The Chief Secretary is the title of a senior civil servant in members of the Commonwealth of Nations, and, historically, in the British Empire. Prior to the dissolution of the colonies, the Chief Secretary was the second most important official in a colony of the British Empire after the Governor, typically termed the 'Colonial Secretary' and often an office held by the Premier or a similar politically elected minister, and with a portfolio which were equivalent to what was later termed the Home Secretary's office.
Originally the secretary to the Governor as well as secretary of the Colony this office was at first known as the Colonial Secretary or Principal Secretary outside British North America where the equivalent title was Provincial Secretary. In 1821, Governor of New South Wales Philip Gidley King wrote that the Colonial Secretary:
"Has the custody of all official papers and records belonging to the colony; transcribes the public despatches; charged with making out all grants, leases and other public Colonial instruments; also the care of numerous indents or lists sent with convicts of their terms of conviction, and every other official transaction relating to the Colony and Government; and is a situation of much responsibility and confidence."

Plot

Plot
Eun-yi is a playful young woman, a good match for a job as nanny to a precocious child, Nami, the daughter of a wealthy couple, Hae-ra and Hoon. Hae-ra will soon have twins as well. The majordomo, Mrs. Cho, is the household's cold stone center. Before long, Hoon seduces Eun-yi, and when Mrs. Cho tells Hae-ra's mother about the affair, Eun-yi is up against women with wealth, power, and no conscience. Plot
In 1848, a New York bank wants to put a railroad across Mexico, so it buys up small banks around Santa Rita, Durango, and evicts farmers on the proposed rail line who owe money. The bank's henchman is the murderous Jackson. He runs afoul of two women, María, the tough but uneducated daughter of a farmer, and Sara, the European-educated daughter of the owner of one of these banks. To feed the now landless people and to seek revenge, María and Sara become bank robbers, veritable Robin Hoods. But Jackson and his hired guns are after them. What are the women's options?

Plot
The State's Chief Minister, after being questioned by a reporter, Pugazhendi, challenges him to accept the position for a day, and see for himself the challenges that face him. Pugazhendi accepts the challenge, and immediately sets about to tour the region, suspend and prosecute corrupt officials, arrest several politicians, including the Chief Minister himself, and makes swift and decisive changes that will go to assist the most vulnerable, much to the chagrin of people in power.. Chief Minister Dr.Raman Singh today inaugurated the first Lok Seva Kendra (Public Service Centre) at the Collectorate premises in the capital. He also launched the services of four Tehsils-Dharsiva, Tilda, Arang and Abhanpur simultaneously. It may be recalled Dr.Raman Singh announced the project in his address on January 26 at Jagdalpur that all the districts will be linked to Lok Seva Kendras. The Information Technology Department launched the project within a month of the announcement.
Dr.Raman Singh also launched the Mobile App of the public services provided by the Lok Seva Kendras. He said that the Kendras will help in transparency and providing fast services to the common man. It will save a lot of time of the citizens. The public services will be catered in a time-bound manner of 15 days under the Lok Seva Guarantee Act. The senior officers will be updated on the reasons for delay in providing services. The citizens can avail of the State Government services on Mobile Apps and it will save a lot of time and finances of the poor man going from one office to another.
The State Government is making an earnest effort to provide Online services to make 'Digital Chhattisgarh'. About 98 per cent people of the State have opened their bank accounts under the Prime Minister Mr.Narendra Modi's ''Jan Dhan'' Yojana . The Pension Yojanas, students' scholarships, and other monetary benefits will be transferred to the beneficiaries' accounts through the medium of Lok Seva Kendras. Dr.Raman Singh revealed that the services will be extended to the local bodies soon so the common citizen can avail of the municipal taxes updates.
Dr. Raman Singh presented the birth certificate of an applicant Mr Shishir Agrawal's daughter Ms Neha Agrawal , gave away caste certificate of Ms Pinki, Mr.Ketan and Ms Himanshi and the Income Certificate of Mr.Abdul Shamim.
Dr.Raman Singh said that the Pilot Project was launched to link Arang, Abhanpur, Dhrasiva and Tilda tehsils and in a period of three months entire state will be linked to the Lok Seva Kendras. There are about 300 Choice Centres in urban areas and 3500 Centres in rural areas which are catering to the common citizens and providing public services. The Lok Seva Kendras will provide 31 types of services in the initial phase like income, caste,Domicile certificate, Marriage,Birth and Death Certificates. Mobile Apps will provide 21 of these services.
Higher Education Minister Mr.Prem Prakash Pande said the man on the street has expectations of clean and transparent administration. The Lok Seva Kendras had been started to cater to the works of the Aam Admi. If the services are not provided in a time-bound manner there is a provision for penalties also.
Chief Secretary Mr.Vivek Dhand said that the Lok Seva Kendras will be expanded to all the 27 districts' Collectorates,S.D.M. offices, 146 Tehsils and local bodies. About 2700 computers will be provided to the Kendras soon. Information Technology and Energy Department Principal Secretary Mr. Aman Kumar Singh in his inaugural address said that Choice Centres were established a decade ago . Lakhs of citizens utilised the facility till date. About Rs 61 crore will be spent on establishing Lok Seva Guarantee Kendras in the entire State.
Agriculture and Water Resources Minister Mr.Brijmohan Agrawal ,Public Works, Housing and Environment Minister Mr.Rajesh Munat, Dharsiwa MLA Mr.Devji Patel, Arang MLA Mr.Naveen Markendaya and Raipur North MLA Mr. Srichand Sundrani , Zilla Panchayat President Mrs Sharda Verma, Raipur Municipal Corporation Mayor Mr.Pramod Dubey, Chhattisgarh Infotech Promotion Society (CHiPS) Chief Executive Officer Mr.Shourabh Kumar, Raipur Divisional Commissioner Dr.B.L.Tiwari and Raipur Collector Thakur Ramsingh and a lot of senior officers were present at the function.

Dr.Raman Singh said that the Pilot Project was launched to link Arang, Abhanpur, Dhrasiva and Tilda tehsils and in a period of three months entire state will be linked to the Lok Seva Kendras. There are about 300 Choice Centres in urban areas and 3500 Centres in rural areas which are catering to the common citizens and providing public services. The Lok Seva Kendras will provide 31 types of services in the initial phase like income, caste,Domicile certificate, Marriage,Birth and Death Certificates. Mobile Apps will provide 21 of these services.
Higher Education Minister Mr.Prem Prakash Pande said the man on the street has expectations of clean and transparent administration. The Lok Seva Kendras had been started to cater to the works of the Aam Admi. If the services are not provided in a time-bound manner there is a provision for penalties also.
Chief Secretary Mr.Vivek Dhand said that the Lok Seva Kendras will be expanded to all the 27 districts' Collectorates,S.D.M. offices, 146 Tehsils and local bodies. About 2700 computers will be provided to the Kendras soon. Information Technology and Energy Department Principal Secretary Mr. Aman Kumar Singh in his inaugural address said that Choice Centres were established a decade ago . Lakhs of citizens utilised the facility till date. About Rs 61 crore will be spent on establishing Lok Seva Guarantee Kendras in the entire State.

Dr. Raman Singh dedicates first Lok Seva Kendra also linked to Kendras (Sadhna News)
Chief Minister Dr.Raman Singh today inaugurated the first Lok Seva Kendra (Public Service Centre) at the Collectorate premises in the capital. He also launched the services of four Tehsils-Dharsiva, Tilda, Arang and Abhanpur simultaneously. It may be recalled Dr.Raman Singh announced the project in his address on January 26 at Jagdalpur that all the districts will be linked to Lok Seva Kendras. The Information Technology Department launched the project within a month of the announcement. Dr.Raman Singh also launched the Mobile App of the public services provided by the Lok Seva Kendras. He said that the Kendras will help in transparency and providing fast services to the common man. It will save a lot of time of the citizens. The public services will be catered in a time-bound manner of 15 days under the Lok Seva Guarantee Act. The senior officers will be updated on the reasons for delay in providing services. The citizens can avail of the State Government services on Mobile Apps and it will save a lot of time and finances of the poor man going from one office to another. The State Government is making an earnest effort to provide Online services to make 'Digital Chhattisgarh'. About 98 per cent people of the State have opened their bank accounts under the Prime Minister Mr.Narendra Modi's ''Jan Dhan'' Yojana . The Pension Yojanas, students' scholarships, and other monetary benefits will be transferred to the beneficiaries' accounts through the medium of Lok Seva Kendras. Dr.Raman Singh revealed that the services will be extended to the local bodies soon so the common citizen can avail of the municipal taxes updates. Dr. Raman Singh presented the birth certificate of an applicant Mr Shishir Agrawal's daughter Ms Neha Agrawal , gave away caste certificate of Ms Pinki, Mr.Ketan and Ms Himanshi and the Income Certificate of Mr.Abdul Shamim. Dr.Raman Singh said that the Pilot Project was launched to link Arang, Abhanpur, Dhrasiva and Tilda tehsils and in a period of three months entire state will be linked to the Lok Seva Kendras. There are about 300 Choice Centres in urban areas and 3500 Centres in rural areas which are catering to the common citizens and providing public services. The Lok Seva Kendras will provide 31 types of services in the initial phase like income, caste,Domicile certificate, Marriage,Birth and Death Certificates. Mobile Apps will provide 21 of these services. Higher Education Minister Mr.Prem Prakash Pande said the man on the street has expectations of clean and transparent administration. The Lok Seva Kendras had been started to cater to the works of the Aam Admi. If the services are not provided in a time-bound manner there is a provision for penalties also. Chief Secretary Mr.Vivek Dhand said that the Lok Seva Kendras will be expanded to all the 27 districts' Collectorates,S.D.M. offices, 146 Tehsils and local bodies. About 2700 computers will be provided to the Kendras soon. Information Technology and Energy Department Principal Secretary Mr. Aman Kumar Singh in his inaugural address said that Choice Centres were established a decade ago . Lakhs of citizens utilised the facility till date. About Rs 61 crore will be spent on establishing Lok Seva Guarantee Kendras in the entire State. Agriculture and Water Resources Minister Mr.Brijmohan Agrawal ,Public Works, Housing and Environment Minister Mr.Rajesh Munat, Dharsiwa MLA Mr.Devji Patel, Arang MLA Mr.Naveen Markendaya and Raipur North MLA Mr. Srichand Sundrani , Zilla Panchayat President Mrs Sharda Verma, Raipur Municipal Corporation Mayor Mr.Pramod Dubey, Chhattisgarh Infotech Promotion Society (CHiPS) Chief Executive Officer Mr.Shourabh Kumar, Raipur Divisional Commissioner Dr.B.L.Tiwari and Raipur Collector Thakur Ramsingh and a lot of senior officers were present at the function.- published: 27 Feb 2015

The two main contenders were Ayo Fayose and Kayode Fayemi from the PDP and APC respectively. Below is a transcript of a recording that took place on the night before the election. Context All those present are upset by the failings of the military to execute their plan of intimidation and electoral fraud in line with what was agreed/ordered by the President of Federal Republic of Nigeria and Chief of Army Staff of the Federation. All those present are expressing their disapproval of the job done to date to the to the Brg General in charge of the operations. Those present in the room were: * Governor Ayo Fayose - Executive Governor of Ekiti * Senator Iyiola Omisore * Brig General Aliyu Momoh * Senator Musiliu Obanikoro - Ex Minister of state for Defence * Captain Sagir Koli * Honourable AbdulKareem - Honourable member of the National Assembly * Caleb Olubolade - Minister of Police Affairs During the conversation strategies/plans to intimidate voters and perform electoral fraud were discussed in detail. The key points are as follows: * The use of the Nigerian military by the PDP to assist in electoral manipulation. This includes: * The creation of a list of APC members to arrest * The use of stickers to be used to identify persons not to be harassed and detained by the army * Deployment of "Special Team" including a "Strike Force" * The Minister of state of Defence bribing military personnel with the offer of promotion if he carries out the "strategy" * A gubernatorial candidate admitting to electoral fraud by copying voting material provided by the INEC * The reprimanding of military personnel for mistakenly detaining PDP members engaged in electoral fraud * The Minister explicitly states he was instructed by the President of the Federal Republic of Nigeria to execute this plan. * The Candidate Fayose explicitly states he was given assurances by the Chief of Army staff to execute this plan. Musiliu Obanikoro :- One time high commission of Nigeria to Ghana, recently stepped down as Minister of state for Defence Federal Republic of Nigeria to contest for a political position.
