VO The most recent survey data show that Laos still ranks high in terms of child mortality INTRO: The most recent survey data show that Laos has achieved the previously set national MDG target for under-five mortality rate of 80 per 1,000 live births and can now set a more ambitious target for 2015. However, Laos still ranks amongst those countries with the highest under-five mortality rate in the region, STORY: According to the recent survey, to achieve the child mortality targets that are more ambitious, Laos needs to continue its current reduction rate of more than 4 percentage points a years. This will require tackling significant challenges. The health expert explained that most child deaths in Laos are due to preventable and treatable conditions. An increasing number of children in Laos now have access to high impact child survival interventions (such as immunisation and oral rehydration therapy) known to be effective in reducing child deaths and childhood diseases. Implementing these high impact, low-cost interventions could reduce two-thirds of child deaths. Laos shows good progress on some interventions but overall, the coverage is still low. The greatest challenge will be to ensure sustainable and predicable financing for maternal, neonatal and child health services. Another challenge will be to strengthen clinical and management capacity and develop better supply and logistics management systems. There are several opportunities for accelerating progress towards national targets for the under-five mortality rate and infant mortality rate. First, Laos has good overall policies that aim at expanding child survival interventions and reducing inequities in health services utilisation among different groups. Second, the health reforms prioritise the expansion of high impact, low-cost interventions to reach the MDGs. Large scale implementation will be needed so that these interventions reach high levels of population coverage. Finally, Laos’ steady economic growth provides growing fiscal space, which would allow an increase in the national budget allocation for recent costs. This should be sufficient to cover vaccines, other essential supplies and the functioning of primary health care facilities, including health outreach services. However, to achieve the target by 2015, under-five mortality rate should be 70 per 1,000 live births and the infant mortality rate should be 45 per 1,000 live births.

VO A recent report from the Ministry of Energy and Mines reveals Lao mining sector eyes larger output INTRO: A recent report from the Ministry of Energy and Mines reveals that production in the mining sector is expected to increase in value this fiscal year, though the slump in the global ore price is still reflected in Laos' mining output. STORY: The ministry's report states that production in the mining sector is expected to increase in value to about 14.785 trillion kip in fiscal year 2014-15. The growth rate will be about 12.66 percent more than last fiscal year, the report noted. To achieve this goal, the ministry reported that the sector will have to produce larger quantities of important ores. Target figures include include 24.88 tonnes of mixed gold and silver ore, 91,600 tonnes of copper ingot, 350,000 tonnes of copper ore, 470,000 tonnes of potash ore, 1,200 tonnes of lead ore, and 600,000 tonnes of gypsum. But a current downturn in the world ore price caused the output value of the Lao mining sector to drop by almost 9 percent in the 2013-14 fiscal year compared to the previous year. The ministry reported, output in the mining sector fell by 8.88 percent. The sharp drop in production value in the mining sector in 2013-14 was largely caused by the cessation of gold mining at the MMG LXML Sepon gold and copper plant, when it was impacted by the falling global ore price. Another significant factor was the stoppage of production at the Viengphoukha coal mine in Luang Namtha province when the concession agreement ended. The slump in ore prices affected gold, potash and copper, and no new mining ventures replaced the lost production. The gold price began falling in the third and fourth quarters of fiscal year 2012-13, dropping to US$1,200 - US$1,300 per ounce, and significantly impacted gold production in Laos. The mining sector produced about 30.01 tonnes of gold and silver in 2013-14 – an increase of 36.8 percent on 2012-13, but the market price dropped by about 29.15 percent. Both local companies and overseas investors operate mines in Laos, including investors from Asean countries. As of September this year, there were 69 companies operating 107 mining projects on a total area of 274,663 hectares in Laos, the ministry's report noted. Mining operations fall into two main groups: one group excavates ore and processes it. This group comprises 50 companies operating gold, copper, coal, lead, potassium and gypsum mines. Companies in the other group are preparing to begin excavation and the construction of processing factories. This group comprises 19 companies who will operate gold mines in Vientiane, Attapeu and Borikhamxay provinces.

VO Direct charter flights between Laos and Russia could take the two countries’ relationship to new heights INTRO: Direct flights could take Lao-Russia relationship to new heights. Ambassador of the Russian Federation to Laos, Mikhail Baranov, said flights from Vladivostok on Russia's Pacific coast could help facilitate package tours bringing greater numbers of visitors from the nation to Laos as well as Cambodia and Vietnam. STORY: The proposal was among key points outlined in a wide-ranging briefing on current and future prospects for bilateral cooperation held at the Embassy of the Russian Federation in Vientiane. Ambassador of the Russian Federation to Laos, Mikhail Baranov, said flights from Vladivostok on Russia's Pacific coast could help facilitate package tours bringing greater numbers of visitors from the nation to Laos as well as Cambodia and Vietnam. He said adding that, Direct flights between our countries would facilitate development, trade and tourism expansion, so we are considering the plan. He also said both Lao and Russian governments w ere preparing to implement mutual short-stay visa exemptions for citizens. The Ambassador also sought to highlight outstanding achievements in the expansion of cooperation between the two countries over the past 12 months, and referred to long-standing strategic cooperation. He said collaboration between Laos and Russia had been rejuvenated in the recent years after a lull following the collapse of Soviet Union. The Russian Culture Centre in Vientiane was closed in late 1998 due to the country's economic difficulties at the time. The Russian Science and Culture Centre recommenced operations in Vientiane in late 2013. The centre, in cooperation with the Lao National University, and the Russky Mir or Russian World Foundation are about to establish a Russky Centre in Laos. Russian government scholarships provided to Lao students have also increased in the period since. The ambassador also discussed the potential to boost trade and investment cooperation between the two countries, particularly increasing volume of exports from Laos to Russia. He also highlighted Russian investments in mining and the plans for development of a special economic zone in Vangtao, Champassak province. Trade and investment between Russia and Laos has been increasing in line with development of the hydropower and telecommunications sectors.
INTRO: The Ministry of Energy and Mines on Wednesday the 20th of March held a seminar to provide a platform for policymakers from the departments concerned and Electricite du Laos or EDL to debate changes to the electricity production and supply policy to match the current development situation. STORY: Speaking at the seminar the seminar held at EDL Headquarters in Vientiane attending by Deputy Ministers of Every and mines, Khammany Inthirath, Dr Sinnava Souphanouvong and other senior officials, one of the Ministry Deputy Ministers Viraphone Voravong told the gathering that, the seminar aims to discuss measures and ways to secure sustainable development of the electricity generation and supply industry, while ensuring that the growing number of hydropower plants deliver the maximum benefit. According to Khammany Inthirath, Laos has built 23 dams with combined installed capacity of 3,000MW. Most of the power generated by these plants is sold to Thailand, even though Laos suffers from inadequate supply. He said, Laos has to re-import electricity from Thailand for domestic consumption. The demand for power is growing due to the burgeoning manufacturing industry and the expanding population. This is causing the public to question whether the current electricity production and supply is appropriate. Dr Sinnava Souphanouvong said, the cost of imported electricity is higher than the export cost, so experts in the field believe the power production and supply policy needs to be reinvented. One official at the seminar said Laos may no longer import power for domestic consumption in 2015, adding that a large number of the power plants under construction are expected to be operational within the next few years. According to the Ministry of Energy and Mines, about 33 dams are in the construction or at the planning stage across the country with an expected output of around 6,000MW. These dams will become operational in 2018. Another official said Laos must make sure that the price of exported electricity is higher than the cost of domestic power supply, as this would enable industry to access cheaper power, which would in turn boost the competitiveness of the manufacturing industry. Some officials said at the seminar that the revenue generated by the larger hydro plants should be reinvested in the development of small hydro plants, which produce power for domestic consumption. The revenue could also be invested in renewable forms of energy such as solar, wind power and bio-diesel production, to ensure a sustainable supply of energy in the future. Many officials say Laos should charge different rates for household consumption of electricity and industrial consumption, explaining that industry needs cheaper power to be able to produce goods for export at competitive prices.

VO Laos and Vietnam agree to provide more support to investors in terms of legal and administrative formalities INTRO: Laos and Vietnam agreed to provide more support to investors in terms of legal and administrative formalities during the 37th meeting of the Laos-Vietnam Inter-governmental Committee, which took place in Hanoi on Wednesday 21st of January STORY: The meeting was co-chaired by Vietnamese Deputy Prime Minister and Chairman of the Vietnam-Laos Cooperation Sub-Committee, Nguyen Xuan Phuc, and his Lao counterpart, Somsavat Lengsavad The Lao delegation said their government will consider approving land leases for licensed projects for rubber tree and industrial plant development. On the political front, both sides will work to realise commitments made by their leaders while proposing essential mechanisms and policies. They will also accelerate the implementation of the Vietnam-Laos cooperation strategy from 2011 to 2020, an agreement on Vietnam-Laos cooperation in the Lao provinces of Huaphan and Xieng Khuang until 2020, and the 2011-2015 cooperation agreement. In trade, Vietnamese and Lao goods will continue to be entitled to preferential export-import tariffs. Business communities will be apprised of any available tax incentives and receive support in border customs clearance. The two sides also agreed that a plan for building markets along the Vietnam-Laos border, to run until 2020, must also be carried out. Concluding the meeting, both sides signed an agreement on bilateral cooperation for 2015 on behalf of their two governments. The outcome of the meeting is seen as a boost to trade and investment between the two neighbours. It was reported previously that the two countries have set a target to increase Vietnamese investment in Laos to US$5.8 billion in 2015, an increase on the current total value of about US$5 billion. Laos has so far granted investment licences to 413 Vietnamese projects with a combined capitalisation of around US$5 billion, making Vietnam the second largest investor in Laos after China. Bilateral trade value between Vietnam and Laos in the first nine months of 2014 reached US$995 million, with bilateral trade expected to reach US$1.4 billion for the entire year. Total trade value between the two countries is expected to reach US$2 billion in 2015, according to a recent report in the Thoi Bao Kinh Te Vietnam (Vietnam Economic Times) newspaper. Vietnamese-invested projects in Laos have helped the country increase revenue collection, boost economic growth, and generate about 300,000 jobs.

INTRO: Government officials and development partners to assess Laos' economic progress and investment potential. According to Deputy Prime Minister and Minister of Education and Sports Dr Phankham Viphavanh, worker development was of prime importance for the overall development of Laos. STORY: The issue of worker development was highlighted for debate in Vientiane at a meeting of government officials and development partners to assess Laos' economic progress and investment potential. Speaking at the Lao Development Report and Investment Climate Assessment meeting, Deputy Prime Minister and Minister of Education and Sports Dr Phankham Viphavanh said worker development was of prime importance for the overall development of Laos. Dr Phankham noted that Laos had seen many achievements in its development efforts but there were still some problems, one of which was the slow development of human resources. World Bank Country Manager in the Lao PDR Ms Sally Burningham said that fueled by rapid growth in the hydro and mining sectors, the Lao economy is growing fast. However, it is not generating a lot of jobs. The World Bank reported that the growing Lao economy needs to diversify beyond its natural resource base to create more jobs and improve the business environment for foreign and domestic investors. The existence of more workers presents an opportunity for growth but only if productive, income-generating jobs are created and workers have the skills needed to fill the positions. The report also noted that improving education results through early education for children, more classroom time for reading and mathematics skills, and more time spent in school, will best help equip new and young entrants to the Lao workforce to take advantage of employment opportunities in the future.

The bank has the largest banking network among Taiwan's private banks, however the overseas expansion was established worldwide STORY: On Tuesday saw the formal opening ceremony of Cathay United Bank in Vientiane, the leading bank based in Taiwan, aiming to contribute in this development period. The opening ceremony was witnessed by Governor of the Bank of the Lao PDR Dr Somphao Phaysith, Deputy Governor of the Bank of the Lao PDR, Vatthana Dalaloy and other senior banking officials. In his opening remarks, Chairman of Cathay United Bank Chen Tsui Pei said the presence of the bank signals the first Taiwanese bank in Laos and it is also set to support the rapid growth of the Lao economy by bringing more investors from Taiwan. He said, the bank has the largest banking network among Taiwan's private banks, however the overseas expansion was established worldwide, including in America, Mainland China, Hong Kong and some Asean countries Dr Somphao Phaysith said the presence of Cathay United Bank in Laos is on right track due to the country's economic environment adding that, this was a significant moment for commercial banking competition in Laos as the bank will serve as a bridge for bringing investors from Taiwan to Laos. It is said that, the Lao economy has experienced robust growth in the recent years and the rate of economic growth was above 8 percent Laos, which is higher than mainland China and Taiwan. According to the president, Although the Lao PDR is small and least developed country, there are many untapped potentials to be explored and applied for mutual benefits. Those potentials and opportunities are shown in different dimensions. He said, the Lao PDR has a political stability, which is the basic criteria for its national development and growth. Geographical location of the Lao PDR is another important potential. Although the Lao PDR is a landlocked country, in term of sub-regional and regional cooperation, the Lao PDR is the centre of South East Asia’s connectivity. The Government of the Lao PDR has transformed the disadvantage of location to create an opportunity. At present, we are working closely with other ASEAN Member States to implement the Master Plan on ASEAN Connectivity by focusing, among others, on national infrastructure such as inland, river, and air transportation, as well as trade, investment and tourism, thus enhancing connectivity with the neighboring countries within the Greater Mekong Sub-region through the East-West Economic Corridor and the North-South Economic Corridor. The Lao PDR has invested in development and upgrading the national roads and railways in order to link the country with Asian Highway and Trans-Asian Railway network. At the present, there are four Lao-Thai Friendship Bridges across the Mekong River in operation, an ongoing construction of a Lao-Myanmar Friendship Bridge and a preparation for the construction of another Lao-Thai Friendship Bridge. The implementation of this connectivity policy will facilitate traveling, people-to-people connectivity, trade and investment exchange and tourism promotion in the region. The Lao PDR still has a potential and opportunity for development hydropower, which will supply clean energy to other countries in the Greater Sub-region. Therefore, the Lao Government has pursued of a policy to develop hydropower in the account of protection environment concurrently. At the same time, untapped natural resources in the Lao PDR are an opportunity to develop a tourism industry. President Choummaly also invite investors from Asia-Pacific and other regions to consider investing in the Lao PDR which is an economy of South-East Asia region, with potentials of natural resources, political stability, foreign investment promotion laws and facilities for ensure the benefits of foreign investors such as pursuance of special promotion policy and provide privilege for conducting business, low cost, price competitive and so on. When you get tired of the often hectic pace of traveling in Southeast Asian countries such as Thailand, Malaysia and Vietnam, the sleepy alternative of Laos awaits. With a slower pace of life and a rich culture, Laos offers a lot to potential visitors in terms of its attractions and cuisine. If you have to ask me to pick only one city in SE Asia that I could ever visit again it would be a close call between Chiang Mai, Thailand and Luang Prabang, Laos. Having visited the city several times before, I convinced Audrey – who was visiting for the first time – to stay for several weeks for an opportunity to relax and really appreciate all that the city has to offer. We spent our time exploring local temples such as Wat Xieng Thong, climbing hills such as Mount Phou si for great views of the city, visiting the night market, gormandizing on local Lao cuisine and learning how to cook Lao food. What really won us over though is the lack of street traffic, slower pace of life and charming colonial architecture. It's a city where you'll want to linger for days on end and if we decided to return to SE Asia - in the near future - it is a potential base for us. After reluctantly leaving Luang Prabang, we ended up in the capital city of Vientiane after taking the overnight bus. Although Vientiane, has a bit of a bum rap (some have called it the most boring capital city in Asia) we happen to think it's a decent stopover for a couple of nights. You can spend your days exploring museums and temples and your nights cooling off along the Mekong River (where you'll notice locals exercising and relaxing) before grabbing tasty intentional cuisine. The 10th Lao Handicraft Festival opened in Vientiane yesterday at Lao-ITECC and this year's event features many Lao artists demonstrating the processes of creation for their products. Silk spinning, weaving, and sculpting were amongst some of the skills on display at the event which aims to to promote the skills of craftspeople form across Laos. The festival also provides an opportunity for producers, customers, buyers and sellers to meet and interact, and for craftspeople and exhibitors to learn about new designs, innovations and techniques that might be adapted to improve the quality of their products. STORY: The Embassy of Japan in the Lao PDR and the Khaoniew Theatre Group, in collaboration with the Ministry of Information, Culture and Tourism organised the wonderful show at Lao Japan-Budo Centre. To cross into Laos from Thailand we decided to take a three day tour the included a bus ride from Chiang Mai to Chiang Khong and a two day Mekong river slow boat tour to Luang Prabang with a overnight stay in Pak Beng. Overall, our substandard tour made us wish we had of done our journey independently. Aside from all of the problems we encountered we also had to contend with some rather obnoxious backpackers who were more than boisterous about their overzealous enthusiasm towards doing drugs in a developing country. The two days we spent cruising down the Mekong was the only pleasant/redeeming aspect of the journey. Armed with a full charged iPod, Kindle, camera and camcorder, I alternated between listening to music, reading, taking photos/videos and drifting off to sleep when I wasn't admiring the views of the murky water, lush jungle and occasional hillside settlements. In hindsight, we'd travel back in time and either do this journey independently or join a higher end tour. Having the flexibility to choice of our hotels and board boats less crammed with tourists would have made the journey infinitely more pleasant. If you're considering doing a slow boat trip to Luang Prabang, Laos don't make the same mistakes we did ;) The journey to Laos is actually a three day trip. Day one involves driving from Chiang Mai to Chiang Khong, which is at the border between Laos and Thailand. On day two we finally get on the boat and travel from Chiang Khong across the border and arrive at Pak Beng. The last day (the third day) is nine hours on a boat all the way from Pak Beng to Luang Prabang. We're going to tell you all about our journey - the pros, the cons, the things that were great and what wasn't so great. First, this is the actual trip. Overall conclusions about this trip - we'd definitely recommend taking the slow boat from Thailand to Laos; however, doing the three day tour is definitely something we'd reconsider. Perhaps a lot of our negatives come from the fact that we did a budget tour and we took the option that is only 2400 Baht. Some of the things we didn't like so much is that we were always leaving behind schedule and sometimes we'd be waiting around for an hour before anything happened. Also, when it came to accommodations the hotels weren't amazing. Our first night was spent at a former jail and it kind of felt a bit spartan. There was no hot water so we couldn't shower. In terms of food, I would call it prison food. It was boiled cabbage and just overcooked rice. Those were some of the cons. I think you're being a little bit too kind with your description of the hotel. That was literally the hardest bed I've ever slept on. I would have been more comfortable on a rock. If I had to do this trip over again I would definitely do it independently. You can take a bus from Chiang Mai (or other Northern Thai cities) all the way to the border. You can cross it yourself and find your own accommodations. You can find something that is a little bit better and more suitable than what we stayed at. Also, you can buy your own boat tickets as well and by showing up early at the pier and purchasing it yourself ensures you get a good seat. That is the key to enjoying your experience going down the Mekong. A few tips to make the trip a bit more pleasant would be to show up early. You want to be the first person on the boat so you can choose the best seats. You don't want to be near the front because the views aren't that great and you're kind of sitting sideways. You don't want to be near the back because the engine is rambling and it is incredibly loud. You want to choose a seat in the middle. Also, you'll want to bring a cushion or a pillow just in case you end up sitting on the wooden seats. Those are not very comfortable and you'll also want to stock up on lots of food and bring sandwiches, pastries and whatever it is you'll want to eat because it is a long trip and on the boat they just have chips and tea and cups of noodles. http://nomadicsamuel.com/video-blog/slow-boat-luang-prabang-laos This is part of our Travel in Laos series. VO Renovation of the National Culture Hall is nearly complete after work began last year and to re-open next month INTRO: Renovation of the National Culture Hall is nearly complete after work began last year, thanks to the generous support of the Chinese government, which funded the restoration at a cost of over 52 billion kip. STORY: The project has been undertaken by China's Shenyang Engineering Supervision and Consultation Company, with the work set for completion this month. The National Culture Hall is expected to officially re-open for political meetings, film shows, concerts, exhibitions, private functions and other activities next month, according to a senior official in charge of the hall. Based on the agreement, construction of the hall began in 1998 and was completed in 1999 at a cost of 64.7 million yuan (more than 84.5 billion kip) with the Lao government contributing more than 300 million kip. The four-storey building looms large on Samsenthai Road in central Vientiane, its soaring columns and ornate gold trim drawing the eye and dominating the smaller structures around it. The entrance doors are superb examples of intricate Lao woodcarving. The National Culture Hall has been open since 2000 and hosts cultural events as varied as French cinema, Lao classical dance and beauty pageants. It was built by the Chinese government as a gift to Laos, following technical economic cooperation contracts signed between the two governments . The hall houses a 1,500-seat auditorium, two conference rooms and a lobby that doubles as an art gallery.

The European Union (EU) will provide 900,000 euros to Laos for a project to develop nationwide health coverage through a service that everyone can afford. The launch of the joint three year project between the Ministry of Health, EU, and the World Health Organisation (WHO) took place in Vientiane yesterday. The project is titled ‘Improving accountability in health financing and functioning of National Health Insurance Branches in two provinces' (Vientiane and Luang Prabang), and seeks to move Laos closer to achieving universal health coverage. Timely access to health care is critical to maintaining good health yet the high cost of health services often means that people cannot afford care even when they need it the most. The result is that they are forced to make a difficult decision between receiving essential care and facing severe financial hardship. “The concept of universal health coverage seeks to ensure that everyone can obtain the health services they need without suffering financial hardship when paying for them,” Deputy Minister of Health Associate Prof. Dr Som Ock Kingsada said. He noted the country's commitment to achieve universal health coverage by 2025 as part of the National Health Sector reform framework. To reach this goal, scaling up and improving existing social health protection schemes will be critical. In his remarks at the launch of the project, EU Chargé d'Affaires Mr Michel Goffin reminded the audience of last year's outbreak of dengue fever, when 24,000 to 25,000 people had to go to hospital. He also noted the financial hardship these people faced when paying the bills for their hospital stay. “Equitable access to quality health care services is one of the enabling vectors for inclusive and sustainable growth. Universal health coverage, among other dimensions, will increase financial protection against ill health so as to improve health outcomes for all Lao citizens,” Mr Goffin said. The 900,000 euro project is fully funded by the EU and includes several other line ministries such as the Ministry of Labour and Social Welfare and the Ministry of Finance. This financial support is part of the 18.5 million euro EU Budget Support Programme to the Education and Health sector reforms in the context of Laos' 7th National Socio-Economic Development Plan. District health insurance staff in four districts of Vientiane and Luang Prabang provinces will receive considerable support to improve the management of social health protection schemes. Activities will i nclude training, supportive supervision and ensuring that roles and responsibilities are more clearly defined. They will also benefit from improvements to the accounting and financial reporting systems of health facilities. The project will engage different line ministries and stakeholders to ensure a su stainable and functional system is in place that can be replicated in other provinces once the project is completed and evaluated. “The goal of health financing is to ensure adequate spending and effective allocation of financial resources to improve health services so that people will not be at risk of greater impoverishment as a result of health care expenses,” WHO Official in Charge Dr Dapeng Luo said. Set amid mountains and surrounded by China, Thailand, Cambodia and Myanmar, Laos lay undiscovered for many years but today it is gradually opening its doors and its dreamlike royal cities, contemplative temple complexes, mysterious plains and ethnic mountain villages are now accessible to all. Caught in the middle of the two Indochina wars and long isolated from the rest of the world, the country retains a slow, rather old-fashioned charm, and its people -- incredibly laidback and friendly, even by Asian standards -- are undoubtedly one of the highlights of any visit. Laos's lifeline is the Mekong River, which runs the length of the country, at times bisecting it and at others serving as a boundary with Thailand; the rugged Annamite Mountains historically have acted as a buffer against Vietnam, with which Laos shares its eastern border. Most people visit the country as part of a wider trip in the region, often entering from Thailand and following the Mekong further south. However, Laos alone rewards further exploration, and with a little more time it's not hard to feel like you're visiting places where few Westerners venture. Stretching from the forest-clad mountains of the north to the islands of the far south, there's enough here to keep you occupied for weeks, and still feel as though you'd barely scratched the surface. For such a small country, Laos is surprisingly diverse in terms of its people. Colourfully dressed hill tribes populate the higher elevations, while in the lowland river valleys, coconut palms sway over the Buddhist monasteries of the ethnic Lao. The country also retains some of the French influence it absorbed during colonial days: the familiar smell of freshly baked bread and coffee mingles with exotic local aromas in morning markets, and many of the old shophouses of its larger towns now (appropriately) house French restaurants. The effects of the wars, and of its communist government, are unmistakable -- it remains completely inadvisable to strike out into the countryside without following paths for fear of UXO (unexploded ordnance) -- and the country remains heavily dependent on its neighbours for all manner of products; indeed in some parts of the country, the local markets stock more Chinese and Vietnamese goods than Lao. However, whether you're riding through the countryside on a rickety old bus crammed with sacks of rice, more people than seats, and blaring tinny Lao pop music, leisurely sailing down the Mekong past staggeringly beautiful scenery, or being dragged by a stranger to celebrate a birth over too much Beer Lao and lào-láo, it's hard not to be won over by this utterly fascinating country and its people.

VO Although the number of tourists visiting Laos is increasing every year the duration of their stay is short INTRO: Although the number of tourists visiting Laos is increasing every year the duration of their stay is short, according to the Ministry of Information, Culture and Tourism. The average duration of stay for tourists visiting Laos was 8 days. STORY: The biggest number of tourists is from neighbouring countries with some coming to Laos in the morning and returning to their countries in the evening due the ease of transportation and facilities available to them. Official said, MICT plans to increase the average duration of stay for tourists visiting Laos to 10 days by 2020 by improving facilities and services as well as developing more tourism sites However, tourists from Europe stay longer than those from other regions, with an average duration of two weeks. But the number of tourists from Europe is 15 times smaller than those from the Asean region and 18 times smaller than those from the Asia-Pacific region. Visitors from Europe fell sharply as a result of the global financial crisis in 2008 and political uncertainty in Thailand more recently. Another challenge for Laos is to attract more high-end tourists to generate more revenue for the national eco nomy which in turn can help alleviate poverty of local people. In 2013, the number of foreign visitors to Laos reached more than 3.7 million people, but the number of high-end tourists was only 20 percent of the total figure. Lao Association of Travel Agents disclosed that, the high-end tourists are those from Europe, America and Japan. in Vientiane, some high-end tourists like to stay two or three days, about four or five days in Luang Prabang World Heritage Town while in Champassak province they like to stay around three days. The Ministry of Information, Culture and Tourism was as yet unable to conclude the total number of tourist arrivals for 2014. It has only the nine month figure which recorded over three million people, but officials estimated that tourist arrivals in Laos could be 3.9 or 4 million people for 2014. As stipulated in the draft action plan for 2016-2020, the ministry expected the number of tourist arrivals to Laos would reach 4.5 million people in 2020 and generate at least US$760 million annually for the country. Currently, the tourism sector generates about US$600 million per year which is ranked as the country's second best income earner after the mining and energy sector. The advantages of Laos as a tourist destination is that the country is abundant in nature and local people provide good hospitality to foreign tourists. But the country needs to improve services and infrastructure for visitors as well as develop new tourism activities to ensure their stay in Laos is longer.

VO Laos, Malaysian foundation enhance cooperation on volunteer students INTRO: The Ministry of Education and Sports of Laos and Malaysia's Yayasan Sukarelawan Siswa or Student Volunteers Foundation signed a memorandum of understanding on Friday in Vientiane on volunteer student cooperation. It is said that, after the MOU will see more volunteer students from Malaysia carry out activities in local villages in Laos. STORY: The signing of the MOU was witnessed by Deputy Prime Deputy and Minister of Education and Sport Dr Phankham Viphavanh and his Malaysian counterpart Mr Tan Sri Dato Muhyiddin Mohd Yassin. The signing took place on the sidelines of the 8th Asean Education Ministers Meeting held in Vientiane which the two deputy prime ministers were attending. The MOU focuses on the collaborative volunteer work between students of higher learning institutions from the two Asean member countries of Malaysia and Laos. This is the cultural hub of Laos and we're going to show you a few of the things you can do around town. When you're visiting Luang Prabang, it is really easy to stick to the city center. There is so much to do and see there but if you have the time come outside and explore the outskirts of the city. Right now we're going across a bamboo bridge and we're going to see what is on the other side. Lead the way. Because this is a very small city it is really easy to find yourself in the countryside. That's exactly what we've been doing just wandering down rural areas and we even found a dog to join us for the walk. Now we are up bright and early for a biking tour around the city. We picked up these bikes for 20,000 Kip, which is $2.50 USD and we have them for the day, so we're going to be cycling around. Let's see what we find. Luang Prabang is very pedestrian friendly. In fact, there are so many different little back-alleys and lanes to explore that it is just a great idea to wander about without any sense of direction. There are some fantastic views in this city so one of our recommendations is to enjoy a meal by the river, which is what we're doing tonight. Another thing you'll want to do when you're in Luang Prabang is to visit all of the temples around the city. This morning we're visiting Wat Xieng Thong and it is one of the main temples in Luang Prabang. It is also known as the Golden City Temple and it really has some impressive glass mosaics. You'll want to wander around and take some photos. It is 20,000 Kip to enter which is $2.50 USD and like most places it is good to come early because it starts to get busy during the middle of the day. Now it is time for us to get a little bit of exercise. We're going to climb up 328 steps up Mount Phou si which is more like a hill for the best views of Luang Prabang. Admission to reach the top of this mountain is 20,000 Kip which is again is $2.50 USD. It is kind of cool going up because you go up one way and then you come down the other side of the mountain so you get to see different views along the way. How could we have a list of things to do in a city without focusing on the local cuisine. We're here at our favorite restaurant Tamarind. We've been here so often it's literally our home away from home and we're going to show you a few of our favorite dishes. This is the dipping platter. This over here is a coriander pickle. Next we have an eggplant dip. A tomato dip. We have paste made from buffalo skin. We have some seaweed chips and then some vegetables that we can use with the sauce. Let's dig in. That all goes together, of course, with our sticky rice. I'm going to unveil our steamed fish, which comes wrapped in banana leaf. It is called Mok Pa. And when the sun goes down it is time to go shopping. We're at the tourist night market and we're picking up souvenirs. If there is one thing that Luang Prabang is known for is for its Almsgiving which happens every morning at six AM. This is where monks collect alms of rice from kneeling locals and tourists. If you love to eat like we do then you can't leave Luang Prabang without taking a cooking class. Today we're at the Phou si market and we're picking up ingredients before we start preparing our food. Not much sugar in Lao cooking like in Thai food. When you taste Thai food you taste milky and creamy and sweet things because they add lots of coconut milk and lots of sugar. That is why their food tastes like that. Laos food is different. Lao food tastes lots of herbs and lots of texture. This is Lao food. I'd like to point out that Sam and I are making the exact same dish. This is his sauce and this is mine. What are you missing? Just about everything. Here we have our buffalo salad. We stir friend some buffalo meat and we also added beansprouts and there is banana flowers. We have string beans, hot chilies and mint leaves. We're going to be rolling this up in lettuce leaves. It is developing quickly but still has much of the tradition that has sadly disappeared elsewhere in the region. Village life is refreshingly simple and even in Vientiane it's hard to believe this sort of languid riverfront life exists in a national capital. Then, of course, there is the historic royal city of Luang Prabang, where watching as hundreds of saffron-robed monks move silently among centuries-old monasteries is as romantic a scene as you'll experience anywhere in Asia. Kayaking, rafting, rock-climbing and biking are all available, but it's the community-based trekking that is most popular because it combines spectacular natural attractions with the chance to experience the 'real Laos' with a village homestay -- while spending your money where it's needed most. There is undoubtedly a growing tourist trail in Laos, but that just means there's plenty of roads off Rte 13 where you can make your own trail. Southeast Asia at its best. 85% of the country is untouched nature, widespread forests, steep mountains and wide river valleys, but also cool high plateaus and savannahs. The primeval forests support a fauna like something out of a fairy tale, with elephants, tigers, leopards, and some of the rarest animal species on the planet. Species never seen by humans are discovered at regular intervals. In recent decades, the few large mammals to be described for the first time were all found in Indochina and experts assume that most of them are at home in Laos: wild oxen such as the saola and kuprey or the truong son munjak. No outsider has ever seen a living specimen of the latter; its existence is only known indirectly, through skeletons, horns and bag that are occasionally found in remote villages. And there is the Mekong, one of the last untamed rivers on Earth. Fed by hundreds of tributaries, it is one of the richest freshwater systems on the planet, comparable only with the Congo or Amazon. This is where the Mekong catfish lives. At 3 meters long and weighing in at 300 kilograms, this monster must be the largest freshwater fish on earth.

Thus, pradal serey may be translated as "free fighting". The sport consists of stand up striking and clinch fighting where the objective is to knock an opponent out, force a technical knockout, or win a match by points. Pradal Serey is most well known for its kicking technique, which generates power from hip rotation rather than snapping the leg, Pradal Serey consists of four types of strikes: punches, kicks, elbows and knee strikes. The clinch is used to wear down the opponent. In the clinch, opponents battle for dominant position for short range strikes by way of elbows and knees. Scholars believe that all South East Asian Indochinese kickboxing styles originate from what is thought to be the Indianized kingdom of Funan[2][3][4] just prior to the creation of the Khmer Empire; consequentially Kun Khmer, Muay Thai、Muay Lao、Lethwei and Tomoi all share similar stances and techniques. Cambodian fighters tend to utilize more elbow strikes than that of other martial arts in the region. Its population was estimated to be 6.5 million in 2012.
Laos traces its history to the Kingdom which existed from the 14th to the 18th century when it split into three separate kingdoms. In 1893, it became a French protectorate, with the three kingdoms, Luang Phrabang, Vientiane and Champasak, uniting to form what is now known as Laos. It briefly gained independence in 1945 after Japanese occupation, but returned to French rule until it was granted autonomy in 1949. Laos became independent in 1953, with a constitutional monarchy under Sisavang Vong. Shortly after independence, a long civil war ended the monarchy, when the Communist Pathet Lao movement came to power in 1975.
