Foreign aid to the People's Republic of China takes the form of both bilateral and multilateral official development assistance and official aid to individual recipients.

In 1978, China and Japan had normalized the diplomatic relations. Deng Xiaoping had been to Japan to sign the treaty & seen the development of Japan. As a result, China had decided to borrow 220 million dollars in soft loan from Japan when the amount of foreign currency preparation was 167 million dollars & poured the money into social infrastructures.

In 2001 it received US$1.4 billion in such disbursements, or about US$1.10 per capita. This total was down from the 1999 figures of US$2.4 billion and US$1.90 per capita. In 2003 China received US$1.3 billion in such disbursements, or about US$1 per capita. Like other countries in recent years, the United States has rapidly lowered foreign aid to China, reaching about $12 million dollars from USAID for 2011. The aid goes to Tibetan communities, rule of law initiatives, and climate change policy. In 2011, the $3.95 designated for climate change was the subject of a critical Congressional panel hearing titled Feeding the Dragon: Reevaluating U.S. Development Assistance to China.

China (ⁱ/ˈtʃaɪnə/; Chinese: 中国; pinyin: Zhōngguó; see also Names of China), officially the People's Republic of China (PRC), is the world's most-populous country, with a population of over 1.3 billion. Covering approximately 9.6 million square kilometres, the East Asian state is the world's second-largest country by land area, and the third- or fourth-largest in total area, depending on the definition of total area.

The People's Republic of China is a single-party state governed by the Communist Party of China. It exercises jurisdiction over 22 provinces, five autonomous regions, four directly controlled municipalities (Beijing, Tianjin, Shanghai, and Chongqing), and two mostly self-governing special administrative regions (Hong Kong and Macau). Its capital city is Beijing. The PRC also claims Taiwan—which is controlled by the Republic of China (ROC), a separate political entity—as its 23rd province, a claim controversial due to the complex political status of Taiwan and the unresolved Chinese Civil War. The PRC government denies the legitimacy of the ROC.

In international relations, aid (also known as international aid, overseas aid, or foreign aid) is a voluntary transfer of resources from one country to another, given at least partly with the objective of benefiting the recipient country. It may have other functions as well: it may be given as a signal of diplomatic approval, or to strengthen a military ally, to reward a government for behaviour desired by the donor, to extend the donor's cultural influence, to provide infrastructure needed by the donor for resource extraction from the recipient country, or to gain other kinds of commercial access.Humanitarianism and altruism are, nevertheless, significant motivations for the giving of aid.

Aid may be given by individuals, private organisations, or governments. Standards delimiting exactly the kinds of transfers that count as aid vary. For example, aid figures may or may not include transfers for military use: to cite one instance, the United States included military assistance in its aid figure until 1957 but no longer does. The most widely used measure of aid, "Official Development Assistance" (ODA) is such a figure. It is compiled by the Development Assistance Committee of the Organisation for Economic Co-operation and Development. The United Nations, the World Bank, and many scholars use the DAC's ODA figure as their main aid figure because it is easily available and reasonably consistently calculated over time and between countries. The DAC consists of 22 of the wealthiest Western industrialised countries plus the EU; it is a forum in which they coordinate their aid policies.

Paul Kagame ( /kəˈɡɑːmeɪ/ kə-GAH-may; born 23 October 1957) is the sixth and current President of the Republic of Rwanda. He rose to prominence as the leader of the Rwandan Patriotic Front (RPF), whose military victory over the incumbent government in July 1994 effectively ended the Rwandan genocide. Under his leadership, Rwanda has been called Africa’s “biggest success story” and Kagame has become a public advocate of new models for foreign aid designed to help recipients become self-reliant. However, President Kagame's rule has been criticized for his domestic policies, which have been described as authoritarian. In addition Kagame has been accused of war crimes during Rwanda's invasion of the DR Congo in 1996, and of having led a subsequent proxy war against the DR Congo by arming the CNDP until January 20, 2009.

Kagame was born to a Tutsi family in Tambwe, Rwanda-Urundi in October 1957 to Deogratius and Asteria Rutagambwa. In November 1959, an increasingly restive Hutu population sparked a revolt, eventually resulting in the overthrow of Mwami Kigeri V Ndahindurwa in 1961. During the 1959 revolt and its aftermath, more than 150,000 people were killed in the fighting, with the Tutsis suffering the greatest losses. Several thousand fled to neighbouring countries including Burundi and Uganda. In all, some 20,000 Tutsis were killed. In 1960 Kagame left with his family at the age of two and moved to Uganda with many other Tutsis. In 1962 they settled in the Gahunge refugee camp, Toro, where Kagame spent the rest of his childhood years. He attended Ntare Secondary School in Uganda. During much of this time Kagame was a "motivated student" and bore an early fascination with revolutionaries such as Che Guevara.

Ronald Ernest "Ron" Paul (born August 20, 1935) is an American politician who has been the U.S. Representative for Texas's 14th congressional district, which includes Galveston, since 1997, and a three-time candidate for President of the United States, as a Libertarian in 1988 and as a Republican in 2008 and currently 2012. He is an outspoken critic of American foreign and monetary policies, including the Military–industrial complex and the Federal Reserve, and is known for his libertarian-leaning views, often differing from his own party on certain issues.

A native of Pittsburgh, Pennsylvania, Paul is a graduate of Gettysburg College and Duke University School of Medicine, where he earned his medical degree. He served as a medical officer in the United States Air Force from 1963 until 1968. He worked as an obstetrician-gynecologist from the 1960s to the 1980s, delivering more than 4,000 babies. He became the first Representative in history to serve concurrently with a child in the Senate when his son Rand Paul was elected to the United States Senate for Kentucky in 2010.
