Of the 32 London Boroughs and the City of London, there are 12 unitary authorities responsible for both collection and disposal of its waste. The remaining 21 London boroughs are responsible for the collection of their own waste. Disposal of waste however is arranged across four joint waste disposal authorities (JWDA) comprised of the East London Waste Authority (ELWA), North London Waste Authority (NLWA), Western Riverside Waste Authority (WRWA) and the West London Waste Authority (WRWA). Further to the statutory governance arrangements four South London boroughs of Croydon, Merton, Sutton and Kingston-upon-Thames have formed a partnership called the South London Waste Partnership in order to jointly procure waste treatment and disposal contracts for municipal waste. Each Borough retains it’s function as a waste planning authority (although most have grouped into a variety of voluntary plan making partnerships) as outlined in PPS10 on ‘Sustainable Waste Management’ (2005). This requires that waste planning authorities identify adequate sites to accommodate both municipal solid waste (MSW) arisings, which is related to the collection and disposal function, and commercial and industrial waste arisings identified in the regional spatial strategy (i.e. the London Plan). The planning framework for the delivery of waste treatment facilities is currently provided by the strategic policies set out in the London Plan and the policies in Borough’s Unitary Development Plans (UDPs).

The ceremonial county comprises the non-metropolitan county, which is governed by Dorset County Council, and the unitary authorities of Poole and Bournemouth. Covering an area of, Dorset borders Devon to the west, Somerset to the north-west, Wiltshire to the north-east, and Hampshire to the east. The county town is Dorchester which is situated in the south. After the reorganisation of local government in 1974 the county's border was extended eastward to incorporate the Hampshire towns of Bournemouth and Christchurch. Around half of the population lives in the South East Dorset conurbation, while the rest of the county is largely rural with a low population density. National security is the requirement to maintain the survival of the state through the use of economic power, diplomacy, power projection and political power. The concept developed mostly in the United States after World War II. Initially focusing on military might, it now encompasses a broad range of facets, all of which impinge on the non military or economic security of the nation and the values espoused by the national society. Accordingly, in order to possess national security, a nation needs to possess economic security, energy security, environmental security, etc. Security threats involve not only conventional foes such as other nation-states but also non-state actors such as violent non-state actors, narcotic cartels, multinational corporations and non-governmental organisations; some authorities include natural disasters and events causing severe environmental damage in this category. Measures taken to ensure national security include: using diplomacy to rally allies and isolate threats marshalling economic power to facilitate or compel cooperation maintaining effective armed forces implementing civil defense and emergency preparedness measures (including anti-terrorism legislation) ensuring the resilience and redundancy of critical infrastructure using intelligence services to detect and defeat or avoid threats and espionage, and to protect classified information using counterintelligence services or secret police to protect the nation from internal threats The measures nearly universally adopted around the world to maintain national security in the face of the possible threats has led to ongoing dialectic struggle, particularly in liberal democracies, between government authority and civil and human rights. These are natural tensions of the process of maintaining self-determination and sovereignty and keeping the rights and freedoms of individuals. Although national security measures are imposed to protect society as a whole, many such measures may restrict the rights and freedoms of individuals in society. Where the exercise of national security laws and powers is not subject to good governance, the rule of law, and strict checks and balances, there is a risk that national security may simply serve as a pretext for suppressing unfavorable political and social views. Measures which may ostensibly serve a national security purpose, such as mass surveillance, and censorship of mass media, could ultimately lead to an Orwellian dystopia. In the United States, the controversial USA Patriot Act and other governmental actions has brought the issues of rights and freedoms to citizen's attention. New Zealand (/njuːˈziːlənd/; Māori: Aotearoa [aɔˈtɛaɾɔa]) is an Oceanian island country in the southwestern Pacific Ocean. The Times of India 2015-04-03A unitary authority is a type of local authority that has a single tier and is responsible for all local government functions within its area or performs additional functions which elsewhere in the relevant country are usually performed by national government or a higher level of sub-national government.
Typically unitary authorities cover towns or cities which are large enough to function independently of county or other regional administration. Sometimes they consist of national sub-divisions which are distinguished from others in the same country by having no lower level of administration.
More commonly referred to as single-tier municipalities, they exist as a single level of government in a province that otherwise has two levels of local government. One should not confuse municipalities in provinces with no upper-level of local government as single-tier municipalities, as these are the only level of local government in that province.
Structure of a single-tier municipality varies, and while most function as cities with no upper level of government, some function as counties or regional municipalities with no lower municipal subdivisions below them. The vast majority of Canadian single-tier municipalities are located in Ontario, where they exist as individual census divisions, as well as separated municipalities.
