The Union of Soviet Socialist Republics (USSR) formally ceased to exist on 26 December 1991. The increasing political unrest led the establishment of the Soviet military and the Communist Party of the Soviet Union to attempt a coup détat to oust Mikhail Gorbachev and re-establish a strong central regime in August 1991.[2] On December 26, 1991, the dissolution of the Soviet Union was finalized by declaration no. 142-H of the Soviet of the Republics of the Supreme Soviet of the Soviet Union,[1] acknowledging the independence of the twelve republics of the Soviet Union, and creating the Commonwealth of Independent States (CIS). It is now 20 years since the sudden and catastrophic collapse of the former Soviet Union. A huge amount of analytical effort in the West, both in academia and in the intelligence community, went into scrutinising every detail of the political, economic, military, technological, demographic and cultural progress of the USSR. And yet, when the end came it was surprisingly quick and ranks as one of the great intellectual and intelligence failures o Perestroika, which literally means 'restructuring', was the difficult time of political and economic reform in the USSR. The reforms were introduced in June 1987 by the new Soviet leader Mikhail Gorbachev. He and his supporters were doing everything they could, but the new economic measures were not working. They could distribute goods, but they couldnt turn a profit. Soviet people were suffering - there was no money and food shortages in shops. It ended with the collapse of the Soviet Union in 1991. The state ideology of the Soviet Union embodied a number of different theoretical streams, originating primarily from within the Marxist ideology of socialism, but with some minor threads emerging from within the Russian revolutionary movement such as the ideology of the Left Socialist-Revolutionaries or from within anarcho-communism such as Makhnovism. After 1921, Russian-developed social-democratic ideologies predominated within the ideology of Soviet communism. Subsequent to Stalin, some changes occurred in Soviet Ideology.
