From literacy tests to voter ID laws, the right to vote remains threatened. Watch as Harvard students attempt to pass the 1964 Louisiana literacy test as part of a project that raises awareness about barriers to voting. In October of 2014, we gave a group of Harvard students a test. But it was not just any test. It was the 1964 Louisiana Literacy Test. Exactly 50 years ago, states in the American South issued this exact test to any voter who could not “prove a fifth grade education.” Unsurprisingly, the only people who ever saw this test were blacks and, to a lesser extent, poor whites trying to vote in the South. In order to pass, voters needed to answer all 30 questions correctly in 10 minutes. Just one question wrong was grounds for disenfranchisement. Since this test, in principle, was equivalent to proving a fifth grade education, we thought it might be interesting to see if some of the brightest young minds in the world could pass this literacy test. We did our best to recreate the testing conditions that black and poor white voters faced back in 1964. Thirty questions. Ten minutes. Not a single question wrong. If anyone could pass a basic literacy test, it would be Harvard students right? Wrong. None of them passed the test. None of them passed the test because no one can pass the test. You see, Louisiana’s literacy test was designed to be failed. Just like all the other literacy tests issued in the South at the time, this test was not about testing literacy at all. It was a legitimate sounding, but devious measure that the State of Louisiana used to disenfranchise people that had the wrong skin tone or belonged to the wrong social class. Most of the test’s questions are purposely ambiguous. No matter what was written down, the registrar official would simply say the person’s interpretation of the question was wrong. And just like that, countless black and poor white voters in the South were disenfranchised.

This is dialogue, sponsored by the National Afterschool Association, that brings practitioners, funders, and library staff together to discuss the relationships and partnerships that can be developed between out-of-school time programs and libraries, in particular to support literacy development. Participants include Anne Lawrence of the Robert Bowne Foundation, Rachel Roseberry, Literacy Coach, Nashville After Zone Alliance/Nashville Public Library, Nia Imani Fields, Assistant professor and 4-H youth development Educator, University of Maryland Extension, and Chris Shoemaker, Young Adult Library Services Association. Background information: Why is this topic important? According to a 1999 Wallace Foundation report, libraries play a key role in “supporting the informational, educational, and literacy needs of young people in their community.” In a survey of 1,500 libraries, many collaborated with schools and community based organizations to provide organized reading activities. However, the study found that few of the libraries at the time structured their programs to target older youth, and few designed their services to engage low-income youth. This report resulted in a multi-year funding effort called the Public libraries as Partners in Youth Development (PLPYD), whose participating libraries used the funding to invest in a wide range of services, such as employing youth, creating youth councils, providing career awareness opportunities and new technology. The Wallace project was aligned with a national trend in which libraries, in response to changing technology and needs in the community, re-tooled and refocused their services and programs. Libraries can be an important multipurpose dedicated space for youth to engage in “free choice” learning that is generated by youth’s interests and needs and what is most “useful and compelling” (Moellhman & Tillinger, 2004). This Google Hangout will explore how libraries collaborate with or are partners with out-of-school time youth organizations. In addition, it will explore how community-based youth organizations create libraries in their spaces and train staff on how best to use libraries or library services.

Financial literacy is an essential life skill and developing this requires broad support from various parties, including the banking sector, says Professor Annamaria Lusardi of the Global Financial Literacy Excellence Center at the George Washington University School of Business. Professor Lusardi is is the Denit Trust Chair of Economics and Accountancy at the George Washington University School of Business. She is also the founder and academic director of the GW Global Financial Literacy Excellence Center. Previously, she was the Joel Z. and Susan Hyatt Professor of Economics at Dartmouth College, where she taught for twenty years. She has also taught at Princeton University, the University of Chicago Harris School of Public Policy, the University of Chicago Booth School of Business, and Columbia Business School. In 2008, she was a visiting scholar at Harvard Business School. She holds a Ph.D. in Economics from Princeton University and a BA in Economics from Bocconi University. Dr. Lusardi has won numerous research awards. Among them is a research fellowship from the University of Chicago Harris School of Public Policy, a faculty fellowship from the John M. Olin Foundation from Dartmouth College. She was also awarded the 2014 William A. Forbes Public Awareness Award from the Council for Economic Education, the 2013 William E. Odom Visionary Leadership Award from the Jump$tart Coalition for Personal Financial Literacy, and the National Numeracy Network’s inaugural 2012 Steen Award. Literacy can also include the ability to understand all forms of communication, be it body language, pictures, video or sound (reading, speaking, listening and viewing). Evolving definitions of literacy often include all the symbol systems relevant to a particular community. Literacy encompasses a complex set of abilities to understand and use the dominant symbol systems of a culture for personal and community development. In a technological society, the concept of literacy is expanding to include the media and electronic text, in addition to alphabetic and number systems. These abilities vary in different social and cultural contexts according to need and demand.
Literacy represents the lifelong, intellectual process of gaining meaning from print. Key to all literacy is reading development, which involves a progression of skills that begins with the ability to understand spoken words and decode written words, and culminates in the deep understanding of text. Reading development involves a range of complex language underpinnings including awareness of speech sounds (phonology), spelling patterns (orthography), word meaning (semantics), grammar (syntax) and patterns of word formation (morphology), all of which provide a necessary platform for reading fluency and comprehension. Once these skills are acquired the reader can attain full language literacy, which includes the abilities to approach printed material with critical analysis, inference and synthesis; to write with accuracy and coherence; and to use information and insights from text as the basis for informed decisions and creative thought.
