GENEVA -- The International Labour Organization (ILO) has sent a high-level mission to Bangladesh in the coming days to offer its support and expedite action by all parties following the collapse of the Rana Plaza Building in Savar, which left at least 380 people dead.
The high-level mission is led by ILO Deputy Director-General for Field Operations, Gilbert Houngbo.
ILO Director-General Guy Ryder said he was writing to Prime Minister Sheikh Hasina, urging immediate action to prevent a recurrence of the latest in a series of entirely avoidable workplace tragedies.
"Horror and regret must translate into urgent firm action," said Ryder. "Action now can prevent further tragedy. Inaction would mean that the next tragedy is simply a matter of time. The ILO urges the Government of Bangladesh and its employers and trade unions to make use of its support and ensure that the Rana Plaza tragedy is the last of its kind."
The ILO said a comprehensive programme must include: dealing with unsound factories, including through relocation and infrastructure improvement; establishing credible labour inspection; high-level political commitment to enforcement of laws and regulations; encouragement of social dialogue on safety and health; and the adoption of labour legislation guaranteeing effectively inter alia rights of organization and collective bargaining in line with ILO standards.
The ILO has expressed its deep sadness at the horrific loss of life and injuries caused by the collapse of the building on April 24 and its heartfelt sympathy to the bereaved families.

Gilbert Houngbo
Gilbert Fossoun Houngbo (born 4 February 1961) is a Togolese politician who was Prime Minister of Togo from September 2008 to July 2012. Previously he worked at the United Nations Development Programme (UNDP). Since 2013, Houngbo has been Deputy Director-General for Field Operations and Partnership at the International Labour Office.
Education and career at the UN
Houngbo holds an advanced degree in business management from the University of Lomé in Togo, as well as a degree in accounting and finance from the Université du Québec à Trois-Rivières in Canada. He is a member of the Canadian Institute of Chartered Accountants.
Houngbo was a member of the United Nations Development Programme (UNDP) Strategic Management Team and was its Director of Finance and Administration before being appointed as the UNDP Chief of Staff in 2003. He was subsequently appointed as United Nations Assistant Secretary General, Assistant Administrator of the UNDP, and Director of the UNDP's Regional Bureau for Africa by UN Secretary-General Kofi Annan on 29 December 2005.

GENÈVE -- L'Organisation internationale du Travail (OIT) a envoyé une mission de haut niveau au Bangladesh afin de proposer son appui et d'accélérer l'action de toutes les parties prenantes après l'effondrement de l'immeuble du Rana Plaza, à Savar, qui a causé la mort d'au moins 380 personnes.
Cette mission de haut niveau est conduite par le Directeur général adjoint de l'OIT en charge des Opérations de terrain, Gilbert Houngbo.
Le Directeur général de l'OIT, Guy Ryder, a déclaré avoir écrit au Premier ministre, Sheikh Hasina, l'invitant à prendre d'urgence des mesures pour éviter que ne se reproduise un tel drame, le dernier d'une série de tragédies sur des lieux de travail qui auraient très bien pu être évitées.
«L'horreur et les regrets doivent déboucher sur une action d'urgence», a déclaré M. Ryder. «Agir maintenant, c'est prévenir les tragédies de demain. L'inaction signifierait que, tôt ou tard, une nouvelle tragédie se produira. L'OIT demande au gouvernement du Bangladesh, à ses employeurs et à ses syndicats, d'utiliser le soutien qu'elle propose et de s'assurer que la tragédie du Rana Plaza soit la dernière du genre.»
Selon l'OIT, un programme global devra prévoir de: s'occuper des usines dangereuses, notamment en les déménageant ou en améliorant les infrastructures; instituer une inspection du travail crédible; mobiliser les politiques à haut niveau pour faire appliquer les lois et réglementations; favoriser le dialogue social sur la santé et la sécurité; et adopter une législation du travail qui garantisse vraiment les droits d'organisation et de négociation collective conformément aux normes de l'OIT.
L'OIT a fait part de sa profonde tristesse face aux terribles pertes humaines et aux nombreux blessés provoqués par l'effondrement de l'immeuble le 24 avril; elle a exprimé ses sincères condoléances aux familles endeuillées.

The HLPFS report titled Ending Conflict and Building Peace in Africa: A Call to Action discusses in depth the experience of countries and partners in engaging in situations of fragility. This report comes at a critical time in light of the current emerging combined pressures of rapid urbanization, climate change, youth unemployment, inequality, and new discoveries of natural resources. Each of these factors place African societies under considerable strain and risk. Urgent attention must also be given to the transition of national movements into state-building and peace-building processes. The event will provide further attention to the urgent need to act immediately to ensure systems and policies are responsive, not only to address ongoing conflict, but to create an environment where future conflicts can be mitigated or avoided altogether in the long term.

President Donald Kaberuka established the High Level Panel on Fragile States (HLPFS) chaired by President Ellen Johnson Sirleaf of Liberia. Il relate comment lors des discussions politiques en 2005 aux lendemains de la prise de pouvoir de Faure Gnassingbé et le massacre de centaines de togolais, Obasandjo avait estimé que ceux qui ont été tués avaient provoqué les forces de l'ordre argumentant que "toute action implique réaction". Jean-Pierre Fabre déclare que le pays souffre du fait qu'on vienne toujours y méler des anciens chefs d'états africains sans morale.
Il a ensuite évoqué le recensement électoral dont il est question dans l'actualité, en disant qu'il faut séparer cela de l'élection elle-même. Selon la loi, le renouvellement des listes électorales doit se faire annuellement et l'ANC avait demandé en vain au gouvernement de Gilbert Houngbo d'y procéder en 2011 et 2012. Il invite donc les citoyens à aller s'inscrire tout en sachant que l'opposition exigera l'audit des listes électorales au moment opportun.
Enfin, il revient sur le dialogue politique en s'interrogeant sur certaines pressions pour y amener l'UFC de Gilchrist Olympio au titre de l'opposition alors que ce parti participe au gouvernement dans un accord de partage de pouvoir, avec des portefeuilles importants dont le ministère des affaires étrangères et le ministère de la communication.
