The Pentagon identified the released detainees as Abu Wa'el Dhiab, Ali Husain Shaaban, Ahmed Adnan Ajuri, and Abdelahdi Faraj, from Syria; Mohammed Abdullah Taha Mattan, Palestinian; Adel bin Muhammad El Ouerghi, from Tunisia. A lawyer for 43-year-old Abu Wa'el Dhiab said his client was government was grateful to the South American nation for taking him. "He thinks that this is home," Cori Crider, lawyer from human rights group Reprieve, told the AP news agency. "At the moment of course his main focus is on just getting well, to get well and also of course he wants to see his wife and his kids again." Mr Dhiab had been on a hunger strike in Guantanamo in protest against his detention. Mexico’s notoriously violent drug cartels are diversifying. Besides trafficking narcotics, extorting businesses, and brutally murdering their rivals, cartels are now at work exploiting their country’s precious number one export: oil. Every day as many as 10,000 barrels of crude oil are stolen from Mexico’s state-run oil company, Pemex, through precarious illegal taps, which are prone to deadly accidents. Pemex estimates that it loses $5 billion annually in stolen oil, some of which ends up being sold over the border in US gas stations. As police fight the thieves, and the cartels fight each other, the number of victims caught in the battle for the pipelines continues to climb. In Uruguay there are no restrictions on foreign ownership of farmland which is available in abundance ; the country has about 10% less land area than the Indian states of Gujarat/Karnataka. While Gujarat/Karnataka have population over 5 crores, Uruguay has population of just 35 lakhs - 70% of the population of Ahmedabad/or half the population of Bangalore. Plenty of land area is arable with huge future potential 1 million hectares currently under cultivation; 3 million more hectare of high potential farmland available', 9 million hectares of total potential farmland only 1/9 of that is being utilized. Main crops include soy, wheat, maize(corn) and sunflower; fruits are also grown. Farming is highly mechanized like in the US/Canada and farm sizes of 1000 hectares (2500 acres) can be operated by 3 to 4 people who are subcontracted, not on the farm company payroll. 4. Uruguay has almost ideal weather/soils for farming/forestry - subtropical/temperate year-round with no extremes of climate. Lies between 30 and 35 degrees South Latitudes.for e.g. in soy, Uruguay farmland has 3X productivity compared to India at a fraction of the cost. for e.g. in eucalyptus forest plantations, tree growth rates are some of the highest in the world 30-40 m3/hectare/year. 5. Uruguay is a fresh water paradise with a dense network of rivers, streams and lakes. No irrigation pumps are necessary for farming. Agriculture is rain-fed, it rains every 4 or 5 days throughout the year and ground water bubbles up right below the surface. Moreover, the northern part of the country sits on top of the Guarani Aquifer - the world's largest single groundwater reserve. The Yale University developed 2005 Environmental Sustainability Index ranked Uruguay Number 3 out of 146 countries - a countrys high score resulting from substantial natural resource endowments, low population density, and successful management of environment and development issues. US ranked #45 and India #101. 6. Uruguay is a democracy with no racial, religious or ethnic conflict. It was recently ranked #25 on the Global Peace Index - for comparison, the U.S. ranked #97 and India #122. 7. Uruguay has first world human development indicators - a skilled workforce with 98% literacy rate, and life expectancy at birth of 76 years. Tata Consultancy Services established its Latin American footprint here and employs 700 of the local workforce in the capital Montevideo. 8. By Uruguay national law, foreign investors are treated on parity with domestic investors. The country has a Bilateral Investment Promotion and Protection Agreement with India. The U.S. Department of Commerce considers it a safe country for investors. 9. There are no restrictions on bringing capital into the country or repatriating capital/dividends (the economy is dollarized, so hedging risk is straightforward, with the local currency - Uruguayan peso being fully convertible). Corporate taxes are 25% on profits (0% for forestry) and foreign personnel can obtain work permits/residency quite easily. 10. Uruguay has good banking infrastructure and sound legal system, that respects property rights and contracts - offering investors predictability. It has well developed logistics for grain transport. It offers market access to the Mercosur trade bloc of 250 million customers and a GDP of almost $2 trillion. In summary, Uruguay is country that offers value for money in agribusiness. Its economy, similar to New Zealand in its agro-based focus, offers agribusiness opportunities for investors, while offering the investor benefits like Mauritius and strict banking secrecy/political stability of Switzerland.
The economy of India in the last few years is growing at a rate of 8% or 9%. In spite of the global crisis, in 2009 the economy of India grew at a 6%. This year is going to grow 8%. The renowned Jamaican scientist Dr. Henry Lowe, a leader in THC studies for medical purposes, is running the company with the University of West Indies and the University of Technology jointly funding the facility. In addition to studying the scientific benefits of marijuana, Dr. Lowe says the company will produce CBD-based medical products, which fall under legally accepted medicinal use of the ganja plant. Lowe says the plant extract can be used to treat psychosis and severe pain, as well as mid-life crises in men. International tourist numbers in Birmingham alone rose by 32% last year helping to swell the city's economy by £5bn. Today delegates from India, a country considered key to this success, were in the city as part of a campaign to attract even more tourists to the whole of our region. Paul Kehoe, Chief Executive of Birmingham Airport, said: “By playing host to important tourism delegations from across the globe in the coming weeks, we are opening up the region to a whole new visitor base, further increasing our international appeal. “2015 is already shaping up to be another great year for the Airport, with record passenger numbers in January adding to the launch of Icelandair’s new service between Reykjavik and Birmingham. We look forward to welcoming more visitors to the area this year than ever before.” This month also sees Birmingham host a number of Australian travel consultants to promote the region’s leisure tourism offer ahead of two major international sporting events involving Australia in 2015. In July, Edgbaston Stadium welcomes the third Ashes Test Match, while Villa Park – home of Aston Villa Football Club – stages the Rugby World Cup fixture between Australia and Uruguay in September. Birmingham will welcome 10 of Germany’s leading conference and events organisers at the end of February to highlight its business tourism credentials. In association with VisitEngland, the delegation – from eight German cities which fly directly into Birmingham Airport – will visit venues including Hilton Garden Inn, Aston Villa, Birmingham Hippodrome and Hotel du vin. The city will also have a presence at this year’s Best of Britain and Ireland (BoBI) exhibition at the NEC on 11th and 12th March, showcasing its offer to 3,000 targeted decision makers from the UK’s tourism sector. For example, they have introduced productive native species, rotation of cultivations, the preparation of compost and ecologic purification of sewage waters. They have prepared sustainability indicators, and implemented biodiversity refuges in five farm areas. The monitoring and evaluation of the indicators in the farm areas has been done by the technicians of the NGO CEUTA along with the farmers.

Uruguay is one of the few countries in Latin America that does not have dengue, but its proximity to neighbouring Brazil and Argentina where the disease is prevalent puts it at risk. However, a community approach to reducing breeding of the mosquitos that can carry dengue is starting to pay off. This is part of a seven countries' research study in Latin America using environmental and community approaches to reducing Chagas disease and dengue. It has been implemented by TDR, the Special Programme for Research and Training in Tropical Diseases, in partnership with Canada’s International Development Research Centre (IDRC) and the Pan American Health Organization. Montevideo, Uruguay (NTN24) Uruguay officials discard organ trafficking as possible motive as they investigate at least 16 killings at two Montevideo hospitals. Uruguay is setting up a centralised information system to look into at least 16 killings at two Montevideo hospitals, a health official said Tuesday (March 20). Over the weekend, Uruguay arrested two male nurses for the killings and a third female nurse for allegedly trying to cover them up. Local media reports have speculated there may be dozens more victims. Leonel Briozzo, the under-secretary at Uruguay's health ministry, said a centralised information system had been set up to look into other suspicious deaths. "An administrative investigation was decreed yesterday and it is being established today. The second part is the creation of an information unit, which has been created. It's already working. Yesterday we got together with representatives for patients at the Spanish Mutual Care hospital and the state health services to work together. But there is going to be a system of information and support at each place, because they have requested it. There is going to be a central system and coordination between them so the patients and patients' relatives who want to come directly here don't have to go to the hospitals," the health official said. Briozzo said the list of the 16 victims the men were suspected of killing was in the hands of the judge. "We still don't have the list of patients who have suffered from these criminal acts. That list is in the hands of the judge," he said. Briozzo also shot down rumours that the killings may have been carried out in order to traffic organs. "To be a candidate (to donate) for transplants in Uruguay and in the world, you have to be a patient who is brain dead, which was not the situation with any of the cases in the killings. Therefore, the hypothesis of organ trafficking is completely discarded," he said. Authorities began initial investigations last year after the family of Santa Gladys Lemos reported suspicions about her death. Lemos was a 74-year-old diabetes patient at the Maciel hospital who died a day after she was told she would get be sent home.

Uruguay's new president inaugurated Tabare Vazquez on Sunday was sworn in as the new president of Uruguay in Montevideo, capital of Uruguay, succeeding Jose Mujica. The 75-year-old cancer doctor Vazquez took the oath during a ceremony at the National Assembly Sunday. The swearing-in ceremony took place at 12:46 p.m. local time, with the attendance of presidents of several other Latin American countries, including Brazil's Dilma Rousseff, Cuba's Raul Castro, Chile's Michelle Bachelet. This is the second time that Vazquez serves as Uruguay's president. His first term was between 2005 and 2010. Mujica, whose term ran from 2010 to 2015, handed the presidential sash to Vazquez and urged Uruguayans to support the new president. After the usual protocol, Vazquez addressed an audience of thousands of people. He expressed thanks for his election victory and called for dialogue on issues such as improving public education, health and housing.

Uruguay's decision to legalise the production, sale and consumption of marijuana violates international law, the UN drugs watchdog says. The International Narcotics Control Board (INCB) warned that the move would endanger young people and "contribute to the earlier onset of addiction". The new law will allow registered Uruguayans over 18 to buy up to 40g (1.4oz) of the drug a month. The government hopes it will help tackle drug cartels. INCB chief Raymond Yans said he was "surprised" that the government in Montevideo had "knowingly decided to break the universally agreed and internationally endorsed treaty".In a statement, Mr Yans said claims the law would help reduce crime relied on "rather precarious and unsubstantiated assumptions". The INCB is an independent body of experts established by the United Nations to monitor countries' compliance with international drug treaties. After nearly 12 hours of debate on Tuesday, senators gave the government-sponsored bill their final approval, making Uruguay the first country in the world to legalise the production and sale of marijuana. Dozens of supporters of the bill proposed by the left-wing President Jose Mujica gathered outside the Congress in Montevideo to follow the vote. Presenting the bill to fellow senators, Roberto Conde said it was an unavoidable response to reality, given that the "war" against drugs had failed. "We have the duty as the state to give a specific answer to an open territory, small and non-producing," Mr Conde said, adding that Uruguay's borders were used by cartels to smuggle drugs into neighbouring countries. But many senators also spoke out against the bill, before it was passed by 16 votes to 13. Opposition lawmaker Alfredo Solari said Uruguay should not "experiment" on its people. Debate continues The project had already been approved by Uruguay's lower house in July.A Uruguayan woman on the government's plans: "This president is doing what needs to be done" The historic approval comes amid growing debate over drug legalisation in Latin America. A group of former presidents and influential social figures, including Brazil's Fernando Henrique Cardoso, Mexico's Ernesto Zedillo and Colombian ex-leader Cesar Gaviria, have called for marijuana to be legalised and regulated. But President Mujica recently asked during an interview why the former leaders only spoke out about the legalisation of marijuana after they had left office.

The undercover world of a former DEA agent, who at one point was responsible for what could be the biggest drug deal in history. $3.6 billion dollars and bringing multiple countries down for a real win on the side of the people, only to find out our own government is really not interested in winning this war or any war. We discuss a first-hand account of the sabotage of a DEA undercover sting operation that threatened to expose us government ties to drug financed governments of multiple countries. Like Vietnam, the Drug War is not intended to be won. B i o Michael Levine is the author of NY Times non-fiction best-seller DEEP COVER, and FIGHT BACK (How to Take Your Own Community Back From The Drug Dealers) and was also the subject of Donald Goddard's biography UNDERCOVER. He is co-author (with Laura Kavanau) of THE BIG WHITE LIE ("La Guerra Falsa") and TRIANGLE OF DEATH. Today, Mr. Levine's books continue to acquire sterling reviews and international recognition. Mr. Levine is one of the most highly decorated DEA agents in that agency's history. He was charged with design and orchestration of some of the government's most significant national and international Deep Cover and conspiracy investigations. Mr. Levine held multiple positions in the DEA, including Group Supervisor in the New York City Field Division, Special Operations Officer worldwide and Country Attaché to Argentina and Uruguay. Since 1973, Mr. Levine has taught narcotics investigative procedures throughout the United States, Canada, Australia and South America, including but not limited to lecturing for the Drug Enforcement Administration, the Federal Bureau of Investigation, New York State Police, Ontario Provincial Police College, Canadian Mounted Police, The US State Department, the NYPD, Australian Police and numerous other police agencies. In 2009 he authored the student manual "Undercover Tactics and Informant handling" for the New York State Department of Criminal Justice Services. In 2011, he authored a translated version of this manual for the U.S. State Department. In addition, Mr. Levine is currently working for the U.S. State Department, lecturing the Brazilian Federal Police on Undercover Tactics and Informant Handling. Since 1990, Mr. Levine has worked as a trial consultant and expert witness. He has reviewed and commented upon in excess of 300 full case files, relating to both civil and criminal matters. His areas of expertise include Covert Operations, International Narcotics Trafficking, Informant Handling, Police Use-of-Force, Blind Mule Defense and more. Mr. Levine's work involves lengthy reviews of the investigative and law enforcement practices of many agencies, including but not limited to: FBI, DEA, Customs, Homeland Security, Bureau of Alcohol, Tobacco and Firearms, Immigration and Customs Enforcement and more than 30 local, state and city police agencies throughout the U.S. Mr. Levine has served as a media law enforcement consultant for top national TV and radio shows including 60 Minutes, McNeil Lehrer News Hour and Frontline. Mr. Levine has also been retained as a technical consultant for multiple television series, and has appeared as an expert on various law enforcement related topics for numerous local television shows around the country. He has made guest appearances on hundreds of local and national radio shows around the country. The United Nations' drug conventions were recently discussed in Vienna by the Commission on Drugs and Crime. The results of this convention make it clear that, with regards to international laws regarding cannabis, the United Nations commission on drugs and crime is way behind despite a world-wide shift forwards. Even before the meeting, the International Narcotics Control Board, INCB, which oversees the implementation of the U.N. drug conventions, warned member states for being too progressive, like Uruguay and the United States, where already four states have regulated the recreational use of cannabis. UN Secretary General Mr. Ban Ki Moon has urged Member States to debate all options at UNGASS 2016. After witnessing the events in Vienna however, an open debate will clearly never happen! Uruguay is struggling to roll out the commercial production and sale of marijuana and its ground-breaking experiment could be dropped or watered down if an opposition candidate wins this month's presidential election. The South American country is the world's first to permit the cultivation, distribution and use of marijuana, aiming to wrest control of the trade from drug gangs while at the same regulating and even taxing its consumption. Except for the recent union of Timoteo Domínguez Island and Argentina's Martín García Island, Uruguay's only land border is with Rio Grande do Sul, Brazil, to the north. To the west lies the Uruguay River and the estuary of the Río de la Plata to the southwest. To the southeast lies the southern part of the Atlantic Ocean. With an area of approximately 176,000 square kilometres (68,000 sq mi), Uruguay is the second-smallest nation in South America by area, after Suriname.
Colonia del Sacramento, one of the oldest European settlements in the country, was founded by the Portuguese in 1680. Montevideo was founded by the Spanish in the early 18th century as a military stronghold. Uruguay won its independence in 1811–28 following a three-way struggle between the claims of Spain, Argentina and Brazil. It is a constitutional democracy, with a president who is both the head of state and the head of government.
