The Goldenberg scandal was an alleged political scandal where the Kenyan government was found to have allegedly subsidised exports of gold far beyond standard arrangements during the 1990s, by paying the company Goldenberg International 35% more (in Kenyan shillings) than their foreign currency earnings. Although it notionally appears that the scheme was intended to earn hard currency for the country, it is estimated to have cost Kenya the equivalent of more than 10% of the country's annual Gross Domestic Product, and it is possible that no or minimal amounts of gold were actually exported. The scandal appears to have involved political corruption at the highest levels of the government of Daniel Arap Moi. Officials in the current government of Mwai Kibaki have also been implicated.
Similar to most countries, Kenya encourages international trade by granting tax-free status to commercial enterprises involved in the export of goods and sometimes subsidizes these exports. The Goldenberg scandal was based on the fact that exporters who deposited U.S. dollar earnings with the Kenya central bank received in exchange the equivalent in Kenyan shillings plus 20 percent.

A former intelligence chief and three other former high-ranking Kenyan officials suspected of involvement in Kenya's biggest financial scandal were brought to a magistrate's court in Nairobi on Friday, but their lawyers prevented them from entering a plea.
President Mwai Kibaki's administration has initiated fresh prosecutions in the affair - known as the Goldenberg scandal after the company at its centre - following pressure to act on previous and current corruption cases.
The Goldenberg scandal took place in the early 1990s during the notoriously corrupt administration of former President Daniel arap Moi.
In February 2003, Attorney General Amos Wako halted all prosecutions related to the Goldenberg scandal to allow a judicial inquiry Kibaki ordered.
Before charges could be read out in court on Friday, defence lawyers argued it would be unfair for their clients to plea because the High Court was still considering a petition about related cases.
A charge sheet seen by The Associated Press says in total six people and Goldenberg International Ltd. face three counts of conspiracy to commit a felony to steal and defraud Kenya's treasury of a total of 80 million (m) US dollars between April and July 1993.
The six people include the two owners of Goldenberg International Ltd., Kamlesh Pattni and James Kanyotu, who served under two presidents as Kenya's intelligence chief for over 20 years.
Kanyotu made his first appearance in court on Friday since the Goldenberg scandal became public in the 1990s.
Nairobi Chief Magistrate Aggrey Muchelule released the four suspects on bail of 10 million shillings each (138,888 US dollars; 115,078 euros) each and said he will make a ruling on Monday.
Muchelule ordered police to arrest Pattni and bring him to court later on Friday, after Pattni's lawyers said that their client could not appear in court because he was hospitalised with an undisclosed illness.
Pattni had claimed illness several times during previous cases and during the inquiry.
The judicial inquiry, which presented its report to Kibaki on February 3, recommended that Attorney General Wako consider prosecuting 14 people and the government investigate further the role of Moi and three other former high-ranking officials.
It concluded that the treasury lost at least 27 (b) billion shillings in the scam that involved purported exports of gold and diamond jewelry and several complex financial deals.

Speaking after meeting the Transport Cabinet Secretary Michael Kamau, a bible-quoting Pattni who has been embroiled in a long-running tussle for the ownership of the prestigious duty free shops said he was abandoning his quest for compensation for the sake of peace. The businessman who is best known for his links to the Goldenberg scandal had taken the Kenya Airports Authority to court after it threw him out of the shops at the expiry of his rental contract. Pattni wants to be forgiven for Goldenberg
Businessman Kamlesh Pattni has formally given up his fight for the control of the Kenya Duty Free shops and withdrawn all cases related to the protracted tussle he has had with the Kenya Airports Authority. Pattni announced his surrender at a press conference held at the ministry of transport and attended by among others transport secretary Eng. Michael Kamau, Attorney General Githu Muigai and presidential economic advisor Joseph Kinyua. In return, Pattni is asking to be forgiven for the Goldenberg scandal and to be allowed to live in peace. NTV's Aby Agina reports.

STORYLINE
A former intelligence chief and three other former high-ranking Kenyan officials suspected of involvement in Kenya's biggest financial scandal were brought to a magistrate's court in Nairobi on Friday, but their lawyers prevented them from entering a plea.
President Mwai Kibaki's administration has initiated fresh prosecutions in the affair - known as the Goldenberg scandal after the company at its centre - following pressure to act on previous and current corruption cases.
The Goldenberg scandal took place in the early 1990s during the notoriously corrupt administration of former President Daniel arap Moi.
In February 2003, Attorney General Amos Wako halted all prosecutions related to the Goldenberg scandal to allow a judicial inquiry Kibaki ordered.
Before charges could be read out in court on Friday, defence lawyers argued it would be unfair for their clients to plea because the High Court was still considering a petition about related cases.
A charge sheet seen by The Associated Press says in total six people and Goldenberg International Ltd. face three counts of conspiracy to commit a felony to steal and defraud Kenya's treasury of a total of 80 million (m) US dollars between April and July 1993.
The six people include the two owners of Goldenberg International Ltd., Kamlesh Pattni and James Kanyotu, who served under two presidents as Kenya's intelligence chief for over 20 years.
Kanyotu made his first appearance in court on Friday since the Goldenberg scandal became public in the 1990s.
Nairobi Chief Magistrate Aggrey Muchelule released the four suspects on bail of 10 million shillings each (138,888 US dollars; 115,078 euros) each and said he will make a ruling on Monday.
Muchelule ordered police to arrest Pattni and bring him to court later on Friday, after Pattni's lawyers said that their client could not appear in court because he was hospitalised with an undisclosed illness.
Pattni had claimed illness several times during previous cases and during the inquiry.
The judicial inquiry, which presented its report to Kibaki on February 3, recommended that Attorney General Wako consider prosecuting 14 people and the government investigate further the role of Moi and three other former high-ranking officials.
It concluded that the treasury lost at least 27 (b) billion shillings in the scam that involved purported exports of gold and diamond jewelry and several complex financial deals.
