Key EU Countries Join China-Backed Bank Despite US Protests Three more European countries have decided to join the Asian Infrastructure Investment Bank (AIIB), proposed by China. France, Germany and Italy made a decision to join the financial institution, following the British announcement to become a founder member of AIIB last week. The AIIB is a multilateral financial institution initiated by China in October 2013. The bank is designed to provide financing for infrastructure projects in the Asia-Pacific region and is sometimes viewed as a competitor to major development institutions as the World Bank and the IMF. Soft Power: Beijing Offers Seoul to Join AIIB, Reject THAAD Deployment “China needs this project […] to protect its financial system from possible economic fluctuations on the international arena,” Graziani Tiberio, President of the Institute of Advanced Studies in Geopolitics and Auxiliary Sciences in Rome, told Sputnik Italia, adding that the bank would give Beijing an opportunity to strengthen its position among BRICS countries. Nearly 30 states have declared their participation in the new financial institution, which expected to start its work in 2015. However, the increasing support for the new bank from leading European countries has dissatisfied the United States. Participation of several EU countries in the AIIB, the Italian expert claims, creates serious competition with the US. “The US goal is to achieve full economic hegemony in the EU, on the one hand, and to contain China, on the other” Tiberio said. “Ultimately, [it] seeks to determine all economic dynamics in the East,” the expert added. The US recently expressed concerns that China may use the bank to expand its influence in the region and that the standards of governance in the newly established institution may be insufficient. Stop TTIP - secret EU/US corporate legal merger to smash democracy TTIP: An economic NATO in formation ASLI AY http://www.hurriyetdailynews.com/Default.aspx?pageID=449&nID;=72332&NewsCatID;=396 Trade liberalization continues to be the lowest-hanging fruit that can boost global economic expansion. The United States, having committed to finalizing two major trade agreements in parallel – the Transatlantic Trade and Investment Partnership (TTIP) with the EU and the Trans Pacific Partnership (TPP) with 12 Pacific nations – sits squarely in the center of this opportunity. While the TPP is largely driven by America’s desire to expand its ties to fast-growing Asia and give assurances to Pacific nations against real and perceived security threats from China, with the TTIP, the U.S. aspires to create a deeply integrated transatlantic market composed of the 28 EU member countries and the U.S. The TTIP is the economic NATO. The TTIP is the new frontier in trade liberalization, an effort to write the new global trade constitution, a blueprint for deep integration trade agreements for the 21st century. The question is: How can Turkey be included in the TTIP? When the U.S. and the EU launched the TTIP negotiations, Turkey requested a seat at the table, as per its rights as a country with a Customs Union with the EU. This request was duly rejected by both parties. The argument was that Turkey’s inclusion would “complicate the process,” which sounded like a technical excuse, but was actually a politically expedient one. Although Turkey has been vocal in its desire to develop a deeper trade relationship with the U.S., regrettably it has laid virtually none of the groundwork required to shape public opinion in the U.S. Thus, the decline of Turkey’s request was not surprising. For now, Turkey is stuck with a limited and toothless Bilateral Investment Treaty with the U.S., and while the 20-year-old Customs Union continues to be the foundation of the Turkey-EU economic relationship, it was never designed to bring the type of enhanced cohesion and deeper economic integration envisioned within the TTIP. Given the high stakes, Turkey cannot afford to give up. But what realistic option does Turkey have? In a relatively recent and important development, the U.S. has advocated for Japan’s eventual inclusion in the TPP through a provision called “docking,” a clause that would permit Japan and other countries to join the TPP at a later date without suffering any disadvantages. For docking to be an option for Turkey, the TTIP would need to include a generic docking clause in the agreement. Turkey should initiate a major lobbying effort with the U.S. administration, key leaders in Congress, and EU decision-makers to write the necessary docking provisions into the TTIP. This would grant all countries that have longstanding trade agreements with the U.S. or the EU the right to apply to and join the TTIP. Turkey should build a coalition of like-minded countries such as Australia, Mexico, Norway, South Korea, Canada and Switzerland, among others. This must be done before the agreement goes to the U.S. Congress for a vote and to the EU Parliament for ratification. The central tenet of this campaign should be the “tipping point” argument. As the TTIP strives to set the global standards for deep integration trade agreements, it would be beneficial if all American and European allies with sizable economies could be signatories and participants. If there is any silver lining to this, it is the fact that Turkey still has about two years to pursue the opportunity to be included in the TTIP. Negotiations can only be completed after President Obama leaves office on Jan. 20, 2017. In all probability, the next U.S. president will sign the TTIP into law. Turkey has powerful arguments about why it should be included in the TTIP. The key message should be that the inclusion of Turkey in the TTIP would contribute visibly to the TTIP’s economic, strategic and political goals. Turkey’s alignment with the West has been a critical geostrategic issue for the U.S. and the EU, and a top political issue for Turkey for the last three quarters of a century. If successful, Turkey’s inclusion in the TTIP would be a crowning economic victory that would positively redefine this trilateral relationship. * Aslı Ay is the Managing Partner of US Policy Metrics in New York. Obama urges greater NATO presence in states bordering Russia (LATimes) BRUSSELS -- President Obama is urging European and North Atlantic Treaty Organization leaders to bolster the military alliance's presence in countries in Eastern and Central Europe near Russia, part of an effort to ward off further Russian aggression in the wake of its annexation of Crimea from Ukraine. Speaking after a meeting with European Union leaders, Obama said he has suggested that European leaders review and update their "contingency plans" at an April meeting. He said the alliance needs to "do more to ensure that a regular NATO presence among some of these states that may feel vulnerable is executed." Obama's made the remarks before meeting with NATO Secretary General Anders Fogh Rasmussen at the midpoint of his European trip this week. The president's visit has been dominated by the crisis in Ukraine, and by the attempt to craft a unified U.S.-European strategy to deter Russian President Vladimir Putin from another land grab in the former Soviet republic. The president has ruled out U.S. military involvement in the dispute, noting that Ukraine is not a NATO member and not covered under the treaty. Still, he has had to reassure other NATO members in Eastern and Central Europe that NATO stands ready and prepared. On Wednesday, Obama made an appeal to unnamed member countries that have reduced defense spending in tight economic times, taking a toll on the 55-year-old alliance. "If we've got collective defense, it means that everybody's got to chip in. And I have had some concerns about a diminished level of defense spending among some of our partners in NATO; not all, but many. The trend lines have been going down," Obama said. "The situation in Ukraine reminds us that our freedom isn't free and we've got to be willing to pay for the assets, the personnel, the training that's required to make sure that we have a credible NATO force and an effective deterrent force."

The European Union (EU) is a politico-economic union of 28 member states that are primarily located in Europe.[12][13] The EU operates through a system of supranational independent institutions and intergovernmental negotiated decisions by the member states.[14][15] Institutions of the EU include the European Commission, the Council of the European Union, the European Council, the Court of Justice of the European Union, the European Central Bank, the Court of Auditors, and the European Parliament. The European Parliament is elected every five years by EU citizens. The EU traces its origins from the European Coal and Steel Community (ECSC) and the European Economic Community (EEC), formed by the Inner Six countries in 1951 and 1958, respectively. In the intervening years, the community and its successors have grown in size by the accession of new member states and in power by the addition of policy areas to its remit. Think tank Open Europe said on Monday that Britain's GDP would suffer if it failed to strike a free trade deal with Europe from outside the EU, and also did not pursue a free trade agenda with the rest of the world. The number of asylum applicants to European Union member states increased by 44 percent in 2014, reaching 626,000. The data on asylum seekers, published in a report issued by Eurostat, the statistics office of the European Union, show that 191,000 more people applied for asylum in European countries in 2014 than in the previous year. Syrian refugees topped the chart, rising to 122,800 from 50,000 in 2013. More than 70,000 Syrians applied for refuge in Germany and Sweden alone. Afghani emigrants were the second-largest group with 41,300 asylum applicants seeking protection in the EU. Kosovo came in third, at 37,900, more than half of whom applied in Hungary. Meanwhile, the EU is planning measures to intercept refugees in the Mediterranean. As summer approaches, a large number of refugees are expected to arrive in Europe by sea, especially from the conflict-ridden countries of the Middle East and North Africa. Egypt and Tunisia have offered help to the EU by intercepting the refugees on the Mediterranean Sea and taking them to their own ports. Several human rights organizations, including the United Nations, Amnesty International and Human Rights Watch, have criticized EU countries for not taking in enough refugees.

Based on the varying opinions expressed by EU heads of government at this summit in Brussels it is clear that the European Union lacks unity. On Russia, some EU countries would like to see tougher sanctions against Moscow over the crisis in Ukraine while others would favour a more diplomatic approach. Russia denies any involvement in the crisis. The EU leaders eventually agreed to tie current sanctions against Moscow to a peace deal reached last month in the Belarus capital, Minsk. Greece bailout talks also dominated the conversation. On the sidelines of the summit key EU players held talks with Greek Prime Minister, Alexis Tsipras. Greece will soon run out of money. International creditors are willing to lend the country billions of euro over the next four month to keep it afloat but they are demanding that the Greek Government provides details on how it intends to pay back enormous debts that are currently outstanding. Greece's new anti-austerity government is threatening to hold a referendum on leaving the euro currency if a compromise is not reached. Analysts say it is possible that citizens might vote yes if given the opportunity. Analysts say there is a lack of joined up thinking within the EU when it comes to domestic and foreign policy. Eurosceptic political parties and a large number of campaign groups say that these summits prove that the European Union is dysfunctional. While millions of the bloc's citizens continue to suffer the consequences of a prolonged economic crisis, EU leaders struggle to agree on a whole range other highly important policy issues. The failure of EU countries to prepare for the needs of their aging populations was debated at length during this conference in Brussels. A new report from The Wold Bank was released at the conference and it highlights how birthrates in the EU are falling, young adults are migrating from the bloc because of the economic crisis and people are living longer while still retiring at a relatively young age. noodls 2015-04-14A member state of the European Union is a state that is party to treaties of the European Union (EU) and thereby subject to the privileges and obligations of EU membership. Unlike the membership of an international organisation, EU membership entails each member being placed under binding laws in exchange for representation in the EU's legislative and judicial institutions. On the other hand, EU states retain considerable autonomy compared to the constituent states of a federation (such as a U.S. state), maintaining their national military and foreign policy (where they have not agreed to European action in these areas).
There are twenty-seven EU member states. Six core states founded the EU's predecessor, the European Economic Community, in 1957 and the remaining states joined in subsequent enlargements. Before being allowed to join the EU, a state must fulfil the economic and political conditions generally known as the Copenhagen criteria. These essentially require a candidate to have a democratic, free market government together with the corresponding freedoms and institutions, and respect the rule of law. Enlargement of the Union is contingent upon the agreement of each existing member and the candidate's adoption of all pre-existing EU law.
