This, as the UN Special Rapporteur on Torture also says that deadly attacks on illegitimate targets amount to cruel or degrading treatment. According to the world body, 16 civilians were killed when two separate wedding processions were targeted by US drones in Yemen on December 12. The UN says the victims were mistakenly identified as al-Qaeda members.
