Speaking before the European Parliament, President of the European Commission Jose Manuel Barroso on Tuesday said that "he was puzzled" by British Conservative MEPs as they "seem to delight in the difficulties of the euro area". One important and interesting point was made by the British Conservatives today. It was in fact expressed some kind of satisfaction with the situation in the euro area. Let me tell you that it is puzzling that you seem to delight in the difficulties of the euro area and this is in stark contrast with the position taken by your leader, Prime Minister Cameron. So a good effort will be in terms of accountability to your public that you say the same thing here that you say in London..... I am also by the way very puzzled with the ease with which some of you are recommending some member states to leave the euro. This, once again is in complete contrast to the position taken by the PM of Britian, which for instance at the G8 summit said it is in his national interest that Greece stays in the euro area. "And when some of you are suggesting that the problems of the economic situation in europe now are the result of the euro area and that for instance you disapprove the big bailout programmes in the banking sector in the euro area, let me just put the facts straight. The country by far that has been spending money with the banking sector is Britain. More than any country in the EU..... The country in all the EU that has been committing taxpayers money to save the financial sector has been by far Britain. This is not a euro area problem. This is a problem of the EU as a whole."
Nigel Farage ; Furious over Palestinian State Recognition European Parliament Vote The European Parliament has passed a motion on the recognition of Palestinian statehood. As expected, its content was quite contested among parliamentarians. But for the eurosceptic UK Independence Party (UKIP), it was not so much the motion’s text that caused controversy but rather the fact that it was tabled at all. UKIP MEP James Carver called into question the legitimacy of such a vote. Nigel Farage went on to support his colleague arguing that it is “irrelevant what any of us think” on Israel and Palestine and that the motion should indeed be inadmissible as the European Commission does not have the power to recognize states. What powers does the EU have? Mr. Carver based his argument on the answer to a written question he had previously sent to the Commission regarding the recognition of Somaliland. The former British colony that is now a territory within Somalia declared independence in 1991 but has not yet been recognized by any state. Within its answer to Mr. Carver, the Commission pointed out that the EU does not have the power to recognize states as this authority remains in the hands of its member states. And while Article 47 of the Treaty on European Union (TEU) enables the EU to conclude international agreements and to join international organisations, member states have indeed not given up on various other powers, including the recognition of states. Accordingly, Mr. Carver and Mr. Farage are quite correct in asserting that neither the European Parliament not the European Commission can recognize Palestinian statehood. However, this is not what the motion actually says. It merely “supports in principle recognition of Palestinian statehood,” explicitly acknowledges that “the recognition of the State of Palestine falls in the competence of the Member States,” and “calls on the HR/VP to facilitate a common EU position.” The European Parliament’s legislative powers in external affairs are rather limited. Nonetheless, it quite regularly passes non-binding motions in order to put pressure on the member states or increase the prominence of certain issues. This practice is quite common among parliaments worldwide and recently various European ones have passed similar non-binding motions recommending their respective governments’ recognition of Palestinian statehood. This includes the British House of Commons, whose motion is not going to change the incumbent government’s position though. Our verdict The claim that the European Parliament cannot vote on unbinding motions making foreign policy recommendations to the member states is an insane whopper. But there is also good news for Mr. Carver: He might use the same mean in his advocacy for the recognition of Somaliland and table a non-binding motion himself. Whether such a motion would receive much support within the European Parliament and even within his own party is questionable though. At least Mr. Farage seems be slightly less enthusiastic about the territory’s independence: In his intervention he still refers to the former colony as “British Somaliland.” I created this video with the YouTube Video Editor (http://www.youtube.com/editor)

You've been busy trying to spend a pretty penny or two, you've been trying to rebrand the European Commission and you've come up with a slogan- A new start for Europe, I mean you couldn't invent it could you? We do it every five years. We should get our money back, I even noticed on the Berlaymont building last week a great big banner with your face on it and the rest of the Commission team. 'A new start for Europe under team Juncker'. Well I don't know about new. This commission has got five former Prime Ministers in it, its got 4 former Prime Ministers in it, its got 19 former government ministers in it, its got 7 former Commissioners in it. I don't know about some bright new fresh start for Europe, it looks a bit more like the knackers yard for failed domestic politicians. And at the top of it as President we've got you, now please don't think, don't anyone here think, that I'm questioning Mr Juncker's competence, I am not. You are certainly competent, you're a good operator and there are 240 multinationals who all managed to avoid hundreds of millions of euros in corporation tax by paying 1-2 percent tax in Luxembourg during your term there as Prime Minister who would testify that you're certainly a more competent operator than the man who went before you. But please don't give us new, you were Prime Minister of Luxembourg for 19 years, you headed up the Eurogroup, new you are not. You and this Commission frankly are as stale and musty as a corked bottle of wine. And we're being encouraged by your sidekick Mr Timmermans, who by the way today talked about the circular economy. Sir, I haven't got a clue what you are talking about but it sounds absolutely lovely. And you've told us today that you're going to adopt a minimalist approach to legislation, again rather like Mr Juncker you're rather brighter, cleverer and sharper than those that have gone before you. We're not going to get from you any more proposed bans on olive oil being poured into dishes that we dip our bread into in restaurants, and I suspect under you, you will not be updating the curvature of cucumber regulations that came in a few years ago. But minimalism is one thing, but what it fails to address is the fact that the very last time we attempted to address within the EU how big the body of law that had already been imposed on our businesses was that was in 2005 and it was 170,000 pages of active legislation. It's probably now a quarter of a million or perhaps even more than that. And I would suggest Mr Timmermans, that what we don't need is minimalism if Europe is to become competitive and to trade globally and competitively - what we need is the axe. You've actually got to start getting rid of excessive regulation, particularly upon the small and medium size enterprises who in any free market economy could not be expected to maintain the same standards for everybody and everything as the giant multinationals. But there are two areas where minimalism won't work; one, is in negotiating with the UK about immigration. Mr Juncker you have made it clear that it is non-negotiable, free movement of people is non-negotiable, the British want wholesale change. And secondly, there is Greece's membership of the Euro. When it's clear for all to see, she and everybody else would be better off without it. And I suggest, whatever your work programme is actually the next five years will be dominated by Greece in the Euro, and Britain's membership of the European Union and you will spend most of your time, I suspect, dealing with those issues. Question from floor- NF- Erm, well I'm not very sure what the question was but it's all very good of you to give me more speaking time. Thank you, as far as Luxembourg norms are concerned, look I've made it clear I'm not especially critical of Mr Juncker. I actually think tax competition and different countries doing thing their own way in a diverse Europe is a good and healthy thing. And by the way, a correction if I may, you're quite right, my flag isn't on my desk but it's never hitherto an English flag, it's been the Union Jack which is the British flag. After this, other countries cancelled a promised referendum and the EU Constitution was re-written as an "amending treaty" or a "reform treaty" and named "Treaty of Lisbon". This is why there are strict rules about who can speak and for how long. Most debates are organised on the basis of an allocation of speaking time to each political group, depending on its size, which the groups divide up between their members as they see fit. This gives rise to a list of current and upcoming speakers which is constantly updated as the debate progresses. In a typical debate, expect first to hear from the rapporteur (if the debate concerns a report from a committee), from Commission and Council representatives and from a round of representatives from all the political groups (plus a non-attached member). Subsequently, other interested members from across the House will intervene. Part of the debate speakers are selected on the "catch-the-eye" principle, whereby the President selects Members in the Chamber indicating the wish to speak. If this is the case, then the Member will have up to a minute to do a short speech. Normally the agenda sets aside five minutes for catch-the-eye, but President can choose to either shorten or extend this period. MEPs can hold up a blue card to indicate they would like to ask a question to another MEP holding a speech. The European Parliament has called in the EU's anti-fraud squad to investigate possible financial irregularities involving Marine Le Pen's far-right National Front (FN). It says the allegations relate to 20 people being paid from the EU budget as assistants to the French party's MEPs. There are doubts whether they do work directly connected to the parliament. The party leader said she would file a complaint against the parliament's president over the "false accusations". Ms Le Pen also said French Prime Minister Manuel Valls was "mobilising his socialist friends against the National Front". Mr Valls has said he fears for his country over the rise of the Front, which is leading in some French opinion polls. He warned that the FN could win the next presidential election in 2017, saying its policies were a "disaster" for France. 'Political manipulation' In a statement, the European Parliament said its president, Martin Schulz, had alerted the EU anti-fraud agency Olaf about information noted in February relating to the salaries of FN staff members. It said many of the assistants had listed their working address as the National Front's headquarters in Nanterre, in the western suburbs of Paris, while some had different job descriptions on their EU contracts compared with FN documents. It added that party paperwork also showed certain assistants did not work for the MEPs listed on their EU contracts. Ms Le Pen denounced the move as "political manipulation", according to AFP news agency. "The EU parliament's president is bringing out the big guns," she wrote on Twitter. "A complaint will be filed against him [Martin Schulz] for making false allegations," she added, although she did not say where such an action would be brought. A spokesperson for Olaf said it was assessing the information to decide whether there were sufficient grounds to launch an official investigation. The FN won France's European Parliament elections in May 2014 with 25% of the vote, taking 24 seats.

Martin SCHULZ, EP President highlighted the importance of the EU partnership with Jordan in talks with His Majesty King Abdullah II at European Parliament in Strasbourg on Tuesday 10 March 2015). During the meeting they discussed regional security challenges and threats, including terrorism and extremism, the proliferation of weapons of mass destruction, and the consequences of failing states. Martin SCHULZ, EP President expressed his sympathy to the people of Jordan for the recent barbaric killing of a Jordanian pilot by ISIL, and stressed that the terrible acts conducted by extremists underlined the need for us to work even closer together. Martin SCHULZ, EP President welcomed Jordan’s key role in promoting regional security, calling the country a force for moderation and a special strategic partner. The EU has excellent relations with Jordan based on an advanced status partnership (2010). In a difficult regional environment, Jordan continues to exert a stabilizing and moderating role while pursuing efforts to strengthen democracy and rule of law. It is the EU’s objective to support Jordan in all of these endeavors. The current agenda of EU-Jordan relations is laid out in an Action Plan under the European Neighbourhood Policy. The legal basis for the EU-Jordan relationship is the Association Agreement which entered into force on 1 May 2002. The EU aims to assist Jordan in the implementation of its home-grown reform process. Οι γυναίκες έγιναν οι «βασίλισσες» της μερικής απασχόλησης και της ανεργίας, όπως φαίνεται και από στοιχεία που περιλαμβάνει η Έκθεση. Οι γυναίκες με πλήρη απασχόληση στην Ευρώπη είναι 54%, ενώ οι άνδρες 72%. Αντίθετα, οι γυναίκες με μερική απασχόληση είναι 76%, ενώ οι άνδρες μόνο 24%. Η ανεργία των γυναικών στην Ελλάδα είναι 31%, των ανδρών 23%. Γιατί συμβαίνει αυτό; Πρώτον, γιατί η λιτότητα κατέστρεψε τις λιγοστές κρατικές παροχές φροντίδας των παιδιών, των ηλικιωμένων, της οικογένειας. Στις πλάτες των γυναικών πέφτει το βάρος να κλείσουν τις «τρύπες» του κοινωνικού κράτους. Και, δεύτερον, γιατί με τις πολιτικές «ευελιξίας», σπρώχνονται οι γυναίκες σε κακής ποιότητας θέσεις εργασίας, με μειωμένες αμοιβές και δικαιώματα. Εφαρμόζονται πολιτικές που φυλακίζουν ξανά τις γυναίκες στο σπίτι. Κι αυτό είναι μια τεράστια οπισθοδρόμηση. Ελπίζω για άλλη μια φορά να μη σταθούμε στις θλιβερές διαπιστώσεις της Έκθεσης. Πρέπει να αλλάξουμε άμεσα αυτές τις πολιτικές.

The European Parliament has opened its own investigation into the Lux Leaks tax scandal. The scandal erupted back in November after Jean-Claude Juncker had taken up his job as commission president. The European Parliament has backed a deal to cap the fees retailers pay to process debit and credit card transactions, which EU officials say will mean savings for customers. Use of credit and debit cards in Europe is continuing to grow. There are currently 760 million payment cards in circulation in the EU, which works out at about 1.5 per person. In 2013, the number of non-cash payments in the EU increased by 6%, totalling €100bn (£71.5bn: $108bn). But this can be expensive for retailers who have to pay fees every time someone uses a card. And those expenses are often passed on to the consumer. Now the EU is bringing in reforms that will cap the fees that banks charge businesses for processing card payments. MEPs voted in favour of the deal on Tuesday by a margin of 621 to 26. The cap applies to both cross-border and domestic card-based payments, which cost businesses across the EU around €10bn a year. More generally, "parliament" may simply refer to a democratic government's legislature. The term is derived from the French parlement, the action of parler (to speak): a parlement is a discussion. The term came to mean a meeting at which such a discussion took place.[when?] It acquired its modern meaning as it came to be used for the body of people (in an institutional sense) who would meet to discuss matters of state.
The use of the term “parliament” first occurred in 1236 in England. Previously, this group of the king’s closest advisors had been called the “council”. After agreeing to the principle of “common consent” in the Magna Carta, King John had to increase the size of this group of advisors and include more commoners. He then had to submit his requests for increased taxation to this newly expanded group. Two distinct groups emerged among the commoners: the landed gentry, and the rich merchants and lawyers.
