Smuggling is the clandestine transportation of goods or persons, such as out of a building, into a prison, or across an international border, in violation of applicable laws or other regulations.
There are various motivations to smuggle. These include the participation in illegal trade, such as in the drug trade, in illegal immigration or illegal emigration, tax evasion, providing contraband to a prison inmate, or the theft of the items being smuggled. Examples of non-financial motivations include bringing banned items past a security checkpoint (such as airline security) or the removal of classified documents from a government or corporate office.

Counting the Cost - The deadly business of migrant smuggling
Thousands have died on the perilous journey from Africa to Europe and with every boat that leaves Africa's shores, the situation gets worse. The migrants, who want a better shot at life in Europe, are risking their lives because legal channels just are not open to them.
Their misery creates an illicit market for people smugglers - with millions in profits taken in, often for the ultimate price. It is estimated that the human trafficking industry as a whole produces almost $26bn a year. Smuggling is part of that - though not typically a part which would continue to exploit people in the way human trafficking does.
Most journeys happen across the Mediterranean Sea - with more than 200,000 crossings and over 3,000 deaths in 2014. But it is a global phenomenon, and it happens in the Gulf of Aden, the Bay of Bengal, and over in the Caribbean Sea too in significant numbers.
Technology is exacerbating the problem. Some of the smugglers are openly advertising their services on Facebook. The Financial Times managed to snap an add before it was removed. A trip to Italy can cost $1,000, but if you are travelling from, say, Sudan to Libya, first of all you pay another $1,700 on top of that. There was a WhatsApp and Viber contact available.
It is a business as well as a human tragedy. So who are the migrants and what are they hoping for? Who benefits from their desperate search for a better life? And what is the cost of migrant smuggling?
Tarek Osman, from the European Bank for Reconstruction and Development, joins us from London to talk about the cost of migration, the deadly business of peopel smuggling, and whether there is a potential Marshall Plan for North Africa.

Every dot on the vast cosmic starscape of the Milky Way is a star system and within are an amazing mix of planets, moons, asteroid belts, rings, comets or cosmological marvels waiting to be discovered.
The Milky Way galaxy features 400 billion star systems; each one can be explored. Take a hyperspace jump out into the unknown and bear witness to some of the most beautiful natural phenomena in the universe. The Mexican army has discovered a sophisticated drug-smuggling tunnel along the US-Mexico border.
The tunnel began under a toilet sink inside a warehouse in Tijuana, but was unfinished and didn't cross the border into the city of San Diego in the United States.
The drug-smuggling tunnel, which was discovered on Wednesday, was outfitted with lighting and ventilation systems.
General Landeros Briseno, the commander of the second military zone in Tijuana, said the tunnel was approximately 10 metres deep, one metre wide, 1.7 metres tall, and 150 metres long, without an exit.

Authorities discovered a similar tunnel in Arizona on Saturday in a vacant storefront in the southwestern Arizona city of San Luis.
The Tijuana tunnel had been under investigation by US authorities for three months, and they found no connections to the smuggling operation involving the Arizona passageway.
As US authorities heighten enforcement on land, tunnels have become an increasingly common way to smuggle enormous loads of heroin, marijuana and other drugs into the country.
More than 70 passages have been found on the border since October 2008, surpassing the number of discoveries in the previous six years.
A total of 156 secret tunnels have been found along the border since 1990, but the vast majority were incomplete.

The Mexican army has discovered a sophisticated drug-smuggling tunnel along the US-Mexico border.
The tunnel began under a toilet sink inside a warehouse in Tijuana, but was unfinished and didn't cross the border into the city of San Diego in the United States.
The drug-smuggling tunnel, which was discovered on Wednesday, was outfitted with lighting and ventilation systems.
General Landeros Briseno, the commander of the second military zone in Tijuana, said the tunnel was approximately 10 metres deep, one metre wide, 1.7 metres tall, and 150 metres long, without an exit.
Authorities discovered a similar tunnel in Arizona on Saturday in a vacant storefront in the southwestern Arizona city of San Luis.
The Tijuana tunnel had been under investigation by US authorities for three months, and they found no connections to the smuggling operation involving the Arizona passageway.
As US authorities heighten enforcement on land, tunnels have become an increasingly common way to smuggle enormous loads of heroin, marijuana and other drugs into the country.
More than 70 passages have been found on the border since October 2008, surpassing the number of discoveries in the previous six years.
A total of 156 secret tunnels have been found along the border since 1990, but the vast majority were incomplete.

Indonesia and Australia FMs discuss efforts to combat people smuggling

Australian Foreign Minister Bob Carr met with his Indonesian counterpart Marty Natalegawa on Monday in Jakarta, and discussed how the two countries could combat people smuggling.
Thousands of asylum seekers from various war-ravaged and impoverished countries have made it to Indonesia, but Australia is where they seek a better life.
And they are risking death to find it.
Unwilling to languish for years in detention centres across Indonesia, while their cases are heard, many board smugglers' boats to attempt the 500-kilometre (300-mile) trip to Australia's Christmas Island.
"They find the conditions in Indonesia possible or conducive to them to continue their operations but we are doing all our best with Australia and other friendly countries to disrupt in a serious way in their operations," said Natalegawa.
Concern over the journey has escalated recently with two boats having capsized and another rescued in rough seas while en route to Christmas Island, which is closer to Indonesia than mainland Australia.
More than 90 people are believed to have died, and hundreds more have drowned in similar accidents that have become commonplace over the past few years.
The incidents have sparked a fresh wave of fierce debate in Australia, where the two main political parties agree that the asylum seekers should be sent elsewhere but remain deadlocked over where to take them.
The Australian government wants to send them to Malaysia as part of a swap in which Australia would resettle UN-recognised refugees from Kuala Lumpur.
The opposition rejects Malaysia and any other country that has not signed the United Nations Convention on Refugees, for fear that the asylum seekers' rights will not be respected.
Last month, Australian senators rejected laws that would have let Australia deport asylum seekers to another country as a way of discouraging them from attempting the long, dangerous boat journeys.
"It's unsafe, it's inhumane, the alternative is to secure offshore processing in Malaysia. I'd just like to repeat my call for the Australian parliament to approve that. Without that offshore processing you are left with a solution that is improvised, untidy, inhumane," Carr said.
Many migrants first hear about the risky journey at home on the Internet or through word of mouth.
They sell their land and all their belongings and hand over fistfuls of cash to people smugglers who make arrangements for travel documents, fake passports and the necessary bribes.
They typically travel alone and are met by a network of contacts directing them on to the next stop.
Sometimes, they are swindled and left stranded and penniless.
Indonesia has vowed to crack down on those organising the trips.

Australian and Nigerian suspects in court for alleged drug smuggling

An Australian woman and a Nigerian man appeared at the Malaysian Magistrate court on Tuesday on charges of drug trafficking that could lead to the death penalty.
Emma Louise L'Aiguille, 34, a Melbournian living in Malaysia, was arrested with Anthony Esikalam Ndidi from Nigeria after police raided their car in downtown Kuala Lumpur on July 17 and allegedly uncovered one kilogram (2.2 pounds) of methamphetamine.
L' Aiguille's lawyer Shafee Abdullah claimed that his client was innocent.
"She is told that a drug was found in the backseat behind the front passenger and she was the driver. The car did not belong to her neither did it belong to the boyfriend as far as she knows," Abdullah said.
"She was never shown where it was discovered and she has no clue where it was," Abdullah added.
Under Malaysian law, trafficking more than 50 grams (0.11 pounds) of metamphetamine carries a death penalty.
The next court date was set for the first of October 2012.
L'aiguille is the second Australian that may face the death penalty in Malaysia, after the arrest of Perth man Dominic Jude Christopher Bird, 32, five months ago.
Malaysia has executed three Australians for drug offences.
Kevin Barlow and Brian Chambers were hanged in July 1986, followed by Michael McAuliffe in June 1993.

The trial of a British woman who has been arrested on Indonesia's resort island of Bali for allegedly smuggling 2.5 million (m) US dollars worth of cocaine in her luggage, was delayed on Thursday for one week.
The lawyer representing Lindsay June Sandiford said the defendant didn't want to sign the required power of attorney because it was written in the Indonesian language.
"That's why the trial will delay for one week," said Nengah Sudiarta outside the courthouse in Denpasar, Bali's provincial capital.
When fifty-six year old Sandiford arrived on a flight from Bangkok, Thailand on May 19, 4.7 kilograms (10.36 pounds) of cocaine is alleged to have been seized from her suitcase.
Three other Britons and an Indian national, believed to be the intended recipients of the cargo, are still being questioned.
Indonesia has extremely strict drug laws and convicted smugglers are executed.
If she is found guilty of the charges, the maximum penalty is death by firing squad.
More than 140 people are currently on death row, a third of them foreigners.

The Israeli military said its targets included the Ministry of Internal Security, which it says served as one of Hamas' main command and control centres, a military hideout used as a senior operatives' meeting place and a communications centre.
Washington blames Hamas rocket fire for the outbreak of violence and has backed Israel's right to defend itself, but has cautioned that an Israeli ground invasion could send casualties soaring.
About 60 demonstrators, riled by Washington's support for Israel, rallied in Ramallah as Clinton arrived for talks with Abbas.
She left the city without comment.
While Abbas does not have any practical influence in Gaza, his West Bank government would be instrumental in implementing any new arrangements on the Gaza border which would be part of a cease-fire pact.

STORYLINE:
Spanish police seized 11 metric tons (12.1 US tons) of hashish smuggled from Morocco on trucks with fuel tanks rigged to hide the drugs and arrested 35 people, authorities said on Wednesday.
Police said they had broken up a major smuggling ring feeding the European market.
Much of the haul was displayed across a patio outside the headquarters of the National Police, with some hashish packaged in small amounts resembling bars of soap.
Most of the rest was held in suitcases made out of tape and packaging material.
Authorities said the hashish travelled in trucks that took cargo ferries from Morocco to southern Spain, and were then driven to a Madrid suburb where the hashish was extracted from the vehicles' fuel tanks.
From there, some of the hashish was sent to Madrid for sale while the rest was put aboard other trucks carrying legal merchandise to countries including Belgium, Britain, France and Holland.
Those arrested included 31 Moroccan nationals, three Spaniards and a Belgian woman.
One of the Spaniards and the Belgian woman were truckers driving rigs with loads of carrots and clothing with the hashish hidden amid the legitimate cargo, National Police chief Ignacio Cosido said.
Cosido declined to put a value on the hashish seized except to say that it would be very profitable.
Police also seized numerous bags of marijuana, 150-thousand euros (198-thousand US dollars) in cash, 14 vehicles valued at 400-thousand euros (528-thousand US dollars) and 109 cellphones during the course of an eight-month investigation.
The investigation started when authorities broke up a Madrid hashish selling ring and went after that group's suppliers.

An Indonesian court sentenced a British woman to death on Tuesday for smuggling cocaine worth 2.5 (m) million US dollars in her suitcase onto the resort island of Bali, even though prosecutors had sought only a 15-year sentence.
Lindsay June Sandiford, 56, wept when judges handed down the sentence and declined to speak to reporters on her way to the court and later back to prison, covering her face with a floral scarf.
She had claimed in court that she was forced into taking the drugs into the country by a gang that was threatening to hurt her children.
Indonesia, like many Asian countries, is very strict on drug crimes, and most of the more than 40 foreigners on its death row were convicted of drug charges.
Sandiford's lawyer said she would appeal.
Appeals take several years, and the country has not carried out an execution since 2008, when 10 people were put to death.
A verdict is expected in the trial of Sandiford's alleged accomplice, British man Julian Anthony Pounder, on Wednesday.
He is accused of receiving the drugs in Bali, which has a busy bar and nightclub scene where party drugs such as cocaine and ecstasy are bought and sold between foreigners.
Two other British citizens and an Indian have already been convicted and sentenced to prison in connection with the bust.
In its verdict, a judge panel at the Denpasar District Court concluded that Sandiford had damaged the image of Bali as a tourism destination and
weakened the government's drug prevention program.
Prosecutors had been seeking a 15-year prison sentence for Sandiford, who was arrested in May when customs officers at Bali's airport discovered 3.8 kilograms (8.4 pounds) of cocaine in the lining of her luggage.
Indonesia has 114 prisoners on death row, according to a March 2012 study by Australia's Lowy Institute for International Policy.
Five foreigners have been executed since 1998, all for drug crimes, according to the institute.

The East Jakarta District Court found Dawood Amiri guilty of violating Indonesia's immigration law and conspiring with an international syndicate that smuggled asylum seekers from Indonesia to Australia.
The court found he was involved in organising the voyage of rickety boat of asylum seekers that sank on its way to Christmas Island last year, killing about 90 people.
Another 110 people on the boat were rescued.
Prosecutors, who demanded a seven-year jail term, claimed that the defendant acknowledged that the boat was overloaded but did nothing to stop it from sailing to Australia.
In its verdict, the three-member panel also ordered the 20-year-old to pay 79-thousand US dollars.
"If the fine is not paid, it will be replaced with imprisonment for six months," chief Judge Maryana said.
Amiri, who came to Indonesia about three years ago, was arrested in Jakarta days after the deadly voyage.
He told police he was assisted by a Pakistani man who was among the survivors.
He had earlier organised three other trips to Australia.

The 5th Bali Regional Ministerial Conference was co-chaired by Indonesian Foreign Minister, Marty Natalegawa, and his Australian counterpart, Bob Carr.
The conference is dedicated to discussing mechanisms for tackling human trafficking, involving countries of origin, transit and destination.
The meeting was held as part of the "Bali Process" - a collaboration between forty nine member countries from the Asia-Pacific region and the Middle East which has been running since 2002.
Marty Natalegawa, Indonesian Foreign Minister, proposed the introduction of a "victim centre" during the conference.
"Victims need assistance that extends beyond the end of their exploitation and any criminal prosecution," he said.
The islands of Indonesia have long been transit points for people fleeing war-ravaged countries on their way to Australia.
Due to the poor condition of the boats and lack of supply and preparation, the asylum seekers often go missing at sea between Indonesia and Australia.
"Providing our policy makers and practitioners with the tools for criminalising people smuggling and human trafficking, is also vital," said Australian Foreign Minister, Bob Carr.
"I'm pleased to see a proposal to develop policy guides," he added.

Counting the Cost - The deadly business of migrant smuggling
Counting the Cost - The deadly business of migrant smuggling
Thousands have died on the perilous journey from Africa to Europe and with every boat that leaves Africa's shores, the situation gets worse. The migrants, who want a better shot at life in Europe, are risking their lives because legal channels just are not open to them.
Their misery creates an illicit market for people smugglers - with millions in profits taken in, often for the ultimate price. It is estimated that the human trafficking industry as a whole produces almost $26bn a year. Smuggling is part of that - though not typically a part which would continue to exploit people in the way human trafficking does.
Most journeys happen across the Mediterranean Sea - with more than 200,000 crossings and over 3,000 deaths in 2014. But it is a global phenomenon, and it happens in the Gulf of Aden, the Bay of Bengal, and over in the Caribbean Sea too in significant numbers.
Technology is exacerbating the problem. Some of the smugglers are openly advertising their services on Facebook. The Financial Times managed to snap an add before it was removed. A trip to Italy can cost $1,000, but if you are travelling from, say, Sudan to Libya, first of all you pay another $1,700 on top of that. There was a WhatsApp and Viber contact available.
It is a business as well as a human tragedy. So who are the migrants and what are they hoping for? Who benefits from their desperate search for a better life? And what is the cost of migrant smuggling?
Tarek Osman, from the European Bank for Reconstruction and Development, joins us from London to talk about the cost of migration, the deadly business of peopel smuggling, and whether there is a potential Marshall Plan for North Africa.

Quite possibly my most disgusting story to date, and one which will have the most strong stomached of us feeling a little queezy. This is not one for the faint hearted. A story from 'Murica and something so unbelievable that it is actually true. I don't get how it is, but I am assured it is.

Secret drug-smuggling tunnel found in Mexico
STORYLINE
The Mexican army has discovered a sophisticated drug-smuggling tunnel along the US-Mexico border.
The tunnel began under a toilet sink inside a warehouse in Tijuana, but was unfinished and didn't cross the border into the city of San Diego in the United States.
The drug-smuggling tunnel, which was discovered on Wednesday, was outfitted with lighting and ventilation systems.
General Landeros Briseno, the commander of the second military zone in Tijuana, said the tunnel was approximately 10 metres deep, one metre wide, 1.7 metres tall, and 150 metres long, without an exit.
Authorities discovered a similar tunnel in Arizona on Saturday in a vacant storefront in the southwestern Arizona city of San Luis.
The Tijuana tunnel had been under investigation by US authorities for three months, and they found no connections to the smuggling operation involving the Arizona passageway.
As US authorities heighten enforcement on land, tunnels have become an increasingly common way to smuggle enormous loads of heroin, marijuana and other drugs into the country.
More than 70 passages have been found on the border since October 2008, surpassing the number of discoveries in the previous six years.
A total of 156 secret tunnels have been found along the border since 1990, but the vast majority were incomplete.

Indonesia and Australia FMs discuss efforts to combat people smuggling
STORYLINE
Australian Foreign Minister Bob Carr met with his Indonesian counterpart Marty Natalegawa on Monday in Jakarta, and discussed how the two countries could combat people smuggling.
Thousands of asylum seekers from various war-ravaged and impoverished countries have made it to Indonesia, but Australia is where they seek a better life.
And they are risking death to find it.
Unwilling to languish for years in detention centres across Indonesia, while their cases are heard, many board smugglers' boats to attempt the 500-kilometre (300-mile) trip to Australia's Christmas Island.
"They find the conditions in Indonesia possible or conducive to them to continue their operations but we are doing all our best with Australia and other friendly countries to disrupt in a serious way in their operations," said Natalegawa.
Concern over the journey has escalated recently with two boats having capsized and another rescued in rough seas while en route to Christmas Island, which is closer to Indonesia than mainland Australia.
More than 90 people are believed to have died, and hundreds more have drowned in similar accidents that have become commonplace over the past few years.
The incidents have sparked a fresh wave of fierce debate in Australia, where the two main political parties agree that the asylum seekers should be sent elsewhere but remain deadlocked over where to take them.
The Australian government wants to send them to Malaysia as part of a swap in which Australia would resettle UN-recognised refugees from Kuala Lumpur.
The opposition rejects Malaysia and any other country that has not signed the United Nations Convention on Refugees, for fear that the asylum seekers' rights will not be respected.
Last month, Australian senators rejected laws that would have let Australia deport asylum seekers to another country as a way of discouraging them from attempting the long, dangerous boat journeys.
"It's unsafe, it's inhumane, the alternative is to secure offshore processing in Malaysia. I'd just like to repeat my call for the Australian parliament to approve that. Without that offshore processing you are left with a solution that is improvised, untidy, inhumane," Carr said.
Many migrants first hear about the risky journey at home on the Internet or through word of mouth.
They sell their land and all their belongings and hand over fistfuls of cash to people smugglers who make arrangements for travel documents, fake passports and the necessary bribes.
They typically travel alone and are met by a network of contacts directing them on to the next stop.
Sometimes, they are swindled and left stranded and penniless.
Indonesia has vowed to crack down on those organising the trips.
