In order for the president to make a nuclear deal with Iran, it is not bound to be ratified by two-thirds of the Senate, former New York Gov. George Pataki said at the 2015 Alfred K. Whitehead Legislative Conference and Presidential Forum in Washington, D.C., on Tuesday. CNSNews.com asked Pataki, “For President Obama to make a nuclear deal with Iran that is binding on the next president and Congress, must it be ratified by two-thirds of the Senate?” “Well if it’s not a treaty, then it is simply an agreement among the executives and the next executive,” said Pataki. “I don’t believe it is necessarily bound by that, and I think that’s what the essence of what Congress was trying to say.” Sen. Tom Cotton (R-Ark.) and 46 of his Republican colleagues in the Senate released a letter to leaders of Iran “about the ongoing nuclear negotiations between their country and the United States.” “It has come to our attention while observing your nuclear negotiations with our government that you may not fully understand our constitutional system,” the letter stated. “Thus, we are writing to bring to your attention two features of our Constitution—the power to make binding international agreements and the different character of federal offices—which you should seriously consider as negotiations progress.” “First, under our Constitution, while the president negotiates international agreements, Congress plays the significant role of ratifying them. In the case of a treaty, the Senate must ratify it by a two-thirds vote. A so-called congressional-executive agreement requires a majority vote in both the House and the Senate (which, because of procedural rules, effectively means a three-fifths vote in the Senate). Anything not approved by Congress is a mere executive agreement,” states the letter. “Second, the offices of our Constitution have different characteristics. For example, the president may serve only two 4-year terms, whereas senators may serve an unlimited number of 6-year terms. As applied today, for instance, President Obama will leave office in January 2017, while most of us will remain in office well beyond then—perhaps decades,” the letter states. “What these two constitutional provisions mean is that we will consider any agreement regarding your nuclear-weapons program that is not approved by the Congress as nothing more than an executive agreement between President Obama and Ayatollah Khamenei,” states the letter. “The next president could revoke such an executive agreement with the stroke of a pen and future Congresses could modify the terms of the agreement at any time.” Senator Tom Cotton: Cotton and 46 Fellow Senators to Send Open Letter to the Leaders of the Islamic Republic of Iran http://www.cotton.senate.gov/content/cotton-and-46-fellow-senators-send-open-letter-leaders-islamic-republic-iran CNS News: Former NY Gov: Nuclear Deal ‘Not Bound’ to Ratification by Two-Thirds of Senate http://cnsnews.com/news/article/ali-meyer/former-ny-gov-nuclear-deal-not-bound-ratification-two-thirds-senate

Newsday 2015-04-02George Elmer Pataki (/pəˈtɑːki/; born June 24, 1945) is an American politician who was the 53rd Governor of New York. A member of the Republican Party, Pataki served three consecutive four-year terms from January 1, 1995 until December 31, 2006.
Pataki's paternal grandfather was János (later John) Pataki (1883–1971) of Aranyos-Apáti, Hungary, who came to the United States in 1908 and worked in a hat factory. János had married Erzsébet (later Elizabeth; 1887 – 1975) around 1904. Their son, Pataki's father, was Louis P. Pataki (1912–1996), a mailman. Pataki's maternal grandfather was Matteo Laganà (born in Calabria, Italy in 1889), who married Agnes Lynch of County Louth, Ireland around 1914. Their daughter, Margaret Lagana, is Pataki's mother. He has an older brother, Louis. George Pataki can still speak a little Hungarian today.
Pataki married Elizabeth Rowland in 1973, and they have four children: Emily, Teddy, Allison, and Owen.
After attending Peekskill High School, he entered Yale University in 1964 on an academic scholarship, and graduated in 1967. While there he served as chairman of the Conservative Party of the Yale Political Union. He received his J.D. from Columbia Law School in 1970.
Rush Hudson Limbaugh III ( /ˈlɪmbɔː/; born January 12, 1951) is an American radio talk show host and political commentator. Since he was 16 Limbaugh has worked a series of disc jockey jobs. His talk show began in 1984 at Sacramento radio station KFBK, featuring his ongoing format of political commentary and listener calls. In 1988 Limbaugh began broadcasting his show nationally from radio station WABC in New York, New York. He currently lives in West Palm Beach, Florida, from where he broadcasts the The Rush Limbaugh Show, the highest-rated talk-radio program in the United States.
In the 1990s Limbaugh's books The Way Things Ought to Be (1992) and See, I Told You So (1993) made The New York Times Best Seller list. Limbaugh frequently criticizes, in his books and on his show, what he regards as liberal policies and politicians, as well as what he perceives as a pervasive liberal bias in major U.S. media.
Rush Hudson Limbaugh III was born in Cape Girardeau, Missouri, the son of Mildred Carolyn "Millie" (née Armstrong) and Rush Hudson Limbaugh, Jr. His father was a lawyer and a U.S. fighter pilot who served in the China Burma India Theater of World War II. His mother was a native of Searcy, Arkansas. The name "Rush" was originally chosen for his grandfather to honor the maiden name of family member Edna Rush.
Howard Allan Stern (born January 12, 1954) is an American radio personality, television host, author, actor and photographer best known for his radio show which was nationally syndicated from 1986 to 2005. He gained wide recognition in the 1990s where he was labeled a "shock jock" for his outspoken and sometimes controversial style. Stern has been exclusive to Sirius XM Radio, a subscription-based satellite radio service, since 2006. The son of a former recording and radio engineer, Stern wished to pursue a career in radio at the age of five. While at Boston University he worked at the campus station WTBU before a brief stint at WNTN in Newton, Massachusetts.
He developed his on-air personality when he landed positions at WRNW in Briarcliff Manor, WCCC in Hartford and WWWW in Detroit. In 1981, he was paired with his current newscaster and co-host Robin Quivers at WWDC in Washington, D.C. Stern then moved to WNBC in New York City in 1982 to host afternoons until his firing in 1985. He re-emerged on WXRK that year, and became one of the most popular radio personalities during his 20-year tenure at the station. Stern's show is the most-fined radio program, after the Federal Communications Commission (FCC) issued fines to station licensees for allegedly indecent material that totaled $2.5 million. Stern has won Billboard's Nationally Syndicated Air Personality of the Year award eight times, and is one of the highest-paid figures in radio.
