"The government is bailing out the banks...but who's going to bail out the government?" asks Texas cotton farmer Ken Gallaway, a vocal critic of agricultural subsidies that cost U.S. taxpayers and consumers billions of dollars a year in direct payments and higher prices for farm goods.
Agricultural subsidies were put in place in the 1930s during the Great Depression, when 25 percent of Americans lived on farms. At the time, Secretary of Agriculture Henry Wallace called them "a temporary solution to deal with an emergency." Those programs are still in place today, even though less than 1 percent of Americans currently live on farms that are larger, more efficient, and more productive than ever before.
Consider these facts. Ninety percent of all subsidies go to just five crops: corn, rice, cotton, wheat, and soybeans. Two thirds of all farm products—including perishable fruits and vegetables—receive almost no subsidies. And just 10 percent of recipients receive 75 percent of all subsidies. A program intended to be a temporary solution has become one of our governments most glaring examples of corporate welfare.
U.S. taxpayers arent the only ones who pay the price. Cotton subsidies, for example, encourage overproduction which lowers the world price of cotton. Thats great for people who buy cotton, but its disastrous for already impoverished cotton farmers in places such as West Africa.
U.S. farm programs cost taxpayers billions each year, significantly raise the price of commodities such as sugar (which is protected from competition from other producers in other countries), undermine world trade agreements, and contribute to the suffering of poor farmers around the world. Its bad public policy, especially in these troubled economic times.

The Minister for Agriculture, Food and the Marine Simon Coveney this week received an independent report on matters relating to donkey welfare in Ireland.
The report, launched at the School of Veterinary Medicine, University College Dublin, links the uncontrolled eligibility of donkeys for subsidy payments granted for ‘Areas of Natural Constraint’ (ANC) with potentially driving a market for indiscriminate breeding.
Uncontrolled production is considered key to the increased numbers of donkeys being abandoned in Ireland in recent years - there is an excess of supply (in particular uncastrated colts) over demand.
The report was commissioned by The Donkey Sanctuary in response to the increase in abandonments being dealt with by the charity in recent years. During 2014, 400 donkeys were admitted into the care of the charity’s Cork Sanctuary and, with 366 donkeys already admitted between January and the end of August 2015, the trend shows no sign of declining. The majority of these abandonments are young males - the cost of castrating and microchipping a donkey or mule colt is often considered greater than the profit a breeder might make selling excess stock.

Inclusion of donkey welfare standards and inspections as a prerequisite for gaining ANC payments when using donkeys as Livestock Units.
Penalties (such as payment withdrawal) for those who do not meet the required standards.
Uncastrated donkeys should not be eligible as Livestock Units in the ANC subsidy scheme.
In addition the charity calls for enhanced monitoring and enforcement of Equine Identification and Registration legislation.

The Minister for Agriculture, Food and the Marine Simon Coveney this week received an independent report on matters relating to donkey welfare in Ireland.
The report, launched at the School of Veterinary Medicine, University College Dublin, links the uncontrolled eligibility of donkeys for subsidy payments granted for ‘Areas of Natural Constraint’ (ANC) with potentially driving a market for indiscriminate breeding.
Uncontrolled production is considered key to the increased numbers of donkeys being abandoned in Ireland in recent years - there is an excess of supply (in particular uncastrated colts) over demand.
The report was commissioned by The Donkey Sanctuary in response to the increase in abandonments being dealt with by the charity in recent years. During 2014, 400 donkeys were admitted into the care of the charity’s Cork Sanctuary and, with 366 donkeys already admitted between January and the end of August 2015, the trend shows no sign of declining. The majority of these abandonments are young males - the cost of castrating and microchipping a donkey or mule colt is often considered greater than the profit a breeder might make selling excess stock.

The World Trade Organization (WTO) ministerial meeting has concluded in the Kenyan capital, Nairobi, with an agreement to abolish agricultural export subsidies. After five days of meetings, the 162-member body said a breakthrough had been reached on the issue of farm export subsidies. Developed nations are now expected to get rid of their subsidies immediately, with developing nations slated to eliminate theirs from 2018. The Nairobi conference also set up a timetable for implementing an agreement on getting rid of import duties on 201 high-tech products.

The Northern Regional Director of Agriculture, William Boakye-Acheampong says until government announces it fertilizer subsidy price for 2014 it will not implement the fertilizer subsidy policy for the year. This come in the awake of complains by peasant farmers in the Northern region of high cost of fertilizer and other farm inputs.
Major government intervention like fertilizer subsidy, block farm system, Agricultural Mechanization Service Enterprise Centers (AMSECs) are all geared at promoting the needed agricultural modernization and improve crop yields in the northern region. Most of these interventions are yet to yield the desired results among most women smallholder farmers who still have challenges in accessing arable lands, inputs, fertilizers and tractor services.
Women smallholder farmers have complained about the lack of timely agricultural information on improved seeds, weather pattern, and credit facilities during the farming season. Madam Rabi Adam a smallholder farmer in Bamvim a suburb community in the Tamale metropolis tells Viasat 1 news that fertilizer prices are high as they are unable to access microcredit from financial institutions in the awake of high cost of input in the region.
Meanwhile, speaking at stakeholder forum sponsored by STAR-Ghana in Tamale on the theme: Improving Farmers Access to Agricultural Input Supplies, Northern Regional Director of Agriculture, William Boakye-Acheampong, said 3 million cedis worth of input support were extended to the northern region for the 2013 farming season and further noted that until subsidy prices are announced by government they will not implement the fertilizer subsidy policy for the year 2014.
However, John Nkaw of Send-Ghana noted that there is the need for strategic balance where farmers are educated to see farming as a business.

Incentive Subsidy and Flood Relief Cheque Distributions
The Ministry of Food Production issued Incentive Subsidy and Flood Relief cheques to farmers at two Cheque Distribution Ceremonies hosted by the Regional Administration South and North Divisions on Wednesday 16th April, 2014 and Tuesday 28th April, 2014, respectively.
In 2011, after a series of consultations with the farming community the Ministry revised its Agricultural Incentive Programme (AIP), which was severely outdated and offered services that no longer applied to the challenges facing the agricultural sector. Prior to the revisions, flood relief packages for farmers, inclusive of compensatory sums, were last updated in 1986.
Through the revised AIP, the Ministry has been consistently delivering cheques to farmers with current, updated compensation sums since 2011. Further, an AIP Multi-Sectoral Standing Committee has now been appointed to ensure the continuous improvement of the agricultural sector. Modernization of the AIP has also brought about a marked increase in applicants, indicating a renewed interest in the agricultural sector.
Benefits to farmers from the updated AIP include incentives for youths, an increased level of mechanization, promotion of irrigation systems, protected agricultural systems, such as green houses, and support for post-harvest facilities. Incentives were also introduced to increase productivity in the livestock sector, support sustainable management of fishing operations, and encourage agri-business ventures.
At the Distribution Ceremonies, Senator the Honourable Devant Maharaj commended the hard work of the farmers and all stakeholders of the agricultural sector. He noted that the collective dedication to the sector was reflected in recent data obtained from the Central Bank of Trinidad and Tobago, in which for the first time in 40 years the quarterly GDP indicated that the agricultural sector experienced five (5) consecutive quarters of growth; from the first quarter of 2012 to the first quarter of 2013.

Peter Smith, CEO of the Wildwood Trust presents ideas and examples of rewilding projects that protect rivers and town from flooding. This lecture was to the Oxford Union's Nature Conservation Society in June 2014.
As rivers across the UK where bursting their banks this winter, a media storm broke out over who is responsible. Many farmers have come out attacking the lack of drainage and flood defenses along rivers. But river scientists and ecological experts are pointing out that there is a deeper problem in our river catchments, which means putting in flood defense and dredging rivers could end up in catastrophic flooding further downstream, and a tragedy could unfold that could threaten human life.
Changes in farming and land use now means there is little flood plain left along our rivers, so there is nowhere for the water to go, this combined with a massive increase of drainage of farmland in river catchments means water now gushes off land into the rivers.
One of the best and cheapest answers is to reintroduce natural wetland species such as European beaver and wild horses to the UK and allow the natural restoration of nature's own flood defences like the initiatives currently run by the Wildwood Trust near Canterbury.
The wetlands of Britain used to act as a giant sponge, soaking up rainfall and releasing it slowly into our rivers, protecting us from catastrophic flooding.
In recent times we have spent an increasing amount of money to destroy our wetlands, to build and maintain a massive system of drains at the taxpayer's expense. The cruel irony is that 'flood defences' only make the problem worse further down the river. Planning has also encouraged the building of more and more housing on flood plains which then in turn need to be defended from inevitable flooding.
Successive Governments have channeled hundreds of millions of pounds of tax payers' money every year into agricultural subsidies and 'drainage' works that are directly responsible for the catastrophic flooding seen over the last few weeks.
Wildwood's five point plan to save the taxpayer money and prevent catastrophic flooding in our towns & villages:
1. Rewild marginal farmland, uplands and floodplain. Just as many European countries have seen catastrophic flooding they have rewilded areas that act a giant sponges soaking up flood waters
2. Stop agricultural subsidy of marginal farmland so it can be returned to the wild & save the taxpayer Billions of pounds
3. Return Beavers and use natural wetland managers like wild horses to maintain our wetlands at no cost to taxpayers
4. Create natural wetland network in urban areas to act as flood stores
5. Shift taxes off of earned incomes and onto Land Values and natural resources to make it economically feasible to revert marginal farmland back to natural areas.

The World Trade Organisation (WTO) has come under renewed criticism for failing poor and developing countries with talks on agricultural trade unable to yield a breakthrough in more than 14 years.
Nations including Kenya, India and Pakistan have been calling on the WTO to force developed countries to phase out subsidies paid to farmers whose overproduction is threatening the livelihoods of farmers in the developing world.
Many analysts have argued that negotiations at the WTO have remained largely dominated by traditional economic powers such as the US and EU with discussions failing to deliver promised change.
Some point to the failure of western governments to conclude what's known as the 'Doha Development Agenda' which has kept agricultural economies in Africa trapped in poverty.
The Doha Development Agenda, which began in Qatar in 2001, is a series of trade negotiations with the broad aim of reforming the international trading system through the introduction of lower trade barriers and revised trade rules.
But 14 years on, some of the biggest of those issues - agriculture tariffs and farming subsidies - remain unresolved.
Ricardo Melendez-Ortiz, the CEO of the International Centre for Trade and Sustainable Development joins Counting the Cost to discuss whether the Doha Round should be scrapped.
Global arms industry continues to boom
The international arms trade is continuing to boom, with trade at its highest level since the end of the Cold War.
Worth more than $400 billion a year, according to the Stockholm International Peace Research Institute (SIPRI), around 100 companies control the trade with 64 of them based in either the US and Western Europe.
While the US is the world's biggest exporter with 54.4 percent of the market, German and Swiss sales have grown to 9.4 percent and 11.2 percent respectively.
Increasing instability in the Middle East and Asia has prompted an arms race between Iran and the Gulf States, while a similar situation between Pakistan and India has prompted both countries to stock up on huge amounts of weapons.
Pieter Wezeman, a senior researcher with the SIPRI's arms and military expenditure programme joins the show to discuss who's buying what weapons.

For those who are concerned about Genetically Modified Organism (GMOs) in the State of Hawai`i there are some important take-a-ways to be gained from this community discussion. A total of 15 questions were discussed along with 3 statements. Every question pertains to GMOs in some way, shape or form. One thing is for sure, you will walk away more informed than you are now. Please take the time to review this recording and reflect on what you hear. Now is the time for us to try to understand where we are at, and where we need to position ourselves in order to gain any meaningful traction on this issue.
MAJOR POINTS:
1. The STATE of Hawaii will be 100% Dairy self-sufficient within the next five (5) years.
2. GMO Corn (feed) is vital to the success of Hawaii's two remaining dairies; one on Kauai and one on the Big Island. State-wide biotech experiments have been successful and will be expanding to support both dairies over the next five years.
3. A GMO Feed Mill will be opening in Hilo.
4. The Federal Government sets the standards, and we (HDOA) follow them. The State does not, the County does not.
5. The County can try (to reshape the standards) -- but you have to pass the legal challenge. (Not IF, it's WHEN)
6. The USDA is preparing to challenge Hawaii on Bill 79, Bill 2491, the Coffee Ban and the Taro Ban.
7. The STATE of Hawaii has a "feed subsidy" program which is paid for by Hawaii tax payers. Big Island Dairy Group has not applied yet.
8. The Department of Labor (DOL) has a Farmer Training Program for those who do not have a degree and would like to apply for State Agricultural Land.
9. Hawaii cannot take a wait-and-see position -- damages in the area of health, containment and drift are irreplaceable (not reversible).
10. More community round table discussions, such as this one are needed and are welcomed.
