A defence minister (or minister of defence) is a person in a cabinet position in charge of a Ministry of Defence, which regulates the armed forces in some sovereign nations. The minister usually has a very important role in a cabinet.
When cabinets first started appearing in the late 18th century, they were often called "Ministers of War" (in the United States of America, "Secretary of War"), who were in charge of the land forces of a nation. Since the end of World War II, the change was made from war to defence, and also often involved putting a single defence minister in charge of all the armed forces. Another common reform which occurred at the end of World War II was to place the defence minister in a national security council or kitchen cabinet which allows the head of government or head of state to coordinate military, diplomatic and economic activities.
The Defence Ministry in some countries is a very important ministry, sometimes considered more important than the foreign minister. It is often assumed by the Prime Minister if war is common for that nation (for example, no less than five Prime Ministers of Israel have held the Defence (Security) Ministry during their Premiership). In many nations, it is the very strong convention that the defence minister be a civilian to highlight civilian control over the military. In less democratic countries, the minister is often a uniformed army official, and in several countries, he will also hold the position of the Armed Forces Commander.

WASHINGTON, June 26, 2015 – NATO allies are growing more united despite Russian aggression in Europe, and the alliance has a new approach to meeting security challenges to the east and south, Defense Secretary Ash Carter said in Brussels yesterday.
As part of a June 21-26 trip to Germany, Estonia and Belgium for bilateral and multilateral meetings with European defense ministers, Carter participated in his first NATO defense Ministers meeting as U.S. secretary of defense.
The secretary also visited U.S. troops and those from allied and partner nations during his five-day trip.
“Like my visits to Berlin, Munster and Tallinn,” Carter said during a news conference after the NATO meeting, “my meetings here with my NATO counterparts in Brussels affirmed that while some in Europe are trying to create division, ... NATO allies are only growing more united in their resolve to move forward together."
New Security Challenges
To meet new security challenges in the south and the east, Carter said, NATO is using a new playbook and leveraging lessons of history and its own strengths. During the meeting, Carter described a new U.S. strategic approach to aggressive and threatening Russian behavior.
Included in the new playbook is NATO's Very High Readiness Joint Task Force, which Carter said DoD will support with a range of enabling capabilities.
These include intratheater and strategic airlift; aerial intelligence, surveillance and reconnaissance; combat sustainment support; mid-air refueling; an air and space expeditionary wing; naval support assets; precision joint fires; combat helicopters; a deployable command post; and special operations air and maritime capabilities, the secretary said.
Adjusting Presence
The department also is adjusting its posture and presence to help facilitate training and exercises and make NATO member forces more agile, mobile and responsive.
“As I announced in Estonia,” Carter said, “the United States will temporarily stage in Central and Eastern Europe a pre-positioned European activity set of tanks, infantry-fighting vehicles, artillery and associated equipment needed for one armored brigade combat team.”
Two battalion sets are in Europe now, and a third will arrive shortly, he said, adding that NATO also is working to counter challenges such as cyber and hybrid warfare.
“In cyberspace, we're building on our commitment to strengthen NATO's Cyber Defense Center of Excellence so it can help nations develop cyber strategies, critical infrastructure protection plans, and cyber defense posture assessments,” the secretary noted.
Strengthening Cyber
Carter asked allies to increase their participation in cyber exercises and encouraged them to work toward meeting NATO's cyber defense targets so all meet the highest standards for cybersecurity.
“To make sure allied nations are prepared to counter hybrid warfare, we need to understand the tactics, techniques, procedures and resource implications required to do so,” Carter said, adding that he asked NATO Secretary General Jens Stoltenberg to make this a priority at the next conference of defense ministers.
In a meeting of the NATO-Ukraine Commission and in a bilateral meeting with his Ukrainian counterpart, Carter reaffirmed the United States' commitment to Ukraine.
America's support for Ukraine totals $238 million so far in security assistance, the secretary said, and 300 U.S. paratroopers from the 173rd Airborne Brigade are in Yavoriv, training the Ukrainian national guard.
Resolute Support
In a meeting with Afghanistan's defense minister-designate, Acting Minister Masoom Stanikzai, and in a meeting of NATO’s Resolute Support mission, Carter said, he reiterated the shared commitment to helping Afghanistan ensure that gains made over a decade of war will endure.eadquarters in Brussels, Belgium.

A NASA team is putting the finishing tweaks on its amazing, and somewhat creepy, climbing robot RoboSimian, a four-limbed automaton built to compete in a U.S. military robotics challenge in 2015.
RoboSimian will compete with other robots in the DARPA Robotics Challenge, a contest that tests robots in disaster response scenarios to see how they weather situations that could be ultra-dangerous for humans. The contest will occur in June.

A NASA team is putting the finishing tweaks on its amazing, and somewhat creepy, climbing robot RoboSimian, a four-limbed automaton built to compete in a U.S. military robotics challenge in 2015.
RoboSimian will compete with other robots in the DARPA Robotics Challenge, a contest that tests robots in disaster response scenarios to see how they weather situations that could be ultra-dangerous for humans. The contest will occur in June.
It was a close choice between RoboSimian, which NASA engineers have described as an "ape-like" robot, and a more human-like robotic companion constructed this year, called Surrogate, but team members decided to go with the robot that had already been tested for trials in the challenge. "It comes down to the fact that Surrogate is a better manipulation platform and faster on benign surfaces, but RoboSimian is an all-around solution, and we expect that the all-around solution is going to be more competitive in this case," said Brett Kennedy, principal investigator for the robots at the Jet Propulsion Laboratory, in a statement. JPL is managed by Caltech for NASA.
RoboSimian ambles about on four limbs and can easily climb or navigate difficult terrain. It is also equipped with up to seven sets of camera eyes on its front, stomach and sides. Surrogate, which was created out of RoboSimian's spare parts, has a more flexible spine that stands upright, allowing it to manipulate objects. But Surrogate has only two eyes and requires a track to move around, which means it would have trouble climbing a flight of stairs.

The Indian and US militaries conduct joint military exercises and regular exchanges, and India is a big client for US arms dealers.
The United States has been trying to lower tensions between India and Pakistan to free up both nation''s military and economic resources.
Mutual suspicion drives heavy defence spending and large standing armies for both countries, but Gates has praised the restraint shown by both countries since a three-day attack on Mumbai, India, more than a year ago.
India blamed militant groups in Pakistan for the attack, and Pakistan has charged seven men.
The siege of the financial centre killed 166 people and set back efforts by India and Pakistan to resolve a deal over disputed Kashmir.
India and Pakistan have fought two of their three wars over control of the Himalayan region since their partition, when British colonial rule ended in 1947.
A dozen Kashmiri insurgent groups, which seek either independence or merger with Pakistan, have been fighting Indian rule since 1989.
India and Pakistan control parts of Kashmir and both claim the whole region.
The two countries began talks in 2004 to find a solution to the dispute, but New Delhi suspended them after the Mumbai attacks.

US Defence Secretary Robert Gates met with Pakistan''s Prime Minister Yousaf Reza Gilani at his official residence in Islamabad on Thursday.
The United States wants Pakistan to take on militants who use its border region as a safe home base for attacks on US forces in Afghanistan, but Gates has said he will not directly press his hosts.
In an article published on Thursday in The News, a Pakistani English-language newspaper, Gates wrote of the need to keep pressure on militants on both sides of the Pakistan-Afghanistan border.
"I know there is concern that an increased US presence in Afghanistan will lead to more attacks in Pakistan," Gates wrote.
"It is important to remember that the Pakistani Taliban operates in collusion with both the Taliban in Afghanistan and al-Qaida, so it is impossible to separate these groups."
"Only by pressuring all of these groups on both sides of the border will Afghanistan and Pakistan be able to rid themselves of this scourge for good, to destroy those who promote the use of terror here and abroad," Gates wrote.
The Pakistani army said on Thursday, however, that it could not launch any new offensives against militants for six months to a year to give it time to stabilise existing gains.
The announcement probably came as a disappointment to the US, which has pushed Pakistan to expand its military operations to target militants staging cross-border attacks against coalition troops in Afghanistan.
Washington believes such action is critical to success in Afghanistan as it prepares to send an additional 30,000 troops to the country this year.
The political pressure goes two ways.
Suspicion of US motives runs high in Pakistan and many Pakistanis bristle at the notion that Washington could dictate the country''s priorities, even with a recent promise of an unprecedented 1.5 (b) billion US dollars in annual aid.

And that ended it; just like that based on what one person said ended my career, my dream of getting to fly planes."

US Defence Secretary Robert Gates said on Sunday it was time for the international community to rally together to put significant pressure on Iran to abandon its nuclear programme, and expressed optimism that, given time, tougher sanctions would work.
Speaking in Rome, alongside Italian Defence Minister Ignazio La Russa, Gates made his second public rebuff in as many days to the Tehran government''s assertion that its nuclear programme was intended for peaceful purposes.
A day earlier, Gates had told reporters in Turkey that Iran''s nuclear ambitions were extremely dangerous and threatened all of Europe.
"If the international community will stand together and bring pressure to bear on the Iranian government, I believe there is still time for sanctions and (diplomatic) pressure to work," he told reporters, following his meeting with La Russa.
The United States and its Western allies have been pushing for a fourth round of UN sanctions to be slapped on Iran over its disputed nuclear programme.
But with Russia and China sceptical of any new UN penalties, they have to tread carefully to maintain unity on how to deal with Tehran.
Gates was reluctant to discuss what specific sanctions he thinks might be most effective, other than to say they should be focused on the regime in Tehran and not target the local population.
He also declined to criticise Russia and China for their reluctance on sanctions.
In a move likely to deepen scepticism in the West, Iran''s president Mahmoud Ahmadinejad on Sunday ordered his country''s atomic agency to begin producing higher enriched uranium.
The production of enriched uranium is the international community''s main concern over Iran''s disputed nuclear program since it can be used to make nuclear weapons.
Iran maintains its programme is for peaceful purposes.

"Today''s statement shows that a farce is being played out, just as we have seen in the past, that the outstretched hand of the international community has not only not been taken but pushed back. The people involved, especially on the Iranian side, have to seriously think whether they want to reach a solution, and whether they should, which will have a positive effect on the country. The UN Security Council is responsible for international security, and it is asked to take this responsibility now and come up with further steps."

STORYLINE:
US Defence Secretary Robert Gates said on Sunday it was time for the international community to rally together to put significant pressure on Iran to abandon its nuclear programme, and expressed optimism that, given time, tougher sanctions would work.
Speaking in Rome, alongside Italian Defence Minister Ignazio La Russa, Gates made his second public rebuff in as many days to the Tehran government''s assertion that its nuclear programme was intended for peaceful purposes.
A day earlier, Gates had told reporters in Turkey that Iran''s nuclear ambitions were extremely dangerous and threatened all of Europe.
"If the international community will stand together and bring pressure to bear on the Iranian government, I believe there is still time for sanctions and (diplomatic) pressure to work," he told reporters, following his meeting with La Russa.
The United States and its Western allies have been pushing for a fourth round of UN sanctions to be slapped on Iran over its disputed nuclear programme.
But with Russia and China sceptical of any new UN penalties, they have to tread carefully to maintain unity on how to deal with Tehran.
Gates was reluctant to discuss what specific sanctions he thinks might be most effective, other than to say they should be focused on the regime in Tehran and not target the local population.
He also declined to criticise Russia and China for their reluctance on sanctions.
In a move likely to deepen scepticism in the West, Iran''s president Mahmoud Ahmadinejad on Sunday ordered his country''s atomic agency to begin producing higher enriched uranium.
The production of enriched uranium is the international community''s main concern over Iran''s disputed nuclear program since it can be used to make nuclear weapons.
Iran maintains its programme is for peaceful purposes.

A NASA team is putting the finishing tweaks on its amazing, and somewhat creepy, climbing robot RoboSimian, a four-limbed automaton built to compete in a U.S. military robotics challenge in 2015.
RoboSimian will compete with other robots in the DARPA Robotics Challenge, a contest that tests robots in disaster response scenarios to see how they weather situations that could be ultra-dangerous for humans. The contest will occur in June.
It was a close choice between RoboSimian, which NASA engineers have described as an "ape-like" robot, and a more human-like robotic companion constructed this year, called Surrogate, but team members decided to go with the robot that had already been tested for trials in the challenge. "It comes down to the fact that Surrogate is a better manipulation platform and faster on benign surfaces, but RoboSimian is an all-around solution, and we expect that the all-around solution is going to be more competitive in this case," said Brett Kennedy, principal investigator for the robots at the Jet Propulsion Laboratory, in a statement. JPL is managed by Caltech for NASA.
RoboSimian ambles about on four limbs and can easily climb or navigate difficult terrain. It is also equipped with up to seven sets of camera eyes on its front, stomach and sides. Surrogate, which was created out of RoboSimian's spare parts, has a more flexible spine that stands upright, allowing it to manipulate objects. But Surrogate has only two eyes and requires a track to move around, which means it would have trouble climbing a flight of stairs.

US Defense Chief Meets With Kurds in Iraq to Build Strategy Against ISIS
Defense secretary Ash Carter held talks on Friday with Iraqi Kurdish leaders in their regional capital of Irbil, seeking insights into their military successes against Islamic State.
Afterward, he told US and coalition troops that the Kurdish armed forces, known as the peshmerga, were “the model of what we are trying to achieve” with a strategy of enabling capable and motivated local forces in northern and western Iraq to take the ground combat lead.
He told a group of several dozen troops, “We’re trying to get a defeat that sticks." In Irbil, Carter met Masoud Barzani, president of the Kurdish regional government, and other government and military officials.

STORYLINE
US Secretary of State Hillary Clinton announced late on Friday afternoon that she will go to Haiti on Saturday.
Clinton said she plans to meet members of the Haitian government, including President Rene Preval, as well as members of international rescue teams operating in the quake stricken country.
The secretary will travel with Doctor Raj Shah, head of the United States Agency for International Development.
The agency is spearheading rescue and redevelopment efforts in Haiti in coordination with the United Nations.
Clinton cut short an extended trip to the Asia-Pacific region to deal with the earthquake crisis within hours of the tremors on Tuesday night.

"As long as, more than two (m) million people in Haiti are still struggling to get food and water, fuel and medical care, it would probably be a mistake for anyone to say they are satisfied with the level of effort. STORYLINE
The US military is sending additional ships to help with earthquake recovery in Haiti, including one that could remove debris blocking the main port, US Defence Secretary Robert Gates said on Wednesday.
The defence chief signed orders to send a port-clearing ship with cranes aboard to the devastated Haitian capital of Port-au-Prince.
The ship would remove debris that is preventing many larger ships from docking, holding up the delivery of vital food and other relief.
Speaking during a visit to India, Gates said the ship could help get the port back in operation within a week or two.
The Pentagon also reported on Wednesday that a Navy hospital ship, the USNS Comfort, had received its first Haitian patients.
A six-year-old boy and 20-year-old man, both severely injured, were flown by Navy helicopter from the aircraft carrier USS Carl Vinson to the hospital ship, which was still steaming toward Haiti.
Gates admitted many challenges remained.,
"As long as, more than two (m) million people in Haiti are still struggling to get food and water, fuel and medical care, it would probably be a mistake for anyone to say they are satisfied with the level of effort," he said.
Some 800 Marines moved ashore on Tuesday in Haiti, ferrying supplies on helicopters and Humvees as the US military force there swelled to as many as 11-thousand.
Military officials said troops and supplies were arriving as fast as possible despite daunting logistical hurdles.
The US deputy commander for military operations in Haiti, said the military had delivered more than 400-thousand bottles of water and 300-thousand food rations since last Tuesday''s earthquake.

STORYLINE:
US Defence Secretary Robert Gates met with the Indian Prime Minister Manmohan Singh in New Delhi on Tuesday.
Gates arrived in India on Tuesday afternoon for a two-day visit set to include meetings with the prime minister, foreign and defence ministers.
They are the first high-level talks between the two nations since Singh was honoured at the White House in November at the Obama administration''s first full state visit and dinner.
The visit was expected to focus on regional security, Afghanistan and the tense relations between India and Pakistan.
Indian government officials declined to comment on Gates'' visit, which comes as India ponders whether to buy scores of fighter aircraft, as well as other expensive hardware, from US military contractors.
The Indian and US militaries conduct joint military exercises and regular exchanges, and India is a big client for US arms dealers.
The United States has been trying to lower tensions between India and Pakistan to free up both nation''s military and economic resources.
Mutual suspicion drives heavy defence spending and large standing armies for both countries, but Gates has praised the restraint shown by both countries since a three-day attack on Mumbai, India, more than a year ago.
India blamed militant groups in Pakistan for the attack, and Pakistan has charged seven men.
The siege of the financial centre killed 166 people and set back efforts by India and Pakistan to resolve a deal over disputed Kashmir.
India and Pakistan have fought two of their three wars over control of the Himalayan region since their partition, when British colonial rule ended in 1947.
A dozen Kashmiri insurgent groups, which seek either independence or merger with Pakistan, have been fighting Indian rule since 1989.
India and Pakistan control parts of Kashmir and both claim the whole region.
The two countries began talks in 2004 to find a solution to the dispute, but New Delhi suspended them after the Mumbai attacks.

US Defence Secretary Robert Gates met with Pakistan''s Prime Minister Yousaf Reza Gilani at his official residence in Islamabad on Thursday.
The United States wants Pakistan to take on militants who use its border region as a safe home base for attacks on US forces in Afghanistan, but Gates has said he will not directly press his hosts.
In an article published on Thursday in The News, a Pakistani English-language newspaper, Gates wrote of the need to keep pressure on militants on both sides of the Pakistan-Afghanistan border.
"I know there is concern that an increased US presence in Afghanistan will lead to more attacks in Pakistan," Gates wrote.
"It is important to remember that the Pakistani Taliban operates in collusion with both the Taliban in Afghanistan and al-Qaida, so it is impossible to separate these groups."
"Only by pressuring all of these groups on both sides of the border will Afghanistan and Pakistan be able to rid themselves of this scourge for good, to destroy those who promote the use of terror here and abroad," Gates wrote.
The Pakistani army said on Thursday, however, that it could not launch any new offensives against militants for six months to a year to give it time to stabilise existing gains.
The announcement probably came as a disappointment to the US, which has pushed Pakistan to expand its military operations to target militants staging cross-border attacks against coalition troops in Afghanistan.
Washington believes such action is critical to success in Afghanistan as it prepares to send an additional 30,000 troops to the country this year.
The political pressure goes two ways.
Suspicion of US motives runs high in Pakistan and many Pakistanis bristle at the notion that Washington could dictate the country''s priorities, even with a recent promise of an unprecedented 1.5 (b) billion US dollars in annual aid.
