Today, we'll continue our series on tips for when you get pulled over by an officer. Last week we talked about how you can choose to have the place which you have to appear in be the County Seat instead of the courthouse the officer would normally write on the ticket. This week we'll take about the benefits of requesting the County Seat.

We talk about public lands a lot on this show. There is a reason of course, because the decisions made on that land has a direct impact on the local governments and citizens who live there, particularly when you look beyond the Wasatch Front. It's not an issue that stands out here along the Wasatch Front. Weber (18.2%), Davis (22.9%) , Salt Lake (21.4%) and Utah Counties (46.7%) all have a smaller percentage of public lands within their boundaries relative to other Counties in Utah that can be as much as 90% public lands. (Federal Land Payments in Utah 1999 pg18.) A great example of the disconnect between the Wasatch Front and the rest of the state can be seen in Salt Lake City's resolution opposing the Transfer of Public Lands to State Control that was signed this week. This week on the program we will bring you an update on the Public Lands Initiative, AKA 'Grand Bargain' an effort that Congressman Rob Bishop and his office have been working on for about 2 years now. The effort will involve land planning in 8 counties in Eastern Utah. The goal is to create some certainty for planning efforts. The story will give you a brief overview of the process and look at some changes that have taken place in Grand County since the last election. Chad Booth will sit down with Lynn Jackson, the former chair of the Grand County Council; Colin Fryer, a local outfitter; and Marion DeLay, the executive director of the Moab Area Travel Council; to discuss the opportunities that are available to the citizens of the county through this effort. I think you will be surprised by what you will learn about the strong tourism economy that has been built up in Moab since the last mining bust. The Public Lands Initiative has involved some 120 stakeholders, 500 meetings, and 18 field trips. There are a lot of issues to take into account and everyone has a slightly different lens which they observe the highest and best use of public lands in UTAH. I can only imagine that is is like being between a rock and a hard place for the elected officials who are right there in the thick of it. George and Martha have 13 children in their family and when each child was ready to move out of the house they were given their own piece of the family property to build their home. Today all 13 of the children have moved out and have their own homes, but the three youngest in the family didn’t get the same deal as their older siblings. When the 3 youngest siblings received their homes they were only given half of the lot and told that their parents would hold onto the rest of the lot until they had children of their own. When that time came and the children asked for the rest of their land the parents insisted that they help take care of the property that they said they would give to their children. The youngest siblings went along with the plan because their parents promised that they would be able to have input on future decisions. As time went on it became harder and harder for the 3 youngest siblings to do anything in their own backyards without having to ask their parents for approval. In the meantime the older brothers and sisters had enjoyed great prosperity afforded to them from the ability to use their entire property. As such they were able to give their own children a better education and offer more opportunities for success. The youngest children in this family are by no means children they are in their 30’s yet every decision they tried to make had to come under the scrutiny of Mom and Dad. Now nobody is perfect, but had the other 10 siblings really made such big mistakes that the last three children just couldn’t be trusted to create their own success? Finally one day the 3 children sat down with their Mom, Dad and 10 Brothers and Sisters and said,” Look we appreciate that you helped us get a home Mom and Dad, but we know that we can make our own decisions within the boundaries of our home. In fact we think that it will prove to be beneficial not only to our own families but to the entire family if we can have control of our own affairs.” What would you do if this was your family? What might you do if this was your State? This is a true story (to an extent), just with a slightly larger and more diverse family of 50 United States. Western States are evaluating the significant difference between public lands within their boundaries and public lands in the Eastern States. The issue is more complex than our story about the family can convey but there is an impact to the states and counties that has led to a debate on the Transfer of Public Lands from management by the Federal Government to management by the States. The debate on the Transfer of Public Lands has been a hot topic for the last couple of years (but it is not a new debate by any means). We will look at just one aspect of the conversation on the next County Seat Program. One of the decisions that the Utah Legislature made in 2013 was to look at what the public lands actually cost the Federal Government to maintain, the Revenue Sources on that land, and whether the state could afford to take over management (HB142). Our panel discussion will look into some of the findings of the 780 page report that looks at the Economic Feasibility of Transferring Public Lands. Guest Panel: Tony Rampton, Public Lands Policy Coordinating Office John Downen, University of Utah, Bureau of Economic and Business Research Jan Elise Stranbro, University of Utah, Bureau of Economic and Business Research Keven Stratton, Utah State House of Representatives, District 48 Tune in this Sunday at 8:30am on KTVX Channel 4 for some more insight on the issue. I would highly recommend you study the report because as you will see on the program, this is a complex issue. It seems to be the size of the operation and in many cases homes, highways, or Home Depots surround all four sides of the plot. We will talk about what Salt Lake County has done to put non-productive land back into production. What programs are available to the public? Along with looking more broadly at the growing focus on local food. Acquiring property through eminent domain is never a pleasant process but it's a necessary evil. As communities grow there is a growing need for more roads, transmission lines, access to water, etc. The County Seat will cover the process of eminent domain and find out what changes are being discussed at the legislature. Highlights: 0:49 GRAMA feature story, the law and how it works. 7:04 Access to Records, who has access to what? 13:24 What information is requested? What are the abuses? 23:32 How can people protect their information from data mining? With the explosion of the internet and other technologies the job of assembling mass information about your personal life is much easier than you might have thought. Yes we share a huge amount of information with entities such as Facebook and Google but did you know that data brokers are also finding out information about you from another source that you probably weren't aware of? This week on The County Seat we take a close look at the Government Records Access and Management Act, GRAMA. What is the law and how does it affect citizens and local government; along with the abuses that occur because information is so easy to manipulate in its digital form. Transparency is an important aspect of government and being able to hold people accountable for their actions. We will look at the GRAMA law and how you go about making a request along with the information that is available. You can visit the State Archives for Utah at this address to learn more about GRAMA and begin your own search of records. http://www.archives.state.ut.us/ Our round table will look at both the benefits of GRAMA and the abuses that take place when data brokers make requests of local government records. Chad Booth picks up the conversation with a panel discussion that cuts through the politics and looks at the real problem. How do we help people in Utah who can't afford health insurance. An estimated 61,000 people fall into a coverage gap where they can't get subsidies that are offered to families that make between 100% and 400% of the Federal Poverty Level. The Affordable Care Act assumed that states would expand medicaid. We will talk about the costs of waiting. Penn Live 2015-04-12A county seat is an administrative center, or seat of government, for a county or civil parish. The term is primarily used in the United States. In the Canadian province of New Brunswick, the term shire town is used.
United States counties, as in England and Canada, function as administrative subdivisions of a state and have no sovereign jurisdiction of their own, although some have authority to enact and enforce municipal ordinances. Counties administer state or provincial law at the local level as part of the decentralization of state/provincial authority. In many U.S. states, state government is further decentralized by dividing counties into civil townships, to provide local government services to residents of the county who do not live in incorporated cities or towns.
A county seat is usually, but not always, an incorporated municipality. The exceptions include, but are not limited to, the county seats of counties that have no incorporated municipalities within their borders, such as Arlington County, Virginia and Howard County, Maryland. (Ellicott City, the county seat of Howard County, is the largest unincorporated county seat in the United States, followed by Towson, the county seat of Baltimore County, Maryland.) The county courthouse and county administration are usually located in the county seat, but some functions may also be conducted in other parts of the county, especially if it is geographically large.

Boy there's no in between
Now you made your choice

Voran, beweg er sich
Marschier im Takt und funktionier
Eil voraus von Pflicht zu Pflicht
So müht sich ab das Opfertier
Dafür kein Lob und auch kein Dank
In Zeiteinheit organisiert
Niemals müde, niemals krank
Wird Menschsein heut perfektioniert
Aufzuhalten wäre müßig
Denn das Pendel bleibt nicht stehen
Niemals allem überdrüssig
Immerwährend im Extrem
Nichts zu verschwenden
Allzeit bereit
Will ich nicht so enden
Doch für mich bleibt keine Zeit
Nur nicht so faul, bemüh er sich
Brich den Rekord und brich den Schall
Perfekt gedrillt im Gleichschritt
Dreht sich das Männlein im Laufstall
Arbeit entlohnt und lohnt doch nicht
Wofür nur all die Plackerei?
Sei er still, genüg er sich
Und füg sich in die Reihe ein
Immerfort muss ich mich plagen
Immerfort den Karren ziehen
Kein Gemurre, keine Klagen
Kann dem Druck niemals entfliehen
Vorwärts
Es muss vorwärts gehen
Vorwärts
Trag andere auf Händen
Nichts ist bereit
Ich will nicht so enden
