TotalTV is using the NDS Group VideoGuard system of scrambling. Platform is broadcast via Eutelsat W2 satellite (16.0E). In addition to Serbia, TotalTV is also available in Slovenia, Montenegro, Bosnia and Herzegovina, Croatia, Bulgaria and Macedonia.
It is technically possible to use TotalTV in other countries as well, like Italy, Germany, Spain, France etc. All of those countries have satellite signal coverage of the platform's satellite, but to be able to descramble the channels you have to be a subscriber in one of the four countries where the package is available (Bosnia Herzegovina, Montenegro, Serbia, Slovenia, Bulgaria or Macedonia). It is unclear whether such subscriptions are directly available to foreigners or not (if not, the use of a decoy is necessary).
