The Union of South American Nations (Dutch: Unie van Zuid-Amerikaanse Naties ( pronunciation (help·info)) - UZAN, Portuguese: União de Nações Sul-Americanas - UNASUL, Spanish: Unión de Naciones Suramericanas - UNASUR) is an intergovernmental union integrating two existing customs unions: Mercosur and the Andean Community of Nations (CAN), as part of a continuing process of South American integration. It is modeled on the European Union.
The UNASUR Constitutive Treaty was signed on May 23, 2008, at the Third Summit of Heads of State, held in Brasília, Brazil. According to the Constitutive Treaty, the Union's headquarters will be located in Quito, Ecuador. The South American Parliament will be located in Cochabamba, Bolivia, while the headquarters of its bank, the Bank of the South are located in Caracas, Venezuela.
The combined population of the 12-member Union as at 1 July 2010 was estimated at 396,391,032.
On 4 May 2010, at an extraordinary heads of state summit held in Campana, 75 km (47 mi) north of Buenos Aires, former Argentine President Néstor Kirchner was unanimously elected the first Secretary-General of UNASUR for a two-year term. This new office was conceived as a first step towards the establishment of a permanent bureaucratic body for the supranational union, eventually superseding Mercosur and CAN political bodies. On 1 December 2010, Uruguay became the ninth nation to ratify the UNASUR treaty, thus giving the union full legality.
Elías José Jaua Milano (born 1969) is a Venezuelan politician and former university professor who has been Vice-President of Venezuela since January 2010.
Jaua obtained a Sociology degree from the Central University of Venezuela. In 2000 he was part of the Comisión Legislativa Nacional and Minister of the Secretaría de la Presidencia from 2000 to 2001. He was nominated as Venezuelan Ambassador to Argentina in 2002; Jaua served as Minister of Agriculture in President Hugo Chávez's government before being appointed as Vice-President in January 2010, while remaining Minister of Agriculture.
On the 15th of December 2011, following a major reshuffle of the Venezuelan political leadership, President Chavez proposed Jaua to be the PSUV candidate for governor of the state of Miranda (reported in El Universal).
Ernesto Samper Pizano (born 3 August 1950) is a Colombian politician. He served as the President of Colombia from August 7, 1994 to August 7, 1998, representing the Liberal Party. He was involved in the 8000 process scandal, which takes its name from the folio number assigned to it by the chief prosecutor's office. The prosecutor charged that money from the Cali Cartel was funneled into Samper's presidential campaign to gain his success in what would have been a very close race after he failed to win by a majority during the first round (Colombia has 2 rounds of elections, unless the first round yields a majority winner).
In 1993, when the presidential campaign was in its early stages, it became increasingly clear that the race was going to be close, particularly between Samper and Andrés Pastrana, the candidate of the Colombian Conservative Party: opinion polls were sharply divided. Presidential elections took place on May 29, 1994. The results of the first electoral round showed Ernesto Samper winning with a slight 0.32% lead over Andrés Pastrana. Colombian electoral law states that if no candidate wins more than 50% + 1 vote in the first round, a second round between the two candidates who achieved the highest number of votes in the first round shall take place to identify a winner.
