A prime minister is the most senior minister of cabinet in the executive branch of government in a parliamentary system. In many systems, the prime minister selects and may dismiss other members of the cabinet, and allocates posts to members within the government. In most systems, the prime minister is the presiding member and chairman of the cabinet. In a minority of systems, notably in semi-presidential systems of government, a prime minister is the official who is appointed to manage the civil service and execute the directives of the head of state.
In parliamentary systems fashioned after the Westminster system, the prime minister is the presiding and actual head of the government and head of the executive branch. In such systems, the head of state or the head of state's official representative (i.e. the monarch, president, or governor-general) usually holds a largely ceremonial position, although often with reserve powers.
The prime minister is often, but not always, a member of parliament and is expected with other ministers to ensure the passage of bills through the legislature. In some monarchies the monarch may also exercise executive powers (known as the royal prerogative) which are constitutionally vested in the crown and may be exercised without the approval of parliament.
Graham was born in Central, South Carolina, where his parents, Millie and Florence James Graham, ran a liquor store, the Sanitary Cafe. After graduating from D. W. Daniel High School, Graham became the first member of his family to attend college and joined the Reserve Officers' Training Corps. When he was 21 his mother died, and his father died 15 months later. Because his sister was left orphaned, the service allowed Graham to attend University of South Carolina in Columbia so he could be near home and care for his sister, whom he adopted. During his studies, he became a member of the fraternityPi Kappa Phi.
Graham graduated from the University of South Carolina with a B.A. in Psychology in 1977 and from the University of South Carolina School of Law with a J.D. in 1981. Upon graduating, Graham was commissioned as an officer and judge advocate in the United States Air Force, placed on active duty and sent to Europe as a military prosecutor. He eventually entered private practice as a lawyer.

A drone carrying a small amount of radioactive cesium that was found on the roof of the prime minister’s office may have landed there in the last few days, investigative sources said Thursday, as authorities moved to beef up security and weighed regulating drone flights.
When Prime Minister Shinzo Abe used the helipad on the roof on March 22 to fly to Kanagawa Prefecture for a graduation ceremony at the National Defense Academy, the four-propeller drone was not there and no staff members had visited the roof since then, the sources said.
The drone, which measures about 50 cm in diameter, was dry when it was found around 10:20 a.m. on Wednesday, suggesting it had landed after April 20 when it rained in Tokyo.

The Public Administrator is a member of the Council of Women World Leaders, which is an international network of current and former women presidents and prime ministers whose mission is to mobilize on women’s issues.
During her career as a senior public administrator, she has served as vice president of the Organization of American States’ High-level Inter-American Network on Decentralization, Local Government and Citizen Participation; Chairperson of the Caribbean Forum of Ministers responsible for decentralization, local government, community development and citizen participation, and board member of the Commonwealth Local Government Forum.
She has also been a member of the Board of Trustees of CIFAL, which is an international training centre for governmental authorities in Atlanta, Georgia. Gunmen tried to assassinate Libya’s internationally-recognised prime minister on his way to the airport in the eastern city of Tobruk on Tuesday, a spokesman for his government said.
Arish Said, head of the government’s media department, said that prime minister Abdullah al-Thinni’s motorcade was attacked and one of his guards was lightly wounded.
“They managed to escape,” Said said.
Prior to the attack, he said armed men who had been protesting outside a session of the Tobruk government’s house of representatives tried to storm the building, firing shots and demanding al-Thinni be removed from office.

Hindu nationalist Narendra Modi began his first day in office as India's new Prime Minister on Tuesday (May 27).
Modi appeared in the Prime Minister's office on Tuesday morning, paid a floral tribute to a portrait of India's iconic freedom movement leader Mahatma Gandhi, before sitting down at his desk and signing one of his first documents as the country's leader.
Modi was sworn in as India's prime minister on Monday (May 26), taking charge of the world's largest democracy as it struggles with an economic slowdown and a severe shortage of jobs for its booming young population.
Indian voters and foreign investors alike have high hopes for Modi, whose slick campaign presented him as a business-friendly leader who would jump-start investment. Yet his critics say he is an autocrat who harbours Hindu supremacist views.
The low-caste son of a tea stall-owner, the 63-year-old won India's first parliamentary majority after 25 years of coalition governments, giving him ample room to advance economic reforms that started over two decades ago but were stalled in recent years.

A drone carrying a small amount of radioactive cesium that was found on the roof of the prime minister’s office may have landed there in the last few days, investigative sources said Thursday, as authorities moved to beef up security and weighed regulating drone flights.
When Prime Minister Shinzo Abe used the helipad on the roof on March 22 to fly to Kanagawa Prefecture for a graduation ceremony at the National Defense Academy, the four-propeller drone was not there and no staff members had visited the roof since then, the sources said.
The drone, which measures about 50 cm in diameter, was dry when it was found around 10:20 a.m. on Wednesday, suggesting it had landed after April 20 when it rained in Tokyo.

Prime Minister's Question Time
Question Time in the House of Commons is an opportunity for MPs to question government ministers about matters for which they are responsible.
Prime Minister's Question Time, also referred to as PMQs, takes place every Wednesday that the House of Commons is sitting and gives MPs the chance to put questions to the Prime Minister.
In most cases, the session starts with a routine 'open question' from an MP about the Prime Minister's engagements. MPs can then ask supplementary questions on any subject, often one of current political significance.
Opposition MPs follow up on this or another topic, usually led by the Leader of the Opposition, Edward Miliband. Usually, he is the only MP allowed to come back with further questions.

Three-year-old gets response from PMO on contribution for Nepal earthquake victims
Varanasi, May 31 (ANI): A three-year-old girl from Varanasi, Vaishnavi Dixit, and her parents were excited to receive a response from the Prime Minister's Office (PMO) for contributing a cheque of Rs 500 for Nepal's earthquake victims. Vaishnavi had donated money to the PM Relief Fund to not only provide aid to the Nepal quake-hit families of Varanasi, but also to create awareness among people. Dinesh Kumar Dixit, the father of three-year-old Vaishnavi Dixit, said his daughter was scared post earthquake so they decided to do something for awareness to come forth to help in times of crisis. Tremors of the April 25 earthquake in Nepal were felt throughout Delhi and parts of Eastern and Northern India. According to the Government of Nepal, the death toll was in excess of 8000 and the injured were over 14000.

The Most Honourable Portia Lucretia Simpson Miller O.N., M.P. first became Jamaica’s seventh Prime Minister in March 2006 and was conferred with the Order of the Nation in May 2006.
Prime Minister Simpson Miller’s ascension to Jamaica’s highest political office, came after having served for 17 years as a Cabinet Minister with portfolio responsibility for Labour, Social Security and Sport; Tourism, Entertainment and Sport; and Local Government, Community Development and Sport. Mrs. Simpson Miller has also had portfolio responsibilities for Women’s Affairs,
In December 2011, the Portia Simpson Miller-led People’s National Party was returned to government following a resounding victory in the General Elections. On January 5, 2012, Mrs. Simpson Miller was sworn in as Prime Minister of Jamaica for the second time. As Prime Minister, she currently has Ministerial oversight of Information, Development, Sport, Women’s Affairs and Defense.
Mrs. Simpson Miller has a distinguished record of service at the regional and international levels. The Public Administrator is a member of the Council of Women World Leaders, which is an international network of current and former women presidents and prime ministers whose mission is to mobilize on women’s issues.
During her career as a senior public administrator, she has served as vice president of the Organization of American States’ High-level Inter-American Network on Decentralization, Local Government and Citizen Participation; Chairperson of the Caribbean Forum of Ministers responsible for decentralization, local government, community development and citizen participation, and board member of the Commonwealth Local Government Forum.
She has also been a member of the Board of Trustees of CIFAL, which is an international training centre for governmental authorities in Atlanta, Georgia. Most recently, in 2011 she was appointed by the UN Secretary General, to serve as a member of the Board of Trustees of the United Nations Institute for Training and Research (UNITAR). She also chairs the CARICOM Committee on External Trade.
Amongst her many achievements:
Mrs. Simpson Miller was the leading architect of Jamaica’s Master Plan for Sustainable Tourism Development, the Honourable Prime Minister has been tireless in promoting and strengthening urban renewal and community development, leading to fundamental reforms in local government.
As Minister of Labour, Welfare and Sport, she presided over the significant expansion of Jamaica’s Overseas Work Programme and under her watch.
The National Insurance Scheme was transformed into a major component of the government’s social protection system.
She was also instrumental in establishing a Labour Chair in the University of the West Indies, Department of Government.
The Municipality of Portmore in the parish of St Catherine was established while she had Ministerial oversight of the Local Government Portfolio
Accordingly, as both minister and as Prime Minister, Portia Simpson Miller has received several local and international awards and accolades:
In March 2007, she was awarded the International Olympic Committee’s World Women and Sport Trophy for outstanding dedication to women in Jamaican Sports – both athletes and administrators.
In 2009 she received the Distinguished Award for her dedication and commitment to urban renewal and community development from the Mayor, City of Miami.
She also received the Bureau of Women’s Affairs Award for outstanding contribution to the advancement of women’s affairs in Jamaica.
Mrs. Simpson Miller holds a Bachelor of Arts Degree in Public Administration, and also Certificates in Public Relations and Advanced Management from the Union Institute and University of Cincinnati, Ohio. She also completed the Executive Programme for Leaders in Development at the John F. Kennedy School of Government at Harvard University. Prime Minister Simpson Miller was awarded the Honorary Doctorate of Humane Letters by the Union Institute and a Honorary Doctorate of Public Service from the Northern Caribbean University.
