Madagascar's political instability over the last two years has severely damaged the country's once flourishing tourism industry, which is a main economic source for the tropical island off the southeastern coast of Africa. Many tourists and foreign investors were scared off by the 2009 coup in which Andry Rajoelina, the opposition leader, dissolved the government and declared himself a transitional president of the country. But Rajoelina also faced a coup attempt that ended last Saturday after the military stormed the revolters' barracks, which has further undermined Madagsacar's image abroad. It came shortly before voters on Monday overwhelmingly backed a new constitution that allows the current president to run for office. Madagascar's former president has filed a legal challenge to his successor's choice of prime minister, creating new political uncertainty in the Indian Ocean island as it struggles to rebuild its economy. President Hery Rajaonarimampianina named air force commander and businessman Jean Ravelonarivo as prime minister this week, handing him the task of dealing with mounting complaints about blackouts and other problems that led his predecessor to quit. But the appointment was contested on Friday by Andry Rajoelina, a former coup leader who seized the presidency in 2009 but left office after a 2013 election and now leads the biggest party in parliament. The peaceful vote in 2013 has helped restore aid but the economy is still on its knees and the government cannot afford fuel for power stations. But there is another disease that can cause as much attention and fear – plague. Plague is caused by bacteria found on small animals and the flea insects that bite them. People infected with plague usually develop flu-like sickness three to seven days after infection. Recently, the World Health Organization reported on cases of plague, some of them deadly, in Madagascar. Just the word plague calls up images of the Black Death, an epidemic disease outbreak hundreds of years ago. Plague spread quickly in 14th century Europe killing tens of millions of people. The World Health Organization is working with health officials in Madagascar to contain the current outbreak. Plague reappears in the country most years. However, the WHO’s Christian Lindmeier says the number of cases now appears to be higher than in recent years. He says the disease could spread quickly in Antananarivo, the capital, because of its high population and weak health care system. Another problem is that the insects spreading the disease are becoming resistant to the chemicals used to kill them. Untreated infections can lead to a kind of plague passed from person to person. That makes the spread much more difficult to contain. Christian Lindmeier says insecticides and antibiotics are being made available in those areas. Plague can be successfully treated with antibiotic drugs if caught early.

An outbreak of plague in Madagascar has killed 40 people and infected almost 80 others, the World Health OrgThe WHO warned of the danger of a "rapid spread" of the disease in the capital, Antananarivo. The situation is worsened by high levels of resistance among fleas to a leading insecticide, the WHO added. Humans usually develop the bubonic form of the plague after being bitten by an infected flea carried by rodents. If diagnosed early, bubonic plague can be treated with antibiotics. 2% of the cases in Madagascar are the more dangerous pneumonic form of the disease, which can be spread person-to-person by coughing. The first known case in the outbreak was a man in Soamahatamana village in the district of Tsiroanomandidy, about 200km west of Antananarivo, at the end of August. There have been two confirmed cases in the capital, including one death. "There is now a risk of a rapid spread of the disease due to the city's high population density and the weakness of the healthcare system," the WHO said. A task force has been activated to manage the outbreak. Last year health experts warned that the island was facing a plague epidemic unless it slowed the spread of the disease. In the hub of Madagascar, one of the world's poorest countries, prostitution is seen as an unavoidable means of survival. "My daughter was at school, I had no money and no job so she decided to become a prostitute. I finally decided not to stop her," says one mother, who like many others are now forced into prostituting their own children. With daily flights from Europe bringing sex tourists to Madagascar's chaotic capital, some as young as eleven are selling their bodies. Authorities claim to be tackling the problem but it's the local residents - mainly children themselves - who are trying to find solutions to this adult scourge. "If it happens, we warn the police that we have seen foreigners with underage girls and they then alert local tourism officials." Jeannoda Randimbiarison, a social worker for UNICEF, says the authorities lack the will to do what is necessary. "If the law is not enforced in Madagascar it will all continue. Je comprends et compati de tout mon coeur avec leur colère et leur indignation. Mais ces chastes personnes doivent comprendre qu'au moment où je tournais ce clip, le prix des prostituées à Madagascar était vraiment de deux euros. Ce n'est que par la suite, dû à l'inflation des prix après la révolution malgache, que les prostituées furent obligés elles aussi de monter le prix d'un service sexuel. The brutal killing of two French men in Nosy Be, an island off the northwestern tip of Madagascar, has raised fears that the attack may dent the country's tourism. Nosy Be is famed for its calm turquoise waters and white, sandy beaches, and it is one of the island's leading tourism hubs. But as CCTV's Jiitu Abraham now reports, calm has returned to the island and tourists are still having fun in the area.

The Asian common toad was first seen on the island in March, and there have been several sightings since. In a letter to the journal Nature, researchers warn that the arrival of the amphibian could cause "an ecological disaster" and wreak havoc on the country's unique fauna. They say that urgent action is needed to remove the toads before they spread. The fear is that the poisonous amphibians could poison local wildlife and carry diseases, such as the deadly chytrid fungus that has killed amphibians around the world. One of the authors, Jonathan Kolby, of James Cook University in Queensland, Australia, said: "It's worrying because Madagascar has amazing endemic biodiversity plants, animals and amphibians that are found nowhere else. "And this one species has the propensity to damage that." The amphibians were first seen in Toamasina, the main port of Madagascar. It is thought that they arrived in shipping containers from their native home in South East Asia. "They are a very hardy and adaptable species," said Mr Kolby. "They can handle a long ride on the ocean in a container, and then hop out wherever they end end up. And this is most likely how they got there." The fear is that the warty brown creatures could repeat the damage that their relative, the cane toad, caused in Australia. Cane toads, native to Central and South America, were introduced to Australia in the 1930s, initially to control pests, but they are now widespread and number in their millions. They produce toxins that are deadly to the local birds, mammals and reptiles that prey on them and they have had a dramatic impact on the country's wildlife. It is hard to imagine an area of policy more future-orientated than environmental policy. Whether deciding the destiny of forests, nature reserves, protecting species, or seeking to arrest climate change, the policies we set now are shaping the world for generations to come. At the heart of much of our policy-making is a concern for how to value the needs and aspirations of our descendants. This future-orientation has been built into the concepts of 'environment' and 'sustainability'. The short history of these terms only stretches back a few decades. However, we do find that most environmental problems of today were already known about in the 1940s and 50s. Looking back to see how the past thought we might value things in their future back then is a lesson for our assumptions about what the future will truly value. But this isn't just a case of history repeating itself. The 'nature' we value is itself historical, the product of the interaction of humans and their environment over millennia. Species and landscapes we value and want to preserve are there because of what our ancestors did and the way past societies lived. The choices we make about conserving nature are choices about valuing the environments that our ancestors created; if we fail to understand this, we will not be able to devise conservation policies that work. Climate Summit Weather Of The Future

Ahead of World Environment Day, celebrated on 5 June, the International Fund for Agricultural Development (IFAD) says that financing climate change adaptation for smallholder farmers in the developing world is critical. These rural farmers provide up to 80 per cent of the food in developing countries, feeding more than a third of humanity. And as the global population grows so will the pressure on natural resources. Investments in these farmers can ensure that they become custodians of natural resources and of carbon emissions, says Elwyn Grainger-Jones, Director of IFAD's Environment and Climate Change Division: "Through their activities, they hold the key to a significant amount of future emissions which will depend on how they manage that land and whether the carbon is kept in the soil or if it is released from the soil through unsustainable farming practices and uncontrolled deforestation. So we can't forget these people." The developing world may rely on these farmers to grow their food, but they are the ones hit hardest by weather and environmental changes, with little ability to adapt to new conditions. They are located in some of the world's most ecologically and climatically vulnerable areas, and most of them rely on weather-dependent natural resources. For example, about 95 per cent of African agriculture depends on rainfall for its water needs. These farmers are not only affected by climate change, but their unsustainable farming practices also cause further environmental degradation. For example, seventy per cent of fisheries are in danger of collapse from overfishing. Fish-seller Rose Mensah from Benin has witnessed these changes: "Before there was a lot of money to be made in fish but now the fishermen come back with small fish or none at all." But, says IFAD, there does not have to be a trade-off between feeding people and protecting the environment. In fact, rural smallholder farmers must be recognised as part of the climate change solution. For example, on the slopes of Mt Kenya, excessive logging and unsustainable farming practices reduced forest cover by more than 5000 hectares, which affected the water flow in the rivers and caused soil erosion. But now farmers are part of a project to plant and protect trees in the water catchment areas and they have been made responsible for protecting the area's water resources. Not only is the environment healthier, but the farmers now have reliable access to water. The Project's River Basin Management Officer, Nestry Ndichu is impressed with the outcome: "You can see the vegetation cover has improved. The farmers have changed their way of farming and as well the pollution in the river has lessened and the volumes of the water in the river has improved." IFAD is also aiming to help 8 million rural people prepare for climate change impacts through its Adaptation for Smallholder Agriculture Programme (ASAP), launched in October 2012. To date about US$340 million has been pledged and committed to ASAP from the governments of the UK, Canada, Belgium, among others. It is now the largest global fund dedicated to assisting smallholder farmers to adapt to the shocks of climate change, enabling them to continue to feed the world's growing population.

Initial human settlement of Madagascar occurred from 350 BCE and 550 CE by Austronesian peoples arriving on outrigger canoes from Borneo who were later joined around 1000 CE by Bantu migrants crossing the Mozambique Channel. Other groups continued to settle on Madagascar over time, each one making lasting contributions to Malagasy cultural life. The Malagasy ethnic group is often divided into eighteen or more sub-groups of which the largest are the Merina of the central highlands.
