Leaders attending the Nato summit at Celtic Manor in Newport, Wales were treated to military flypast by the Red Arrows and other aircraft The awesome air power of Nato thundered over the skies of Cardiff and Newport today - watched by world leaders and a crowd of thousands. The 22-plane flypast - with aircraft from nine nations - whooshed over the Welsh capital first, led by an RAF Typhoon jet. It was flanked by two Polish Mig-29s and followed by a convoy of fighter planes from the USA, Germany, Canada, France, Denmark, Portugal and the Netherlands. Also taking part in the display was the RAF's largest and newest aircraft, Voyager - which has a span of more than 197ft (60m) and can act as a "flying petrol station" for other planes. Topping off the show were the famous Red Arrows trailing their signature tricolour smoke. The first jets passed over Cardiff Bay at around 9pm, with hundreds of people spread around the Roath Basin - including First Minister Carwyn Jones and Welsh Secretary Stephen Crabb who watched from the steps of the Welsh Assembly's Senedd. Scores more onlookers were dotted on the hilltop across the water in Penarth, while in Newport people gathered on the Millennium Footbridge as the flypast went over the south of the city centre. World leaders, including US President Barack Obama, Prime Minister David Cameron and German Chancellor Angela Merkel, were all smiles as they watched the display outside summit venue the Celtic Manor. A Wales Office spokesman said: "The display represented some of the many Nato nations which have been involved in policing the air space across Europe as part of the Alliance's efforts to support and reassure its Eastern member states." As we reported last week, Red Cross volunteers in the Milwaukee area were sent an email instructing them that, "The American Red Cross in southeastern Wisconsin has been asked to place a number of shelters on standby in the event of evacuation of Chicago." According to a chapter Red Cross spokesperson, "Our direction has come from the City of Chicago and the Secret Service." However, according to a CBS 2 report, the Secret Service has refused to even acknowledge the issue and "Chicago officials say the plan didn't come from them." Chicago area tenants were also informed by management agencies that they should get ready to leave their homes in preparation for major rioting. Despite the fact that the plan for evacuating citizens has stoked paranoia and confusion amongst residents, information about the procedure has seemingly been placed on lockdown. Chicago NATO host committee officials also responded to reports that heavily armed security teams would be making themselves visible in federal buildings from this week onwards with ignorance, claiming they were "completely in the dark." MPs have approved a backbench motion calling for the UK to spend at least 2% of national income on defence. Some Conservative backbenchers urged Prime Minister David Cameron to commit to continuing to meet the Nato target. Just 40 MPs voted in the backbench business debate, with 37 backing the motion, and the result is not binding on the government. Defence Minister Philip Dunne said a post-election spending review would set defence expenditure after 2016. He told MPs: "It is not just about 2% of GDP [gross domestic product]. It is about how you spend it and what you are prepared to do with it." 'Symbolic value' Mr Cameron is under pressure from some Conservatives and retired generals over the target that Nato member states should each spend a minimum of 2% of their national income - or GDP - on defence. Few countries have met this target, so, at the Nato summit last September, the commitment was watered down, with the less ambitious goal that those countries that were not meeting the target should "halt any decline in defence expenditure" . Opening the Commons debate, Conservative MP John Baron said while the 2% target was an "arbitrary figure" it did have "symbolic value". "Having lectured other Nato members as to its importance, we ourselves should lead by example," he said. "In short, we need to rediscover the political will for strong defence." 'Meeting obligations' Rory Stewart, the Conservative chairman of the Defence Select Committee, said at least 2% of GDP needed to be spent on defence, because the world had "changed fundamentally" since previous defence planning, which had been "bypassed by events". Former Lib Dem defence minister Sir Nick Harvey said the government had made "unpalatable" decisions such as axing the Harrier jump jet during a "quick and dirty" review of defence spending, in the understanding "sunny uplands" and increased budgets would follow. Labour's shadow defence minister, Kevan Jones, would not commit his party to meeting the target when challenged by Mr Gray, saying: "We will not be dishonest." Speaking on a visit to BAE Systems in Lancashire, Mr Cameron said the UK was currently meeting the 2% target. He added: "The right time to fix the defence budget will be at the next spending review but, as I say, Britain is meeting all of its obligations."

In light of the new security situation in Europe, the Swedish Institute of International Affairs (UI) arranged a discussion on the partnership relation between the North Atlantic Treaty Organisation (NATO) and Sweden. At the NATO summit in Wales in September 2014, a series of decisions were taken in order to respond to the changing security environment in Europe. Focus is now on strengthening collective defence and building stability with partners. Sweden has developed cooperation with NATO within Partnership for Peace (PfP) and in a large number of international missions since 1994. As a result of the NATO Summit, Sweden has an opportunity to enhance cooperation with NATO even further through a tailor made program. Following the NATO summit of 2014 in South Wales, five of the six NATO ships that were present at Cardiff docks left on a warm and sunny September afternoon/evening. Three mine-hunters, one fast patrol boat, one British D-class destroyer and a French anti-submarine frigate were moored at Roath Basin near the city centre. The North Atlantic Treaty Organization or NATO ( /ˈneɪtoʊ/ NAY-toh; French: Organisation du traité de l'Atlantique Nord (OTAN)), also called the (North) Atlantic Alliance, is an intergovernmental military alliance based on the North Atlantic Treaty which was signed on 4 April 1949. The organization constitutes a system of collective defence whereby its member states agree to mutual defense in response to an attack by any external party. NATO's headquarters are in Brussels, Belgium, one of the 28 member states across North America and Europe, the newest of which, Albania and Croatia, joined in April 2009. An additional 22 countries participate in NATO's Partnership for Peace, with 15 other countries involved in institutionalized dialogue programs. The combined military spending of all NATO members constitutes over 70% of the world's defence spending.
For its first few years, NATO was not much more than a political association. However, the Korean War galvanized the member states, and an integrated military structure was built up under the direction of two U.S. supreme commanders. The course of the Cold War led to a rivalry with nations of the Warsaw Pact, which formed in 1955. The first NATO Secretary General, Lord Ismay, stated in 1949 that the organization's goal was "to keep the Russians out, the Americans in, and the Germans down." Doubts over the strength of the relationship between the European states and the United States ebbed and flowed, along with doubts over the credibility of the NATO defence against a prospective Soviet invasion—doubts that led to the development of the independent French nuclear deterrent and the withdrawal of the French from NATO's military structure in 1966.

Cameron studied Philosophy, Politics and Economics (PPE) at Oxford, gaining a first class honours degree. He was defeated in his first candidacy for Parliament at Stafford in 1997, but was elected in 2001 as the Member of Parliament for the Oxfordshire constituency of Witney. He was promoted to the Opposition front bench two years later, and rose rapidly to become head of policy co-ordination during the 2005 general election campaign. With a public image of a youthful, moderate candidate who would appeal to young voters, he won the Conservative leadership election in 2005.
