That′s according to the official Twitter account of Iraq′s Prime Minister Haider al-Abadi... which congratulated Iraqi security forces and ″popular volunteers″... referring to the Iran-backed Shi′ite militia... on the ″historic milestone″. The victory marks the most substantial yet in Iraq... in the fight against Islamic State... which had taken large swathes of territory... including Mosul to the east. Abadi′s spokesman had earlier said forces raised the Iraqi flag at the center of Tikrit... and was clearing the city. Most of Tikrit... once home to some 200-thousand people... had mostly been emptied ahead of the military operation. (CNN)A massive power outage spread across Turkey Tuesday, blacking out a broad swath of the country and affecting some flights. Turkish Prime Minister Ahmet Davutoglu said all possible causes were under investigation, including terrorism. Trams and subways were idled in Istanbul -- with more than 14 million inhabitants, the largest city in the country and the fifth largest in the world. Homes and offices were left without electricity as well. "I am sitting in my apartment," CNN producer Gul Tuysuz reported from Istanbul. "No lights. No electricity." Official won't rule out cyberattack The Turkish capital, Ankara, some 250 miles from Istanbul, was also affected. The outage extended to 45 of Turkey's 81 provinces. Turkey's semiofficial Anadolu Agency quoted Energy Minister Taner Yildiz as saying the cause of the outage was unknown. Yildiz, speaking during a visit to Slovakia, said he could neither confirm nor deny that a cyberattack had triggered the blackout, the Anadolu Agency reported. Flightradar24, which maps real-time flight data on the Internet, tweeted that the outage was "affecting flights," and said 11 of its 16 air traffic monitoring systems receivers -- as distinct from the country's air traffic control system -- were not working. The Turkish Electricity Transmission Co. blamed the outage on a problem with transmission lines, Anadolu Agency reported. The utility said an investigation was in progress, as were efforts to restore power, the news agency said. The outage began at 10:36 a.m. (3:36 a.m. ET). Nearly two hours later, according to Anadolu Agency, about 15% of the power had been restored to Istanbul and Ankara, including in some subway stations. Time now for a look through the global headlines we′re following on this Wednesday morning from Seoul. 
For that, we turn to Eunice Kim... standing by at the NewsCenter.
Good morning, Eunice. 
Good morning, Mark. After a long, month-long battle... Iraq′s second largest city of Tikrit has been ″liberated″ from the grip of the Islamic State group. 
That′s according to the official Twitter account of Iraq′s Prime Minister Haider al-Abadi... which congratulated Iraqi security forces and ″popular volunteers″... referring to the Iran-backed Shi′ite militia... on the ″historic milestone″. 
The victory marks the most substantial yet in Iraq... in the fight against Islamic State... which had taken large swathes of territory... including Mosul to the east. 
Abadi′s spokesman had earlier said forces raised the Iraqi flag at the center of Tikrit... and was clearing the city. 
Most of Tikrit... once home to some 200-thousand people... had mostly been emptied ahead of the military operation.
A spokesperson for the US-led coalition however cautioned that ″there was still work to be done″ as parts of the city remained under I-S control.

Islamic State militants enter the Palestinian refugee camp Yarmouk in the Syrian capital, seizing control of large areas, reports say. Clashes erupted between the militants and groups inside the camp, with IS seizing control of large parts of the camp, reports said.
The UN says about 18,000 Palestinian refugees are inside the camp.
IS militants have seized large swathes of territory in eastern Syria and across northern and western Iraq. Eyewitnesses and media reports said fighters had entered the camp from the neighbouring suburb of Hajar Aswad.

(CNN)A massive power outage spread across Turkey Tuesday, blacking out a broad swath of the country and affecting some flights.

Turkish Prime Minister Ahmet Davutoglu said all possible causes were under investigation, including terrorism.

Trams and subways were idled in Istanbul -- with more than 14 million inhabitants, the largest city in the country and the fifth largest in the world. Homes and offices were left without electricity as well.
