VO The nation's Ministry of Health is concerned that Laos may face increasing outbreaks of dengue INTRO: District and village authorities are set to lead their communities and households in the fight against dengue fever in the face of a renewed threat from the mosquito-borne virus. STORY: The nation's Ministry of Health is concerned that Laos may face increasing outbreaks of dengue, known to some as break-bone fever, during the rainy season which is considered the peak risk period. Speaking at the National Dengue Review Meeting yesterday, Deputy Prime Minister of Laos, Dr Phankham Viphavanh, said that district and village authorities should play their roles by organising various activities to help monitor local mosquito breeding sites on a weekly basis. He said the fight against dengue fever should be the duty of people at all walks of life, not just public health authorities. Recommended preventive measures consist of implementing the so-called ‘Five Por', a Lao language mnemonic. These include closing and sealing all containers, flushing all water vessels, releasing larvae-eating guppy fish into ponds, cleaning areas surrounding residences and remembering to do the first four tasks regularly. In addition, people are advised to use mosquito nets. Dr Phankham also advised deputy provincial governors and the committee on dengue control at provincial level who attended the meeting to implement the Prime Minister's Order on dengue control to ensure the fever was kept at bay. The order comes as Laos prepares to celebrate major events such as the 60th Party Establishment Day, the 40th National Day and the inauguration of Asean Economic Community. Dr Phankham also congratulated the public health community, the Ministry of Health, WHO, development partners and people at all walks of life for helping Laos achieve the lowest number of dengue patients in Asean last year. He said this indicated that the dengue prevention and control had been conducted effectively. Minister of Health, Professor Dr Eksavang Vongvichit, said that he was pleased to see some provinces add dengue control into their provincial socio-economic development plans. WHO Representative in Laos, Dr Juliet Fleischl, said maintaining a high level of commitment, leadership and coordination will be crucial to implementing a successful dengue prevention and control action plan. Last year, more than 98,000 people were infected in Malaysia resulting in 189 deaths, more than 90,000 in the Philippines resulting in 342 deaths, more than 17,000 cases in Vietnam resulting 17 deaths, more than 17,000 cases in Singapore resulting in four deaths, 41,000 csaes in Thailand resulting in 45 deaths and 3,500 recorded in Cambodia resulting in 21 fatalities. Last year in Laos there were 1,711 dengue cases, resulting in zero reported deaths. So far this year 37 people have been infected with the virus nationwide, with zero fatalities reported at time of publication.

Yet there are theological and missiological reasons for the church’s engagement with health. This seminar demonstrates one practical way in which local churches can re-engage with the health needs of their local community and enables discussion around the implications of this for the mission of a local church. ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ BIOGRAPHY: After 14 years of experience in the NHS, culminating in a Community Health Nurse Tutor post, Revd. Dr. Helen Wordsworth began theological training and was ordained as a Baptist minister in 1995. She has since worked at regional ecumenical level within the Baptist Union, specialising in mission consultancy. She has founded and developed the initiative of parish nursing within the UK, and has engaged in doctoral research on this topic from a practical theology perspective.

India Matters: One out of every four tuberculosis patients in the world is in India, and at least half of those are being managed by private doctors. To control TB, private doctors have to be helped and supported to do the best for their patient. In August last year the Ministry of Health and Family Welfare and Central TB Division launched a pilot project in Mehsana to provide free anti-TB drugs to patients who go to private health facilities. The two-year project is funded by Gates Foundation. But first it has to resolve an important difference in the approach of Government doctors and private doctors. The Queen's chapter of the Universities Allied for Essential Medicines presents the second annual panel focusing on the drug shortage problem in Canada and the rest of the world, in response to the Canadian government announcing plans to make drug shortage reporting mandatory. Hosted at Queen's University, the speakers at the panel included Dr. Jacalyn Duffin, Dr. Linda Levésque, and Dr. Gerald Evans. Dr. Jacalyn Duffin is the distinguished Hannah Chair of Medicine at Queen's University, and is a practicing physician specializing in hematology. She is a former President of both the American Association for the History of Medicine and the Canadian Society for the History of Medicine, the author or editor of eight books and holds several awards for her research, teaching and service. She is also the webmaster for the website www.canadadrugshortage.com. Dr. Linda Levésque is a practicing pharmacist who brings over 15 years of clinical practice experience to her research including Cardiology, Internal Medicine and Infectious Diseases, and has published widely on the impact of clinical trial methodologies and the impact of drugs on population health. Dr. Gerald Evans is the Chair of the Division of Infectious Diseases and a Professor in the Departments of Medicine and an attending physician in Infectious Diseases and Internal Medicine at Kingston General Hospital. He is also the past Chair of the Committee to Evaluate Drugs, the Ontario Ministry of Health and Long-Term Care’s expert advisory committee on optimal drug utilization for the province of Ontario and still serves as Chair of the Ministry Working Group on Drugs for Rare Diseases. He is an Adjunct ICES Scientist and a co-investigator with the Ontario Drug Policy Research Network (ODPRN). The cadre, Cohort 7 of nurses, nurse trainers, and physician assistants completed the regular six-month free Post-Basic Mental Health Training Program in August 2014 at the Tubman National Institute of Medical Arts. But due to the height of the Ebola Outbreak, their graduation had to be postponed to a time people can now gather in mass again in Liberia. Serving a keynote speaker at the graduation, Liberia’s Chief Medical Officer and Deputy Health Minister for Health Services, Dr. Bernice Dahn, pledged government’s commitment to sustainability of the Carter Center’s efforts. “The Government will seek support for short and long term external training for clinicians to improve their mental health skills”, Dr. Dahn emphasized, adding; “These among other motivational will be utilized as a stimulus to build the capacities of clinicians”. These clinicians were the first of the trained batches of clinicians to use full personal protective equipment (PPE) during their training. They have been working already to continuously improve access to mental health services in the health crisis plagued West African nation. The graduates passed the Liberian Board of Nursing and Midwifery and the Liberia Physician Assistants Association Examinations last year August to enable them go back to their assigned health facilities, where they will perform mental health services. Delivering a special message from the former First Lady of the United States and Co-Founder of Carter Center, Rosalyn Carter, the Chief Operating Officer of The Carter Center’s Access to Justice Project, David Stobberlaar says; "Liberia has made great progress in building a brighter future for its citizens by investing in mental health, an issue affecting many worldwide." For her part, The Carter Center Mental Health Project Lead, Dr. Janice Cooper lauded the Ministry of Health and Social Welfare as well as the participating health facilities for helping to improve mental health in Liberia. She also noted that her institution is working closely with the Ministry of Health to train at least 150 mental health clinicians. Meanwhile, the Carter Center Mental Health Program is preparing for Cohort 8.
The H4+ video reviews programmes developed in the Democratic Republic of the Congo and Sierra Leone to reduce the mortality and morbidity of women and children. This work is executed by H4+ and the national governments of the Democratic Republic of the Congo and Sierra Leone; and provides profiles of two women and how the access and the ability to make decisions about their own reproductive health has affected their lives. H4+ is a joint effort by UNAIDS, UNFPA, UNICEF, UN Women, WHO and the World Bank, governments and civil societies of 36 countries with high burdens of reproductive, maternal, newborn, and child mortality and morbidity. In each country, H4+, Ministry of Health officials and partners team up to address the reproductive maternal, newborn and child health issues and help coordinate support for national maternal and newborn health policies and plans. The H4+ serves as the lead technical partners for the UN Secretary-General’s Global Strategy for Women’s and Children’s Health and the subsequent Every Woman Every Child movement. This video was made possible with the support from the Department of Foreign Affairs, Trade and Development of Canada (filmed in 2013).

One out of every four TB patients in the world is in India and at least half of those are being managed by private doctors. To control TB, private doctors have to be helped and supported to do the best for their patient. In August last year, the Ministry of Health and Family Welfare and Central TB Division launched a pilot project in Mehsana to provide free anti-TB drugs to patients who go to private health facilities. The two year project is funded by Gates Foundation. But first it has to resolve an important difference in the approach of government doctors and private doctors. The Vanuatu Ministry of Health, began a measles prevention campaign in Vanuatu with support from UNICEF and the World Health Organisation (WHO). This is critically important given the low routine immunisation rates and a recent measles outbreak in early March.
