Abdikadir Mohammed called on Kenyans of "all faiths and creeds" to stand together against the "heinous crimes". At dawn on Saturday, al-Shabab gunmen attacked the bus in northern Kenya, shooting dead non-Muslim passengers. The Somalia-based Islamist group has carried out numerous attacks across Kenya since 2011. The bus was travelling to the capital, Nairobi, when it was stopped in Mandera county, not far from the border with Somalia. Gunmen separated out non-Muslims by asking passengers to read from the Koran, officials and witnesses said. Those who failed were then shot in the head. Kenya's Red Cross confirmed that 28 of the 60 passengers on the bus were killed, 19 men and nine women. At least 48 people have died after unidentified gunmen attacked hotels and a police station in a Kenyan coastal town, officials say. Witnesses in Mpeketoni said gun battles lasted for several hours and reported seeing buildings set on fire. The town is on the mainland near Lamu island, a well-known tourist resort. Kenya has suffered numerous militant attacks since 2011 when its forces entered neighbouring Somalia to combat the al-Qaeda-linked al-Shabab group. This is the most deadly attack in Kenya since at least 67 people were killed during a siege at Nairobi's Westgate shopping centre last September carried out by al-Shabab. Gunmen kill 11 in fresh Kenya coast attack: Police For more Latest and Breaking News Headlines SUBSCRIBE to https://www.youtube.com/user/BBCWORLDNEWS10 At least 11 people have been killed in a new attack on Kenya's coastal region, officials said on Tuesday, one week after some 60 people died in twin massacres nearby. Some were hacked to death with knives, others shot andexecuted at close quarters, mirroring tactics used in earlier attacks claimed by Somalia's Al-Qaeda-linked Shebab. The attack took place overnight on a small village near the town of Witu, on the mainland some 50 kilometres west of the tourist island of Lamu. Lamu County Commissioner Stephen Ikua called it an "unfortunate attack", the third in the area this month. Five bodies were initially found, Ikua said, but a police source later said that six more bodies were found, taking the toll to 11. Deputy district commissioner Benson Maisori said that some "were killed with knives", while others "were shot, executed at very close range." Several people were reported to have been wounded in the attack and taken to nearby hospitals for treatment, local councillor Athaman Badi said There was no immediate claims of responsiblity. "We have sent our officers to the ground to get more details... they are on the ground pursuing the attackers," Ikua added. The village is reported to be a mix of Kenyan ethnic groups. Attacks last week on the nearby coastal Mpeketoni district left at least 60 dead. "The style of the attack is very similar to that at Mpeketoni, it seems like it is the same men," Maisori said. The flare-up of violence has badly dented Kenya's tourist industry at one of its traditionally busiest times of the year, a key foreign currency earner and massive employer for the country. Last week's attacks were claimed by Somalia's Islamist Shebab insurgents, though President Uhuru Kenyatta blamed "well-planned, orchestrated and politically motivated ethnic violence" carried out by "local political networks". Kenyatta's accusations have stoked already tense political rivalry between the government and opposition parties, and raised fears of renewed ethnic tension. Kenya has been voted third in the top 20 fastest growing economies in the world in 2015 behind China and Philippines. Kenya and Nigeria are the only are the only African countries that made it to the list. This according to economists surveyed by Bloomberg Business, that projected that the Kenyan economy would grow by six per cent this year an achievement that would see her join China, India, Philippines and Indonesia as the only economies growing at five percent or more.
As we mentioned earlier, Kenya has now joined the league of Middle Income Countries following a recalculation of the country’s gross domestic product. President Uhuru Kenyatta wanted Kenyans and citizens in the larger East African Community to buy locally made products to boost the economy. He spoke when he met officials of the East Africa Confederation of Informal Sector Organisations at his Harambee House office. The Government had applauded the role of the informal sector in youth employment and was supporting artisans through soft loans to make quality products that meet global standards, in order to remain competitive in the market. The president added that the promotion of indigenous entrepreneurship would reduce dumping of cheap products and convert the EAC region from a consumer of imports to a producer of locally available products. We stay with matters economic but this time in Kenya, where the IMF has given the country's economy a clean bill of health ahead of its debut eurobond this year. The Fund's Resident Representative Rugnar Gundmundsson says Kenya's debt is sustainable, despite increasingly higher levels of government borrowing. He also says that the country is poised to contain inflation within its 5% target, despite it topping 7% in December 2013, and analyst predictions that this could rise to 10% in the first half of 2014. He spoke to CCTV's Beatrice Marshall who started their conversation by asking him about the IMF's growth projections for Kenya, in 2014.
Kenya’s economy has grown by 25% than earlier estimated following a rebasing of the Gross Domestic Product (GDP). The country’s growth for 2013 was calculated to have risen to 5.7% up from a previous estimate of 4.7% making Kenya the fourth biggest economy in Sub-Saharan Africa after Angola. However, the government is warning Kenyans against celebrating yet saying gains of the new found status would only be realized in the medium to long term.

It's estimated that at least half the population of Nairobi live in slums. The children of the slums flock to the city's markets to search for food among their waste. The harrowing sight of young girls scavenging for food on stinking tips was a spur to action for some of Hawkers Market's customers. As Shariffa Keshavjee remembers, "The girls were pulling at our skirts, saying 'teach me, teach me'. And then we realised that we have to educate these girls." Shariffa and other customers set up the Hawkers Market Girls Centre to give at least some slum children the chance of a better life. The Centre offers vocational training in professions such as hair dressing and tailoring, as well as classes in life skills such as computer literacy and basic healthcare. Each year up to forty girls are either employed or set up in business with assistance from the project. The Centre also offers valuable lessons in how to make small incomes go further. The girls grow their own vegetables, harvest rainwater and earn some extra cash by selling homemade charcoal briquettes. "Giving the girls an income generating skill is very important," says Shariffa. "We can't ask them to contribute to the project, but by selling what they make they feel like they are giving something back."

In 1995 he was awarded the German-African Award for his contribution to democracy and democratization in Africa. Professor Anyang' Nyong'o is serving as a Brundtland Senior Leadership Fellow at the Harvard School of Public Health in Fall 2013.

Kenya was facing a shortage of medical personnel and there was need for the private sector to team up with the government to offer medical training. Health secretary James Macharia also said that private hospitals had to make their services affordable to avoid foreign travels in search of medical assistance in hospitals deemed to be cheaper outside the country. It was estimated that the country looses millions of shillings in such travels yet by working with private hospitals, patients could still get those services in the country. The health secretary was speaking while at the Karen Hospital during the official launch of the hospitals MRI Unit. The Equipment was a Philips Ingenia 3.0T, a digital broadband magnetic resonance imaging (MRI) solution. With this installation, clinicians were expected to spend less time on the logistics related to patient set-up, contributing to as much as a 30 percent increase in throughput of patients compared to non-digital MRI systems. President Uhuru Kenyatta flagged off 170 health workers who were to provide support to the Ebola-hit nations of Sierra Leone and Liberia. The workers, comprising of doctors and nurses were chosen out of 700 applicants and joined other health teams from around the world to assist in the fight against Ebola in the West African nations. They would be under the auspices of the United Nations and the African Union. Since the Ebola outbreak in West Africa, there had been more than 8000 deaths, and over 20,000 cases. President Uhuru Kenyatta thanked the health workers for their commitment and urged them to take care of themselves and to serve with honor, integrity and selflessness. NAIROBI, Kenya — An upscale mall popular with the Kenyan elite and the foreign diplomats and businesspeople who call Nairobi home turned into a war zone on Saturday, as gunmen opened fire on shoppers in an apparent terrorist attack, killing at least 30 people and wounding dozens more. At nightfall, the mall remained sealed off to the public as police officers and soldiers searched floor by floor for the gunmen, who were still believed to be inside with hostages. Witnesses described hearing explosions and gunfire as they fled, leaving behind blood, broken glass and carnage in what was apparently one of the worst terrorist attacks in the country's history. Joseph Momanyi, 26, an employee at the Nakumatt grocery store there, said that as he was running away he heard the attackers shouting that "Muslims should leave" the complex. Hours after the attack began, the Shabab, the ferocious Somali militant group that has been linked to past attacks in Kenya, suggested in a series of Twitter posts that its fighters were responsible for the massacre. "The attack at Westgate Mall is just a very tiny fraction of what Muslims in Somalia experience at the hands of Kenyan invaders," one post said. Others continued: "By land, air and sea, Kenyan forces invaded our Muslim country, killing hundreds of Muslims in the process and displacing thousands more. The Kenyan government, however, turned a deaf ear to our repeated warnings and continued to massacre innocent Muslims in Somalia." It said it had warned the Kenyan government that failure to remove its forces from Somalia "would have severe consequences." Kenya is widely considered a beacon of stability in an often unstable region. The United Nations has a hub here, as do many nonprofit organizations and corporations. The country's economy is heavily dependent on tourist revenue, with peaceful safaris and gentle holidays on the coast attracting people from all over the world. Even before the rise of the Shabab, Kenya was a target for terrorist attacks by Al Qaeda, like the 1998 bombing of the American Embassy in Nairobi and coordinated attacks on an Israeli-owned hotel in Mombasa and an Israeli airliner in 2002. But Kenya has found itself ever more enmeshed in the bloody volatility of Somalia since October 2011, when Kenyan military forces invaded Somalia to help fight the Shabab. The Kenyan authorities blame the militant Islamist group for a grenade and gunfire attack on two churches last year that killed 15 people. Gen. Abbas Guled, secretary general of the Kenyan Red Cross, said in a phone interview on Saturday that 30 people had been killed and more than 60 wounded. The police had not yet confirmed any fatalities. Local media reported that one wounded suspect had been detained at a hospital on Saturday evening. The State Department said it had reports that several Americans were among the wounded, although it declined to elaborate, citing privacy reasons. "We condemn this senseless act of violence that has resulted in death and injury for many innocent men, women, and children," said a department spokeswoman, Marie Harf. Stephen Opiyo, 25, who was working at a supermarket there, said: "We heard gunshots and started running, trying to find an escape route. I saw many people who had suffered gunshot injuries, and some have been taken away to hospital." Witnesses described attackers using AK-47 rifles and throwing grenades. Photographs from the scene showed a woman's bloody body being lifted out of a car, the glass of the window shattered. Vivian Atieno, 26, who works on the first floor of the mall, described "intense shooting," starting around 11 a.m., before she escaped through a fire exit. Haron Mwachia, 20, a cleaner at the mall, said he escaped by climbing over a wall. "I heard several gunshots and managed to run away," he said. "It was a horrible experience to me, and I was extremely afraid," he said. "I've never seen anything like it." Military helicopters hovered overhead as the police kept bystanders away from the scene. The police said they had surrounded the mall, and officers were seen clearing the shops one by one. "Our officers are on the ground carrying out an evacuation of those inside as they search for the attackers, who are said to be inside," Inspector General David Kimaiyo of the Kenyan police told Agence France-Presse. Agence France-Presse reported that the gunmen had taken at least seven hostages, citing police officers and security guards at the scene. The Red Cross reported around 5 p.m. on its Twitter account that the hostages were being released. Benson Kibue, the Nairobi police chief, told The Associated Press that it was a terrorist attack and that there were probably no more than 10 gunmen involved. According to a report in the wall street journal, the eight hand-launched raven drones will form part of key military assistance from the pentagon whose goal is to improve the tactical effectiveness of the Kenyan troops in the fight against terror. Its been almost two weeks since terrorists attacked the west gate shopping mall in westlands in what was perhaps a retaliation for Kenya's incursion into Somalia according to the alshabaab who claimed responsibility for that attack. This just the latest in aseries of attacks on civilians since kenya went into war with the militants. And in a few days time it will be exactly two years since the Kenyan soldiers rolled into the Country in what was described then as an act of self defence. Nairobi Mall Shooting NAIROBI, Kenya -- The Kenyan military remained in a tense standoff with Islamic extremists Sunday, as the toll rose to 59 dead, including children, and 175 wounded in the attack at an upscale mall, a Kenyan minister said. Multiple barrages of gunfire erupted Sunday morning from inside the building where hostages are being held by militants. The radicals attacked the mall Saturday and remained inside throughout the night. Kenya's Red Cross said in a statement citing police that 49 people had been reported missing. Officials did not make an explicit link but that number could form the basis of the number of people held hostage. "The priority is to save as many lives as possible," Joseph Lenku said, reassuring the families of the hostages in the upscale Westgate mall. Kenyan forces have already rescued about 1,000 people, he said. Ten to 15 attackers remain in the mall and Kenyan forces control the security cameras inside the shopping center, Lenku said. Combined military and police forces surrounded the mall in the Westlands neighborhood of Nairobi, which is frequented by foreigners and wealthy Kenyans. An Associated Press photographer saw Kenyan soldiers carry into the mall a rocket-propelled grenade, an extremely heavy weapon for an indoor hostage situation. Former Kenyan Prime Minister Raila Odinga told reporters at the mall that he has been told officials couldn't determine the exact number of hostages inside the mall. "There are quite a number of people still being held hostage on the third floor and the basement area where the terrorists are still in charge," Odinga said. Somalia's al-Qaida-linked rebel group, al-Shabab, claimed responsibility for the attack in which they used grenades and assault rifles and specifically targeted non-Muslims. The rebels said the attack was retribution for Kenyan forces' 2011 push into Somalia and threatened more attacks. Kenyans and foreigners were among those confirmed dead, including British, French, Canadians and Chinese. Britain's Foreign Office said at least three U.K. nationals were killed in the attack and warned that the number of U.K. nationals confirmed as killed is "likely to rise as further information becomes available." A 38-year-old Chinese woman was killed in the shopping mall "terror attack," the Chinese Embassy in Kenya said in a statement Sunday. Her son was injured in the attack and in a stable condition in hospital, according to the statement posted on the embassy's website. Nineteen people, including at least four children, died after being admitted to Nairobi's MP Shah hospital, said Manoj Shah, the hospital's chairman. "We have at least two critical patients currently, one with bullets lodged near the spine," he said. The hospital continued to receive patients Sunday, he said. Ghanain poet Kofi Awoonor died after being injured in the attack, Ghana's presidential office confirmed. Kenya's presidential office said that one of the attackers was arrested on Saturday and died after suffering from bullet wounds. Trucks brought in a fresh contingent of soldiers from the Kenya Defense Forces early Sunday. "Violent extremists continue to occupy Westgate Mall. Security services are there in full force," said the United States embassy in an emergency text message issued Sunday morning. Britain's Foreign Office said that Foreign Secretary William Hague has chaired a meeting of Britain's crisis committee and sent a rapid deployment team from London to Nairobi to provide extra consular support. The United Nations Security Council condemned the attacks and "expressed their solidarity with the people and Government of Kenya" in a statement. There was some good news on Sunday, as Kenyan media reported that several people in hiding in the mall escaped to safety, suggesting that not everyone who is still inside is being held by al-Shabab. Cecile Ndwiga said she had been hiding under a car in the basement parking garage. "I called my husband to ask the soldiers to come and rescue me. Because I couldn't just walk out anyhow. The shootout was all over here - left, right_ just gun shots," she said.

As well as British, French, Chinese, Ghanaian and Canadian citizens have also been confirmed dead. And Kenyan president Mr Kenyatta revealed in a speech on Sunday that his own nephew and his nephew's fiancée had been killed in the attack. Of this responsible, Mr Kenyatta said: "They shall not get away with their despicable and beastly acts. "We will punish the masterminds swiftly and indeed very painfully." There is now a stand-off between the Kenyan military and police and the remaining attackers. Stand-off Al-Shabab has claimed there are at least 36 hostages, but this cannot be independently confirmed. There are also likely to be people hiding away from the attackers. The government's emergency response committee, Cobra, has met twice to discuss the attacks. David Cameron: "We have to brace ourselves for more bad news" The Foreign Office said a rapid deployment team had been sent from London to Nairobi to provide consular support, staff from Addis Ababa in neighbouring Ethiopia had also been sent to Nairobi and the UK High Commission in Nairobi had consular staff near the shopping centre site and at nearby hospitals. The Labour Party conference in Brighton held a minute's silence for the three British victims. Party leader Ed Miliband said the "terrible attack reminds us all of the continuing need for vigilance from our security services and ongoing international cooperation in the battle against terrorism". The attack began at about 12:00 local time (09:00 GMT) on Saturday, when the militants entered the Westgate centre, throwing grenades and firing automatic weapons. A children's day was being held at the time - children are among those reported killed. Witnesses report seeing many bodies strewn round tables of unfinished fast food - with pop music left playing in the background. Some witnesses said the militants told Muslims to leave and said non-Muslims would be targeted. Somali rebel group Al-Shabaab has claimed responsibility for Sunday night's deadly attack near a top Kenyan tourist resort. Gunmen swept into the coastal town of Mpeketoni, near Lamu and killed at least 48 people. Al-Shabaab says the attack was revenge for the, what they say is the 'brutal oppression of Muslims in Kenya' and for Kenya's military incursion in Somalia. It's warned tourists and foreigners to stay away declaring Kenya a war zone.
The Kenyan military has launched air strikes against what it says are militant targets in Somalia. It says the raids are in retaliation for the Westgate terror attack, for which Al Shabaab has claimed responsibility. The military says hundreds of militants may have been killed in a camp where its believed they are trained.Robert Nagila reports.
Terrorist behind Kenyan shopping mall massacre killed in US drone strike The US said today it had killed the leader of al-Shabaab, the Somali terrorist group responsible for massacring dozens in a Kenyan shopping last year. The White House called the death of Ahmed Godane "a major symbolic and operational loss" for al-Qaeda's largest and deadliest affiliate in Africa. US drones struck inside of Somalia on Monday in an effort to kill Godane but American intelligence was not able to immediately confirm whether the operation was a success. That confirmation came Friday in a statement from the Pentagon. "We have confirmed that Ahmed Godane, the co-founder of al-Shabaab, has been killed. The US military undertook operations against Godane on September 1, which led to his death," a spokesman said. Godane, who was in his late thirties, took over al-Shabaab after a US strike killed his predecessor in 2008. The well-educated Somali also spoke Arabic and was known as a charismatic orator and a lover of poetry. After becoming the group's emir, an Islamic term for ruler, Godane made a formal pledge of allegiance to al-Qaeda and his group became one of the terror network's most violent offshoots. There been tensions within the group since Godane took the helm and he has no heir apparent, meaning his death may lead to organisation chaos for the terror organisation. Al-Shabaab has caused terror throughout the Horn of Africa, fighting constantly against the Ethiopian military and getting involved in piracy. Its most high-profile attack came last year against the Westgate Mall in Nairobi, where gunmen killed more than 60 people over four days of chaos, including four Britons. Al-Shabaab said the attack in Kenya was revenge for the Kenyan military joining an offensive in Ethiopia against Islamist forces. The US has maintained a policy of drone strikes in Somalia since the Bush administration but the attack against a convoy carrying Godane was the most aggressive attack for months. The vehicles were heading toward the coastal town of Barawe, al-Shabaab's main base, when they were struck. Two vehicles were destroyed including one carrying Godane. Inside Somalia, Tabda, Kenyan troops pursuing the Al Shabaab ragtag militia had their first reported face - to - face combat with the terror gang, in a fierce fire fight that left 9 insurgents dead and 2 Kenyan soldiers wounded. As operation 'Linda Nchi' entered its 12th day, military spokesperson major Emmanuel Chirchir said the two injured Kenyan soldiers had been airlifted to Nairobi for treatment. But, as the battle in Tabda raged on, foreign affairs assistant minister Richard Onyonka told journalists this evening that the Kenya Government was able and willing to negotiate with the Al Shabaab, but quickly threw in a caveat...that the terror gang had to first renounce violence. Somalia's al-Shabab, which has carried out the deadly attack on a shopping centre in neighbouring Kenya, is linked with al-Qaeda. It has been pushed out of all of the main towns it once controlled in southern and central parts of Somalia, but still remains a potent threat. Who are al-Shabab? Al-Shabab means The Youth in Arabic. It emerged as the radical youth wing of Somalia's now-defunct Union of Islamic Courts in 2006, as it fought Ethiopian forces who had entered Somalia to back the weak interim government. There are numerous reports of foreign jihadists going to Somalia to help al-Shabab and it has formed links with al-Qaeda. It is banned as a terrorist group by both the US and the UK and is believed to have between 7,000 and 9,000 fighters. It has imposed a strict version of Sharia law in areas under its control, including stoning to death women accused of adultery and amputating the hands of thieves. Although it has lost control of the towns and cities, its writ still runs in many rural areas. It was forced out of the capital, Mogadishu, in August 2011 and left the vital port of Kismayo in September 2012. Kismayo had been a key asset for the militants, allowing supplies to reach areas under their control and providing taxes for their operations.

Police say they have averted a major terrorist attack by arresting ten Al Shabaab suspects among them two female suicide bombers. Inspector general of police David Kimaiyo says the suspects sneaked into the country last month and were planning terror strikes in revenge for Kenya’s involvement in a military campaign to drive the militants out of Somalia. The local people are mainly Maasai, but people from other parts of the country have settled there attracted by the successful tourist-driven economy and intensive agriculture along the system of swamps that makes this low-rainfall area (average 350 mm (14 in)) one of the best wildlife-viewing experiences in the world with 400 species of birds including water birds, pelicans, kingfishers, crakes, hammerkops and 47 types of raptor. The park protects two of the five main swamps, and includes a dried-up Pleistocene lake and semi-arid vegetation. 240 kilometers (150 miles) southeast from the capital city Nairobi, Amboseli National Park is the second most popular national park in Kenya after Maasai Mara National Reserve. History ================ In 1883, Joseph Thompson was the first European to penetrate the feared Maasai region known as Empusel (meaning 'salty, dusty place' in Maa). He, too, was astonished by the fantastic array of wildlife and the contrast between the arid areas of the dry-lake bed and the oasis of the swamps, a contrast that persists today. Amboseli was set aside as the 'Southern Reserve' for Maasai in 1906 but returned to local control as a Game Reserve in 1948. Gazetted a National Park in 1974 to protect the core this unique ecosystem, it was declared a UNESCO Man and the Biosphere Reserve in 1991. The park earned $3.5 m (€2.9 m) in 2005. On 29 September 2005, Kenyan President Mwai Kibaki declared that control of the park should pass from the Kenya Wildlife Service to the Olkejuado County Council and the Maasai tribe. Some observers saw this as a political favour in advance of a vote on a new Kenyan constitution: legal challenges are currently in court. The degazetting would divert park admission fees directly to the County Council with shared benefits to the Maasai immediately surrounding the park. Fauna ========== The park is famous for being the best place in Africa to get close to free-ranging elephants.[3] Other attractions of the park include opportunities to meet Maasai and visit a Maasai village. The park also offers spectacular views of Mount Kilimanjaro, the highest free-standing mountain in the world. Amboseli offers some of the best opportunities to see African animals because its vegetation is sparse due to the long dry months. Amboseli National Park is home to wild animals, which include the African elephant, cape buffalo, impala, lion, cheetah, hyena, giraffe, zebra, and wildebeest among other African animals. There is also a host of Kenyan birds, both large and small, to see if you keep your eyes open and stop at every sighting. The park has several rules to protect the wildlife: do not get out of your vehicle, except at designated spots; do not harass the animals in any way; keep to the tracks; no off-road driving; and animals always have the right of way. The roads in Amboseli have a loose surface of volcanic soil that is dusty in the dry season and impassable in the wet season.

Days after Islamists killed 148 people at Garissa University College, Kenya's president held out an olive branch to Muslims and urged them to join Nairobi in the struggle against militant Islam by informing on sympathizers. But as Uhuru Kenyatta launches a battle for Muslim hearts and minds, his security forces must first reckon with the deep mistrust among ethnic Somali Muslims in the country's northeast regions bordering Somalia. Kenyatta also faces an uphill task in reforming the violent ways of troops on the ground. A day before the president spoke, a Reuters reporter saw a soldier in Garissa lashing at a crowd of Muslim women with a long stick. "We live in fear," said Barey Bare, one of a dozen veiled Somali-Kenyan women targeted by the soldier. "The military are a threat and al-Shabab are a threat. We are in between." Without the cooperation of local people like Bare, experts say, Kenya will struggle to glean vital, on-the-ground intelligence to stop crude but lethal assaults by Somalia's al-Shabab militants. Winning favor with Muslim communities near Somalia has been made more urgent by al-Shabab's switch in tactics to target Kenya's frontier regions near the porous 700-kilometer border. Al-Shabab has killed more than 400 people in two years, including 67 during an assault on Nairobi's Westgate mall in 2013. "Kenyans can't afford to build a wall with Somalia, so intelligence from local sources is the best approach," a Western diplomat said. "But people in villages won't inform if Kenyan soldiers steal or hit women." Brutality by troops disputed Kenyan Defense Forces spokesman David Obonyo denied the troops had a track record of brutality against Muslims, who make up about 10 percent of Kenya's 44 million people. "I don't see why we would harm our own citizens in Kenya. We are there to protect them," he said. Analysts and diplomats say Kenya's top brass are now aware that heavy-handed security tactics can cripple intelligence gathering. Mass security sweeps also breed radicalization and help al-Shabab portray itself as the protector of Muslims in Kenya, Muslim groups say. "In the upper echelons, especially in the intelligence department, there are constant warnings to police that these mass arrests are counterproductive," said Rashid Abdi, a Horn of Africa security analyst. Though the group has lost swaths of territory and key sources of income in its native Somalia, it can still strike at soft targets in Kenya by using a handful of fighters with AK-47 rifles and grenades. Local knowledge also helps. One of the four fighters who stormed the Garissa college was an ethnic Somali whose father was a Kenyan government official, intensifying fears about homegrown jihadis. Five other Kenyans have been arrested since. "Radicalization has grown and become a national problem rather than a regional problem," said Ali Roba, the governor of Mandera, a region also targeted by militants. Urging Muslims to do more to root out jihadi sympathizers within their community, Kenyatta said the attacks by the Somali militants threaten economic progress in their heartlands. "I urge all my brothers and sisters in the affected regions, and across the country, to not allow those who hide and abet the terrorists to compromise and even destroy the development that is fast growing in your area," said Kenyatta, who replaced his intelligence and police chief following attacks. Joseph Nkaissery, appointed interior minister in December, has impressed diplomats with his desire to use more modern methods to counter radicalization. Suspicion of security services But to get Muslims on board, especially the 2.4 million ethnic Somalis living in Kenya, the authorities will have to address their deep suspicion of the security services. Many say they carry extra "shakedown" cash for bribes. "Their interest is just money. You can't go to the government to complain. Nothing will happen," said Saddam Hassan, 23, who had to pay a 20,000-shilling ($216) bribe to be freed after four days in custody last April. Diplomats say coming months could be key to see if the new leadership wholeheartedly embraces a new strategy or reverts to bad old ways.

Kenya has urged the United Nations to remove a camp housing more than half a million Somali refugees within three months, as part of a response to the recent killing of 148 people by Somali gunmen at a Kenyan university. Kenya has in the past accused fighters of hiding out in Dadaab camp which it now wants the UN refugee agency UNHCR to move across the border to inside Somalia. "We have asked the UNHCR to relocate the refugees in three months, failure to which we shall relocate them ourselves," Deputy President William Ruto said in a statement on Saturday. "The way America changed after 9/11 is the way Kenya will change after Garissa," he said, referring to the university that was attacked on April 2. Emmanuel Nyabera, spokesman for the UNHCR in Kenya, said they were yet to receive formal communication from the government on the relocation of Dadaab and could not comment. The complex of camps hosts more than 600,000 Somali refugees, according to Ruto, in a remote, dry corner in northeast Kenya, about an hour's drive from Garissa town. 'Tall order' The camp was first established in 1991 when civil war broke out in neighbouring Somalia, and over subsequent years has received waves of refugees fleeing conflict and drought. The United Nations puts the number of registered refugees in the chronically overcrowded settlements of permanent structures, mud shanties and tents, at around 335,000. The camp houses schools, clinics and community centres. Macharia Munene, professor of international relations at USIU-Africa, said the logistics of moving hundreds of thousands of refugees across the border would be "a tall order". But he said there were now safe areas within Somalia from where al Shabaab armed group had been chased out by African Union forces in recent years. "Kenya is in an emergency situation... Each country has an obligation to look after its people first," he told Reuters. Funerals of the students killed in the campus attack were taking place across the country. Pictures of their grieving families dominated the media, reminding Kenyans of the attack. Border wall Ruto said Kenya had started building a 700-km (440-mile) wall along the entire length of the border with Somalia to keep out members of al-Shabab. "We must secure this country at whatever cost, even if we lose business with Somalia, so be it," he said. On Tuesday, Kenya closed 13 informal money remittance firms, hawalas, to cut off funding to suspected fighters. Ruto said any business that collaborated with al-Shabab would be shut down. Al-Shabab has killed more than 400 people on Kenyan soil in the last two years, including 67 during a siege at Nairobi's Westgate mall in 2013, damaging tourism and inward investment. On Monday, the Kenyan air force launched air strikes against al Shabab targets in Somalia, a country where it has been militarily engaged against the armed group for several years.
