China proper (also Inner China) or Eighteen Provinces was a term used by Western writers on the Qing Dynasty to express a distinction between the core and frontier regions of China. There is no fixed extent for China proper, as many administrative, cultural, and linguistic shifts have occurred in Chinese history. One definition refers to the original area of Chinese civilization, the North China Plain; another to the "Eighteen Provinces" system of the Ming Dynasty.
It is not clear when the concept of "China proper" in the Western world appeared. According to Harry Harding, it can date back to 1827. But as early as in 1795, William Winterbotham adopted this concept in his book. When describing the Chinese Empire under the Qing Dynasty, Winterbotham divided it into three parts: China proper, Chinese Tartary, and the States Tributary to China. He adopted the opinions of Du Halde and Grosier and suspected that the name of "China" came from Qin Dynasty. He then said: "China, properly so called,... comprehends from north to south eighteen degrees; its extent from east to west being somewhat less..."
China (i/ˈtʃaɪnə/; Chinese: 中国; pinyin: Zhōngguó; see also Names of China), officially the People's Republic of China (PRC), is the world's most-populous country, with a population of over 1.3 billion. Covering approximately 9.6 million square kilometres, the East Asian state is the world's second-largest country by land area, and the third- or fourth-largest in total area, depending on the definition of total area.
The People's Republic of China is a single-party state governed by the Communist Party of China. It exercises jurisdiction over 22 provinces, five autonomous regions, four directly controlled municipalities (Beijing, Tianjin, Shanghai, and Chongqing), and two mostly self-governing special administrative regions (Hong Kong and Macau). Its capital city is Beijing. The PRC also claims Taiwan—which is controlled by the Republic of China (ROC), a separate political entity—as its 23rd province, a claim controversial due to the complex political status of Taiwan and the unresolved Chinese Civil War. The PRC government denies the legitimacy of the ROC.

Voltaire Tuvera Gazmin (born October 22, 1944) is the 35th secretary of the Philippines’ Department of National Defense, officially assumed office on July 1, 2010 after President Benigno Simeon C. Aquino III issuing his appointment on June 30, 2010.
Gazmin stepped out of nearly six years of retirement from public office after last serving in government as the Philippines’ Ambassador to Cambodia from 2002 to 2004.
For nearly 32 years, he was a career military officer in the Philippines’ Army, retiring as a Lieutenant General and 40th commander of the Philippines’ Army until 2000.
Secretary Gazmin first gained national prominence in 1986 as the loyal and disciplinarian Commander of the Presidential Security Group (PSG), who defiantly defended the government of President Corazon C. Aquino (mother of incumbent President Benigno Aquino III) from seven coup attempts during her six-year term.
The secretary was honored multiple times in his military career for his skills in intelligence gathering and effectively commanding troops in some of the most difficult operations and for a long-term vision in administrative matters. His disciplinary demeanor has earned him the respect of his peers and junior officers and staff as a military officer and as a civilian.

During the Chinese cultural revolution she was suppressed for her efforts, as the Chinese government attempted to break up her family. She claims that the Chinese government told her ex-husband-to divorce her. She recounts "They put pressure on him to divorce me because they accused me of secretly doing business. They said that it was wrong for me to do secret business."
