President Obama promised that he would veto any new sanctions legislation that makes it across his desk. His administration has been insistent that it does not consider Congress' approval necessary for signing a deal capping Iran's nuclear program. One proposal requires Congress to have an up-or-down vote on any nuclear deal before the U.S. signs on -- a condition supported by a growing number of lawmakers. While the White House has been skeptical of that idea thus far, Blinken admitted that the proposal wouldn’t violate the Joint Plan of Action, the interim agreement brokered between Iran and the P5+1 negotiating partners in November 2013.
On Monday, NBC Nightly News featured a full report on the letter signed by 47 Republican Senators to the leaders of Iran concerning its negotiations with the Obama administration over its nuclear program, but took the step of describing the letter as one that “patronizes Iranian leaders.” In addition, the report by NBC national correspondent Peter Alexander gave three times the airtime to Iranian Foreign Minister Mohammad Javad Zarif and President Obama than Arkansas Republican Senator Tom Cotton (who authored the letter). Reid Slams GOP Iran Letter. Senator Harry Reid ripped his Republican colleagues on the Senate floor today for sending an open letter to Iran about President Obama‘s negotiations with them over nuclear energy. Reid declared, “Republicans are undermining our Commander-in-Chief while empowering the ayatollahs.” And the only reason Reid could fathom the GOP would do this would be “out of spite,” “clouded by their abhorrence for President Obama,” with the sole goal of “embarrassing” him on the world stage. The GOP letter to Iran’s leaders is a lengthy explanation of how American government works and why any agreement Obama makes without Congress’ approval would not stand. In Iran, the deputy speaker of the Parliament is warning the US Senate against any new sanctions on the Islamic Republic. Mohammad-Hassan Abou-Torabi Fard says the slightest move by the Senate against Iran will be followed by an immediate reaction from the parliament. He added that Iran’s parliament would task the government to press ahead with its nuclear objectives as well as uranium enrichment program for civilian purposes, if new sanctions were approved against Tehran. With an 18 to 4 vote, a bill that would extend sanctions on Iran passed the US Senate Banking Committee. The law wouldn’t be enacted immediately though. It’s designed to kick in later this year if international negotiators fail to reach a deal by June 30 on Tehran's nuclear program. The Kirk-Menendez bill would impose tougher sanctions on Iran. It’s a move that Republicans have endorsed in the past. But the White House has fought against the measure citing that it would hurt sensitive negotiations between the country and the US. But while Congress mulls over how to assess ongoing negotiations, the White House says it does not welcome any legislation that would introduce new sanctions. Landmark negotiations continue between international powers Russia, China, Britain, France, Germany, Iran and the United States. But the White House may get a reprieve from what it views hostile legislation coming from Congress. A group of senators said they are delaying a vote on the bill until March when they can better evaluate the progress of talks. So far, 35 of the Senate's 100 members officially back the bill, a figure that is expected to increase in coming months. Experts say the pressure will be on leaders from both sides to make a deal. Menendez and nine other Democrats signed a letter promising to withhold support for sanctions legislation until March 24 if Republicans brought it to a floor vote. The move postpones a showdown with the White House and allows Senate Democrats to give President Barack Obama time while maintaining support for Iran sanctions. The push-back from Menendez and his colleagues could stall the legislation before it even reaches the desk of the president who has repeatedly said he will veto any new sanctions on Iran. The Senate’s Banking Committee approved the so-called Kirk-Menendez bill with 18 votes in favor and 4 against. The supporters of the measure say the move is necessary to force Iran to reach a acceptable agreement in nuclear talks. The White House strongly opposes the measure, which could mar the ongoing negotiations between Tehran and the P-five-plus-one. (NYTimes) LOUISVILLE, Ky. — Mitch McConnell, the taciturn leader of the Senate Republicans who overcame childhood polio and decades of political conflagrations to become the longest-serving senator in Kentucky’s history, cruised to re-election Tuesday night, the penultimate step toward fulfilling his decades-long dream of becoming majority leader of his chamber. Minutes after the last polls closed, The Associated Press projected Mr. McConnell as the winner. In capturing a sixth term, he turned back Alison Lundergan Grimes, the Democrat whose campaign as the anti-obstructionist, fueled by the intense passion and giant cash infusions from her party, failed to ever really catch fire. Although Mr. McConnell’s victory seemed all but assured in recent days, he began his campaign last year as one of the most endangered incumbents, entering the race with an approval rating in the state even worse than President Obama’s. Conservative Republicans, suspicious of Mr. McConnell’s long tenure and willingness to work quietly with Democrats, put the senator in their cross hairs, and went searching for a primary challenger. Their pick was Matt Bevin, a businessman whose snappy rhetoric and toothpaste-commercial smile helped draw large crowds and early excitement within the state’s Republican base. But Mr. McConnell, 72, lived up to his reputation as a seasoned, often brutal campaigner. To inoculate himself from the Tea Party attacks, he hired key campaign staff members from his fellow Kentucky senator, Rand Paul. Once Mr. Paul’s nemesis, Mr. McConnell quickly changed course and began supporting the junior senator by voting for his bills and giving him good assignments in the Senate. Mr. McConnell easily won the Republican primary in May. In Mr. McConnell, Democrats saw a different sort of prey, trying to depict him as the face of Republican obstruction in Washington. Democrats were initially animated by the prospect of pitting him against a female candidate at a time when Republicans were being criticized for their treatment of women. But Ms. Grimes also proved her own worst enemy at times, especially when she refused to say whether or not she had voted for Mr. Obama in a state where the president is deeply unpopular. Further, few candidates know every political nook and cranny of their state like Mr. McConnell. “He has taken it very seriously,” said Senator Rob Portman of Ohio, a vice chairman of the National Republican Senatorial Committee. “He has really been involved and engaged with Kentucky politics inside and out, and he is extremely knowledgeable about the state.” No matter the exact balance of the Senate, Mr. McConnell will have to manage difficult political cross currents in his conference. No fewer than three Republican senators who have their eye on the White House will be inclined to pull their colleagues to the right to appeal to the conservative voters who form the party’s base. At the same, more than a half-dozen Republicans will be up for election in blue or purple states, and will be inclined to cling to the center. Mr. McConnell — who graduated with honors from the University of Louisville, where he served as student body president — worked as both an aide on Capitol Hill and as deputy assistant attorney general to President Gerald Ford, before his election to the Senate in 1984. He was the only Republican challenger that year to defeat a Democrat incumbent. As a student leader, he marched for civil rights in 1964 and often took positions early in his political career that were pro-union, at a time when unions had more clout in Kentucky. But in recent years, Mr. McConnell has been tugged to the right, forced to give up his beloved earmarks that helped his home state but ran afoul of the Tea Party and other conservative colleagues.

ED HENRY: I want to follow up on Kristen [Welker]'s question on the video that the video that the president sent, basically an open letter if you will, an open video to the Iranian people. Since you were so critical of the Republican Senators for sending an open leader to the Iranian leadership and it might interfere with this potential deal. How can you say that this video might not interfere because the president is essentially attacking hardliners in Iran in saying they don't want a deal. Couldn't this also interfere? JOSH EARNEST, WHITE HOUSE: I don't anticipate that it will. The president on a number of occasions has -- I think every year on Nowruz -- has issued an open message to people around the world who are celebrating Nowruz. HENRY: He specifically talks about the deal and why they should be supportive of it. EARNEST: Right, but the point is that there are people all across the world, throughout the Caucasus and Afghanistan and other places who celebrate Nowruz. The beginning of the message even notes that many Americans celebrate Nowruz. So, that's the first thing. The second thing is I think a message to people around the world who are celebrating Nowruz is entirely different from an open leader to the hardliners in Iran. The third thing I'll say is there was a I think pretty obvious partisan tinge to the letter from the 47 Republican Senators to the leaders of Iran. And this one is obviously -- it wasn't as if the president sort of tried to gather support only among Democrats for this message. So I think that makes a difference as well.

The White House delivered a fresh warning to the Senate late Saturday to stay out of negotiations with Iran over its nuclear program, asserting that pending legislation would likely have a "profoundly negative impact" on the ongoing talks. Tom Cotton’s biography would be a great asset for any politician. Raised on his parent’s cattle farm in Arkansas, he graduated from Harvard College and Harvard Law School. After the terrorist attacks of September 11, 2001, Cotton joined the Army and served in the wars in Iraq and Afghanistan. In 2012, he was elected to the U.S. House of Representatives. Only two years later, he ran for the Senate and defeated Democratic incumbent Mark Pryor by a wide margin. Cotton campaigned against abortion rights and the Affordable Care Act health care reform, often called “Obamacare.” But he also appealed to fellow veterans, advocating an interventionist U.S. foreign policy based on military strength as he traveled around Arkansas in a bus decorated with military camouflage and a large boot print on the front. Cotton has been in the Senate for only 65 days. He has not yet delivered his first speech, but he made waves last month at a hearing on attempts by the Obama administration to close down the detention center at Guantanamo Bay. During the hearing, Cotton grilled an Obama administration official. He said "the only problem with Guantanamo Bay is there are too many empty beds and cells there right now." "We should be sending more terrorists there for further interrogation to keep this country safe," he added. "As far as I'm concerned, every last one of them can rot in hell. But as long as they can't do that, they can rot in Guantanamo Bay." A local Arkansas paper reported that Cotton and several of his fellow freshman senators toured the detention facility at Guantanamo Bay, Cuba, Friday. Reaction to Cotton's letter Among Democrats and many observers, the letter to Iranian leaders triggered outrage. Democratic senators lined up to say it undermines President Obama at a critical time when his administration is trying to negotiate a deal with Tehran to prevent Iran from acquiring a nuclear weapon. President Obama said he is embarrassed for the senators. Secretary of State John Kerry said he was in utter disbelief, adding that the letter breaks with 200 years of precedence in the conduct of U.S. foreign policy. A headline in the New York Daily News blasted Cotton and the others who signed the letter as “traitors.” Republicans reaction has been mainly positive, but not entirely. Seven Republican senators did not sign the letter, including Senate Foreign Relations Committee Chairman Bob Corker. Corker said he is trying to win support for bipartisan legislation which would let the Senate weigh in on an Iran nuclear deal; and the letter is “not helpful.” Some analysts say the letter could backfire, turning the nuclear talks into a partisan political issue, and driving away some Democrats who might have joined with Republicans on Corker's legislation. It is not clear whether the letter will have an impact on the Iran nuclear talks in Switzerland, but it has certainly won Cotton the admiration of many of his fellow Republican senators and boosted his stature nationwide as a voice for an interventionist foreign policy. McCain followed his father and grandfather, both four-star admirals, into the United States Navy, graduating from the U.S. Naval Academy in 1958. He became a naval aviator, flying ground-attack aircraft from aircraft carriers. During the Vietnam War, he was almost killed in the 1967 USS Forrestal fire. In October 1967, while on a bombing mission over Hanoi, he was shot down, seriously injured, and captured by the North Vietnamese. He was a prisoner of war until 1973. McCain experienced episodes of torture, and refused an out-of-sequence early repatriation offer. His war wounds left him with lifelong physical limitations.
