Hakobian. It did not elaborate.
The armed forces of Armenia and Karabakh began the drills on November 6. They are reportedly involving tens of thousands of soldiers and hundreds of tanks and artillery systems.
Sarkisian’s visit comes one day after Azerbaijani forces shot down a Karabakh Armenian helicopter near “the line of contact” east of Karabakh in a fresh escalation of tensions in the Karabakh conflict. The Azerbaijani military claimed that it was brought down while “attacking” its frontline positions. The military authorities in Yerevan and Stepanakert strongly denied that, saying that the Mi-24 helicopter did not cross the frontline or even carry rockets or other live ammunition.

Simon Reeve travels to a group of unrecognised nations -- countries so obscure they don't officially exist -- in this five-part BBC TV series, shown on BBC2, BBC World and by broadcasters in more than 40 countries.
On his journey he visits little-known parts of the world including Somaliland, Transniestria, Nagorno-Karabakh, Ajaria, South Ossetia, Azerbaijan, Armenia, Somalia, Moldova, Taiwan, and the former Soviet republic of Georgia.
In this series, Simon Reeve is taught to fish by the President of Moldova, becomes an unofficial Somali diplomat, and finds himself crammed into a lift with the President of Georgia.
He visits a little-known country stuck in a Soviet-era time-warp, and a mountainous state which claims to have the highest rate of longevity on the planet. Simon also discovers abandoned missiles capable of destroying skyscrapers, al Qaeda terrorists in an African jail and the mass graves of children killed by soldiers.
Simon meets a blonde popstar who's a crackshot with an AK-47, a mournful guitarist, and a Taiwanese boy band. He climbs the world's tallest building, visits the site of the battle in Black Hawk Down, is electrocuted in Mogadishu, finds 5,000 year old rock paintings, buys himself a new Somali passport from a man called Mr Big Beard, and is held as a spy by the Transniestrian KGB.
Snake blood is on the menu in Asia, rock-hard yoghurt in the Caucuses, camel milk in Africa and two bottles of cognac when Simon is forced to celebrate independence with a Communist politician.
He meets a villager who sold a kidney to buy a cow, and children forced to live in freezing railway carriages. Amid the minefields of Nagorno-Karabkh, Simon is pelted with snowballs by refugee children. But in the sweltering heat of Mogadishu he needs a dozen armed gunmen just to stay alive.

Reviews of the series:
Daily Telegraph: An 'exemplary series...riveting...eye-opening...remarkable...superb'
Evening Standard (London): 'Compelling television, lifted way above a worthy travelogue by Reeve's obvious, sincere interest in the people and places he encounters'
Daily Mail: "Unmissable...makes the blood boil...It would be good if this brave programme stirred a few consciences. Shaming."
The Times: A 'consistently informative series...Reeve is an ideal guide -- brave without being macho, amused without being frivolous and always informative'
Globe and Mail (Canada): 'Places That Don't Exist is outstanding television. That's because Simon Reeve, the host/reporter, is endlessly curious and incredibly brave. When we last encountered Reeve he was showing us around "the Stans," countries such as Kazakhstan, that few outsiders visit. It was an excellent series, exceptionally revealing of both the general and specific. Reeve is now one of the great TV figures. A smart and cheerful Englishman, he's a combination of Michael Palin and serious political reporter.'

He has been around the world three times for the BBC series Equator, Tropic of Capricorn, and Tropic of Cancer, and has travelled extensively in more than 100 countries. Talks are underway between Armenia and Azerbaijan to try to end hostilities in the disputed enclave of Nagorno-Karabakh.
Negotiations, arranged by the Organisation of Security and Cooperation in Europe (OSCE) come just over a year after a ceasefire in the region.
Nagorno-Karabakh, once the former Soviet Union's bloodiest conflict zone, is now a rare haven of tranquillity in the volatile Caucasus region
An exchange of prisoners marking the first anniversary of the ceasefire has renewed hopes for a permanent peace.
Tanks roll through the streets of central Stepanakert, capital of the disputed region of Nagorno-Karabakh.
For an enclave with a total population of little more than 100-thousand it was an impressive parade to mark Victory in Europe Day earlier this month.
But the display of Armenian military might was also a gentle reminder to the Azeri authorities that the breakaway territory is more than prepared if necessary to resume its battle for independence.
A year ago, a ceasefire was signed bringing a temporary end to the 7-year war between Armenian separatists and government forces in Azerbaijan.
The conflict claimed thousands of lives and left many thousands more Azeris homeless - ethnically "cleansed" from the largely Armenian-populated enclave of Nagorno-Karabakh. With isolated exceptions, and contrary to predictions, peace has prevailed.
The first anniversary of the ceasefire (11 May) was marked by an exchange of prisoners of war brokered by the International Red Cross.
Armenia released 27 captive Azeris and two Russian mercenaries; last weekend Azeri authorities freed 35 Armenians in a reciprocal goodwill gesture.
The exchange helped kick-start this week's talks in Moscow aimed at negotiating a permanent end to hostilities.
SOUNDBITE:
"We hope of course that this is only the beginning of a kind of better understanding between the parties which will lead, eventually, to a solution of the conflict".
SUPER CAPTION:Zoran Jovanovic, International Committee of the Red Cross
Traditional dancing and singing in the hills beyond Stepanakert to mark the first anniversary of the ceasefire.
Both nations have good cause for celebration - the war all but bankrupted both Armenia and Azerbaijan.
But as military commanders look on in satisfaction, the basic issues at the heart of the conflict remain unresolved.
Planted squarely within Muslim Azerbaijan by Stalin, the Christian Armenian enclave is a geographical conundrum that is all but insoluble.
A splinter of land measuring a mere 70 by 45 miles, the status of Nagorno-Karabakh remains a thorny issue for both Azeris and Armenians and a key obstacle in the ongoing negotiation.
