Dakhla (Dajla), or ad-Dakhla (Arabic: الداخلة‎, formerly Villa Cisneros under Spanish rule), is a city in the Western Sahara and the capital of the Moroccan administrative region Oued Ed-Dahab-Lagouira. It has about 55,618 inhabitants and is built on a narrow peninsula of the Atlantic Coast about 550 km south of El Aaiún (Laayoune).

Dakhla was founded in 1502 by Spanish settlers during the expansion of their Empire. The Spanish interest in Western Africa in desertic coast of Sahara was the result of fishing activities carried out from the nearby Canary Islands by Spanish fishers and the Barbary pirates menace.

The earless seal's Mediterranean monk seal (Monachus monachus) former range extended throughout the Northwest Atlantic Africa, Mediterranean and Black Sea, coastlines, including all offshore islands of the Mediterranean, and into the Atlantic and its islands: Canary, Madeira, Ilhas desertas, Porto Santo... as far west as the Azores. Vagrants could be found as far south as Gambia and the Cape Verde islands, and as far north as continental Portugal and Atlantic France.

James Beeland Rogers, Jr. (born October 19, 1942) is an American investor and author. He is currently based in Singapore. Rogers is the Chairman of Rogers Holdings and Beeland Interests, Inc. He was the co-founder of the Quantum Fund with George Soros and creator of the Rogers International Commodities Index (RICI).

Rogers is an outspoken proponent of the free market, but he does not consider himself a member of any school of thought. Rogers acknowledged, however, that his views best fit the label of Austrian School of economics.

Rogers was born in Baltimore, Maryland and raised in Demopolis, Alabama. He started in business at the age of five by selling peanuts and by picking up empty bottles that fans left behind at baseball games. He got his first job on Wall Street, at Dominick & Dominick, after graduating with a bachelor's degree in History from Yale University in 1964. Rogers then acquired a second BA degree in Philosophy, Politics and Economics from Balliol College, Oxford University in 1966.
