The health condition of
Chinese Communist Party (
CCP)
leaders, as well as their distribution of power, had always been top secret.
However, in an interview with
U.S. Cable News Network
(
CNN),
Tung Chee-hwa, the former
Hong Kong Chief Executive,
actively mentioned the reasons why
Xi Jinping went missing
for two weeks.
Tung also said after the
18th National People's Congress (
NPC)
meeting,
Hu Jintao will remain Chairman of the
Central Military Commission.
Outsiders speculate Tung may have been assigned to reveal
the information with the purpose to cover up internal conflicts,
and convey a message to outside that the CCP will have
a smooth transition in the 18th NPC.
Xi Jinping, future leader in
China, mysteriously disappeared
for two weeks and rumors abound.
When Tung Chee-hwa, the former Hong Kong Chief Executive,
was interviewed by CNN, he disclosed the secret unintentionally.
During the interview, the female anchor asked about attention
Xi Jinping's disappearance received by the outside world,
and Tung Chee-hwa surely responded that Xi hurt his back
while swimming, but has recovered and is back to work.
Even more unexpectedly, when the female anchor asked
if Hu Jintao will remain the military leader after the succession of Xi Jinping,
Mr.
Tung Chee Hwa said frankly he did not have information available, but "based on past experience,
he (Hu Jintao) will remain in this position for some time."
This is the first time that a national leader disclosed that
after the
CCP General Secretary Hu Jintao resigns,
he will follow the example of
Jiang Zemin
to master military power.
Hong Kong's
Apple Daily also revealed that the relationship
between Mr. Tung and Xi Jinping is profound.
At the early stage of Hong Kong's return, Xi Jinping
and Tung had close communications.
In early
2012, when Xi Jinping visited the
United States,
Tung accompanied him.
In
March 2012, in the 'Pig and
Wolf Fight' during
the Hong Kong Chief Executive election,
Tang Yingnian,
supported by the Jiang faction, lost ground
and
Leung Chun-ying won.
It was reported that this was closely related to
Tung
Chee-hwa's strong support and Xi Jinping's decision.

Zhang Jian, Chairman of the China
Democratic Committee]:
"At this time, Tung Chee-hwa released these messages,
which is telling the world as well as internal
workers that Xi Jinping's position is very solid.
Hu Jintao will follow a CCP policy in the past to 'help Xi Jinping
take office,' and supervise Xi for a certain period."
As an independent commentator, Zhang Jian believes that
Mr Tung Chee Hwa was releasing a message to the outside world:
China is stable, and the
Communist Youth League faction
can still control the situation.
However, commentator Lan Shu has a different interpretation.
[Commentator Lan Shu]: "The personnel arrangement
in the CCP's 18th NPC has not been decided fully. There are still possible changes.
In addition, Tung is actually intentionally covering up the core
issue which truly affects the 18th NPC arrangements, that is, how to deal with
Bo Xilai."
Lan Shu said that if Bo Xilai's case involves the interests of
different factions, without solving Bo's case,
the personnel arrangements of the 18th NPC cannot be finalized.
Lan Shu pointed out that people like Mr Tung Chee Hwa
will not ordinarily make comments at sensitive times.
So, Tung is attempting to cover up the CCP's infighting,
and give us an illusion that the power transition is smooth.
Hong Kong political commentator Lin
Heli also said that
Tung Chee-hwa has reliable sources in
Beijing,
and his disclosure of high-level CCP inside news
to foreign media was ordered."
But if Hu really will remain commander-in-chief,
there are "still variables."
Prior to this, overseas media said
President Hu Jintao
will resign from all positions, and hand over power as chairman of the Central Military Commission.
Zhang pointed out that the CCP leaders always fiercely fight
for power, and nobody actively gives up power.
It is the same for Hu Jintao and Xi Jinping.
Deutsche Presse Agentur (
DPA) obtained information from a circle of
Chinese reporters
that the 18th NPC will be held on
October 18 or 19 in Beijing.
[Zhang Jian]: "The 18th NPC will take place as usual.
They will still claim it to be a success as usual.
But for
Chinese people, it is a waste of money,
and adds a stain to the history of China."
Zhang believes that from Bo Xilai's case,
to the
Diaoyu Islands (
Senkaku Islands) dispute,
and the
U.S. ambassador's car smashing, it shows that
infighting still exists within the CCP factions.
Zhang said China lacks an authority figure, which makes
the 18th NPC face unprecedented difficulties.
As long as this system exists, it is a scourge of China;
China can only have hope after the CCP system is destroyed.
