Philippines | LUGUS, SULU | USD 2.3 BILLION Natural Gas At a groundbreaking ceremony on Tuesday, October 22, 2019, the local administration of Lugus Sulu, in collaboration with the British firm Energy World International Limited, plans to build a liquefied natural gas refinery facility in the municipality of Lugus. The project is expected to cost US$2.3 billion (PHP 163 billion), making it the largest single investment in the Bangsamoro region's history. “This is wonderful, and we embrace it as a tremendous chance to enrich life in Sulu, particularly in our town,� said Lugus Mayor Hadar Hajiri, who is also the president and chief executive officer of Hadar and Medzar Oil and Gas Corp. (HMOGC). The Sulu Sea's oil and gas deposits will supply clean, inexpensive energy to Filipinos and the rest of the globe. This will add additional electricity to the Philippines' already-increasing energy demand. Energy World International Ltd. (EWIL), a British business already involved in various energy projects in the Philippines, has partnered with the HMOGC on a local level. “It is our objective to harness the resources indigenous to the Sulu Region so that we may bring fair development to Lugus Island,� stated Energy World Corporation Executive Director Engineer Graham Elliot. “I promise you my word that we would build our project in an egalitarian and ecologically sustainable manner because we need to offer clean and inexpensive energy for the archipelago, Mindanao, and the Philippines as a whole so that we may progress together,� Elliot continued. “We in the Bangsamoro area are 30 years behind in terms of development,� BARMM Transportation and Communications Minister Dickson P. Hermoso stated. The Sulu Sea is rich in oil and gas and possesses strategic mineral deposits. Your natural gas will promote tremendous economic growth not only on our island but across the Philippines.� “I can see your house and your children's education being financed ten to twenty years from now because of your mineral deposit.� Hermoso was successfully delivered. “Let us work together to improve the whole Bangsamoro,� said Interim Chief Minister Ahod Balawag Ebrahim, Al Haj. Once the Lugus Island Petroleum Park (LIPP) is operational, industrial tourism will be profitable in this area.� Hermoso went on to say. Several facilities will be built on the island as part of the Lugus Island Petroleum Park (LIPP) complex's development plan. An export terminal, a seaport, an airport, an industrial district, a residential neighborhood, and a power producing facility will all be located in Lugus. Western Mindanao Commander Lt. Gen. Cirilito Sobejana, who is regarded as a hero by the people of Lugus for resolving the island's rido or family feuds, said, "Our security problem cannot be solved by military action alone; we really need partners, the local, provincial, and regional government, as well as the business sector, so that we can move forward." “Today's groundbreaking ceremony for the LNG refinery plant might mark the beginning of Lugus' and the Bangsamoro Region's economic development. This enterprise does not belong to a single person; it belongs to the Bangsamoro people, and the entire nation will profit from it.� WesMinCom Commander Sobejana was also mentioned. Vice Mayor Almedzar A. Hajiri said, “Thru the development of this project as sufficient magnitude that is fairly shared with the local population, peace, harmony and positive economic future can be obtained and pray that today’s occasion will pave the way of this unprecedented project� Gov. Abdulsakur Tan said, through his son Vice Governor Abdulsakur “Toto� Tan II, “ Insha Allah, the resources to be harnessed in the waters in part of Sulu will speak of better days ahead, promising prosperity to our people as integral to peace and development efforts.� he added The project will eventually generate employment in the locality. It has an estimated 50-year extraction period that will significantly transform the humble island of Lugus into a world-class industrial tourist destination. The initiative will eventually lead to the creation of jobs in the area.
