The Urban Development Corporation, doing business as Empire State Development Corporation is a public authority of the state of New York in the United States that has financed and operated several ambitious state projects by issuing tax exempt bonds.
The New York State Urban Development Corporation was conceived in 1968 primarily to build state-subsidized housing projects to stem the tide of urban decay. As with all New York State public benefit corporations it is exempt from many of the restrictions that apply to regular government agencies and can issue bonds without voter referendum approval bypassing the NY's State Constitution limits, and it has the power of eminent domain.
Virtually all state subsidized housing built since 1968 was financed through the corporation. After flirting with bankruptcy in 1975 due to various housing project missteps its mission was refocused to finance other ambitious state projects and has been used frequently by governors to implement projects that circumvent formal Legislative or voter scrutiny. Among its projects was a doubling of the New York state prison system, improvements to Love Canal, construction of the Jacob K. Javits Convention Center, revitalization of 42nd Street (Manhattan), revitalization of Niagara Falls, New York, construction of Battery Park City, construction of Roosevelt Island, planned construction of a new Pennsylvania Station, and planned development of Governors Island.
The Empire State Building is a 102-story skyscraper located in New York City at the intersection of Fifth Avenue and West 34th Street. It has a roof height of 1,250 feet (381 meters), and with its antenna spire included, it stands a total of 1,454 ft (443.2 m) high. Its name is derived from the nickname for New York, the Empire State. It stood as the world's tallest building for 40 years, from its completion in 1931 until construction of the World Trade Center's North Tower was completed in 1972. Following the September 11 attacks in 2001, the Empire State Building was again the tallest building in New York (although it was no longer the tallest in the world). The Empire State Building was once again demoted to second tallest building in New York on April 30, 2012, when the new One World Trade Center reached a greater height. The Empire State Building is currently the third tallest completed skyscraper in the United States (after the Willis Tower and Trump International Hotel and Tower, both in Chicago), and the 15th tallest in the world (The tallest now is Burj Khalifa, located in Dubai). It is also the fourth-tallest freestanding structure in the Americas.
John A. DeFrancisco (born October 16, 1946) represents District 50 in the New York State Senate, which comprises Skaneateles, Pompey, Van Buren, most of Onondaga County and the western half of Syracuse, among other communities located in Upstate New York. He is a Republican.
First elected in 1992, DeFrancisco previously spent eleven years on the Syracuse Common Council as both a Councilor-at-large and then the Council President. He has also served in the past as the President of the Syracuse City School District Board of Education and the Vice-President of the Conference of Large City Boards of Education. He was also an associate with the law firm of Simpson, Thatcher and Bartlett, served as a Judge Advocate in the United States Air Force and was the Assistant District Attorney in Onondaga County from 1975 until 1977.
Some of his accomplishments while in the State Senate include serving as an advocate for the enactment of Jenna's Law and promoting the emendation of the Rockefeller drug laws.
