NOAH: Typhoon Hagupit / Ruby Storm Surge in Leyte and Eastern Samar https://www.youtube.com/watch?v=5GEYdB3yapo The government's Project NOAH on Wednesday said typhoon "Ruby" (international codename Hagupit) could bring storm surges in several areas in parts of the Visayas including Carigara and Babatngon in Leyte and Eastern Samar. Project NOAH Director Mahar Lagmay said the storm surges could reach as high as 3-4 meters or about the height of a one-storey house. He said the storm surges are lower than the ones experienced during Typhoon Yolanda (Haiyan). "During Yolanda, our storm surge prediction was 5-6 meters. May umaabot ng 7 meters pero ang pinakamataas na naitatala ngayon ay 3-4 meters. If you compare to Yolanda, that one had stronger and higher storm surges than this event," he said. Lagmay said that what the DOST lacked last year was the picture of the Philippine coastline, noting that the country has the third largest coastline in the world. He said Project NOAH can now forecast how far inland will the storm surges go after getting detailed maps of the areas. He said the detailed maps for each of the areas are in the Project NOAH website. Information on the heights of the storm surges will be updated every six hours. Storm surges are caused primarily by high winds pushing on the ocean's surface. The wind causes the water to pile up higher than the ordinary sea level. It is this combined effect of low pressure and persistent wind over a shallow water body which is the most common cause of storm surge flooding problems. The term "storm surge" in casual (non-scientific) use is storm tide; that is, it refers to the rise of water associated with the storm, plus tide, wave run-up, and freshwater flooding. When referencing storm surge height, it is important to clarify the usage, as well as the reference point. National Hurricane Center reference storm surge as water height above predicted astronomical tide level, and storm tide as water height above NGVD-29. Most casualties during a tropical cyclone occur during the storm surge.
