The Rurban Confusion- A Documentary on Khora Gaon

Khora in Uttar Pradesh's Ghaziabad district are like 3893 other urban settlements which display visible characteristics similar to a large population with predominately non-agricultural economic activities. But despite these facts these places are classified as "census towns” by the Registrar General and Census Commissioner of the country. Along with this the state government also have not given an urban tag to these places yet. Because of this reason Khora does not qualify for aid from the union urban development ministry; instead, what it gets is a handful of rural development sops. According to the 2011 census report, Khora is the eighth largest census town in India with a population of 1.9 lakh. Since census towns are yet to be declared statutory towns by the state governments, the upshot is that they are villages, and hence are eligible to avail of rural development ministry schemes. The NDA government is most likely to subsume the PURA mission in a more ambitious mission called Rurban (rural plus urban). The major aim of the Rurban Mission would be to provide urban amenities to rural areas while preserving the ethos of villages. Though some of the 3,894 census towns are bound to be covered under this ambitious scheme, it is unlikely that all big census towns will benefit from this move.
