A Union Territory' is a subcontinental administrative division of India, in the federal framework of governance. Unlike the states of India, which have their own elected governments, union territories are ruled directly by the federal government; the President of India appoints an Administrator or Lieutenant-Governor for each territory.

As of 2009^[update], there are seven union territories.Delhi, the capital of India, is also a Union territory. Delhi and Pondicherry have been given partial statehood. Delhi is redefined as National Capital Territory. Delhi and Pondicherry have their own elected legislative assemblies and the executive councils of ministers, but their powers are limited; certain legislation must be reserved for the "consideration and assent" of the President of India.Union territories have got independence after independence of India.

Union territories of India have special rights and status due to their constitutional formation and development. They may be given this constitutional status for reasons such as safeguarding the rights of indigenous cultures of that region, averting political turmoil related to matters of administration and so on.

Sarve Satyanarayana (born 4 April 1954) is an Indian politician and member of the Parliament of India, representing Malkajgiri constituency.

Sarve Satyanarayana was born in Hyderabad, Andhra Pradesh in a dalit family to Laxmaiah and Mallamma. He did his B.A, LL.B. from Osmania University, Hyderabad at Evening College of Law, Abids, Hyderabad. He was a Student union leader at Law college.

He rendered about 13 years of Govt. service in SBH Compilation from 1972–77; HMT, Hyderabad, from 1972–78; and SAIL, Hyderabad, 1978-1985. He was a trade union leader for about 10,000 employees in SAIL , spread over 42 branches all over the country.

Sarve Satyanarayna was elected to Andhra Pradesh Legislative Assembly from 1985 to 1989, elected to the Lok Sabha from Siddipet constituency in 2004 and from Malkajgiri constituency in 2009. Generally known for his mild behavior, he recently shocked everyone when he foul mouthed a civil servant (Addl. Divisional Engineer) by finding his name at the bottom while less important leaders were placed above him on the inauguration-plaque of an electrical sub-station. He even threatened the officer with dire consequences and thrashing by his followers present at the venue. Within two days he came back to media and apologized. Again recently he picked up a fight with the AP textiles minister, Shankar Rao, over a protocol issue. Since then they both are not on talking terms.
