Maritime boundary is a conceptual means of division of the water surface of the planet into maritime areas that are defined through surrounding physical geography or by human geography. As such it usually includes areas of exclusive national rights over the mineral and biological resources, encompassing maritime features, limits and zones. Although in some countries the term maritime boundary represent borders of a maritime nation and are recognized by the United Nations Convention on the Law of the Sea, they usually serve to identify international waters.
Some maritime boundaries have remained indeterminate despite efforts to clarify them. This is explained by an array of factors, some of which illustrate regional problems.
The delineation of maritime boundaries has strategic, economic and environmental implications.

Indian authorities are on the lookout for a second suspected terror vessel near its maritime border with Pakistan after the explosion of a suspicious Pakistani boat off the Gujarat coast on Thursday.
The second boat, which also came from Karachi, was spotted around the same time as the first one, top sources told The Times of India. The authorities have been keeping an eye on the Pakistani vessel off Keti Bandar.
The Coast Guard had been surveying the two boats that came from Pakistan since December 31, said an official. "The first one blew itself up after it was being chased by the Coast Guard ship near the maritime border off Keti Bandar.

Title: Koreas hold closed-door military talks
Reports had been coming out since this morning that the two Koreas were holding high-level military talks on this Wednesday.
It wasn′t until around 4 p.m. Korea time... that Seoul′s defense ministry finally confirmed that the meeting did in fact take place.
Little progress was made though.
Hwang Sung-hee starts us off.
The two Koreas held a secretive round of military talks on Wednesday in attempts to ease tensions in their border regions.
Seoul′s defense ministry said general-level officers met at the truce village of Panmunjom after Pyongyang proposed the meeting last week.
North Korea demanded three things: that South Korean vessels steer clear of the maritime border, that the South Korean government keep activists from flying anti-Pyongyang leaflets across the border... and that the media stop slandering the North Korean leadership.
In response, South Korea said Pyongyang must respect their de facto maritime border in the West Sea and that the government cannot stop the spread of the leaflets and restrict the media since South Korea is a liberal, democratic society.
Last week, South and North Korean patrol boats exchanged fire after a North Korean vessel crossed the de facto maritime border in the West Sea.
Three days later, the two Koreas exchanged gunfire across their shared border after the North fired at South Korean balloons carrying anti-Pyongyang leaflets.
The defense ministry said Wednesday′s meeting was kept secret due to escalating military tensions following the recent clashes.
But no concrete agreement was reached, with no date set for their next meeting.
Meanwhile, the unification ministry confirmed that it proposed to the North on Monday the date for their planned second round of high-level talks
The ministry said South Korea offered to meet on October 30th at Panmunjom but is still waiting for a response from the North.

Although it′s not rare to see this type of incursion by North Korea,… the move could be seen as a mixed signal… as it comes just a couple of days after three top North Korean officials made a surprise visit to the South.
Title: Will S. Korea ease sanctions on N. Korea?
And during that surprise visit, North Korea agreed to hold another round of high-level talks with the South.
And North Korea watchers say Pyongyang will be asking Seoul to lift sanctions... that were imposed on the regime back in 2010.
What are the prospects of that happening?
Our Hwang Sung-hee reports.
When officials from the North and South sit down for talks in the coming weeks,... the easing of sanctions imposed by Seoul four years ago will be a top priority for North Korea.
The sanctions,... instituted in response to the North′s sinking of a South Korean warship,... ban nearly all inter-Korean economic activities except those within the Kaesong Industrial Complex.
Seoul says Pyongyang must assume responsibility for its involvement in the 2010 incident.
"For the May 24th sanctions to be lifted, our stance is that North Korea must first take responsible steps that can be fully accepted by the South Korean public."
Considering North Korea had been raking in three billion U.S. dollars annually from cross-border trade before the sanctions, its losses amount to at least 15 billion dollars.
In that time, Pyongyang′s dependence on China has increased,... its trade with Beijing standing at around six-and-a-half billion dollars last year.
Addressing concerns that the sanctions are standing in the way of improving inter-Korean ties, President Park Geun-hye has shown some flexibility.
South Korean companies are taking part in a fresh trilateral project with Russia and North Korea,... building a railway running from the North Korean port of Rajin to the Russian town of Khasan.

Title: S. Korea reiterates call for dialogue amid N. Korean provocation
Our top story this morning...
South Korea has reiterated its call for dialogue with North Korea... just days after Kim Jong-un oversaw live-fire drills near the inter-Korean maritime border.
But North Korea says it will refuse to hold talks unless Seoul scraps its upcoming joint military drills with Washington.
Hwang Sung-hee reports.
South Korea on Monday urged North Korea to drop any military provocations that could disturb peace on the Korean Peninsula.
North Korean leader Kim Jong-un reportedly inspected live-fire drills near the inter-Korean maritime border during the Lunar New Year holiday last week.
Seoul′s unification ministry responded by reiterating its call for dialogue.
"Regardless of the current situation, we remain open to inter-Korean talks."
North Korea issued a series of threats ahead of the annual joint military exercises between South Korea and the United States scheduled for early March.
The North′s state-run Rodong Sinmun newspaper said Monday that if South Korea conducts its rehearsal for invading the North with the U.S., South Korean waters will become a site of death.
Although Seoul and Washington say the drills are defensive in nature, Pyongyang views them as a practice for war.
The paper reiterated that South Korea must end all military hostilities, including the upcoming exercises, if it is sincere about improving inter-Korean ties.
North Korea has yet to accept South Korea′s offer for talks, made nearly two months ago.
Hwang Sung-hee, Arirang News.

Speaking of talks with Pyongyang...
The United States is sticking to its position of seeking dialogue with North Korea, while firmly responding to the regime′s provocations.

Korea′s household debt edges closer to a staggering one TRILLION U.S. dollars buoyed by low borrowing costs and eased lending requirements.

ARIRANG NEWS 14:00
Hello and welcome to Arirang news. It′s Tuesday, October 7th here in Korea. Live from Seoul, I′m Laah Hyun-kyung. Let′s check out the stories we′re following at this hour.
South and North Korea exchange fire near the de-facto maritime border on the west coast... as the possibility of lifting Seoul′s sanctions on Pyongyang surfaces.
The first case of Ebola infection diagnosed outside of West Africa is confirmed. The W-H-O raises global awareness on how the hemorrhagic virus can be spread.
Korean tech giant Samsung Electronics′ estimated third quarter profit falls by more than 50 percent on-year. Analysts warn Samsung will have to revamp its smartphone design portfolio.
Title: Two Koreas exchange fire on Tuesday
Our top story this afternoon…
A North Korean patrol boat crossed south of the de facto maritime border in the West Sea... this Tuesday morning… exchanging fire with the South Korean military.
Although it′s not rare to see this type of incursion by North Korea,… it is sending mixed signals… as it comes a matter of days after three top North Korean officials made a surprise visit to Seoul.
South Korea′s Joint Chiefs of Staff says... the South Korean military issued warning messages and fired off warning shots.
The North Korean vessel returned fire... but turned back a short time later.
Title: Will S. Korea ease sanctions on N. Korea?
But that incident is not likely to affect the upcoming inter-Korean high-level talks.
Watchers say Pyongyang will be asking Seoul to lift sanctions that were imposed on the regime in 2010.
Our Hwang Sung-hee reports on the prospects of that happening.

While the two Koreas were conducting inter-Korean family reunions, a North Korean military patrol ship crossed the maritime border in the West Sea three times... between just before 11 p.m. Monday night and 3 a.m. Tuesday morning.
But there were no skirmishes between the countries.
South Korea's Defense Ministry said Tuesday that the North Korean vessel crossed the Northern Limit Line, the de facto maritime border between the two Koreas, going three-point-five kilometers over the border on three different occasions.
The boat crossed near Yeonpyeong Island, which was the site of a deadly shelling by the North in 2010.
The South Korean military sent high speed patrol boats to the area... after warnings it issued were ignored by the North.
The boat turned back at around two thirty this morning.
The ministry says that it is highly likely that the North sent the boat to the area on purpose, since it ignored warnings and lingered in the area for a long time.

There was allegedly a second boat as well which was in operation. The search is on for the second boat. The second boat tried to mingle with the fishing boats on the Indian coast," he said.
According to sources, the second boat tried to slip under the radar, but a Coast Guard aircraft managed to get its approximate location and its monitoring is underway.

Title: Koreas hold closed-door military talks
Our top story this morning...
No progress was made on Wednesday during the first high-level military talks between the two Koreas in seven years.
South Korean officials say the two sides were unable to resolve their differences on how to ease tensions, following recent altercations along the inter-Korean border.
Hwang Sung-hee reports.

A modernized DP-64 grenade launcher uniquely designed to keep enemy frogmen, saboteurs and pirates away from ships and important sea maritime installations, such as oil rigs, has gone into mass production in Russia.
The two-barreled DP-64 “Nepryadva” grenade launcher has been supplied in limited-edition batches to various sections of the Russian Armed Forces, including the Marines, special units of Russia’s Federal Security Guard Service, maritime Border Patrol vessels and FSB coast guards.
The DP-64 grenade launcher enables even a small unit to maintain a secure protection against enemy divers of anchored ships, maritime installations and other important offshore infrastructure facilities.
The launcher can be fired in difficult conditions, such as from a helicopter.
It can launch a grenade at a distance of up to 400 meters and the projectile could be set to explode at a designed depth. Non-lethal grenades with tear gas could be used to avoid undesired casualties.
Designed and produced by JSC Bazalt at its Degtyarev Plant in Russia’s city of Kovrov, the first version of this grenade launcher first appeared in 1989 and was adopted a year later, though still remaining a rare piece of armament.
Last year the Russian Navy ordered a large batch of DP-64s, thus paving the way for the mass production of the weapon.
“The DP-64 is in mass production now. In 2014 we got a considerable order from the Defense Ministry, I can't disclose details, but this is to supply our Navy,” Pavel Sidorov, head of the JSC Bazalt Science and Engineering Department, told RIA Novosti.
Sidorov is currently attending the IDEX 2015 international defense expo in Abu Dhabi, UAE, as the company's official representative at the event, where the DP-64 is being presented alongside other Russian-made weaponry.

South Korea takes down 'Christmas tree' border tower
South Korea has demolished a tower used to construct a Christmas tree at the border with North Korea.
The ritual, in which the 60ft (18m) tower was covered in colourful lights and topped with a cross, was seen by the North as propaganda by the South.
The North repeatedly demanded its demolition and threatened to shell it.
The move came a week after senior military officials from the two Koreas held talks for the first time in seven years.
The BBC's Stephen Evans in Seoul says the South's decision to finally scrap the tower could be seen as a gesture to the North that provocation needs to be toned down.
Two weeks ago, the two countries briefly exchanged gun fire across their land border, in a rare incident.
Gunfire was also exchanged recently when a North Korean patrol ship crossed the disputed western maritime border.
The tower, which stood about 3km (2 miles) from the border, could be seen by North Koreans living in nearby towns.
Citing a defence official, South Korea's Yonhap news agency said the tower, built in 1971, was being removed because it could collapse.

North Korea Live Firing on Maritime Border 4/28/2014
North Korea holds live-fire drill near disputed border.
(BBC) North Korea has begun a live-fire drill near the disputed inter-Korean western maritime border, a South Korean report says.
It is the second time in a month that Pyongyang has carried out such exercises.
South Korea's defence ministry said it was notified early on Tuesday that drills would take place near two islands west of the Korean peninsula.
A South Korean spokesman said its military was "fully prepared".
The area has been a flashpoint between the two Koreas. The UN drew the western border after the Korean War, but North Korea has never recognised it.
A similar North Korean exercise at the end of March resulted in the two sides exchanging hundreds of rounds of artillery fire.
"The North notified us there would be live-fire drills today north of the [border] near Yeonpyeong and Baengnyeong islands," a defence ministry spokesman told AFP news agency.
Both islands are hotspots. In November 2010, North Korea fired shells at Yeonpyeong, killing two marines and two civilians, in what it said was a response to South Korean military exercises.
Earlier that year, a South Korean warship sank near Baengnyeong island with the loss of 46 lives.
Seoul says Pyongyang torpedoed the vessel but North Korea denies any role in the incident.
Test fears
This latest move from North Korea comes as satellite images suggest Pyongyang could be preparing to carry out a nuclear test.
South Korea's military said it had recently detected "a lot of activity" at the North's Punggye-ri test site.
The test, if it went ahead, would be Pyongyang's fourth, after tests in 2006, 2009 and 2013.
UN Security Council resolution 1718, passed in October 2006 after the first nuclear test, bans North Korea from nuclear and missile tests.
The latest live-fire drill also follows President Barack Obama's visit to South Korea last week, which was strongly opposed by North Korea.
Washington has led calls for Pyongyang to abandon its nuclear weapons programme.
In a statement on Monday, North Korea launched one of its strongest attacks on the South Korean leader, President Park Geun-hye, calling her a "despicable prostitute" who pandered to her "pimp", Mr Obama.
South Korea described the comments as "foul words".

North, South Korea exchange fire across maritime border
Three days after North Korean officials agreed to resume high-level talks with the South, the two neighbors have exchanged warning shots near their disputed Yellow Sea border.
The incident happened after a North Korean patrol boat crossed a disputed maritime border. South Korean officials say that their patrol vessel initially fired a warning shot. The North patrol boat opened fire in response, and the other side fired back. No injuries or damage have been reported. The trading of fire came right on the heels of a surprise visit to Seoul by several North Korean officials, during which the two sides agreed to resume high-level talks.

President Park Geun-hye will attend this year′s summit of the Asia-Europe Meeting, better known as ASEM starting Thursday.
Here, the South Korean president plans to garner support from some 50 world leaders, for her so-called "Eurasia Initiative" which aims to link energy and logistics infrastructure across the continent to lay the foundation for new growth opportunities in both Asia and Europe.

Title: Koreas exchange fire after North Korean patrol boat crosses sea border
We begin with the small inter-Korean skirmish at sea.
The two Koreas briefly exchanged fire today near the western maritime border.
It was prompted by a North Korean patrol boat crossing south of the de facto maritime border in the West Sea.
South Korea′s Joint Chiefs of Staff says... warning messages were given and shots were fired.
The North Korean vessel returned fire... but turned back a short time later.
But before South Korea lifts any sanctions, it will also have to take into consideration the handful of international sanctions that have been slapped on Pyongyang over the years.

In particular, she talked about Italy′s family-owned businesses, passed down from on

Title: Is the U.S. flip-flopping on North Korea?
Speaking of talks with Pyongyang...
The United States is sticking to its position of seeking dialogue with North Korea, while firmly responding to the regime′s provocations.
But experts say that,... with no shortage of other challenges to U.S. national security,... North Korea has fallen down Washington′s priority list.
Choi You-sun reports.
At the start of 2015, Washington slapped additional sanctions on Pyongyang for its alleged hacking of Sony Pictures late last year.

ARIRANG NEWS 14:00 North Korean patrol boat breaches Northern Limit Line

N. Korean patrol ship drifts to South side of border due to engine malfunction
A North Korean patrol ship crossed over the de-facto inter-Korean maritime border early Tuesday morning after suffering an engine malfunction.
South Korea′s Joint Chiefs of Staff says the ship drifted to the southern side of the so-called Northern Limit Line, or NLL at around 2:40 a.m., Korea time.
The North notified the South Korean military that the ship was having some trouble.
With the South closely monitoring the proceedings,... the ship was towed back across the NLL by another North Korean vessel.
Officials say the situation is now resolved and there was no exchange of fire.
