The mission statement has evolved over time. Today, DARPA’s mission is still to prevent technological surprise to the US, but also to create technological surprise for our enemies. ARPA was renamed to "DARPA" (for Defense) in March 1972, then renamed "ARPA" in February 1993, and then renamed "DARPA" again in March 1996. DARPA is independent from other more conventional military research and development and reports directly to senior Department of Defense management. A Boston federal jury has found Dzhokhar Tsarnaev, 21, guilty for his part in the 2013 Boston Marathon bombing that killed three people killed and ripping off the limbs of dozens of others injuring a total of 264 people, according to a Reuters report. The jury deliberated for 11 hours over two days before rendering a guilty verdict on all 30 counts. Prosecutors said Tsarnaev and his now-dead brother, Tamerlan Tsarnaev, planted the homemade pressure-cooker bombs that tore through the crowd as a deliberate act of terrorism. Jurors were also shown an anti-American rant scrawled in pencil on the wall of the boat where Tsarnaev hid during the manhunt and surveillance footage of Tsarnaev and his brother, planting a bomb just feet away from children. 'machine' in campaign launch (USA Today) WASHINGTON — Kentucky Sen. Rand Paul kicked off his presidential campaign today, vowing to buck the "Washington machine" and expand the Republican Party to include young people and minorities. Paul put both the GOP and the Democratic Party on notice that he'll stick to his conservative principles with a message rooted in liberty, the Constitution and limited government. "Too often when Republicans have won, we've squandered our victory by becoming part of the Washington machine. That's not who I am," Paul said. "If we nominate a candidate who is simply Democrat-lite, what's the point? Why bother? We need to boldly proclaim our vision for America." The first-term senator officially declared his candidacy hours before a rally in Louisville, Ky., with a brief message on his new campaign website. "I am running for president to return our country to the principles of liberty and limited government," he said. A diverse group of people — including black pastors, a college student and Hispanic legislator — took part in Paul's rally and testified to his outreach and approach as a senator. The speakers helped highlight Paul's vow to be a "different kind of Republican." Afterwards, the candidate who mixes with Silicon Valley titans and recently opened a tech office in Texas planned to take questions via Facebook. Paul, 52, joined Texas Sen. Ted Cruz in a race that has attracted the interest of more than a dozen potential GOP candidates. He is also simultaneously running for re-election in Kentucky to his Senate seat. "His entry into the race will no doubt raise the bar of competition, help make us all stronger, and ultimately ensure that the GOP nominee is equipped to beat Hillary Clinton and to take back the White House for Republicans in 2016," Cruz said in a statement welcoming Paul into the race. Still to come in the presidential sweepstakes are former Florida governor Jeb Bush and Wisconsin Gov. Scott Walker, who are leading early public opinion polls. Florida Sen. Marco Rubio is expected to announce his bid on April 13. The GOP primary could pit Paul, Cruz and Rubio against each other as they vie for the votes of Tea Party supporters who backed them for the Senate. But the competition is viewed as healthy for Republicans eager to take back the White House. "It's a positive thing that so many potential candidates do support our values," said Jenny Beth Martin, co-founder of the Tea Party Patriots. "It shows our values are once again front and center in the political discussion in America." Since his Senate election in 2010, Paul has positioned himself to be a more relatable — and electable — politician than his father, Ron. The elder Paul, a former Texas congressman, had legions of mostly young followers in the 2008 and 2012 elections but he was unable to translate their passion into enough presidential votes. Ron and Carol Paul attended their son's kickoff, but the father is not expected to take a large role in the campaign. Like his father, Rand Paul is an iconoclast in a Republican Party. He hews the conservative line with attacks on excessive spending and big government while crusading against government spying. Paul often says the GOP brand "sucks" and has spoken at historically black colleges to broaden the GOP's base. "I'm a big believer that you should stand on principle and be true to your principles, but I also think we should take those principles and try to bring in new people with them," Paul said recently on Fox News. That kind of message, however, may work better in a general election than in the Iowa caucuses or early primary states. Religious conservatives play an outsize role in Iowa, more so than establishment Republicans and fiscal conservatives. Steve Deace, a syndicated radio host in Iowa who is influential with conservatives, said Paul needs to demonstrate appeal with evangelicals and gain ground on Walker, who is leading early Iowa polls. "It's not just about who says Jesus the most and it's not about a cult of personality," Deace said about winning the Iowa caucuses. "We need people who are willing to fight. I don't think that environment is going to change. France on Tuesday declassified documents in the presidential archives relating to the 1994 Rwandan genocide, in which Kigali accuses Paris of having an indirect role. A decision to declassify the papers was signed on Tuesday and concerns "documents in the Elysee relating to Rwanda between 1990 and 1995," spanning the genocide which claimed at least 800,000 lives, a source in President Francois Hollande's entourage said. "The president had announced a year ago that France must provide proof of transparency and facilitate remembrance of this period," the source said. The papers, which include documents from diplomatic and military advisers ad well as minutes from ministerial and defence meetings, will be available to both researchers and victims' associations, the French presidency said. Ties between France and Rwanda are strained as Rwandan President Paul Kagame accuses Paris of complicity in the genocide because of its support of the Hutu nationalist government that carried out the mass killings, mainly of ethnic Tutsis. Paris has repeatedly denied the accusations and insists that French forces had worked to protect civilians. Relations between both countries were completely frozen from 2006 to 2009. The genocide was sparked by the ouster of the country's president, a Hutu.

A South Carolina police officer who shot and killed an unarmed man Saturday is being charged with murder, officials announced today. Police cited witness video that appears to show the moment when the officer fatally shot a driver whom he had pulled over this weekend, and the victim's family attorney, who gave the video to ABC News, believes it could prove that the officer used excessive force. North Charleston officer Michael Slager will now be charged with murdering Walter 'Lamar' Scott, 50, who died shortly after the Saturday morning incident. A murder conviction in the state could lead to the death penalty or life in prison, according to the South Carolina Law Enforcement Division. The two videos that Scott family attorney Chris Stewart says were recorded by a bystander, whose name has not been released, appear to show the moments when Scott begins to run away from the officer. While the officer’s stun gun is not visible in the video, what appears to be a string is visible stretching from Scott to Officer Slager, where it was apparently attaching the stun gun to his clothing. Scott is seen running away from Slager as the officer proceeds to fire eight successive shots in Scott's direction before Scott falls to the ground. "I can tell you that as a result of that video and the bad decision made by our officer he will be charged with murder and that's not something that we like to hear," Mayor R. Keith Summey said at a press conference this evening. The county coroner’s office did not immediately return ABC News’ calls about how many times Scott was hit, but Stewart told ABC News that of the eight fired shots, four hit Scott in the back and one hit him in the ear. The attorney said two of the shots were fatal. Slager is shown in the video approaching Scott, who is face down on the ground, and then putting handcuffs on his wrists behind his back. Slager then walks away from the body and another officer arrives on the scene, appearing to bend down and take Scott's pulse as Slager comes back toward the scene and talks to the second officer "The video is very demonstrative of exactly what happened," Summey said. "Without the video, and that was the only witness there was, it would be difficult to ascertain directly what did occur. We want to thank the young person who came forward with the video because it helped us to resolve exactly what did occur." The police incident report states that Slager called in a traffic stop in the area and then advised officers that he was in a foot pursuit of the driver of the vehicle. Slager then said he had deployed his Taser and requested backup units to the scene, according to the police report. During his next call on the police radio, Slager said: "Shots fired and the subject is down, he took my taser,” the police report notes.

In Calais, France, there are reportedly more than 1,000 migrants and refugees living in squats and makeshift camps around the city. The vast majority of them are trying to make their way to Britain. Their existence in Calais has become so desperate that approximately 80 migrants recently stormed the major port there, attempting to stowaway on a ferry to Britain.

The following weekend, with an underlying anger toward the migrants, many locals attended a protest organized by a far-right group called Sauvons Calais. VICE News was at the demonstration, which featured neo-Nazi affiliated speakers, talk of extermination, and even a Nazi salute. We also went to a new migrant camp set up in an old recycling yard, where many people flocked to after police destroyed other camps in July. While the site has become a main source of anger for the far-right, its residents are hoping for a brighter future.

A Boston federal jury has found Dzhokhar Tsarnaev, 21, guilty for his part in the 2013 Boston Marathon bombing that killed three people killed and ripping off the limbs of dozens of others injuring a total of 264 people, according to a Reuters report. 

The jury deliberated for 11 hours over two days before rendering a guilty verdict on all 30 counts. 

Prosecutors said Tsarnaev and his now-dead brother, Tamerlan Tsarnaev, planted the homemade pressure-cooker bombs that tore through the crowd as a deliberate act of terrorism. 

Jurors were also shown an anti-American rant scrawled in pencil on the wall of the boat where Tsarnaev hid during the manhunt and surveillance footage of Tsarnaev and his brother, planting a bomb just feet away from children.

The trial will now move into a penalty phase, where the jury will be deciding whether Tsarvaev will get the death penalty.
