Canadian Foreign Minister Peter MacKay met with his Chinese counterpart Yang Jiechi on Monday in Beijing.
It is Yang's first official appearance since he replaced Li Zhaoxing as the Chinese Foreign Minister on April 27.
MacKay congratulated Yang on his promotion during the meeting.
MacKay told the Canadian media earlier on Monday that he will be bringing up the case of Canadian human rights activist Huseyin Celil in his meetings with Chinese officials.
He is there for a three-day visit, his first to the world's most populous country.
Celil, a member of the Uighur minority group in Xinjiang, was born and raised in China. He was sentenced this month to life in prison for alleged "terror links", according to the Chinese Foreign Ministry.
He became wanted in the country after campaigning for the rights of the Uighur people in the early 1990s.
He was arrested in 1994 and tortured, but escaped from prison in 2000 and fled to Uzbekistan and Turkey before reaching Canada, where he was
given citizenship.
But during a March 2006 visit to his wife's relatives in Uzbekistan, Celil was arrested and extradited to China.
His extradition has been a point of contention between Canada and China, which does not recognise Celil's Canadian citizenship and says his case is not subject to consular agreements.

STORYLINE:
Canada's Foreign Minister Peter MacKay said he had been assured by his Chinese counterpart on Monday that a Canadian Muslim activist serving a life sentence in a Chinese jail for alleged terror links had not been tortured.
MacKay said Chinese Foreign Minister Yang Jiechi had assured him, "that there had been no signs of torture or mistreatment of Mr. Celil".
Huseyin Celil, a Canadian citizen, was earlier this month convicted by a court in China's far western Xinjiang region of the crimes of "separating China" and "organising, leading and participating in terrorist groups, organisations".
MacKay told reporters that he asked Yang about concerns that Celil may have been tortured and was advised that he had "been treated in a humane fashion in conjunction with and in compliance with international human rights standards".
Mackay said he had also spoken to his Chinese counterpart about Canada's "deep disappointment" that officials had been denied access to Celil.
"I told the minister of foreign affairs about our government's, our parliament's and our Canadian citizens' strong interest and ongoing concern that we have not been given the access to this Canadian citizen," MacKay said.
"We have left no doubt in the mind of the foreign minister, and that of Chinese officials, how seriously we view this case and how determined we are to obtain consular access to him," he added.
Celil's status has been a point of contention between Canada and China, which does not recognise Celil's Canadian citizenship and says his case is not subject to consular agreements.
MacKay said the sides agreed to review their consular agreements, including the issue of dual nationality.
During their four-hour meeting, they also talked about human rights, environmental protection, health, enhancing cooperation in Afghanistan and climate change, he said, but gave no specifics.

Canada is prepared to resume aid to North Korea to help ease chronic food shortages if Pyongyang honours its nuclear disarmament deal, the country's foreign minister said on Wednesday.
"We are certainly going to re-examine all our future aid in conjunction with the successful completion of these negotiations" aimed at ending the North's nuclear weapons programme, Peter MacKay said as he toured the truce village of Panmunjom inside the Demilitarised Zone separating North and South Korea.
The North pledged in February to shut down its main nuclear reactor by mid-April in exchange for aid and other political concessions, but the implementation has been held up due to a dispute over North Korean funds at a Macau bank.
The US and Macau's Banco Delta Asia said last month that the North's funds - previously frozen due to alleged illicit activities such as money laundering and counterfeiting of 100 US dollar bills - had been unfrozen.
But North Korea has yet to withdraw the 25 (m) million US dollars in funds and has made no moves toward dismantling its nuclear programme.
MacKay also said his country is prepared to help North Koreans on issues of malnutrition and education but that is dependent on the Pyongyang's compliance to the terms of the nuclear deal under the February disarmament agreement.
The North has relied heavily on foreign aid since the mid-1990s when natural disasters and mismanagement devastated its economy and famine led to the deaths of about 2 (m) million people.
The trip to Panmunjom is part of MacKay's two-day visit to South Korea.
Panmunjom is jointly administered by the US-led United Nations Command and North Korea, since the 1950-53 Korean War ended in a cease-fire that holds to this day.

Flushing Wife
A Japanese man who hated his dead wife tried to flush her ashes down a toilet in a supermarket, local police said yesterday.
Officers were baffled after ashes and human bone fragments, including a chin, were discovered in the toilet bowl at the store in Tokyo.
But the 68-year-old man turned himself in to police and revealed he dumped his spouse’s remains there immediately after she was cremated last month.
He had been unhappy in his marriage and felt growing resentment towards his wife, a Japanese newspaper reported.
The man, who has not been named, said: ‘I had hatred mounting against her. Life was such a pain before she died.’

Mackay to Pay for Prostitutes
Canada's justice minister insists that once passed, the Conservative government's new prostitution bill will mean safer conditions for sex workers.
The ultimate goal, however, is to end the sex trade in Canada altogether.
"Let us be clear about Bill C-36's ultimate objective: that is to reduce the demand for prostitution with a view towards discouraging entry into it, deterring participation in it and ultimately abolishing it to greatest extent possible," Peter MacKay said.

Indians Need Grade 12 To be Chief
The Supreme Court of Canada has upheld a Saskatchewan aboriginal community’s requirement that candidates for chief or band councillor need to have a Grade 12 education.
A former chief of the Kahkewistahaw First Nation had challenged the requirement, saying that discrimination on the grounds of educational attainment is no different than discrimination on the basis of race or age. Louis Taypotat, 76, had been chief for 27 years, including much of the 13-year period in which the band held community discussions that led to the education requirement. He had been a student of Indian residential schools, and had the equivalent of a Grade 10 education. His nephew, Sheldon Taypotat, was acclaimed chief in 2011.
The Federal Court of Appeal had ruled that the Grade 12 requirement amounted to unintentional discrimination because it harmed older members and on-reserve members. Both groups tended to lack education, it said.
But the Supreme Court, in a unanimous ruling written by Justice Rosalie Abella, said there was no statistical evidence about educational attainment among members of the band.

Mark Sheftic is the Head of Instruction, Merion Golf Club.
Dr. Peter MacKay is board-certified chiropractor in the State of California, Qualified Medical Evaluator, and founding member of the Titleist Performance Institute (TPI) Advisory Board.
