Compared to aid actions from other nations, the Chinese Communist Party (CCP) regime gave very little aid. The CCP's aid donation was even less than that of IKEA, a Swedish furniture chain store. Foreign media says it seriously damaged the image of the CCP. Here is the report. narration: Facing tens of thousands of homeless victims from typhoon Haiyan in the Philippines, abundant of foreign aid are like an international charity show. The United States dispatched an aircraft carrier named George Washington with 5000 crew and 80 aircrafts to deliver relief supplies to typhoon victims in the Philippines. The US also promised humanitarian aid of $20 million. Japan dispatched 1000 navy forces. England has dispatched an aircraft carrier named Illustrious with transport aircrafts, medical experts, and relief supplies worth $32 million. The CCP only donated $200,000 in name of the "Red Cross". On Nov. 14 it added relief supplies worth of $1.5 million. Swedish furniture giant IKEA donated $2.7 million, which is much more than the CCP donated. Associated Press points out that China and the US are competitive on their regional influence. But the CCP's action harmed its international image. UK media Reuters also indicated in report on 12th that the aid from the CCP to Philippine after the typhoon disaster is too small so the CCP has wasted the opportunity to build up good relations in southeast Asia region. Zheng Yushuo, professor of Political Science, City University, Hong Kong says that China and Philippines have territorial disputes in the south China sea, and some mainland Chinese also have nationalism towards the Philippines. The CCP leaders could have done better. Zheng Yushuo: "It's not smart to do that. As a big country, China should show its demeanor. It's an opportunity to win hearts and minds of the Filipinos and people of the ASEAN Regional." Hua Po, political observer in Beijing, also indicates that the CCP's action shows that it's narrow-minded. The CCP has lost credit on foreign affairs and in a dilemma. Hua Po: "While the disaster was hitting Philippine, the CCP was also in chaos of having the Third Plenum. If there wasn't that much struggle among the CCP's leadership, I think the CCP would have done a better job on aiding the Philippines at least on the surface." In fact, the CCP leader Xi Jinping sent a condolence telegram a few days after typhoon Haiyan hit the Philippines. Editorial of Party mouthpiece Global Times says: "The south ocean disputes between China and Philippines shouldn't keep on blocking the civil cooperations between the two countries." The report also criticize that China has indifferent attitude in aiding the Philippines so our own loss may be more than the Philippines has lost due to lack of aid in this disaster. Zheng Yongnian, the director of the East Asian Institute at National University of Singapore also believes that "China is still lacking in strategic thinking." But, the CCP has been generous to its communist brother countries. Last July, Global Times cited Korean media Central Daily's report, indicating that the CCP offered $100 billion to North Korea in the past 30 years. The aid of the CCP to Albania was even irrational. Since 1954, the CCP has offered Albania economic and military aid of more than 9 billion RMB. Even during 1960, the worst time during the Great Famine, the CCP gave Albania emergency assistance of 50,000 tons of food, donation of 250 million RMB, and 19 sets of projects. Analysis says if the food had been sent to the victims in Sichuan, Henan, and Anhui who were the hardest hit, at least one to two million people could have survived. Some scholars say the aid for Albania also led to 100 million illiterates in China. Hua Po: "In order to keep the Communist country in Europe, China had to keep people in Albania living a normal life, even if people in China were dying from hunger. China even fed the Hoxha regime in Albania." Hua Po indicates that the CCP's actions are considerd more from the perspective of ideology. China foreign economic cooperation incurs the jealousy from cold war thinking countries
In recent years, China's economic presence in Africa has led to a heated debate, some of it well-informed and some of it not, about the nature of Chinese involvement and its implications for the continent. The debate is partially motivated by the rapid growth of China's economic presence in Africa: for example, Chinese investment in Africa grew from USD 210 million in 2000 to 3.17 billion in 2011. Aid is an important policy instrument for China among its various engagements with Africa, and indeed Africa has been a top recipient of Chinese aid: by the end of 2009 it had received 45.7 percent of the RMB 256.29 billion cumulative foreign aid of China. This aid to Africa has raised many questions, such as its composition, its goal and nature. What constitutes China's aid? Officially, China provides eight types of foreign aid: complete projects, goods and materials, technical cooperation, human resource development cooperation, medical assistance, emergency humanitarian aid, volunteer programs, and debt relief. [3] China's aid to Africa covers a wide array of fields, such as agriculture, education, transportation, energy, communications, and health. According to Chinese scholars, since 1956, China has provided almost 900 aid projects to African countries, including assistance supporting textile factories, hydropower stations, stadiums, hospitals, and schools. Official development assistance is defined by the Organisation for Economic Co-operation and Development (OECD) as concessional funding given to developing countries and to multilateral institutions primarily for the purpose of promoting welfare and economic development in the recipient country. [4] China is not a member of OECD and does not follow its definition or practice on development aid. The bulk of Chinese financing in Africa falls under the category of development finance, but not aid. This fact is privately acknowledged by Chinese government analysts, although Chinese literature constantly blurs the distinction between the two categories. The billions of dollars that China commits to Africa are repayable, long-term loans. From 2009 to 2012, China provided USD 10 billion in financing to Africa in the form of "concessional loans."[5] During Chinese President Xi Jinping's first overseas trip to Africa in March 2013, he doubled this commitment to USD 20 billion from 2013 to 2015.[6] The head sovereign risk analyst of Export-Import Bank of China announced in November 2013 that by 2025, China will have provided Africa with USD 1 trillion in financing, including direct investment, soft loans and commercial loans. China's own policy actively contributes to the confusion between development finance and aid. The Chinese government encourages its agencies and commercial entities to "closely mix and combine foreign aid, direct investment, service contracts, labor cooperation, foreign trade and export." The goal is to maximize feasibility and flexibility of Chinese projects to meet local realities in the recipient country, but it also makes it difficult to capture which portion of the financing is -- or should be -- categorized as aid. One rather convincing theory is that the Chinese government in effect pays for the difference between the interest rates of concessional loans provided to Africa and comparable commercial loans. Therefore, only the small difference in interest rates could qualify as Chinese aid.
