This controversial new approach to child protection is dividing Bolivians of all ages. "A defenceless child cannot make a decision to fully defend their rights", decries Ombudsman Rolando Villena, a critic of the law recently passed that enshrines work for children in Bolivia. To him the dangers of permitting children into the world of work are clear: entrapment, exploitation, prostitution. But to kids like Eric the new law offers access to new rights that were never available to him before. "It's a good idea. Some have debts, their parents don't work... they go to work to help their families." The change came after children led a protest demanding their right to work. Javier Zabaleta, who drafted the new law, is steadfast in his unconventional approach to child protection. He argues, "we are not bothered by the opinions of other countries - they can say what they want." Justa Canaviri is Bolivia's top celebrity chef and was born in the city of La Paz in 1963. She has been on national TV for more than a decade and her current show La Justa is one of the most famous and influential women in the country. She is a fierce advocate of women's rights in the country. Domestic violence is a deep-rooted problem for Bolivia, a country that sees the highest levels of violence against women in South America, according to a 2013 Pan-American Health Organization (PAHO) study. She is also a supporter of indigenous and LGBT issues in her country and a prominent "cholita" - indigenous women notable for their distinctive dress. The "cholas" are indigenous Aymara and Quechua women who can be easily identified by their distinctive, elegant outfits. For decades they suffered discrimination, but they can now be seen studying at university, working in government ministries, banks and lawyers' offices, and anchoring TV and radio programmes.
Bolivia's current favorable economic situation is allowing for a 100% increase in imports of electrical appliances. In Bolivia, as in the majority of Latin American countries, the informal sector is made up of workers and businesses who operate outside the State system. By not registering their productive activities with the authorities, they miss out on benefits granted by the government such as pension, health-care, and social security. In an effort to help the Bolivian government reduce its informal sector, the World bank produced a study which analyzed the situation and which identified the most significant factors restricting the development and formalization of workers and of micro and small business. The study found that both men and women face the same pressures which lead them into the informal sector. Interestingly, women make up 65% of informal workers. In practice, the existence of a large informal sector significantly reduces the development potential of a country. It limits a country's ability to fight against poverty in an effective and sustainable manner. There are many families in Bolivia that still carry the burden of their poverty because they do not have a formal economic activity that can give them stability, security and education. This is a complex and significant reality that cannot be ignored. The risks of not investing appropriately are too great. However, the advantages that can be had by taking on this challenge are even greater for the Bolivian people.

http://dchae.wordpress.com Hey ya'll, 6 other graduated seniors and I from the 2012 class along with 3 adults decided to go to Bolivia and experience some serious sporadicness! All we knew is that we'd be staying at a super rad orphanage in Alalay started by Claudia Gonzales, who is known throughout the country and has been voted woman of the year at least twice. It was sick getting to see God in some super fresh ways! Yeah, super organicness going on! While we were in La Paz, we got to explore the city and get a great intake of Bolivian culture. It was my first time going to South America. I've been to Mexico a couple times, but nothing could really prepare me for what I say in Bolivia. It was absolutely amazing and an awesome experience getting my feet wet in the mission field! It was definitely a privilege getting to see the orphans and practicing my Spanish with them after taking 3 years of Spanish in high school; it was finally nice to get to use something I actually learned in school! Besides working with orphans, we just got to explore Bolivian culture in La Paz and my team actually got to see a soccer match! Be careful with the water because everyone pretty much got sick from either drinking the water or eating the food the orphans were eating. Lesson learned, ease into getting into the culture! Traveling Around the World in One Day: Greenspring Focuses on Culture and Heritage with Diversity Expo On Thursday, July 31, Greenspring hosted the 4th Annual Diversity Expo at the Springfield, Va. retirement community. The event, spearheaded by the community’s Diversity and Inclusion Committee, provided for an eclectic cultural experience with international foods, clothing, food, music and dance. Greenspring regularly celebrates its diverse staff and provides opportunities like the Diversity Expo to promote cultural appreciation and expression. At the Diversity Expo, staff members shared for display and wore traditional dress representing their heritage; clothing could be seen from Sierra Leone to Japan to Mexico. Additionally, the culinary team at Greenspring presented international foods including Chicken Mole (Mexico), Thai Basil Chicken (Thailand), and Jollof Rice with Chicken (West African/Ghana), among many other items including teas from all over the world. Greenspring welcomed performers for an African Drum and Dance Demonstration, an Attan Dance (Afghanistan), a Belly Dancing Demonstration, and a Bolivian Dance Demonstration. Outside vendors joined for the event including Ten Thousand Villages, Maria’s Collection, ECHO (Ecumenical Community Helping Others), MVLE, and Rita’s Henna. Resident clubs at Greenspring also turned out for the expo including the Spanish Conversation club, PFLAG, the Hieroglyphic’s Club, and many others. ABOUT GREENSPRING: Greenspring is situated on a scenic 58-acre campus in Springfield, Virginia. The community is home to nearly 2000 residents, many of whom reside in the over 1400 independent living apartment homes. The geographical extremes are fascinating to explore, but can take their toll on travellers. This varied topography supports an extraordinary diversity of flora and fauna from condors to pink freshwater dolphins-- Parque Nacional Amboró, for example, has over 830 species of bird, more than the US and Canada combined. The department (state) of Santa Cruz occupies almost the entire Eastern and South Eastern section of Bolivia and is the largest of the country's nine departments. The city of Santa Cruz de la Sierra is located in the western section of the state, and is its capital city. Through the 1950's it was still considered a small, marginal city with a population of only 25,000. Today Santa Cruz is modern and prosperous and Bolivia's financial center with a population of over 2 million, making it Bolivia's largest city. It is quickly becoming the most developed region of Bolivia and currently supplies nearly 40% of the country's Gross National Product. It is also among the 15 fastest growing cities in the world. Some of the ethnic groups native to the Department of Santa Cruz, mainly from the tropical forests and other impenetrable regions, are the Guarayos, Guaraní, Sirionós, Chiquitanos, Chamacocos, Zamucos, Lenguas, Tapietes, and Yuacarés, among many others. Not native to the region, but increasing in presence due to immigration, are the Aymara and Quechua populations which have migrated to the city in record numbers over the past 10 years. As this region was ignored for over 450 years and past governments did little to develop it, cruceños are proud of the fact that they've developed most of their city and their region through private funding and enterprise. The Ruta del Bufeo, known as the River Dolphin Tour, is one of the main tourist attractions in Trinidad, capital of the state of Beni, Bolivia. Along this tour you will slowly motor down the Ibare River, a major tributary of the Madera River, which in turn is a large tributary of the Amazon River. At one point it converges with the immense Mamoré River as well. All the rivers in the Department of Beni are Amazon tributaries. Beni is home to a species of pink river dolphin that cannot be found anywhere else in the world, the Inia boliviensis. Because these dolphins are cut off from other river dolphins in other tributaries by several spots of rapids and waterfalls, they have evolved into a completely separate species found only in Bolivia. Bolivia has declared Israel a “terrorist state” and revoked a visa exemption agreement with Tel Aviv in protest at the ongoing Israeli attacks on the besieged Gaza Strip. The move "means, in other words, we are declaring (Israel) a terrorist state," President Evo Morales said during talks with a group of educators in the city of Cochabamba on Wednesday. Morales added that the Israeli offensive shows "that Israel is not a guarantor of the principles of respect for life and the elementary precepts of rights that govern the peaceful and harmonious coexistence of our international community." Signed in 1972, the visa exemption agreement has allowed Israelis to travel freely to Bolivia without a visa. Earlier this month, the Bolivian president called on the UN High Commissioner for Human Rights to prosecute Israel for "crimes against humanity." US support for state terror in Latin America's dirty wars and how US media silences and erases Washington's role. As Latin America moves ahead and judge ex military leaders and officials involved in atrocious human rights abuses committed during the countries' dictatorships, many have started to question the key role played by the US in such dark years of the 20th century, fueling bloody regimes that killed thousands across the region. Our correspondent Constanza Heller in Buenos Aires has more. Latin America plunged into the most violent and bloody ways of state terror during the second half of the 20th century. But the de facto rulers did not make it by their own. There was the White House to mastermind dirty wars under the dogma that made of Latin America Washington's "backyard". Argentina was one of the rehearsal scenarios. In 1976, a military junta overthrew the then ruling democratic government initiating the most brutal regime in the South American country's history. 30,000 were persecuted, tortured, taken to detention centers and disappeared by the security forces. Over the past decade, those responsible for such atrocities have been put on trial and convicted, some ex military officials and leaders sentenced to life, paving the way for similar processes in other regional countries. The other player to blame for imposing military dictatorships in Latin America with the help of local elites in order to secure a neoliberal agenda that put states "for sale" while thousands were driven into poverty and unemployment, seems to remain, however, protected. Leading liberal media tell society almost nothing about US military aid and diplomatic support to right-wing regimes here, reinforcing the West's invasion of the world under an "all-time democratic" pledge. Still, experts believe that the impeachment of the democratically elected president of Paraguay Fernando Lugo in 2012 or the 2009 coup d´état in Honduras must be comprehensively addressed in order to secure the continuity of Latin America's democratic leaderships and the judicial processes that are taking both military and civilian accomplices to be in the dock. The United States Armed Forces[N 1] are the Federal military forces of the United States. They consist of the Army, Navy, Marine Corps, Air Force, and Coast Guard.[7] The United States has a strong tradition of civilian control of the military. The President of the United States is the military's overall head, and helps form military policy with the U.S. Department of Defense (DoD), a federal executive department, acting as the principal organ by which military policy is carried out. The DoD is headed by the Secretary of Defense, who is a civilian and Cabinet member. The Defense Secretary is second in the military's chain of command, just below the President, and serves as the principal assistant to the President in all DoD-related matters.[8] To coordinate military action with diplomacy, the President has an advisory National Security Council headed by a National Security Advisor. Both the President and Secretary of Defense are advised by a seven-member Joint Chiefs of Staff, which includes the head of each of the Defense Department's service branches as well as the chief of the National Guard Bureau. Leadership is provided by the Chairman of the Joint Chiefs of Staff and the Vice Chairman of the Joint Chiefs of Staff.[9] The Commandant of the Coast Guard is not a member of the Joint Chiefs of Staff. All of the branches work together during operations and joint missions, under the Unified Combatant Commands, under the authority of the Secretary of Defense with the exception of the Coast Guard, which is under the administration of the Department of Homeland Security and receives its operational orders from the Secretary of Homeland Security. However, the Coast Guard may be transferred to the Department of the Navy by the President or Congress during a time of war.[10] All five armed services are among the seven uniformed services of the United States, the two others being the U.S. Public Health Service Commissioned Corps (under the Department of Health and Human Services) and the National Oceanic and Atmospheric Administration Commissioned Officer Corps (under the Department of Commerce). From the time of its inception, the military played a decisive role in the history of the United States. A sense of national unity and identity was forged as a result of victory in the First Barbary War and the Second Barbary War. Even so, the Founders were suspicious of a permanent military force and not until the outbreak of World War II did a large standing army become officially established. The National Security Act of 1947, adopted following World War II and during the Cold War's onset, created the modern U.S. military framework; the Act merged previously Cabinet-level Department of War and the Department of the Navy into the National Military Establishment (renamed the Department of Defense in 1949), headed by the Secretary of Defense; and created the Department of the Air Force and National Security Council. The U.S. military is one of the largest militaries in terms of number of personnel. It draws its manpower from a large pool of paid volunteers; although conscription has been used in the past in various times of both war and peace, it has not been used since 1972. As of 2013, the United States spends about $554.2 billion annually to fund its military forces, and appropriates approximately $88.5 billion to fund Overseas Contingency Operations.[5] Put together, the United States constitutes roughly 39 percent of the world's military expenditures. The U.S. Armed Forces has significant capabilities in both defense and power projection thanks to its advanced and powerful equipment and its widespread deployment of force around the world. As such, it is widely accepted that U.S. Armed Forces is the most powerful military in the world.[11] As of 31 December 2013, 1,369,532 people were on active duty in the armed forces,[4] with an additional 850,880 people in the seven reserve components.[5] It is an all-volunteer military, but conscription through the Selective Service System can be enacted at the President's request and Congress' approval. All males ages 18 through 25 who are living in the United States are required to register with the Selective Service for a potential future draft. The U.S. military is the world's second largest, after China's People's Liberation Army, and has troops deployed around the globe. Ica Na putu smo proveli nekih 20h, zbog radova na cesti. Vrlo spretni ljudi - Peruanci znaju iskoristiti i to. Nedugo nakon što smo stali, čekajući otvaranje ceste, nahrlile su tetke s kolima na kojima prodaju pivu, slatkiše, vodu, a uz sve to, imaju i roštilj. Morali smo probati mesinu znajući da smo pri kraju puta, pa kud puklo da puklo. Vožnja u Icu je bila naporna, ali većina ju je prespavala pa ju nisu ni osjetili. Jedan od nas je pokupio virozu pa je piškio na sve rupe, a i preskočio je Icu jer je prespavao. Dolaskom u Icu u jutranjim satima, smještamo se u hotel te nakon pregovaranja da dobijemo doručak jer smo gladni, ubijamo ga u kratkom roku, uz ananasov sok dogovaramo vrijeme polaska prema gradu. Ica, mali gradić nedaleko od obale, potpuno je drukčiji svijet. Siromašniji grad okružen pustinjama gdje se zbivanja jedino događaju u strogom centru i na Huacahini, ali nešto više kasnije o toj oazi. Do grada je najlakše doći u malim trokolicama koje su jeftine da ne mogu biti jeftinije, cca 1kn po osobi. Špica se bila voziti u tim prerađenim motorima. Posebnost svega toga je u jedinstvenosti svake taxi trokolice. Vlasnici ulažu truda personalizirati ih svim i svačim. Jedna od mnogih u kojoj smo se vozili imala je hrpu čudnih lutaka koje su bile osvijetljene raznobojnim ledicama. U slučaju da trokolica nije uređena, vozač bi bio neki frikčina koji brije da je Schumaher. Čak bih se usudio taxi trokolice prozvati simbolom Ice, jer ima ih svugdje i pridodaju čar. Tražeći nešto za pojesti nekih sat i pol, nismo našli ništa zanimljivo pa smo na kraju završili u Burger Kingu, jer smo bili željni masne hrane koju nismo dugo jeli i kušali. S jednim od vozača na povratku u hotel smo se dogovorili da nas navečer dođe pokupiti i odvede negdje na domaću klopu. Nekolicina nas uputila se prema oazi Huacachina s ciljem da se provozamo u bagijima po dinama, što je i turistička atrakcija u okolici Ice. Šetnja oazom, uživanje u vrućem pijesku i ispijanje kavice s pogledom na to krasno mjesto. Ispitali smo teren kako se kreću cijene bugija, malo rasprave i ispregovarali smo dosta nisku cijenu, kao i uvijek. Rekao bih da polijećemo na vožnju - doslovno. Bagij od 400 konja kojeg jašeš po dinama je kao uzlijetanje space shuttla. Vrištećim zvukovima Planinoraca dok nas je vozao gore dolje po dinama, stali smo na par mjesta da se pofotkamo. Najedanput stajemo na jednoj velikoj dini, a kad naš „Big daddy“ vozač vadi bordove. Ha niš, idemo se bordati - na guzici, stoječki i na trbuhu - ajmo! Spuštajući se na daskama, adrenalin od prijašnje vožnje i adreanlin od bordanja zapalio je pustinjski pijesak. Spuštali smo se niz pet dina visokih kao planine, ali ni blizu skijanju/bordanju po snijegu. Nismo bili mokri, ali smo bili pijeskavi. Nema mjesta na koje pijesak nije ušao - ups . Nakon bordanja i par vrtoglavija koje smo svi zajedno prošli, uputili smo se na posebno mjesto. Mjesto na kojem se Sunce i horizont pustinje spajaju - uglavnom vundreschon. Uživanje u sun gejzanju na pijesku nekih dvadesetak minuta produžilo nam je život za par godina - da zicer. Uglavnom, bilo je zabavno i za proporučiti je ako niste probali, a ako ste i probali, otiđite jer ovdje vlada divlji zapad, ekipa kao iz „Fast & furiosa“, nabrijavaju bagije i okupljaju se kao big familia na punktovima i organiziraju roštilje i pijanke. Glad radi svoje i naručujemo puno klope. Dobivamo enormno velike porcije koje nismo mogli pojesti. Nakon klope, umorni, teleportiramo se u hotel na spavanje, jer idućeg da na Lima – here we come.
Pri kraju smo našega putovanja pa ulazimo u 23. dan vožnjom prema Limi, ostvljajući Icu iza nas, beskrajnu pustinju i najviše dine na svijetu. Ulazak u Limu trajao je puno dulje nego što smo mi to očekivali. U grada u kojem živi 20 milijuna stanovnika moraš se naviknuti na gužve i imati beskrajno puno strpljenja. Dolazimo na autobusni kolodvor koji je u vlasništvu kompanije u kojoj smo se vozili, uzimamo taxiste koji rade za tu kompaniju i ona nam preporučuje hotele u vlasnišvu kompanije - koji paradoks. Ali spremni kao i uvijek, rezervirali smo hostel za mlade, koji nas je iznenadio arhiktekturom. Kao da smo ušli u dvorac, stropovi od pet metara visine, rustikalno uređen s daškom modernističkog stila – odlično. Poslije pregovora s recepcionarom, koji je nizozemski poliglot, smještamo se u sobe i nabacujemo malo odmora prije odlaska u istraživanje Lime. Gladni da nam oči ispadaju, prema preporukama poliglota s recepcije uputili smo se u restoran blizu centra gdje jedu lokalci i na meniju je domaća klopa. Probijajući se kroz gužve na nogostupu Lime, dolazimo do restača. Vjerovatno nikada mijenjana zalogajnica iz 19. stoljeća ulijeva nam domaću atmosferu i cure nam sline pogledavajući uokolo što ekipa jede: “ Ja ću to - a što je to?“. Nekako smo se dogovorili sami sa sobom što ćemo pojesti, izgubljeni u prijevodu naručujemo. Glavno da je velika piva na stolu. Probali smo cheviche, tj. sirovu ribu u ljutom umaku, fantastičan specijalitet Perua. I ostatak klope je bio ukusan. Završetak našeg obilnog objeda, kao i u zadnjih dvadeset puta naše avanture, označava je samo jedno - istraživanje nepoznate Lime. Centar je prekrasan, španjolska arhitektura kreirala je centar i okolicu. Lima je podijeljenja na više kvartova, ali našem viđenju kvartovi su kao države u Europi. Obišli smo hrpu dućana sa suvenirima, kupili majice i svakakve đinđe, pokoji magnetić. Vraćamo se u hostel, pomalo umorni, uz koje pićence i dozu razgovora “slavimo“ rođendan našeg “el presidente“. Gladni dogovaramo da ćemo naručiti pizzu, ali pizze su im preskupe. Odlazimo nedaleko od hostela u nekakvu prčvarnicu, gdje jedemo male hamburgere tko zna od čega. Umjesto krumpirića ubacuju mini čips, ali kada si gladan – sve može. Punih želuca dogovaramo da sutra odlazimo do Mira flores i odlazimo spavati. Dizanje rano ujutro, gablec/doručak i idemo. Sjedamo na kavu u slastičarnicu koja ima najbolju kavu, a kada tamo – dolazi torta! Pomalo iznenađen “el presidente“ puše svijećicu, reže tortu i onda svi navaljuju na kremastu slasticu koju smo skoro slistili. Zasitna ubojica od torte nas je podosta usporila u radnjama koje su uslijedile. Sjedamo na bus za Mira flores koji je bio besplatan, jer su u tijeku predsjednički izbori, a nama je dobro došlo. Natiskani kao sir u tostu, dolazimo do naše stanice. Mira flores, prazan kvart, pod visokom je zaštitom vojske i policije, a upozoravaju nas lokalci da ima puno pljački, ali nekako smo se osjećali sigurnije uz sve to osiguranje. Elitni kvart s visokim neboderima, uređenim parkovima i autima visoke klase - slično kao i Monte Carlo u Italiji. Zašto smo uopće krenuli prema Mira flores? Jer smo htjeli dotaknuti i pomirisati Tihi ocean, a možda i okupati se. Dolaskom do oceana ugledali smo surfere koji su uživali na visokim valovima. Valovi su nam ulijevali strah pa se nismo okupali, a smrdilo je i bilo je prljavo. Tako smo udahnuli smrad koji nas je obeshrabrio. Pomalo razočarani ipak smo našli nekakv mir. Šum mora i savršeno okruglog kotrljajućeg kamenja koje se valjalo po plaži uz pomoć visokih valova dopustio nam je pol satnu uživanciju u meditaciji. Kamenčići su nas podsjetili na put koji smo prošli kao kotrljajuća sjećanja iza nas, probudila su mir i spokoj u nama. Moramo krenuti, jer smo još morali nešto pojesti prije puta, a i vožnja u nepoznatom gradu je vremenski neodređena. Pojeli smo i krenuli prema hostelu. Ruksaci koje smo spremili ujutro, prije, čekali su nas, a i vozač je stigao. Posljednja vožnja kroz Limu/Peru i pozdravljamo se od Južne Amerike. Letimo iz Lime za Pariz pa za Veneciju, a iz Venecije kombijem za Zagreb. Svi sretni sa svim dijelovima tijela, sretni zbog avanture koju smo ostavili iza nas, a nadamo se da nije posljednja. Malo odmora pa na planiranje iduće avanture u Rumunjsku, Bugarsku i Makedoniju. Vidimo se tamo negdje. Pusa, bok!
Nakon 4 dana Inca trail, puni dojmova pomalo umorni, ulazimo u 21. dan našeg putovanja i budimo se u hostelu u Cuscu. Autobus za Icu nam kreće u popodnevnim satima pa se nekolicina nas se uputila u istraživanje tržnice San Pedro. na kojoj se može svašta pronaći. Sunčan dan nam je osvijetlio obraze i prolazak kroz centar Cusca nas opet podsjeća na moć Inka, ostavštinu koju su dali ovom svijetu i u kojoj danas uživaju ljudi diljem svijeta. Dolazimo do tržnice ne očekivajući puno. Ulazak je promijenio očekivanja. Koncipirana je na takav način da svaki red zasebno prodaje proizvod od određene sirovine. Npr. red čokolade, tj sve što možeš zamisliti, a i puno toga što misliš da ne postoji napravljeno od čokolade. Prodaju se i razne žitarice, svakakva jaja, žabe (žive), voće, zapravo sve što postoji, a najviše je zastupljen krumpir i kukuruz. Tržnica je podijeljena u dva dijela. Prodjani dio i dio za papicu. Na meniu se može pronaći sve što se i prodaje, ali pomiješano u skladne okuse specijaliteta. Hrana se kuha ispred vas i uvijek vam se netko od domaćih pridruži i nabaci koju dosjetku. Naravno da smo kupili nešto egzotičnog voća i ponešto suvenira. Nakon tržnice, pozdravili smo se s Cuscom i uputili prema Ici autobusom.
