The study by the Commission for the Economic Development of Rural Areas (Cedra), published yesterday, recommends piloting Rural Economic Development (Red) zones to tackle high unemployment in towns and villages across the State. It also recommends the Minister for the Environment should be responsible for co-ordinating rural economic development on a statutory basis, backed by a high-level implementation committee. Rural areas outside the State's five main cities have been particularly affected by the post-2008 economic downturn, with an increase in unemployment of 192 per cent, compared to 114 per cent in urban areas, according to the Cedra report. "The impact is visible nationwide with closed shops, the steady flow of emigrants and the resulting impact on community, sporting and cultural life," said Cedra chairman Pat Spillane. When he outlined details of the study, at the Museum of Country Life in Turlough, Castlebar, Co Mayo, Mr Spillane said he was "not suggesting that there is a two-tier Ireland, but we are in danger of . . . it". The study, which Mr Spillane facilitated at no charge, involved some 100 meetings with various groups last year and led to 34 recommendations. Among these are that the Government should reinvigorate its approach to supporting rural economic development by preparing a "clear and committed rural economic development policy statement". It notes that while the 1999 White Paper on Rural Development was "innovative and far-sighted", with "many useful suggestions", its effectiveness was undermined by the "absence of appropriate support, delivery and coordination mechanisms". It says that State agencies, particularly Enterprise Ireland and the IDA, should strengthen their collaboration at regional level and examine the potential to attract "small scale/niche" foreign direct investment to rural areas. It calls for far more "explicit", "proactive" and integrated approaches to rural economic development by the authorities responsible for national and European funding mechanisms -- a recommendation which Mr Hogan said yesterday that the Government would implement in its approach to future EU structural funding. Cedra was jointly commissioned by Mr Hogan and Minister for Agriculture, Food and Marine Simon Coveney in September 2012. Its report comes three days after new research, by agriculture and food authority Teagasc, shows that one third of working-age households in small and medium-sized towns have nobody employed, and poverty rates in small towns are twice that of cities, standing at 10 per cent compared to 5 per cent. Central Bank of Ireland to unveil new mortgage lending caps for home buyers: @10:29 The Governor of the Central Bank of Ireland, Patrick Honohan has received the Thomas Kettle Award from the UCD Economics Society, University College Dublin. The Thomas Kettle Award is named in honour of the first Professor of National Economics at University College Dublin and co-founder of the UCD Legal & Economic Society in 1911; the forerunner to the UCD Economics Society. In an excerpt from his address to the UCD Economics Society, Professor Honohan stated: “Despite the progressive centralisation of important parts of central banking in Europe important tasks remain a national responsibility. Among these is an overall responsibility for the preservation of national financial stability. Bubbles and other sources of financial instability can, as we well know, emerge in the national economy even if not present across the euro area as a whole. Interest rate policy is obviously not available as a tool to inhibit the growth of a country-specific asset price bubble, so what should be done?” “Actually, an emerging academic consensus among central bankers even outside the context of the monetary union is that asset price bubbles and surges in general consumer price inflation should be dealt with separately, using a wider range of policy tools. If the interest rate is being used to control inflation, then it is not available to dampen an asset price bubble: instead one or more macro-prudential tools should be used. These can include a range of instruments outside the toolbox of the Central Bank, including tax policy, but they can also include such central banking and regulatory tools as capital adequacy surcharges, loan-to-value (LTV) and loan-to-income (LTI) caps for residential mortgages.” “The last two-mentioned instruments are not governed by EU law and are a matter for local discretion. Actually, in decades gone by, Irish lenders followed mechanical rules on LTV and LTI ratios which seemed to keep them out of trouble. Evidently they are both fairly crude: the borrower’s income can change, and an LTV ceiling is less constraining the higher the level of the property purchase price. But given how badly banks misjudged risk-management in the post-millennial boom in Ireland, it is hard to deny that having a rule constraining LTV and LTI could avoid the re-emergence of this kind of problem in the future. Even in the absence of a credit-driven bubble, there is much to be said for bringing back some rules of this type, limiting the share of their mortgage lending that is at high LTV and LTI rates, now that the property market has stopped falling and has indeed turned around with a bit of a bang in Dublin. The use of macroprudential tools is a national responsibility and falls within the remit of the Central Bank. We have been talking about this publicly for a while and have been working on developing appropriate measures. University College Cork is proud to present a St Patrick's week series of videos incorporating music, dance, poetry and discussion, reflecting important aspects of Irish culture. With the emphasis on fun and enjoyment, we asked our School of Music and Theatre to provide the musicians and dancers -talented young students, all, who are already masters of their art -- and whose instrumental skills are simply inspiring. We wondered how the ancient language at the time of St Patrick might have differed from Irish as it is spoken today, and why so many people from outside our shores wish to become students of Irish at UCC, and we wondered too what the diet was like in the distant past as our ancestors made the transition from a Pagan to a Christian society. Our experts provided the answers. The High Fives perform arrangements of three reels: 'Kylebrack Rambler' composed by Finbarr O'Dwyer, 'The Floating Candle' composed by Maurice Lennon, and 'The Red Haired Lass.' Featuring UCC undergraduate and postgraduate students, The High Fives won the UCC Traditional Music Society's annual Tradfest intervarsity competition Battle of the Bands in 2011. The second group performs its arrangement of 'The Offertory', a jig which was composed by the County Mayo harper, Michael Rooney. The group is led by the School of Music and Theatre tutor and renowned musician and composer, Niall Vallely. The group features the combined talents of UCC music students and two visiting overseas American students. Chris Gray, a music major at Bowdoin College, Maine, is studying for a Diploma in Irish traditional Music at UCC, and Alex Lough, also a music major, comes to us from Wesleyan University. Chris and Alex are just two of the approximately 600 students from some 450 universities and colleges across the US that study at UCC annually.

The IMPACT trade union have launched a detailed critique of Government plans for healthcare, particularly its model for universal health insurance (UHI) and new governance structures to replace the HSE including the proposed role of hospital trusts.Drawing on overseas experience, the new report, by independent researcher Dr Jane Pillinger, argues that the Government's UHI model carries inherent financial uncertainties that could put critical services at risk.

The mental health landscape in Ireland is in flux. Who are the players behind an apparent shift away from the sometimes disastrous legacy of institutional care? Is Ireland moving in the right direction? This feature examines how individuals, communities, organisations and the health service are responding to the task of ensuring good mental health is a reality for as many people as possible in Ireland. The role of music as a way of reaching out to younger members of the population is also explored in this short film. Insight into where the nation's efforts should be directed into the future are on offer, touching on the economic, social and political challenges facing contemporary Ireland. The origins of many of the contributing organisations are also explored - the tragic death of a young girl being the catalyst behind the Samaritans for instance, or a climbing rate of suicide in the seaside town of Cobh forcing Breaking the Silence to take action. What's Ireland Eating?: Broadcasted Sunday, October 7th at 9:30pm Last year Philip Boucher-Hayes took a look inside Ireland's shopping basket and found that what we eat and how we shop is damaging our health and our economy. What's Ireland Eating? is back and sees Philip investigating the health implications of the nation's diet and finds that the consequences of our food rich environment are more serious than unsightly flab. What's Ireland Eating? looks at the latest studies into the calorie, fat and salt in some of Ireland's favourite foods and the latest science that could point to some of the reasons we continue to over consume and continue to get fat. The programme looks at recent studies by Safefood which examined the fat, salt and calorie content of Ireland's three favourite takeaway dishes - pizzas, burgers and chinese and he delivers the shocking statistics to a group of takeaway lovers. Philip finds out how we are hardwired to like high calorie foods, how some of us may even be addicted to them and how our children can be conditioned in the womb and the early stages of life for a lifetime of obesity. Philip visits a major research project at St. James's Hospital and discovers why a beer belly has serious health implications and looks at new research that suggests high sugar consumption can adversely affect our health. We are told repeatedly that we are getting fatter, that we need to eat less and exercise more yet the upward (and outward) trend of obesity continues. Philip looks at why moderation and education doesn't seem to be working and explores the might of food marketing against the public health messages to eat less. Sugar is not evil. I saw this point come up quite a lot on twitter, and sugar is a fashionable dietary bogeyman now. A lot of people have been persuaded by the arguments of Robin Lustig that "sugar is toxic". Rubbish. Were it not for sugar humankind would not exist. But if you don't burn off what you consume the fructose (50% of ordinary sugar) gets laid down in the body as visceral fat. Visceral fat does not (so far as researchers know) cause cancer but it will speed up the growth of existing cancers. It's not just a beer belly, it is almost an organ in itself and the body's immune system treats it as an inflammation diverting its energies from fighting other infections. Sugar in sufficient quantities also increases your bad cholesterol levels, your muscle fat and your liver fat. This is not a reason to swear off sugar, no more than you should remove any other major food group from your diet. Just watch your intake and try and burn off what you consume. Which leads me to .... Why didn't you say that we need to excercise more? The programme was called "What's Ireland Eating?". It was not called "What's Ireland not doing enough of?" Several contributors to the programme pointed out how need to better balance our personal "Energy In : Energy Out" equation. Beware Snake Oil Salesmen The term Nutrionist is meaningless. Dietician is the protected term. "Nutrionists are to Dieticians as Toothyologists are to Dentists" Every single human being's metabolism and related medical conditions are different. Following the advice of some of these quacks can be very dangerous. The programme was called "What's Ireland Eating?", not "What Should Ireland Be Eating?". We had 52 minutes to make what basically amounted to 6 points. We simply couldn't include every point that every viewer wants to hear made. Advocates of fat free, carb free, dairy free, sugar free and scratch cooking diets have expressed similar disappointment. Sorry, but you just can't make all of the people happy all of the time. "I'm not fat" We broadcasters are fond of sweeping statements. And a lot of people reacted to the statement "Ireland is an obese and overweight country" as if I had stepped out of the telly and into their living rooms to accuse them individually of being fat. And if there isn't an extra ounce of fat anywhere on your carcass you have my heartfelt congratulations. But when the majority of adult males are overweight or obese, when the majority of expectant mothers are overweight or obese, etc etc clearly the statement "Ireland is an obese and overweight country" is as correct as "Ireland is a country with Irish people living in it". If you think that the obesity epidemic is something that doesn't touch you, think again. I have talked to senior officials in the Department of Health who are very worried about the projections for obesity related illness and the ability of an already groaning system to cope with them. So well done on being a skinny-minny but don't think this has nothing to do with you.

Travel video about destination Ireland. Ireland is one of Europe’s most green and mysterious islands and everyone who visits this isolated island in the Atlantic Ocean is given a very warm welcome. Dublin is the capital of the Irish Republic and it is a city of musicians, poets and dreamers, as well as being a financial centre. Its many old buildings indicate its long and dramatic past. It was founded by the Vikings within a wonderful valley where the River Liffey flows into the Atlantic Ocean. After the Vikings, the Normans conquered the city and ruled over it for seven hundred years and under King Henry The Eighth Dublin became the capital of what was then a British colony. South west of Dublin is Kildare, the heart of Ireland’s horse racing. In 1902 the Irish national stud, Tully House, was founded there. Rich and eccentric Scottish brewery heir, Colonel William Hall-Walker, had the idea of a creating unique horse breeding scheme that would be based upon astrological calculation. The Wicklow Mountains are a natural paradise of mountains, swamps and lakes, beautiful valleys and a fascinating mountain landscape to the south of Dublin. Jerpoint Abbey near Thomastown dates back to the twelfth century and is one of the most beautiful Cistercian ruins in Ireland. It was founded in around 1160 by Donal Mac Gillapatrick, the King Of Ossory. The Cistercians built the monastery in characteristic style and one of the stone sarcophaguses is said to contain the bones of Holy Nicolas who was buried there by the Crusaders. Although much of it has remained unspoiled, Ireland has undergone much change. It is a land of great natural beauty, healthy commercial success and excellent hospitality: a wild green island set in the wild Atlantic Ocean!

See in Ireland ============== Blarney Castle - Located in County Cork This historic castle is known for its "Blarney Stone." Tradition is that if the Blarney Stone is kissed, one will be blessed with great eloquence, better known as "the gift of the gab." One kisses the stone by lying back and being held by an employee of the castle. Photographers are there to capture the moment! Cliffs of Moher - Located in County Clare One of Ireland's biggest and most visited tourist attractions. The Cliffs are 230 meters in height and tower over the Atlantic Ocean. This attraction, whilst beautiful in the Summer, can be a bit of a tourist trap. If you intend to take your own transport, the over-priced car park is your only option (since the road is too narrow to park on) and to purchase your 'pay-and-display' parking ticket, you will need to go all the way through the gift shop (on the opposite side of the road), before returning to place it in your car. Kilkenny - One of Ireland's favourite tourist spots, this Medieval Capital just 1 hour 40 minutes train out of Dublin City is a must see. Its beautiful buildings and of course imposing Norman Castle - not to mention the numerous festivals including the Arts Festival and Rhythm and Roots Festival - make Kilkenny a most desirable location. Co. Donegal - An amazing area to see if you have your own transport, as bus services can be fairly limited. This part of the country is very traditional and you can expect to see plenty of low stone walls, thatched roof houses, rugged hills, cliffs and golden sand beaches. Best visited during Spring or Summer, there are plenty of hills walks and photo opportunities waiting to be discovered. Do in Ireland =============== Bus Tours - For travellers wishing to experience Ireland on a budget, there are a variety of inexpensive bus tours in almost every part of the country. These tours can range from hop-on hop-off busses in major cities such as Dublin and Cork to 5-day trips through some of the most scenic parts of the country. The bus drivers/guides are generally well informed about Irish history and enjoy sharing local legends and songs with anyone happy to 'lend and ear'.

Dublin's General Post Office was once the site of an important historical event. Under the leadership of Padraig Pearse and James Connolly, around a hundred men occupied the post office and thus began Ireland's struggle for Independence. In Easter of 1916, the Irish Republic was born. Bursting with pubs and music, this most hospitable city is a wonderful combination of lively city life and infectious Irish blarney!
