Hagel Said to Be Stepping Down as Defense Chief Under Pressure (NY Times) WASHINGTON — Defense Secretary Chuck Hagel is stepping down under pressure, the first cabinet-level casualty of the collapse of President Obama’s Democratic majority in the Senate and the struggles of his national security team amid an onslaught of global crises. The president, who is expected to announce Mr. Hagel’s resignation in a Rose Garden appearance on Monday, made the decision to ask his defense secretary — the sole Republican on his national security team — to step down last Friday after a series of meetings over the past two weeks, senior administration officials said. The officials described Mr. Obama’s decision to remove Mr. Hagel, 68, as a recognition that the threat from the Islamic State would require a different kind of skills than those that Mr. Hagel was brought on to employ. A Republican with military experience who was skeptical about the Iraq war, Mr. Hagel came in to manage the Afghanistan combat withdrawal and the shrinking Pentagon budget in the era of budget sequestration. But now “the next couple of years will demand a different kind of focus,” one administration official said, speaking on the condition of anonymity. He insisted that Mr. Hagel was not fired, saying that he initiated discussions about his future two weeks ago with the president, and that the two men mutually agreed that it was time for him to leave. But Mr. Hagel’s aides had maintained in recent weeks that he expected to serve the full four years as defense secretary. His removal appears to be an effort by the White House to show that it is sensitive to critics who have pointed to stumbles in the government’s early response to several national security issues, including the Ebola crisis and the threat posed by the Islamic State. Even before the announcement of Mr. Hagel’s removal, Obama officials were speculating on his possible replacement. At the top of the list are Michèle Flournoy, the former under secretary of defense; Senator Jack Reed, Democrat of Rhode Island and a former officer with the Army’s 82nd Airborne; and Ashton B. Carter, a former deputy secretary of defense. A respected former senator who struck a friendship with Mr. Obama when they were both critics of the Iraq war from positions on the Senate Foreign Relations Committee, Mr. Hagel has nonetheless had trouble penetrating the tight team of former campaign aides and advisers who form Mr. Obama’s closely knit set of loyalists. Senior administration officials have characterized him as quiet during cabinet meetings; Mr. Hagel’s defenders said that he waited until he was alone with the president before sharing his views, the better to avoid leaks. Whatever the case, Mr. Hagel struggled to fit in with Mr. Obama’s close circle and was viewed as never gaining traction in the administration after a bruising confirmation fight among his old Senate colleagues, during which he was criticized for seeming tentative in his responses to sharp questions. He never really shed that pall after arriving at the Pentagon, and in the past months he has largely ceded the stage to the chairman of the Joint Chiefs of Staff, Gen. Martin E. Dempsey, who officials said initially won the confidence of Mr. Obama with his recommendation of military action against the Islamic State. Departing Defense Secretary Chuck Hagel may have sealed his exit in this interview with Charlie Rose last week. Rose conducted the interview at the Pentagon. In the interview, Hagel made two key points that serve as accusations that President Barack Obama is mismanaging the United States military and the ISIS threat. Rose asked Hagel to elaborate on comments that he made in a speech at the Reagan Library last weekend. In that speech, Hagel said that America’s military capability, while still the best in the world, is being threatened. Hagel re-iterated that to Rose, but also left viewers to wonder about the direction that President Obama is taking the military. “I am worried about it, I am concerned about it, Chairman Dempsey is, the chiefs are, every leader of this institution,” Hagel said, including Pentagon leadership but leaving both President Obama and Vice President Joe Biden’s names out of his list of officials who are worried about the U.S. military’s declining capability. Hagel said that the Congress and the American people need to know what while the U.S. military remains the strongest, best trained and most motivated in the world, its lead is being threatened because of policies being implemented now. While President Barack Obama’s approval ratings continue to drop, so do the number of people in President Obama’s Cabinet. Defense Secretary Chuck Hagel is stepping down from his position in the White House. His job only lasted two years, replacing former CIA Director, Leon Panetta. That’s not the only conversation Chuck Hagel had last month. In fact, during an interview with The Atlantic, Hagel said: “I think we are living through one of these historic, defining times. I think we are seeing a new world order.” While President Obama will never admit it in public, he could not have possibly been happy with those comments. The narrative from the White House suggests Hagel was brought on to do a job two years ago, and now the job requirements are different, under a new geopolitical atmosphere. But if it’s not broken, why would Obama try to fix it? Hagel definitely had a rough two years at the Pentagon, but his discharge from office is just the tip of the iceberg. Hagel fought the President on the ever-shrinking budget for the Department of Defense. In Afghanistan, many military analysts suggest the US strategy is failing. Taliban forces continue to rage against the American troops, taking more and more control in the fight against a young government. In Iraq and Syria, Obama’s hands off approach allowed the Islamic State insurgents to topple the national security of two countries, murdering thousands, and displacing millions from their homes. All along, Hagel struggled to answer questions from Congress about the fight against ISIS, often falling back on the excuse that he only had the power to make recommendations, and the White House pulls the trigger. That was another claim President Obama denied. Former Defense Secretary Robert Gates came out and wrote a scathing book about his days working with President Obama, criticizing him at every turn. Why the US Had Only 1 Wrench for 3 Nuclear Bases

Call it the Pentagon’s wrench problem. Defense Secretary Chuck Hagel said on Friday that he is making changes to the Air Force and Navy’s nuclear forces after two reviews found systemic problems and mismanagement. A prime example of the problems Hagel cited Friday was a toolkit that included a wrench needed to install a nuclear warhead atop an ICBM. Only one of the toolkits remained available, so the three bases that maintain the fleet of 450 Minuteman ICBM’s would share the toolkit. How? Hagel said they would use Fed Ex to ship it to the base that needed it at the time. We now have a wrench for each location. We're going to have two wrenches for each location, soon.” The wrench in question is officially known as a Heat Shield Counter-bore Tool and was originally used for the now-defunct Peacekeeper missile. But it was needed again when the Minuteman III’s weapon system was upgraded, but it has seldom been used. The toolkit has been used less than five times since 2008. Hagel said the episode is “reflective and indicative of a system that's been allowed to kind of slowly back downhill. ... We have seen ... as a result of the intense reviews, internal and external, these kinds of things which you just mentioned about the wrench.” Other problems, Hagel said, included a culture of micro-management and over-inspection, as well as manning, infrastructure and skill deficiencies. In addition, he said, there appeared to be inadequate communication, follow-up and accountability on the part of senior leaders in the nuclear force. The micro-management and over-inspection may have partly resulted from efforts to prevent a recurrence of the mishandling of nuclear gear in 2007 and 2008 that led to the firing of the Air Force’s senior leadership. Hagel has ordered that the command of the Air Force’s nuclear fleet be upgraded to a four-star command and he is looking to boost spending for the nuclear force by 10 percent over the next five years to address short-term needs. “I will hold our leaders accountable up and down the chain of command to ensure that words are matched with actions,” particularly in the Air Force, said Hagel. “We must change the cultural perception of a nuclear enterprise, which has particularly suffered in the Air Force. We must restore the prestige that attracted the brightest minds of the Cold War era so our most talented young men and women see the nuclear pathway as promising in value.” The defense secretary acknowledged that much of the focus over the last decade has been on the ground wars in Iraq and Afghanistan and the nuclear enterprise mission has been taken for granted. “I think this nuclear enterprise has kind of been allowed to back downhill a little bit," he said. "It's not paying attention where we should have, in some areas.” Hagel warned that “if we don't fix this, eventually it will get to a point where there will be some questions about our security." But he offered some good news too: “There's nothing here that we can't fix. The good news is that none of this has endangered America, Americans, or put our security at risk. That's all good news.”

Pentagon Pushes For 'Game-Changing' Strategy

SIMI VALLEY, Calif. — Wary of a more muscular Russia and China, Defense Secretary Chuck Hagel said Saturday the Pentagon will make a new push for fresh thinking about how the U S can keep and extend its military superiority despite tighter budgets and the wear and tear of 13 years of war. Hagel announced a defense innovation initiative that he likened to historic and successful campaigns during the Cold War to offset military advantages of U S adversaries. He described a game-changing strategy to sharpen American's military edge in the face of budget impasses on Capitol Hill. We must change the way we innovate, operate and do business, he told a defense forum at the Ronald Reagan Presidential Library. In a memo to Pentagon leaders in which be outlined the initiative, Hagel said the U S must not lose its commanding edge in military technology. While we have been engaged in two large land-mass wars over the last 13 years, potential adversaries have been modernizing their militaries, developing and proliferating disruptive capabilities across the spectrum of conflict. This represents a clear and growing challenge to our military power, he wrote. Speaking just a short walk from Reagan's tomb, Hagel invoked the late president's legacy as a rebuilder of U S military strength in the 1980s and cited Reagan's famous call for the Soviets to tear down the Berlin Wall, which epitomized a divided Europe and a world at risk of a new global war. America and its allies prevailed over a determined Soviet adversary by coming together as a nation over decades and across party lines to make long-term, strategic investments, including in innovation and reform of our nation's military, he said. Those investments ultimately helped force the Soviet military and Soviet regime to fold its hand. In separate remarks to the defense forum, the vice chairman of the Joint Chiefs of Staff, Adm. James Winnefeld, said Russia and China began reasserting themselves on the world stage to capitalize on America's distraction in the long wars in Iraq and Afghanistan. In protecting our allies against potential mischief from these powers, we've always counted on our overmatch in capability and capacity to offset the challenges of distance and initiative, Winnefeld said. That overmatch is now in jeopardy. Hagel, a Republican who served two terms in Congress as a senator from Nebraska, said the U S can no longer count on outspending its rivals and potential adversaries. But longstanding overseas alliances and America's reputation for dependability require, he said, that the military be able to project power abroad — an expensive capability that he said is now at risk. If this capability is eroded or lost, we will see a world far more dangerous and unstable far more threatening to America and our citizens here at home than we have seen since World War II, he said. Hagel said the U S cannot afford to relax or assume that the military superiority it developed during the Cold War will automatically persist. We are not waiting for change to come to us we are taking the initiative, getting ahead of the changes we know are coming, and making the long-term investments we need for the future, he said. Hagel said he is launching a long-range research and development program to find and field breakthroughs in key technologies, including robotics, miniaturization and advanced manufacturing techniques such as 3-D printing. He said the Pentagon will call on the private sector and academia for help. This program will look toward the next decade and beyond, he said. In the near-term, it will invite some of the brightest minds from inside and outside government to start with a clean sheet of paper and assess what technologies and systems DoD ought to develop over the next three to five years. In blistering criticism of President Barack Obama and the Pentagon, McCain said, "No one outside the Joint Chiefs of Staff believes we have a strategy" to defeat and degrade ISIS, as set forth by the administration. Panetta and Gates have recently written books which have criticized Obama. In his remarks, Gates likened Obama to President Lyndon B. Johnson in what he called "micromanagement" of military policy and targeting during the Vietnam War. Jeh Johnson said "uppermost" in his mind is that a lone wolf attack inspired by ISIS could strike the United States at a moment's notice.

Hagel aseguró que "la causa fundamental ha sido una falta de atención y recursos sostenida", lo que ha permitido que el arsenal nuclear "se deteriorase desde el final de la Guerra Fría". El jefe del Pentágono realizó el anuncio en una rueda de prensa en la sede del Departamento de Defensa, después de que se diesen a conocer dos informes internos que subrayaban "problemas sistémicos en todo el programa nuclear". En ellos, se hicieron más de 100 recomendaciones para mejorar el arsenal y la infraestructura nuclear, muchas de cuyas instalaciones datan de las décadas de 1950 y 1960. "Estas cuestiones podrían socavar la seguridad y la efectividad del arsenal nuclear de Estados Unidos", advirtió el secretario de Defensa ante los periodistas. Hagel remarcó la necesidad de "incrementar nuestro personal nuclear" y hacer frente "a la sensación generalizada de que una carrera en el programa nuclear ofrece pocas oportunidades para crecer y progresar", al comentar la "baja moral" existente quienes trabajan en esta materia. Por ello, adelantó que se plantearán subidas de sueldos para los trabajadores y se nombrará a un nuevo comandante, que será un general de cuatro estrellas, en lugar de los que habían ocupado el cargo anteriormente, que eran de tres estrellas. Aunque no precisó la cifra que destinará a estas tareas de renovación, que rondará "varios miles de millones", señaló que el objetivo es aumentar el presupuesto para el programa nuclear en un 10% de manera continuada en los próximos cinco años. El Pentágono gasta en la actualidad en torno a 15.000 millones de dólares en el programa nuclear, apuntó Hagel. Según los informes, hay "graves problemas con potenciales consecuencias sobre el mundo real si no son encarados, algunos de los cuales requieren cambios estructurales y culturales de largo plazo y permanentes". Los informes fueron encargados por Hagel en febrero de este año, después de conocerse varios incidentes en las tres instalaciones donde se aloja la mayoría del arsenal nuclear intercontinental de Estados Unidos, las bases de Malmstrom, en el estado de Montana; F.E.
